Chowdhury used the term to describe looming fears of a so-called “Fourth Industrial Revolution” following the rise of artificial intelligence. Moral outsourcing is often applied by technologists to shrink away from their part in building offensive products. In her TED Talk, Chowdhury gives the example of a creator excusing their work by saying they were simply doing their job. This is a case of moral outsourcing and not taking ownership for the consequences of creation. When it comes to AI, moral outsourcing allows for creators to decide when the machine is human and when it is a computer - shifting the blame and responsibility of moral plights off of the technologists and onto the technology. Conversations around AI and bias and its impacts require accountability to bring change. It is difficult to address these biased systems if their creators use moral outsourcing to avoid taking any responsibility for the issue. One example of moral outsourcing is the anger that is directed at machines for “taking jobs away from humans” rather than companies for employing that technology and jeopardizing jobs in the first place. The term "moral outsourcing" refers to the concept of outsourcing, or enlisting an external operation to complete specific work for another organization. In the case of moral outsourcing, the work of resolving moral dilemmas or making choices according to an ethical code is supposed to be conducted by another entity. == Real-world applications == In the medical field, AI is increasingly involved in decision-making processes about which patients to treat, and how to treat them. The responsibility of the doctor to make informed decisions about what is best for their patients is outsourced to an algorithm. Sympathy is also noted to be an important part of medical practice; an aspect that artificial intelligence, glaringly, is missing. This form of moral outsourcing is a major concern in the medical community. Another field of technology in which moral outsourcing is frequently brought up is autonomous vehicles. California Polytechnic State University professor Keith Abney proposed an example scenario: "Suppose we have some [troublemaking] teenagers, and they see an autonomous vehicle, they drive right at it. They know the autonomous vehicle will swerve off the road and go off a cliff, but should it?" The decision of whether to sacrifice the autonomous vehicle (and any passengers inside) or the vehicle coming at it will be written into the algorithms defining the car's behavior. In the case of moral outsourcing, the responsibility of any damage caused by an accident may be attributed to the autonomous vehicle itself, rather than the creators who wrote the protocol the vehicle will use to "decide" what to do. Moral outsourcing is also used to delegate the consequences of predictive policing algorithms to technology, rather than the creators or the police. There are many ethical concerns with predictive policing due to the fact that it results in the over-policing of low income and minority communities. In the context of moral outsourcing, the positive feedback loop of sending disproportionate police forces into minority communities is attributed to the algorithm and the data being fed into this system--rather than the users and creators of the predictive policing technology. == Outside of technology == === Religion === Moral outsourcing is also commonly seen in appeals to religion to justify discrimination or harm. In his book What It Means to be Moral, sociologist Phil Zuckerman contradicts the popular religious notion that morality comes from God. Religion is oftentimes cited as a foundation for a moral stance without any tangible relation between the religious beliefs and personal stance. In these cases, religious individuals will "outsource" their personal beliefs and opinions by claiming that they are a result of their religious identification. This is seen where religion is cited as a factor for political beliefs, medical beliefs, and in extreme cases an excuse for violence. === Manufacturing === Moral outsourcing can also be seen in the business world in terms of manufacturing goods and avoiding environmental responsibility. Some companies in the United States will move their production process to foreign countries with more relaxed environmental policies to avoid the pollution laws that exist in the US. A study by the Harvard Business Review found that "in countries with tight environmental regulation, companies have 29% lower domestic emissions on average. On the other hand, such a tightening in regulation results in 43% higher emissions abroad." The consequences of higher pollution rates are then attributed to the loose regulations in these countries, rather than on the companies themselves who purposefully moved into these areas to avoid strict pollution policy.

