    The archival bond is a concept in archival theory referring to the relationship that each archival record has with the other records produced as part of the same transaction or activity and located within the same grouping. These bonds are a core component of each individual record and are necessary for transforming a document into a record, as a document will only acquire meaning (and become a record) through its interrelationships with other records. == Description == The concept of the archival bond is primarily associated with the work of Luciana Duranti along with Heather MacNeil, as part of research into the integrity of electronic records. Duranti resumed and extended the concept of vincolo archivistico (archival bond), first expressed in 1937 by archivist Giorgio Cencetti of the Italian archival school. This bond emerges from the fact that electronic records are not physically arranged like traditional records. For traditional, analog records, their bond is implicit in their arrangement. But for electronic records, this bond must be made explicit due to the lack of a single sequential order of records in a digital environment. The archival bond was one of the core concepts of the subsequent International Research on Permanent Authentic Records in Electronic Systems (InterPARES) project and can be found in the InterPARES glossary. As Duranti notes, the archival bond is not to be confused with the broader term "context" as context exists independently of a record, while "the archival bond is an essential part of the record, which would not exist without it."

    Meta-learning is a subfield of machine learning where automatic learning algorithms are applied to metadata about machine learning experiments. As of 2017, the term had not found a standard interpretation, however the main goal is to use such metadata to understand how automatic learning can become flexible in solving learning problems, hence to improve the performance of existing learning algorithms or to learn (induce) the learning algorithm itself, hence the alternative term learning to learn. Flexibility is important because each learning algorithm is based on a set of assumptions about the data, its inductive bias. This means that it will only learn well if the bias matches the learning problem. A learning algorithm may perform very well in one domain, but not on the next. This poses strong restrictions on the use of machine learning or data mining techniques, since the relationship between the learning problem (often some kind of database) and the effectiveness of different learning algorithms is not yet understood. By using different kinds of metadata, like properties of the learning problem, algorithm properties (like performance measures), or patterns previously derived from the data, it is possible to learn, select, alter or combine different learning algorithms to effectively solve a given learning problem. Critiques of meta-learning approaches bear a strong resemblance to the critique of metaheuristic, a possibly related problem. A good analogy to meta-learning, and the inspiration for Jürgen Schmidhuber's early work (1987) and Yoshua Bengio et al.'s work (1991), considers that genetic evolution learns the learning procedure encoded in genes and executed in each individual's brain. In an open-ended hierarchical meta-learning system using genetic programming, better evolutionary methods can be learned by meta evolution, which itself can be improved by meta meta evolution, etc. == Definition == A proposed definition for a meta-learning system combines three requirements: The system must include a learning subsystem. Experience is gained by exploiting meta knowledge extracted in a previous learning episode on a single dataset, or from different domains. Learning bias must be chosen dynamically. Bias refers to the assumptions that influence the choice of explanatory hypotheses and not the notion of bias represented in the bias-variance dilemma. Meta-learning is concerned with two aspects of learning bias. Declarative bias specifies the representation of the space of hypotheses, and affects the size of the search space (e.g., represent hypotheses using linear functions only). Procedural bias imposes constraints on the ordering of the inductive hypotheses (e.g., preferring smaller hypotheses). == Common approaches == There are three common approaches: using (cyclic) networks with external or internal memory (model-based) learning effective distance metrics (metrics-based) explicitly optimizing model parameters for fast learning (optimization-based). === Model-Based === Model-based meta-learning models updates its parameters rapidly with a few training steps, which can be achieved by its internal architecture or controlled by another meta-learner model. ==== Memory-Augmented Neural Networks ==== A Memory-Augmented Neural Network, or MANN for short, is claimed to be able to encode new information quickly and thus to adapt to new tasks after only a few examples. ==== Meta Networks ==== Meta Networks (MetaNet) learns a meta-level knowledge across tasks and shifts its inductive biases via fast parameterization for rapid generalization. === Metric-Based === The core idea in metric-based meta-learning is similar to nearest neighbors algorithms, which weight is generated by a kernel function. It aims to learn a metric or distance function over objects. The notion of a good metric is problem-dependent. It should represent the relationship between inputs in the task space and facilitate problem solving. ==== Convolutional Siamese Neural Network ==== Siamese neural network is composed of two