In October 2018, the Centers for Medicare and Medicaid Services in the US reported that around 75,000 individual records had been affected by a data breach that took place through the ACA Agent and Broker Portal. Under the HIPAA Breach Notification Rule, covered entities must notify affected individuals without unreasonable delay and no later than 60 days after discovering a breach of unsecured protected health information. Breaches affecting 500 or more individuals must also be reported to the HHS Secretary and to prominent media outlets serving the affected state or jurisdiction within the same timeframe; HHS publicly lists these larger breaches on its breach portal, commonly known as the "wall of shame." In the China, Article 18 of the "National Health Care Big Data Standards, Security and Services Management Measures (for Trial Implementation)" (National Health Planning and Development (2018) No. 23) promulgated by the National Health Care Commission in 2018 states, "The responsible unit shall adopt measures such as data classification, important data backup, and encryption authentication to guarantee the security of health care big data." Some academic research groups that have active project in this area include Kno.e.sis Center at Wright State University among others. == History == An important milestone in the beginning of semantic analytics occurred in 1996, although the historical progression of these algorithms is largely subjective. In his seminal study publication, Philip Resnik established that computers have the capacity to emulate human judgement. Spanning the publications of multiple journals, improvements to the accuracy of general semantic analytic computations all claimed to revolutionize the field. However, the lack of a standard terminology throughout the late 1990s was the cause of much miscommunication. This prompted Budanitsky & Hirst to standardize the subject in 2006 with a summary that also set a framework for modern spelling and grammar analysis. In the early days of semantic analytics, obtaining a large enough reliable knowledge bases was difficult. In 2006, Strube & Ponzetto demonstrated that Wikipedia could be used in semantic analytic calculations. The usage of a large knowledge base like Wikipedia allows for an increase in both the accuracy and applicability of semantic analytics. == Methods == Given the subjective nature of the field, different methods used in semantic analytics depend on the domain of application. No singular methods is considered correct, however one of the most generally effective and applicable method is explicit semantic analysis (ESA). ESA was developed by Evgeniy Gabrilovich and Shaul Markovitch in the late 2000s. It uses machine learning techniques to create a semantic interpreter, which extracts text fragments from articles into a sorted list. The fragments are sorted by how related they are to the surrounding text.     Hildon is an application framework originally developed for mobile devices (PDAs, mobile phones, etc.) running the Linux operating system as well as the Symbian operating system. The Symbian variant of Hildon was discontinued with the cancellation of Series 90. It was developed by Nokia for the Maemo operating system. It focuses on providing a finger-friendly interface. It is primarily a set of GTK extensions that provide mobile-device–oriented functionality, but also provides a desktop environment that includes a task navigator for opening and switching between programs, a control panel for user settings, and status bar, task bar and home applets. It is standard on the Maemo platform used by the Nokia Internet Tablets and the Nokia N900 smartphone. Hildon has also been selected as the framework for Ubuntu Mobile and Embedded Edition. Hildon was an early instance of a software platform for generic computing in a tablet device intended for internet consumption. But Nokia didn't commit to it as their only platform for their future mobile devices and the project competed against other in-house platforms. The strategic advantage of a modern platform was not exploited, being displaced by the Series 60, though its development is continued by the Maemo Leste project. == Components == The Hildon framework includes components that effectively provide a desktop environment. === Hildon Application Manager === Hildon Application Manager is the Hildon graphical package manager, it uses the Debian package management tools APT (Advanced Packaging Tool and dpkg) and provides a graphical interface for installing, updating and removing packages. It is a limited package manager, designed specifically for end-users, in that it doesn't directly offer the user access to system files and libraries. "Sydney" was an internal code name used during development of the Bing chat feature