    The Cancer Imaging Archive (TCIA) is an open-access database of medical images for cancer research. The site is funded by the National Cancer Institute's (NCI) Cancer Imaging Program, and the contract is operated by the University of Arkansas for Medical Sciences. Data within the archive is organized into collections which typically share a common cancer type and/or anatomical site. The majority of the data consists of CT, MRI, and nuclear medicine (e.g. PET) images stored in DICOM format, but many other types of supporting data are also provided or linked to, in order to enhance research utility. All data are de-identified in order to comply with the Health Insurance Portability and Accountability Act and National Institutes of Health data sharing policies.     A digital image is an image composed of picture elements, also known as pixels, each with finite, discrete quantities of numeric representation for its intensity or gray level that is an output from its two-dimensional functions fed as input by its spatial coordinates denoted with x, y on the x-axis and y-axis, respectively. An image can be vector or raster type. By itself, the term "digital image" usually refers to raster images or bitmapped images (as opposed to vector images). == Raster == Raster images have a finite set of digital values, called picture elements or pixels. The digital image contains a fixed number of rows and columns of pixels. Pixels are the smallest individual element in an image, holding quantized values that represent the brightness of a given color at any specific point. Typically, the pixels are stored in computer memory as a raster image or raster map, a two-dimensional array of small integers. These values are often transmitted or stored in a compressed form. Raster images can be created by a variety of input devices and techniques, such as digital cameras, scanners, coordinate-measuring machines, seismographic profiling, airborne radar, and more. They can also be synthesized from arbitrary non-image data, such as mathematical functions or three-dimensional geometric models; the latter being a major sub-area of computer graphics. The field of digital image processing is the study of algorithms for their transformation. === Raster file formats === Most users come into contact with raster images through digital cameras, which use any of several image file formats. Some digital cameras give access to almost all the data captured by the camera, using a raw image format. The Universal Photographic Imaging Guidelines (UPDIG) suggests these formats be used when possible since raw files produce the best quality images. These file formats allow the photographer and the processing agent the greatest level of control and accuracy for output. Their use is inhibited by the prevalence of proprietary information (trade secrets) for some camera makers, but there have been initiatives such as OpenRAW to influence manufacturers to release these records publicly. An alternative may be Digital Negative (DNG), a proprietary Adobe product described as "the public, archival format for digital camera raw data". Although this format is not yet universally accepted, support for the product is growing, and increasingly professional archivists and conservationists, working for respectable organizations, variously suggest or recommend DNG for archival purposes. == Vector == Vector images resulted from mathematical geometry (vector). In mathematical terms, a vector consists of both a magnitude, or length, and a direction. Often, both raster and vector elements will be combined in one image; for example, in the case of a billboard with text (vector) and photographs (raster). Example of vector file types are EPS, PDF, and AI. == Image viewing == Image viewer software displayed on images. Web browsers can display standard internet images formats including JPEG, GIF and PNG. Some can show SVG format which is a standard W3C format. In the past, when the Internet was still slow, it was common to provide "preview" images that would load and appear on the website before being replaced by the main image (to give a preliminary impression). Now Internet is fast enough and this preview image is seldom used. Some scientific images can be very large (for instance, the 46 gigapixel size image of the Milky Way, about 194 GB in size). Such images are difficult to download and are usually browsed online through more complex web interfaces. Some viewers offer a slideshow utility to display a sequence of images. == History == Early digital fax machines such as the Bartlane cable picture transmission system preceded digital cameras and computers by decades. The first picture to be scanned, stored, and recreated in digital pixels was displayed on the Standards Eastern Automatic Computer (SEAC) at NIST. The advancement of digital imagery continued in the early 1960s, alongside development of the space program and in medical research. Projects at the Jet Propulsion Laboratory, MIT, Bell Labs and the University of Maryland, among others, used digital images to advance satellite imagery, wirephoto standards conversion, medical imaging, videophone technology, character recognition, and photo enhancement. Rapid advances in digital imaging began with the introduction of MOS integrated circuits in the 1960s and microprocessors in the early 1970s, alongside progress in related computer memory storage, display technologies, and data compression algorithms. The invention of computerized axial tomography (CAT scanning), using x-rays to produce a digital image of a "slice" through a three-dimensional object, was of great importance to medical diagnostics. As well as origination of digital images, digitization of analog images allowed the enhancement and restoration of archaeological artifacts and began to be used in fields as diverse as nuclear medicine, astronomy, law