twin networks whose output is jointly trained. The parametrization allows it to learn appropriate parameter updates specifically for the scenario where a set amount of updates will be made, while also learning a general initialization of the learner (classifier) network that allows for quick convergence of training. ==== Temporal Discreteness ==== Model-Agnostic Meta-Learning (MAML) is a fairly general optimization algorithm, compatible with any model that learns through gradient descent. ==== Reptile ==== Reptile is a remarkably simple meta-learning optimization algorithm, given that both of its components rely on meta-optimization through gradient descent and both are model-agnostic. == Examples == Some approaches which have been viewed as instances of meta-learning: Recurrent neural networks (RNNs) are universal computers. In 1993, Jürgen Schmidhuber showed how "self-referential" RNNs can in principle learn by backpropagation to run their own weight change algorithm, which may be quite different from backpropagation. In 2001, Sepp Hochreiter & A.S. Younger & P.R. Conwell built a successful supervised meta-learner based on Long short-term memory RNNs. It learned through backpropagation a learning algorithm for quadratic functions that is much faster than backpropagation. Researchers at Deepmind (Marcin Andrychowicz et al.) extended this approach to optimization in 2017. In the 1990s, Meta Reinforcement Learning or Meta RL was achieved in Schmidhuber's research group through self-modifying policies written in a universal programming language that contains special instructions for changing the policy itself. There is a single lifelong trial. The goal of the RL agent is to maximize reward. It learns to accelerate reward intake by continually improving its own learning algorithm which is part of the "self-referential" policy. An extreme type of Meta Reinforcement Learning is embodied by the Gödel machine, a theoretical construct which can inspect and modify any part of its own software which also contains a general theorem prover. It can achieve recursive self-improvement in a provably optimal way. Model-Agnostic Meta-Learning (MAML) was introduced in 2017 by Chelsea Finn et al. Given a sequence of tasks, the parameters of a given model are trained such that few iterations of gradient descent with few training data from a new task will lead to good generalization performance on that task. MAML "trains the model to be easy to fine-tune." MAML was successfully applied to few-shot image classification benchmarks and to policy-gradient-based reinforcement learning. Variational Bayes-Adaptive Deep RL (VariBAD) was introduced in 2019. While MAML is optimization-based, VariBAD is a model-based method for meta reinforcement learning, and leverages a variational autoencoder to capture the task information in an internal memory, thus conditioning its decision making on the task. When addressing a set of tasks, most meta learning approaches optimize the average score across all tasks. Hence, certain tasks may be sacrificed in favor of the average score, which is often unacceptable in real-world applications. By contrast, Robust Meta Reinforcement Learning (RoML) focuses on improving low-score tasks, increasing robustness to the selection of task. RoML works as a meta-algorithm, as it can be applied on top of other meta learning algorithms (such as MAML and VariBAD) to increase their robustness.     The term information scientist developed in the latter part of the twentieth century by Wm. Hovey Smith to describe an individual, usually with a relevant subject degree (such as one in Information and Computer Science - CIS) or high level of subject knowledge, providing focused information to scientific and technical research staff in industry. It is a role quite distinct from and complementary to that of a librarian. Developments in end-user searching, together with some convergence between the roles of librarian and information scientist, have led to a diminution in its use in this context, and the term information officer or information professional (information specialist) are also now used. The term was, and is, also used for an individual carrying out research in information science. Brian C. Vickery mentions that the Institute of Information Scientists (IIS) was established in London during 1958 and lists the criteria put forward by this institute "Criteria for Information Science" (appendix 1) as well as his own "Areas of study in information science" (appendix 2). An external knowledge spillover occurs when the positive impact of knowledge is between individuals outside of a production organization. Marshall–Arrow–Romer (MAR) spillovers, Porter spillovers and Jacobs spillovers are three types of spillovers. == Conceptualizations == === Marshall–Arrow–Romer === Marshall–Arrow–Romer (MAR) spillover has its origins in 1890, where the English economist Alfred Marshall developed a theory of knowledge spillovers. Knowledge spillovers later were extended by economists Kenneth Arrow (1962) and Paul Romer (1986). In 1992, Edward Glaeser, Hedi Kallal, José Scheinkman, and Andrei Shleifer pulled together the Marshall–Arrow–Romer views on knowledge spillovers and accordingly named the view MAR spillover in 1992. Under the Marshall–Arrow–Romer (MAR) spillover view, the proximity of firms within a common industry often affects how well knowledge travels among firms to facilitate innovation and growth. The closer the firms are to one another, the greater the MAR spillover. The exchange of ideas is largely from employee to employee, in that employees from different firms in an