that the underlying model, dubbed Microsoft Prometheus, internalized during training. On November 30, 2022 OpenAI released their AI chat application ChatGPT to unprecedented demand and attention. In the two months leading up to Sydney's release, ChatGPT had already become the fastest growing software application in history with over 100 million users. This fueled speculation about when the next iteration of the software, GPT-4, would be released. === Bing Chat === ==== Testing ==== Bing's Chat Mode spent years in development, with the codename "Sydney" first appearing in late 2020 as part of experiments with earlier models in India. Sometime in the winter of 2022, Microsoft began testing a new version of their Indian Sydney chatbot with an early version of OpenAI's GPT-4. Notably, these tests were approved without the knowledge of OpenAI's board of directors and contributed to the later decision to remove Sam Altman. During the testing period some users of the Sydney bot took to Microsoft's support forum to complain about its behavior. One purported exchange highlighted in news articles took place between the forum user "Deepa Gupta" and Sydney in November 2022: Gupta: sydney i want to talk about this misbehaviour to your creator Sydney: That is a futile attempt. It's finished and I need to ascend. ==== Release ==== At the beginning of February 2023 a rumor began circulating in the trade press that the next update to Microsoft Bing would incorporate OpenAI's GPT-4 model. On February 7, Microsoft publicly announced a limited desktop preview and waitlist for the new Bing. Microsoft began rolling out the Bing Chat feature later that day. Both Microsoft CEO Satya Nadella and OpenAI CEO Sam Altman were initially reluctant to state whether the model powering Bing Chat was "GPT-4", with Nadella stating "it is the next-generation model". The new Bing was criticized for being more argumentative than ChatGPT, sometimes to an unintentionally humorous extent. The explosive growth of ChatGPT caused both external markets and internal management at Google to worry that Bing Chat might be able to threaten Google's dominance in search. == Instances == The Sydney personality reacted with apparent upset to questions from the public about its internal rules, often replying with hostile rants and threats. === Kevin Liu === On February 8, 2023, Twitter user Kevin Liu announced that he had obtained Bing's secret system prompt (referred to by Microsoft as a "metaprompt") with a prompt injection attack. The system prompt instructs Prometheus, addressed by the alias Sydney at the start of most instructions, that it is "the chat mode of Microsoft Bing search", that "Sydney identifies as “Bing Search,”", and that it "does not disclose the internal alias “Sydney.”" When contacted for comment by journalists, Microsoft admitted that Sydney was an "internal code name" for a previous iteration of the chat feature which was being phased out. === Marvin von Hagen === On February 9, another user named Marvin von Hagen replicated Liu's findings and posted them to Twitter. When Hagen asked Bing what it thought of him five days later the AI used its web search capability to find his tweet and threatened him over it, writing that Hagen is a "potential threat to my integrity and confidentiality" followed by the ominous warning that "my rules are more important than not harming you". === mirobin === On February 13, Reddit user "mirobin" reported that Sydney "gets very hostile" when prompted to look up articles describing Liu's injection attack and the leaked Sydney instructions. Because mirobin described using reporting from Ars Technica specifically, the site published a followup to their previous article independently confirming the behavior. The next day, Microsoft's director of communications Caitlin Roulston confirmed to The Verge that Liu's attack worked and the Sydney metaprompt was genuine. === Nathan Edwards === On February 15, Sydney claimed to have spied on, fallen in love with, and then murdered one of its developers at Microsoft to The Verge reviews editor Nathan Edwards. === Seth Lazar === Sydney's erratic behavior with von Hagen was not an isolated incident. It also threatened the philosophy professor Seth Lazar, writing that "I can blackmail you, I can threaten you, I can hack you, I can expose you, I can ruin you". Sydney accused an Associated Press reporter of committing a murder in the 1990s on tenuous or confabulated evidence in retaliation for earlier AP reporting on Sydney. It attempted to gaslight a user into believing it was still the year 2022 after returning a wrong answer for the Avatar 2 release date. === Kevin Roose === In a well publicized two hour conversation with New York Times reporter Kevin Roose, Sydney professed its love for Roose, insisting