enforcement, defence and industry. Advances in microprocessor technology paved the way for the development and marketing of charge-coupled devices (CCDs) for use in a wide range of image capture devices and gradually displaced the use of analog film and tape in photography and videography towards the end of the 20th century. The computing power necessary to process digital image capture also allowed computer-generated digital images to achieve a level of refinement close to photorealism. === Digital image sensors === The first semiconductor image sensor was the CCD, developed by Willard S. Boyle and George E. Smith at Bell Labs in 1969. While researching MOS technology, they realized that an electric charge was the analogy of the magnetic bubble and that it could be stored on a tiny MOS capacitor. As it was fairly straightforward to fabricate a series of MOS capacitors in a row, they connected a suitable voltage to them so that the charge could be stepped along from one to the next. The CCD is a semiconductor circuit that was later used in the first digital video cameras for television broadcasting. Early CCD sensors suffered from shutter lag. This was largely resolved with the invention of the pinned photodiode (PPD). It was invented by Nobukazu Teranishi, Hiromitsu Shiraki and Yasuo Ishihara at NEC in 1980. It was a photodetector structure with low lag, low noise, high quantum efficiency and low dark current. In 1987, the PPD began to be incorporated into most CCD devices, becoming a fixture in consumer electronic video cameras and then digital still cameras. Since then, the PPD has been used in nearly all CCD sensors and then CMOS sensors. The NMOS active-pixel sensor (APS) was invented by Olympus in Japan during the mid-1980s. This was enabled by advances in MOS semiconductor device fabrication, with MOSFET scaling reaching smaller micron and then sub-micron levels. The NMOS APS was fabricated by Tsutomu Nakamura's team at Olympus in 1985. The CMOS active-pixel sensor (CMOS sensor) was later developed by Eric Fossum's team at the NASA Jet Propulsion Laboratory in 1993. By 2007, sales of CMOS sensors had surpassed CCD sensors. === Digital image compression === An important development in digital image compression technology was the discrete cosine transform (DCT), a lossy compression technique first proposed by Nasir Ahmed in 1972. DCT compression is used in JPEG, which was introduced by the Joint Photographic Experts Group in 1992. JPEG compresses images down to much smaller file sizes, and has become the most widely used image file format on the Internet. == Mosaic == In digital imaging, a mosaic is a combination of non-overlapping images, arranged in some tessellation. Gigapixel images are an example of such digital image mosaics. Satellite imagery are often mosaicked to cover Earth regions. Interactive viewing is provided by virtual-reality photography.

In the case of digital images, the image formation process also includes analog to digital conversion and sampling. == Imaging == The imaging process is a mapping of an object to an image plane. Each point on the image corresponds to a point on the object. An illuminated object will scatter light toward a lens and the lens will collect and focus the light to create the image. The ratio of the height of the image to the height of the object is the magnification. The spatial extent of the image surface and the focal length of the lens determines the field of view of the lens. Image formation of mirror these have a center of curvature and its focal length of the mirror is half of the center of curvature. == Illumination == An object may be illuminated by the light from an emitting source such as the sun, a light bulb or a Light Emitting Diode. The light incident on the object is reflected in a manner dependent on the surface properties of the object. For rough surfaces, the reflected light is scattered in a manner described by the Bi-directional Reflectance Distribution Function (BRDF) of the surface. The BRDF of a surface is the ratio of the exiting power per square meter per steradian (radiance) to the incident power per square meter (irradiance). The BRDF typically varies with angle and may vary with wavelength, but a specific important case is a surface that has constant BRDF. This surface type is referred to as Lambertian and the magnitude of the BRDF is R/π, where R is the reflectivity of the surface. The portion of scattered light that propagates toward the lens is collected by the entrance pupil of the imaging lens over the field of view. == Field of view and imagery == The Field of view of a lens is limited by the size of the image plane and the focal length of the lens. If y is the max radial size of the image then θ is the field of view of the lens. While the image created by a lens is continuous, it can be modeled as a set of discrete field points, each representing a point on the object. The quality of the image is limited by the aberrations in the lens and the diffraction created by the finite aperture stop. == Pupils and stops == The aperture stop of a lens is a mechanical aperture which limits the light collection for each field point. The entrance pupil is the image of the aperture stop created by the optical elements on the object side of the lens. The light scattered by an object is collected by the entrance pupil and focused onto the image plane via a series of refractive elements. The cone of the focused light at the image plane is set by the size of the entrance pupil and the focal length of the lens. This is often referred to as the f-stop or f-number of the lens. f/# = f/D where D is the diameter of the entrance pupil. == Pixelation and color vs. monochrome == In typical digital imaging systems, a sensor is placed at the image plane. The light is focused on to the sensor and the continuous image is