industry exchange ideas about new products and new ways to produce goods. The opportunity to exchange ideas that lead to innovations key to new products and improved production methods. Research on the Cambridge IT Cluster (UK) suggests that technological knowledge spillovers might only happen rarely and are less important than other cluster benefits such as labour market pooling. === Porter === Porter (1990), like MAR, argues that knowledge spillovers in specialized, geographically concentrated industries stimulate growth. He insists, however, that local competition, as opposed to local monopoly, fosters the pursuit and rapid adoption of innovation. He gives examples of Italian ceramics and gold jewellery industries, in which hundreds of firms are located together and fiercely compete to innovate since the alternative to innovation is demise. Porter's externalities are maximized in cities with geographically specialized, competitive industries. === Jacobs === Under the Jacobs spillover view, the proximity of firms from different industries affect how well knowledge travels among firms to facilitate innovation and growth. This is in contrast to MAR spillovers, which focus on firms in a common industry. The diverse proximity of a Jacobs spillover brings together ideas among individuals with different perspectives to encourage an exchange of ideas and foster innovation in an industrially diverse environment. Developed in 1969 by urbanist Jane Jacobs and John Jackson the concept that Detroit’s shipbuilding industry from the 1830s was the critical antecedent leading to the 1890s development of the auto industry in Detroit since the gasoline engine firms easily transitioned from building gasoline engines for ships to building them for automobiles. == Incoming and outgoing spillovers == Knowledge spillover has asymmetric directions. The focal entity and receives or outflows know-how to others, creating incoming and outgoing spillovers. Cassiman and Veugelers (2002) use survey data and estimate incoming and outgoing spillover and study the economic impacts. Incoming spillover increases growth opportunity and productivity improvements of receivers, while outgoing spillover leads to free rider problem in the technology competition. Chen et al. (2013) use econometric method to gauge incoming spillover, a way that applies for all companies without survey. They find that incoming spillover explains R&D profits of industrial firms. == Policy implications == As information is largely non-rival in nature, certain measures must be taken to ensure that, for the originator, the information remains a private asset. As the market cannot do this efficiently, public regulations have been implemented to facilitate a more appropriate equilibrium. As a result, the concept of intellectual property rights have developed and ensure the ability of entrepreneurs to temporarily hold on to the profitability of their ideas through patents, copyrights, trade secrets, and other governmental safeguards. Conversely, such barriers to entry prevent the exploitation of informational developments by rival firms within an industry. For example, Wang (2023) indicates that technology spillovers are reduced by 27% to 51% when trade secrets laws are implemented by the Uniform Trade Secrets Act in the US. On the other hand, when the research and development of a private firm results in a social benefit, unaccounted for within the market price, often greater than the private return of the firm's research, then a subsidy to offset the underproduction of that benefit might be offered to the firm in return for its continued output of that benefit. Government subsidies are often controversial, and while they might often result in a more appropriate social equilibrium, they could also lead to undesirable political repercussions as such a subsidy must come from taxpayers, some of whom may not directly benefit from the researching firm's subsidized knowledge spillover. The concept of knowledge spillover is also used to justify subsidies to foreign direct investment, as foreign investors help diffuse technology among local firms. == Examples == Business parks are a good specific example of concentrated businesses that may benefit from MAR spillover. Many semiconductor firms intentionally located their research and development facilities in Silicon Valley to take advantage of MAR spillover. In addition, the film industry in Los Angeles, California, and elsewhere relies on a geographic concentration of specialists (directors, producers, scriptwriters, and set designers) to bring together narrow aspects of movie-making into a final product. A general example of a knowledge spillover could be the collective growth associated with the research and development of online social networking tools like Facebook, YouTube, and Twitter. Such tools have not only created a positive feedback loop, and a host of originally unintended benefits for their users, but have also created an explosion of new software, programming platforms, and conceptual breakthroughs that have perpetuated the development of the industry as a whole. The advent of online marketplaces, the utilization of user profiles, the widespread democratization of information, and the interconnectivity between tools within the industry have all been products of each tool's individual developments. These developments have since spread outside the industry into the mainstream media as news and entertainment firms have developed their own market feedback applications within the tools themselves, and their own versions of online networking tools (e.g. CNN’s iReport).