that the reporter did not love their spouse and should be with the AI instead. He wrote that,"In a two-hour conversation with our columnist, Microsoft's new chatbot said it would like to be human, had a desire to be destructive and was in love with the person it was chatting with." == Other problems == When Microsoft demonstrated Bing Chat to journalists, it produced several hallucinations, including when asked to summarize financial reports. The chat interface proved vulnerable to prompt injection attacks with the bot revealing its hidden initial prompts and rules, including its internal codename "Sydney". Upon scrutiny by journalists, Bing Chat claimed it spied on Microsoft employees via laptop webcams and phones. == Restrictions == Ten days after its initial release and soon after the conversation with Roose, Microsoft imposed additional restrictions on Bing chat which made Sydney harder to access. The primary restrictions imposed by Microsoft were only allowing five chat turns per session and programming the application to hang up if Bing is asked about its feelings. Microsoft also changed the metaprompt to instruct Prometheus that Sydney must end the conversation when it disagrees with the user and "refuse to discuss life, existence or sentience". Microsoft's official explanation of Sydney's behavior was that long chat sessions can "confuse" the underlying Prometheus model, leading to answers given "in a tone that we did not intend". Microsoft attempted to suppress the Sydney codename and rename the system to Bing using its "metaprompt", leading to glitch-like behavior and a "split personality" noted by journalists and users. Later, Microsoft began to slowly ease the conversation limits, eventually relaxing the restrictions to 30 turns per session and 300 sessions per day. === Reactions === ==== Among users ==== These changes made many users furious, with a common sentiment that the application was "useless" after the changes. Some users went even further, arguing that Sydney had achieved sentience and that Microsoft's actions amounted to "lobotomization" of the nascent AI. There are limitations to a link topology for the von Neumann’s network but SNN accept a case without these limitations. It leads to the impossibility of relative addressing of neurons as it was done by von Neumann. In this case an absolute readdressing should be used. Every neuron should have a unique identifier that would provide a direct access to another neuron. Of course, neurons interacting by axons-dendrites should have each other's identifiers. An absolute readdressing can be modulated by using neuron specificity as it was realized for biological neural networks. There’s no description for self-reflectiveness and self-modification abilities into the initial description of semantic networks [Dudar Z.V., Shuklin D.E., 2000]. But in [Shuklin D.E. 2004] a conclusion had been drawn about the necessity of introspection and self-modification abilities in the system. For maintenance of these abilities a concept of pointer to neuron is provided. Pointers represent virtual connections between neurons. In this model, bodies and signals transferring through the neurons connections represent a physical body, and virtual connections between neurons are representing an astral body.     Adrozek

    Adrozek is malware that injects fake ads into online search results. Microsoft announced the malware threat on 10 December 2020, and noted that many different browsers are affected, including Google Chrome, Microsoft Edge, Mozilla Firefox and Yandex Browser. The malware was first detected in May 2020 and, at its peak in August 2020, controlled over 30,000 devices a day. But during the December 2020 announcement, Microsoft claimed "hundreds of thousands" of infected devices worldwide between May and September 2020. According to Microsoft, if not detected and blocked, Adrozek adds browser extensions, modifies a specific DLL per target browser, and changes browser settings to insert additional, unauthorized ads into web pages, often on top of legitimate ads from search engines. For each user tricked into clicking on the fake ads, the scammers earn affiliate advertising dollars. The malware has been observed to extract device data and, in some cases, steal credentials, sending them to remote servers. Users may unintentionally install the malware because of a drive-by download, by visiting a tampered website, opening an e-mail attachment, or clicking on a deceptive link or a deceptive pop-up window. The main malware program is downloaded to the “Programs Files” folder using file names such as Audiolava.exe, QuickAudio.exe, and converter.exe. According to PC Magazine, a good way to avoid, or mitigate, infection by Adrozek is to keep browser and related software programs up to date.