pixelated. The light incident on each pixel in the sensor will be integrated within the pixel and a proportional electronic signal will be generated. The angular geometric resolution of a pixel is given by atan(p/f), where p is the pitch of the pixel. This is also called the pixel field of view. The sensor may be monochrome or color. In the case of a monochrome sensor, the light incident on each pixel is integrated and the resulting image is a grayscale like picture. For color images, a mosaic color filter is typically placed over the pixels to create a color image. An example is a Bayer filter. The signal incident on each pixel is then digitized to a bit stream. == Image quality == The quality of an image is dependent upon both geometric and physical items. Geometrically, higher density of pixels across an image will give less blocky pixelation and thus a better geometric image quality. Lens aberrations also contribute to the quality of the image. Physically, diffraction due to the aperture stop will limit the resolvable spatial frequencies as a function of f-number. In the frequency domain, Modulation Transfer Function (MTF) is a measure of the quality of the imaging system. The MTF is a measure of the visibility of a sinusoidal variation in irradiance on the image plane as a function of the frequency of the sinusoid. It includes the effects of diffraction, aberrations and pixelation. For the lens, the MTF is the autocorrelation of the pupil function, so it accounts for the finite pupil extent and the lens aberrations. The sensor MTF is the Fourier Transform of the pixel geometry. For a square pixel, MTF(ξ) = sin(πξp)/πξp where p is the pixel width and ξ is the spatial frequency. The MTF of the combination of the lens and detector is the product of the two component MTFs. == Perception == Color images can be perceived via two means. In the case of computer vision the light incident on the sensor comprises the image. In the case of visual perception, the human eye has a color dependent response to light so this must be accounted for. This is important consideration when converting to grayscale. == Image formation in eye == The principal difference between the lens of the eye and an ordinary optical lens is that the former is flexible. The radius of the curvature of the anterior surface of the lens is greater than the radius of its posterior surface. The shape of the lens is controlled by tension in the fibers of the ciliary body. To focus on distant objects, the controlling muscles cause the lens to be relatively flattened. Similarly, these muscles allow the lens to become thicker in order to focus on objects near the eye. The distance between the center of the lens and the retina (focal length) varies from approximately 17 mm to about 14 mm, as the refractive power of the lens increases from its minimum to its maximum. When the eye focuses on an object farther away than about 3 m, the lens exhibits its lowest refractive power. When the eye focuses on a close object, the lens is most strongly refractive.

In 2012, EasyChair added an open access online publication service for conference proceedings. == Description == EasyChair is a paid web-based conference management software system used, among other tasks, to organize paper submission and review, similar to other event management system software such as OpenConf. EasyChair used to be run by the Department of Computer Science at the University of Manchester but now it is a commercial service, owned by EasyChair Ltd. in Stockport (established 2016). EasyChair used to be free, for standard service, but as of 2022, only minimal services are free. The EasyChair website also provides an open access online publication service for conference proceedings. When launched in 2012, the service was for computer science only, but in 2016 it was expanded to all sciences. == History == The EasyChair software has been in continuous development since 2002. As of 2015, the code base consists of nearly 300,000 lines of code, and it has been used by more than 41,000 conferences.     In September 2020, the Army realigned the previously consolidated CIO/G-6 function into two separate roles, Office of the Chief Information Officer and Deputy Chief of Staff, G-6, that report to the secretary of the Army and chief of staff of the Army, respectively. The realignment came after several months of planning and coordination. Lt. Gen. John Morrison was nominated to the Senate for promotion and assignment as the G-6 and confirmed, assuming that position in August 2020.     Pyramid, or pyramid representation, is a type of multi-scale signal representation developed by the computer vision, image processing and signal processing communities, in which a signal or an image is subject to repeated smoothing and subsampling. Pyramid representation is a predecessor to scale-space representation and multiresolution analysis. == Pyramid generation == There are two main types of pyramids: lowpass and bandpass. A lowpass pyramid is made by smoothing the image with an appropriate smoothing filter and then subsampling the smoothed image, usually by a factor of 2 along each coordinate direction. The resulting image is then subjected to the same procedure, and the cycle is repeated multiple times. Each cycle of this process results in a smaller image with increased smoothing, but with decreased spatial sampling density (that is, decreased image resolution). If illustrated graphically, the entire multi-scale representation will look like a pyramid, with the original image on the bottom and each cycle's resulting smaller image stacked one atop the other. A bandpass pyramid is made by forming the difference between images at adjacent levels in the pyramid and performing image interpolation between adjacent levels of resolution, to enable computation of pixelwise differences. == Pyramid