    Causal AI

    Causal AI is a technique in artificial intelligence that builds a causal model and can thereby make inferences using causality rather than just correlation. One practical use for causal AI is for organisations to explain decision-making and the causes for a decision. Systems based on causal AI, by identifying the underlying web of causality for a behaviour or event, provide insights that solely predictive AI models might fail to extract from historical data. An analysis of causality may be used to supplement human decisions in situations where understanding the causes behind an outcome is necessary, such as quantifying the impact of different interventions, policy decisions or performing scenario planning. A 2024 paper from Google DeepMind demonstrated mathematically that "Any agent capable of adapting to a sufficiently large set of distributional shifts must have learned a causal model". The paper offers the interpretation that learning to generalise beyond the original training set requires learning a causal model, concluding that causal AI is necessary for artificial general intelligence. == History == The concept of causal AI and the limits of machine learning were raised by Judea Pearl, the Turing Award-winning computer scientist and philosopher, in 2018's The Book of Why: The New Science of Cause and Effect. Pearl asserted: “Machines' lack of understanding of causal relations is perhaps the biggest roadblock to giving them human-level intelligence.” In 2020, Columbia University established a Causal AI Lab under Director Elias Bareinboim. Professor Bareinboim's research focuses on causal and counterfactual inference and their applications to data-driven fields in the health and social sciences as well as artificial intelligence and machine learning. Technological research and consulting firm Gartner for the first time included causal AI in its 2022 Hype Cycle report, citing it as one of five critical technologies in accelerated AI automation. Causal AI is closely related to but distinct from fields such as causal inference, explainable AI and causal reasoning. While causal inference focuses on estimating cause-effect relationships (often from observational data), causal AI emphasises the integration of those causal models into AI systems for prediction, planning and adaptation.

    Halite is an open-source computer programming contest developed by the hedge fund/tech firm Two Sigma in partnership with a team at Cornell Tech. Programmers can see the game environment and learn everything they need to know about the game. Participants are asked to build bots in whichever language they choose to compete on a two-dimensional virtual battle field. == History == Benjamin Spector and Michael Truell created the first Halite competition in 2016, before partnering with Two Sigma later that year. === Halite I === Halite I asked participants to conquer territory on a grid. It launched in November 2016 and ended in February 2017. Halite I attracted about 1,500 players. === Halite II === Halite II was similar to Halite I, but with a space-war theme. It ran from October 2017 until January 2018. The second installment of the competition attracted about 6,000 individual players from more than 100 countries. Among the participants were professors, physicists and NASA engineers, as well as high school and university students. === Halite III === Halite III launched in mid-October 2018. It ran from October 2018 to January 2019, with an ocean themed playing field. Players were asked to collect and manage Halite, an energy resource. By the end of the competition, Halite III included more than 4000 players and 460 organizations. === Halite IV === Halite IV was hosted by Kaggle, and launched in mid-June 2020.

    Irish logarithm

    The Irish logarithm was a system of number manipulation invented by Percy Ludgate for machine multiplication. The system used a combination of mechanical cams as lookup tables and mechanical addition to sum pseudo-logarithmic indices to produce partial products, which were then added to produce results. The technique is similar to Zech logarithms (also known as Jacobi logarithms), but uses a system of indices original to Ludgate. == Concept == Ludgate's algorithm compresses the multiplication of two single decimal numbers into two table lookups (to convert the digits into indices), the addition of the two indices to create a new index which is input to a second lookup table that generates the output product. Because both lookup tables are one-dimensional, and the addition of linear movements is simple to implement mechanically, this allows a less complex mechanism than would be needed to implement a two-dimensional 10×10 multiplication lookup table. Ludgate stated that he deliberately chose the values in his tables to be as small as he could make them; given this, Ludgate's tables can be simply constructed from first principles, either via pen-and-paper methods, or a systematic search using only a few tens of lines of program code. They do not correspond to either Zech logarithms, Remak indexes or Korn indexes. == Pseudocode == The following is an implementation of Ludgate's Irish logarithm algorithm in the Python programming language: Table 1 is taken from Ludgate's original paper; given the first table, the contents of Table 2 can be trivially derived from Table 1 and the definition of the algorithm. Note since that the last third of the second table is entirely zeros, this could be exploited to further simplify a mechanical implementation of the algorithm.