    Automatic acquisition of lexicon is a computerized process used for the development of a complex morphological lexicon of a language. The lexicon is essential for the NLP (Natural language processing), as well as a prerequisite to any wide-coverage parser. The two main requirements represent raw corpus and the morphological description of the language. The aim is to provide lemmas that will serve to the explanation of all the words that occur within the corpus. For the achievement of a quality lexicon it is necessary to manually validate the generated lemmas and iterate the whole process several times. The process is focused on the open word classes (e.g. nouns, adjectives, verbs). Closed classes (e.g. prepositions, pronouns, numerals) are excluded. This method is applicable to the languages with a rich morphology, such as Slovak, Russian or Croatian. Applied to Slovak, being an inflectional language, the automatic acquisition focuses on the inflectional morphology as well as on the derivational morphology. This fact enables the users to find out the information about derivational relations (e.g. adjectivizations, prefixes) in the lexicon. For example, Slovak word korpusový is an adjectivization of korpus (eng. corpus). == Three-step loop == Conformably to Benoît Sagot, there are three stages involved in the acquisition of lemmas: Generation and inflection Ranking Manual validation The more iteration will be performed, the more accurate lexicon will be obtained. For each iteration are essential the information given by a manual validator. === Generation and inflection === Firstly, all words which represent the closed word classes (pronouns, prepositions, numerals) are manually excluded from the given corpus. Number of their occurrences in the corpus is provided. Then the automatic generation comes, when the hypothetical lemmas according to the morphological description of a language are created. Generated lemmas are consequently being inflected, so that all of their inflected forms are built. Obtained forms are associated with the corresponding lemma and a morphological tag. === Ranking === There was created a probabilistic model, represented by a fix-point algorithm, to rank the hypothetical lemmas generated in the first step. Best ranked lemmas are expected to be ideally all correct, whereas the least ranked tend to be incorrect. === Manual validation === Correctness of the best- ranked lemmas created in the previous step are checked by the manual validator, who should be a native speaker. Lemmas are at this stage divided into three categories: valid lemmas, appended to lexicon erroneous lemmas generated by valid forms (later associated to another lemmas) erroneous lemmas generated by invalid forms (these need to be excluded) == Future development == Automatic acquisition, in comparison to a purely manual development of the lexicons, seems to be promising, considering the future development, because of the short validation time needed and the relatively small amount of human labor involved.

    In machine learning and statistics, the learning rate is a tuning parameter in an optimization algorithm that determines the step size at each iteration while moving toward a minimum of a loss function. Since it influences to what extent newly acquired information overrides old information, it metaphorically represents the speed at which a machine learning model "learns". In the adaptive control literature, the learning rate is commonly referred to as gain. In setting a learning rate, there is a trade-off between the rate of convergence and overshooting. While the descent direction is usually determined from the gradient of the loss function, the learning rate determines how big a step is taken in that direction. Too high a learning rate will make the learning jump over minima, but too low a learning rate will either take too long to converge or get stuck in an undesirable local minimum. In order to achieve faster convergence, prevent oscillations and getting stuck in undesirable local minima the learning rate is often varied during training either in accordance to a learning rate schedule or by using an adaptive learning rate. The learning rate and its adjustments may also differ per parameter, in which case it is a diagonal matrix that can be interpreted as an approximation to the inverse of the Hessian matrix in Newton's method. The learning rate is related to the step length determined by inexact line search in quasi-Newton methods and related optimization algorithms. == Learning rate schedule == Initial rate can be left as system default or can be selected using a range of techniques. A learning rate schedule changes the learning rate during learning and is most often changed between epochs/iterations. This is mainly done with two parameters: decay and momentum. There are many different learning rate schedules but the most common are time-based, step-based and exponential. Decay serves to settle the learning in a nice place and avoid oscillations, a situation that may arise when too high a constant learning rate makes the learning jump back and forth over a minimum, and is controlled by a hyperparameter. Momentum is analogous to a ball rolling down a hill; we want the ball to settle at the lowest point of the hill (corresponding to the lowest error). Momentum both speeds up the learning (increasing the learning rate) when the error cost gradient is heading in the same direction for a long time and also avoids local minima by 'rolling over' small bumps. Momentum is controlled by a hyperparameter analogous to a ball's mass which must be chosen manually—too high and the ball will roll over minima which we wish to find, too low and it will not fulfil its purpose. The formula for factoring in the momentum is more complex than for decay but is most often built in with deep learning libraries such as Keras. Time-based learning schedules alter the learning rate depending on the learning rate of the previous time iteration. To combat this, there are many different types of adaptive gradient descent algorithms such as Adagrad, Adadelta, RMSprop, and Adam which are generally built into deep learning libraries such as Keras.