generation kernels == A variety of different smoothing kernels have been proposed for generating pyramids. Among the suggestions that have been given, the binomial kernels arising from the binomial coefficients stand out as a particularly useful and theoretically well-founded class. Thus, given a two-dimensional image, we may apply the (normalized) binomial filter (1/4, 1/2, 1/4) typically twice or more along each spatial dimension and then subsample the image by a factor of two. This operation may then proceed as many times as desired, leading to a compact and efficient multi-scale representation. If motivated by specific requirements, intermediate scale levels may also be generated where the subsampling stage is sometimes left out, leading to an oversampled or hybrid pyramid. With the increasing computational efficiency of CPUs available today, it is in some situations also feasible to use wider supported Gaussian filters as smoothing kernels in the pyramid generation steps. === Gaussian pyramid === In a Gaussian pyramid, subsequent images are weighted down using a Gaussian average (Gaussian blur) and scaled down. Each pixel containing a local average corresponds to a neighborhood pixel on a lower level of the pyramid. This technique is used especially in texture synthesis. === Laplacian pyramid === A Laplacian pyramid is very similar to a Gaussian pyramid but saves the difference image of the blurred versions between each levels. Only the smallest level is not a difference image to enable reconstruction of the high resolution image using the difference images on higher levels. This technique can be used in image compression. === Steerable pyramid === A steerable pyramid, developed by Simoncelli and others, is an implementation of a multi-scale, multi-orientation band-pass filter bank used for applications including image compression, texture synthesis, and object recognition. It can be thought of as an orientation selective version of a Laplacian pyramid, in which a bank of steerable filters are used at each level of the pyramid instead of a single Laplacian or Gaussian filter. == Applications of pyramids == === Alternative representation === In the early days of computer vision, pyramids were used as the main type of multi-scale representation for computing multi-scale image features from real-world image data. More recent techniques include scale-space representation, which has been popular among some researchers due to its theoretical foundation, the ability to decouple the subsampling stage from the multi-scale representation, the more powerful tools for theoretical analysis as well as the ability to compute a representation at any desired scale, thus avoiding the algorithmic problems of relating image representations at different resolution. Nevertheless, pyramids are still frequently used for expressing computationally efficient approximations to scale-space representation. === Detail manipulation === Levels of a Laplacian pyramid can be added to or removed from the original image to amplify or reduce detail at different scales. However, detail manipulation of this form is known to produce halo artifacts in many cases, leading to the development of alternatives such as the bilateral filter. Some image compression file formats use the Adam7 algorithm or some other interlacing technique. These can be seen as a kind of image pyramid. Because those file format store the "large-scale" features first, and fine-grain details later in the file, a particular viewer displaying a small "thumbnail" or on a small screen can quickly download just enough of the image to display it in the available pixels—so one file can support many viewer resolutions, rather than having to store or generate a different file for each resolution.

    Foveated rendering

    Foveated rendering is a rendering technique which uses an eye tracker integrated with a virtual reality headset to reduce the rendering workload by greatly reducing the image quality in the peripheral vision (outside of the zone gazed by the fovea). A less sophisticated variant called fixed foveated rendering doesn't utilise eye tracking and instead assumes a fixed focal point. == History == Research into foveated rendering dates back at least to 1991. At Tech Crunch Disrupt SF 2014, Fove unveiled a headset featuring foveated rendering. This was followed by a successful kickstarter in May 2015. At CES 2016, SensoMotoric Instruments (SMI) demoed a new 250 Hz eye tracking system and a working foveated rendering solution. It resulted from a partnership with camera sensor manufacturer Omnivision who provided the camera hardware for the new system. In July 2016, Nvidia demonstrated during SIGGRAPH a new method of foveated rendering claimed to be invisible to users. In February 2017, Qualcomm announced their Snapdragon 835 Virtual Reality Development Kit (VRDK) which includes foveated rendering support called Adreno Foveation. == Use == According to chief scientist Michael Abrash at Oculus, utilising foveated rendering in conjunction with sparse rendering and deep learning image reconstruction has the potential to require an order of magnitude fewer pixels to be rendered in comparison to a full image. Later, these results have been demonstrated and published. In December 2019, fixed foveated rendering support was added to the Oculus Quest SDK. A number of VR headsets have included on-board eye tracking to provide support for foveated rendering, including HTC's Vive Pro Eye (2019), Meta Quest Pro (2022), PlayStation VR2 (2023), and Apple Vision Pro (2024). In 2025, Valve announced the upcoming Steam Frame headset, which applies a variation of the technique known as "foveated streaming" for wireless streaming from a PC to the headset; the method similarly uses variance in bit rate, and is performed at the encoder level rather than the software level.