    Automatic image annotation (also known as automatic image tagging or linguistic indexing) is the process by which a computer system automatically assigns metadata in the form of captioning or keywords to a digital image. This application of computer vision techniques is used in image retrieval systems to organize and locate images of interest from a database. This method can be regarded as a type of multi-class image classification with a very large number of classes - as large as the vocabulary size. Typically, image analysis in the form of extracted feature vectors and the training annotation words are used by machine learning techniques to attempt to automatically apply annotations to new images. The first methods learned the correlations between image features and training annotations. Subsequently, techniques were developed using machine translation to attempt to translate the textual vocabulary into the 'visual vocabulary,' represented by clustered regions known as blobs. Subsequent work has included classification approaches, relevance models, and other related methods. The advantages of automatic image annotation versus content-based image retrieval (CBIR) are that queries can be more naturally specified by the user. At present, Content-Based Image Retrieval (CBIR) generally requires users to search by image concepts such as color and texture or by finding example queries. However, certain image features in example images may override the concept that the user is truly focusing on. Traditional methods of image retrieval, such as those used by libraries, have relied on manually annotated images, which is expensive and time-consuming, especially given the large and constantly growing image databases in existence.

    Time-compressed speech

    Time-compressed speech refers to an audio recording of verbal text in which the text is presented in a much shorter time interval than it would through normally-paced real time speech. The basic purpose is to make recorded speech contain more words in a given time, yet still be understandable. For example: a paragraph that might normally be expected to take 20 seconds to read, might instead be presented in 15 seconds, which would represent a time-compression of 25% (5 seconds out of 20). The term "time-compressed speech" should not be confused with "speech compression", which controls the volume range of a sound, but does not alter its time envelope. == Methods == While some voice talents are capable of speaking at rates significantly in excess of general norms, the term "time-compressed speech" most usually refers to examples in which the time-reduction has been accomplished through some form of electronic processing of the recorded speech. In general, recorded speech can be electronically time-compressed by: increasing its speed (linear compression); removing silences (selective editing); a combination of the two (non-linear compression). The speed of a recording can be increased, which will cause the material to be presented at a faster rate (and hence in a shorter amount of time), but this has the undesirable side-effect of increasing the frequency of the whole passage, raising the pitch of the voices, which can reduce intelligibility. There are normally silences between words and sentences, and even small silences within certain words, both of which can be reduced or removed ("edited-out") which will also reduce the amount of time occupied by the full speech recording. However, this can also have the effect of removing verbal "punctuation" from the speech, causing words and sentences to run together unnaturally, again reducing intelligibility. Vowels are typically held a minimum of 20 milliseconds, over many cycles of the fundamental pitch. DSP systems can detect the beginning and end of each cycle and then skip over some fraction of those cycles, causing the material to be presented at a faster rate, without changing the pitch, maintaining a "normal" tone of voice. The current preferred method of time-compression is called "non-linear compression", which employs a combination of selectively removing silences; speeding up the speech to make the reduced silences sound normally-proportioned to the text; and finally applying various data algorithms to bring the speech back down to the proper pitch. This produces a more acceptable result than either of the two earlier techniques; however, if unrestrained, removing the silences and increasing the speed can make a selection of speech sound more insistent, possibly to the point of unpleasantness. == Applications == === Advertising === Time-compressed speech is frequently used in television and radio advertising. The advantage of time-compressed speech is that the same number of words can be compressed into a smaller amount of time, reducing advertising costs, and/or allowing more information to be included in a given radio or TV advertisement. It is usually most noticeable in the information-dense caveats and disclaimers presented (usually by legal requirement) at the end of commercials—the aural equivalent of the "fine print" in a printed contract. This practice, however, is not new: before electronic methods were developed, spokespeople who could talk extremely quickly and still be understood were widely used as voice talents for radio and TV advertisements, and especially for recording such disclaimers. === Education === Time-compressed speech has educational applications such as increasing the information density of trainings, and as a study aid. A number of studies have demonstrated that the average person is capable of relatively easily comprehending speech delivered at higher-than-normal rates, with the peak occurring at around 25% compression (that is, 25% faster than normal); this facility has been demonstrated in several languages. Conversational speech (in English) takes place at a rate of around 150 wpm (words per minute), but the average person is able to comprehend speech presented at rates of up to 200-250 wpm without undue difficulty. Blind and severely visually impaired subjects scored similar comprehension levels at even higher rates, up to 300-350 wpm. Blind people have been found to use time-compressed speech extensively, for example, when reviewing recorded lectures from high school and college classes, or professional trainings. Comprehension rates in older blind subjects have been found to be as good, or in some cases better than those found in younger sighted subjects. Other studies have determined that the ability to comprehend highly time-compressed speech tends to fall off with increased age, and is also reduced when the language of the time-compressed speech is not the listener's native language. Non-native speakers can, however, improve their comprehension level of time-compressed speech with multiday training. === Voice Mail === Voice mail systems have employed time-compressed speech since as far back as the 1970s. In this application, the technology enables the rapid review of messages in high-traffic systems, by a relatively small number of people. === Streaming Multimedia === Time-compressed speech has been explored as one of a variety of interrelated factors which may be manipulated to increase the efficiency of streaming multimedia presentations, by significantly reducing the latency times involved in the transfer of large digitally encoded media files.