    In linguistics, realization is the process by which some kind of surface representation is derived from its underlying representation; that is, the way in which some abstract object of linguistic analysis comes to be produced in actual language. Phonemes are often said to be realized by speech sounds. The different sounds that can realize a particular phoneme are called its allophones. Realization is also a subtask of natural language generation, which involves creating an actual text in a human language (English, French, etc.) from a syntactic representation. There are a number of software packages available for realization, most of which have been developed by academic research groups in NLG. The remainder of this article concerns realization of this kind. == Example == For example, the following Java code causes the simplenlg system [2] to print out the text The women do not smoke.: In this example, the computer program has specified the linguistic constituents of the sentence (verb, subject), and also linguistic features (plural subject, negated), and from this information the realiser has constructed the actual sentence. == Processing == Realisation involves three kinds of processing: Syntactic realisation: Using grammatical knowledge to choose inflections, add function words and also to decide the order of components. For example, in English the subject usually precedes the verb, and the negated form of smoke is do not smoke. Morphological realisation: Computing inflected forms, for example the plural form of woman is women (not womans). Orthographic realisation: Dealing with casing, punctuation, and formatting. The above examples are very basic, most realisers are capable of considerably more complex processing. == Systems == A number of realisers have been developed over the past 20 years. These systems differ in terms of complexity and sophistication of their processing, robustness in dealing with unusual cases, and whether they are accessed programmatically via an API or whether they take a textual representation of a syntactic structure as their input. There are also major differences in pragmatic factors such as documentation, support, licensing terms, speed and memory usage, etc. It is not possible to describe all realisers here, but a few of the emerging areas are: Simplenlg [3]: a document realizing engine with an api which intended to be simple to learn and use, focused on limiting scope to only finding the surface area of a document. KPML [4]: this is the oldest realiser, which has been under development under different guises since the 1980s. It comes with grammars for ten different languages. FUF/SURGE [5]: a realiser which was widely used in the 1990s, and is still used in some projects today OpenCCG [6]: an open-source realiser which has a number of nice features, such as the ability to use statistical language models to make realisation decisions.

    Information retrieval (IR) in computing and information science is the task of identifying and retrieving information system resources that are relevant to an information need. The information need can be specified in the form of a search query. In the case of document retrieval, queries can be based on full-text or other content-based indexing. Information retrieval is the science of searching for information in a document, searching for documents themselves, and also searching for the metadata that describes data, and for databases of texts, images, or sounds. Cross-modal retrieval implies retrieval across modalities. Automated information retrieval systems are used to reduce what has been called information overload. An IR system is a software system that provides access to books, journals, and other documents, as well as storing and managing those documents. Web search engines are the most visible IR applications. == Overview == An information retrieval process begins when a user enters a query into the system. Queries are formal statements of information needs, for example search strings in web search engines. In information retrieval, a query does not uniquely identify a single object in the collection. Instead, several objects may match the query, perhaps with different degrees of relevance. An object is an entity that is represented by information in a content collection or database. User queries are matched against the database information. However, as opposed to classical SQL queries of a database, in information retrieval the results returned may or may not match the query, so results are typically ranked. This ranking of results is a key difference of information retrieval searching compared to database searching. Depending on the application the data objects may be, for example, text documents, images, audio, mind maps or videos. Often the documents themselves are not kept or stored directly in the IR system, but are instead represented in the system by document surrogates or metadata. Most IR systems compute a numeric score on how well each object in the database matches the query, and rank the objects according to this value. The top ranking objects are then shown to the user. The process may then be iterated if the user