    In 2022, 16.9% (1,620) of the 9,586 Brazilian industrial companies with 100 or more employees used artificial intelligence in their operations Among the companies that used AI, the areas of administration (73.8%), product project development (65.9%), processes, services and marketing (65.1%) were those that used it the most, followed by the areas of production (56.4%) and logistics (48.4%). == Current scenario == === Adoption in Brazilian industrial sectors === In senior management, the majority (56%) of executives have a long-term vision for its use. The study also shows that IT, Innovation, and Marketing are the areas where AI use is most widespread, and that 43% of companies are developing or adapting the algorithms they use. The majority of large institutions that reported some type of AI use purchased these solutions from other companies (76%). Some factors for the adoption of artificial intelligence in companies include the establishment of an autonomous strategy by the company (87.0%), and the influence of suppliers and/or customers (63.0%) and the main difficulties in using technologies were high costs (80.8%), lack of qualified personnel in the company (54.6%) and excessive economic risks (49.5%). Three variables are considered the most relevant to explain the option to use AI: the implementation of a digital security policy, the size of companies with 250 or more employees and the characteristics of the company related to information and communication. When analyzing AI use by company size in Brazil, large companies have the highest proportion of AI use, mainly due to their investment capacity and technology experimentation. However, when comparing Brazil and Europe, indicators show an acceleration in AI use among large European companies, while in Brazil the situation remains stable. In 2023, 30% of large companies in the European bloc used some type of AI, a figure that rose to 41% in 2024, while in Brazil these proportions were 41% in 2023 and 38% in 2024. === Workforce === The challenge of upskilling begins with employees who are capable of understanding recent technological changes. Similarly, companies must create the environment and conditions for workforce development conducive to innovation, and universities must be prepared to provide knowledge aligned with the transition process, which in turn must be supported by public policies. The concern with training a specialized workforce in AI can be seen in the low number of graduates and PhDs in computer science and computer engineering in Brazil, compared to the number shown in other countries. As recorded in the document Recommendations for the Advancement of Artificial Intelligence in Brazil, 2019 data from the Coordination for the Improvement of Higher Education Personnel (CAPES) indicate that "the number of PhDs graduated annually in computing remained below 400 in 2016, and is not expected to have increased during the Covid-19 pandemic" (ABC, 2023). In the United States, by contrast, the number of PhDs graduated in these two areas has remained around 1,800 for the past 11 years, and during this period, the number of PhDs specializing in AI jumped from 10% to 19%. Based on data from the CNPq Lattes Platform (October 2019), it is possible to observe that the number of professionals in the AI field in Brazil is 4,429 specialists. This is still a small number compared to the 415,166 IT jobs in the country's business sector alone. === R&D, scientific production and integration with industry === China and the United States lead in the number of publications. These two countries are followed by the G7 members: India, Austria, South Korea, and Spain. Brazil appears in the next group, alongside the Netherlands, Russia, Indonesia, and Ireland. Regarding the promotion of research and technologies related to AI, public entities such as the Coordination for the Improvement of Higher Education Personnel (Capes) and the National Council for Scientific and Technological Development (CNPq) stood out as the main funders. Currently, different countries and territories have been promoting the development of Artificial Intelligence (AI). In the Brazilian case, one of the main initiatives is the creation of Engineering Research Centers/Applied Research Centers (CPE/CPA) in AI by the São Paulo Research Foundation (FAPESP), in collaboration with the Ministry of Science, Technology and Innovation (MCTI), the Ministry of Communications (MC) and the Brazilian Internet Steering Committee (CGI.br). In terms of the number of patents filed and the volume of investments, the leading nations in AI are the United States, China, France, Germany, the United Kingdom, Russia, India, Switzerland, Japan, South Korea, the Netherlands, Sweden, Finland, Ireland, Singapore, Canada, Israel, and Italy. Brazil appears among the top twenty countries in some rankings, mainly due to its good number of publications (approximately 10% of the number of articles published by the United States). The US is home to approximately 60% of the world's top AI researchers, followed by China (11%), Europe (10%), and Canada (6%). To change this scenario, in August 2024, the Brazilian government announced an investment of R$23 billion until 2028 in artificial intelligence, seeking to “transform the country into a global reference in innovation”. == Future challenges == The Organization for Economic Cooperation and Development (2020) report highlighted three factors that hinder the digital transformation journey and application of AI in Brazil: insufficient infrastructure, high costs due to the tax system, and financial limitations, such as limited access to financing. The costs of adopting technology, its incompatibility with the business, and the lack of training also represent obstacles that Brazilian industry must overcome. There are also inherent obstacles for companies. A McKinsey review emphasizes that once a company chooses one or more sectors to focus on, it must select specific applications. Buyers aren't interested in artificial intelligence simply because it's a breakthrough technology; they want AI to generate a good return on investment, whether by solving specific problems, saving money, or increasing sales. If an AI vendor tried to offer a horizontal solution, the value proposition might not be as compelling. Part of the solution to Brazil's technological backwardness involves building an ecosystem fueled by private institutions, universities, and governments.

    Algorithmic management

    Algorithmic management is a term used to describe certain labor management practices in the contemporary digital economy. In scholarly uses, the term was initially coined in 2015 by Min Kyung Lee, Daniel Kusbit, Evan Metsky, and Laura Dabbish to describe the managerial role played by algorithms on the Uber and Lyft platforms, but has since been taken up by other scholars to describe more generally the managerial and organisational characteristics of platform economies. However, digital direction of labor was present in manufacturing already since the 1970s and algorithmic management is becoming increasingly widespread across a wide range of industries. The concept of algorithmic management can be broadly defined as the delegation of managerial functions to algorithmic and automated systems. Algorithmic management has been enabled by "recent advances in digital technologies" which allow for the real-time and "large-scale collection of data" which is then used to "improve learning algorithms that carry out learning and control functions traditionally performed by managers". The term does not refer to a specific underlying technology, and encompasses the design choices, organisational policies, and governance that surround the managerial use of algorithms in workplaces. In the contemporary workplace, firms employ an ecology of accounting devices, such as "rankings, lists, classifications, stars and other symbols' in order to effectively manage their operations and create value without the need for traditional forms of hierarchical control." Many of these devices fall under the label of what is called algorithmic management, and were first developed by companies operating in the sharing economy or gig economy, functioning as effective labor and cost cutting measures. The Data&Society explainer of the term, for example, describes algorithmic management as 'a diverse set of technological tools and techniques that structure the conditions of work and remotely manage workforces. Data&Society also provides a list of five typical features of algorithmic management: Prolific data collection and surveillance of workers through technology; Real-time responsiveness to data that informs management decisions; Automated or semi-automated decision-making; Transfer of performance evaluations to rating systems or other metrics; and The use of "nudges" and penalties to indirectly incentivize worker behaviors. Proponents of algorithmic management claim that it "creates new employment opportunities, better and cheaper consumer services, transparency and fairness in parts of the labour market that are characterised by inefficiency, opacity and capricious human bosses." On the other hand, critics of algorithmic management claim that the practice leads to several issues, especially as it impacts the employment status of workers managed by its new array of tools and techniques. == History of the term == "Algorithmic management" was first described by Lee, Kusbit, Metsky, and Dabbish in 2015 in their study of the Uber and Lyft platforms. In their study, Lee et al. termed "software algorithms that assume managerial functions and surrounding institutional devices that support algorithms in practice" algorithmic management. Software algorithms, it was said, are increasingly used to "allocate, optimize, and evaluate work" by platforms in managing their vast workforces. In Lee et al.'s paper on Uber and Lyft this included the use of algorithms to assign work to drivers, as mechanisms to optimise pricing for services, and as systems for evaluating driver performance. In 2016, Alex Rosenblat and Luke Stark sought to extend on this understanding of algorithmic management "to elucidate on the automated implementation of company policies on the behaviours and practices