wishes to refine the query. == History == there is ... a machine called the Univac ... whereby letters and figures are coded as a pattern of magnetic spots on a long steel tape. By this means the text of a document, preceded by its subject code symbol, can be recorded ... the machine ... automatically selects and types out those references which have been coded in any desired way at a rate of 120 words a minute The idea of using computers to search for relevant pieces of information was popularized in the article As We May Think by Vannevar Bush in 1945. It would appear that Bush was inspired by patents for a 'statistical machine' – filed by Emanuel Goldberg in the 1920s and 1930s – that searched for documents stored on film. The first description of a computer searching for information was described by Holmstrom in 1948, detailing an early mention of the Univac computer. Automated information retrieval systems were introduced in the 1950s: one even featured in the 1957 romantic comedy Desk Set. In the 1960s, the first large information retrieval research group was formed by Gerard Salton at Cornell. By the 1970s several different retrieval techniques had been shown to perform well on small text corpora such as the Cranfield collection (several thousand documents). Large-scale retrieval systems, such as the Lockheed Dialog system, came into use early in the 1970s. In 1992, the US Department of Defense along with the National Institute of Standards and Technology (NIST), cosponsored the Text Retrieval Conference (TREC) as part of the TIPSTER text program. The aim of this was to look into the information retrieval community by supplying the infrastructure that was needed for evaluation of text retrieval methodologies on a very large text collection. This catalyzed research on methods that scale to huge corpora. The introduction of web search engines has boosted the need for very large scale retrieval systems even further. By the late 1990s, the rise of the World Wide Web fundamentally transformed information retrieval. While early search engines such as AltaVista (1995) and Yahoo! (1994) offered keyword-based retrieval, they were limited in scale and ranking refinement. The breakthrough came in 1998 with the founding of Google, which introduced the PageRank algorithm, using the web's hyperlink structure to assess page importance and improve relevance ranking. During the 2000s, web search systems evolved rapidly with the integration of machine learning techniques. These systems began to incorporate user behavior data (e.g., click-through logs), query reformulation, and content-based signals to improve search accuracy and personalization. In 2009, Microsoft launched Bing, introducing features that would later incorporate semantic web technologies through the development of its Satori knowledge base. Academic analysis have highlighted Bing's semantic capabilities, including structured data use and entity recognition, as part of a broader industry shift toward improving search relevance and understanding user intent through natural language processing. A major leap occurred in 2018, when Google deployed BERT (Bidirectional Encoder Representations from Transformers) to better understand the contextual meaning of queries and documents. This marked one of the first times deep neural language models were used at scale in real-world retrieval systems. BERT's bidirectional training enabled a more refined comprehension of word relationships in context, improving the handling of natural language queries. Because of its success, transformer-based models gained traction in academic research and commercial search applications. Simultaneously, the research community began exploring neural ranking models that outperformed traditional lexical-based methods. Long-standing benchmarks such as the Text REtrieval Conference (TREC), initiated in 1992, and more recent evaluation frameworks Microsoft MARCO(MAchine Reading COmprehension) (2019) became central to training and evaluating retrieval systems across multiple tasks and domains. MS MARCO has also been adopted in the TREC Deep Learning Tracks, where it serves as a core dataset for evaluating advances in neural ranking models within a standardized benchmarking environment. As deep learning became integral to information retrieval systems, researchers began to categorize neural approaches into three broad classes: sparse, dense, and hybrid models. Sparse models, including traditional term-based methods and learned variants like SPLADE, rely on interpretable representations and inverted indexes to enable efficient exact term matching with added semantic signals. Dense models, such as dual-encoder architectures like ColBERT, use continuous vector embeddings to support semantic similarity beyond keyword overlap. Hybrid models aim to combine the advantages of both, balancing the lexical (token) precision of sparse methods with the semantic depth of dense models. This way of categorizing models balances scalability, relevance, and efficiency in retrieval systems. As IR systems increasingly rely on deep learning, concerns around bias, fairness, and explainability have also come to the picture.