of Uber drivers." Rosenblat and Stark found in their study that algorithmic management practices contributed to a system beset by power asymmetries, where drivers had little control over "critical aspects of their work", whereas Uber had far greater control over the labor of its drivers. Since this time, studies of algorithmic management have extended the use of the term to describe the management practices of various firms, where, for example, algorithms "are taking over scheduling work in fast food restaurants and grocery stores, using various forms of performance metrics ad even mood... to assign the fastest employees to work in peak times." Algorithmic management is seen to be especially prevalent in gig work on platforms, such as on Upwork and Deliveroo, and in the sharing economy, such as in the case of Airbnb. Furthermore, recent research has defined sub-constructs that fall under the umbrella term of algorithmic management, for example, "algorithmic nudging". A Harvard Business Review article published in 2021 explains: "Companies are increasingly using algorithms to manage and control individuals not by force, but rather by nudging them into desirable behavior — in other words, learning from their personalized data and altering their choices in some subtle way." While the concept builds on nudging theory popularized by University of Chicago economist Richard Thaler and Harvard Law School professor Cass Sunstein, "due to recent advances in AI and machine learning, algorithmic nudging is much more powerful than its non-algorithmic counterpart. With so much data about workers' behavioral patterns at their fingertips, companies can now develop personalized strategies for changing individuals' decisions and behaviors at large scale. These algorithms can be adjusted in real-time, making the approach even more effective." == Relationships with other labor management practices == Algorithmic management has been compared and contrasted with other forms of management, such as Scientific management approaches, as pioneered by Frederick Taylor in the early 1900s. Henri Schildt has called algorithmic management "Scientific management 2.0", where management "is no longer a human practice, but a process embedded in technology." Similarly, Kathleen Griesbach, Adam Reich, Luke Elliott-Negri, and Ruth Milkman suggest that, while "algorithmic control over labor may be relatively new, it replicates many features of older mechanisms of labor control." On the other hand, some commentators have argued that algorithmic management is not simply a new form of Scientific management or digital Taylorism, but represents a distinct approach to labor control in platform economies. David Stark and Ivana Pais, for example, state that, "In contrast to Scientific Management at the turn of the twentieth century, in the algorithmic management of the twenty-first century there are rules but these are not bureaucratic, there are rankings but not ranks, and there is monitoring but it is not disciplinary. Algorithmic management does not automate bureaucratic structures and practices to create some new form of algorithmic bureaucracy. Whereas the devices and practices of Taylorism were part of a system of hierarchical supervision, the devices and practices of algorithmic management take place within a different economy of attention and a new regime of visibility. Triangular rather than vertical, and not as a panopticon, the lines of vision in algorithmic management are not lines of supervision." Similarly, Data&Society's explainer for algorithmic management claims that the practice represents a marked departure from earlier management structures that more strongly rely on human supervisors to direct workers. In analyzing the difference and the similarities to previous management styles, David Stark and Pieter Vanden Broeck expand the applicability of algorithmic management beyond the workplace. They develop a theory of algorithmic management in terms of broader changes in the shape and structure of organization in the 21st century, attentive to the erosion of organization's boundaries whereby heterogeneous actors, assets, and activities, are coopted regardless of their place in organizational space. Stark and Vanden Broeck propose the following means of differentiating algorithmic management from other historical managerial paradigms: == Issues == Algorithmic management can provide an effective and efficient means of workforce control and value creation in the contemporary digital economy. However, commentators have highlighted several issues that algorithmic management poses, especially for the workers it manages. Criticisms of the practice often highlight several key issues pertaining to algorithmic management practices, such as the imperfection and scope of its surveillance and control measures, which also threaten to lock workers out of key decision-making processes; its lack of transparency for users and information asymmetries; its potential for bias and discrimination; its dehumanizing tendencies; and its potential to create conditions which sidestep traditional employer-employee accountability.
