    In cloud computing, a carrier cloud is a class of cloud that integrates wide area networks (WAN) and other attributes of communications service providers’ carrier-grade networks to enable the deployment of highly-complex applications in the cloud. In contrast, classic cloud computing focuses on the data center and does not address the network connecting data centers and cloud users. This may result in unpredictable response times and security issues when business-critical data are transferred over the Internet. == History == The advent of virtualization technology, cost-effective computing hardware, and ubiquitous Internet connectivity have enabled the first wave of cloud services starting in the early years of the 21st century. But many businesses and other organizations hesitated to move to more demanding applications, from on-premises dedicated hardware to private or public clouds. As a response, communications service providers started in the 2010/2011 time frame to develop carrier clouds that address perceived weaknesses in existing cloud services. Cited weaknesses vary but often include possible downtime, security issues, high cost of custom software and data transfer, inflexibility of some cloud apps, poor customer and nonfulfillment of service level agreements (SLAs). == Characteristics == To enable the deployment of time-sensitive and business critical applications in the cloud, the carrier cloud is designed to match or even exceed the characteristics of on-premises deployments. Therefore, the carrier cloud is characterized by some or all of the following items: Configurable, elastic network performance: Typical cloud computing solutions use the best effort of the public Internet to connect cloud users and data centers. This approach provides instant connectivity but does not offer control over network capacities, latencies, and jitter. Carrier clouds address these gaps with content delivery networks and/or dedicated virtual private networks (VPN) at OSI layers 1 (optical wavelengths), 2 (data link layer), and 3 (network layer). These VPNs can be configured to offer the desired performance parameters and exhibit the same type of elasticity for the network that regular clouds provide for servers and storage. To achieve the requested performance parameters, such as low latency, cloud applications can be (automatically) allocated to distributed data centers that are close enough to the cloud users. Automatic resource placement: For a cloud with multiple data centers, information about both the data center and the connecting network is relevant for a decision of where to place cloud images and storage volumes. For this decision, carrier clouds can obtain relevant information about the network, e.g., using the Application-Layer Traffic Optimization (ALTO) protocol. High level of security and governance: Cloud application providers are subject to general and domain specific security, privacy, and governance requirements and regulations, such as the European Data Protection Directive and the U.S. Health Insurance Portability and Accountability Act. For added security, the wide area network of the carrier cloud can provide segregated encrypted or unencrypted network links that are not accessible from the general Internet. At the data center, the carrier cloud provides e.g. virtual private servers, management processes, logs, and documentation to fulfill security and governance rules. Location control: Fundamentally, cloud users should not be concerned with the geographic location of their cloud resources. However, privacy and other regulations may mandate that certain types of data must not be sent outside a national jurisdiction or other geographical region. Open APIs: Carrier clouds provide graphical user interfaces and Web application programming interfaces that allow cloud application providers to set up, manage, and monitor both, the data center and the WAN, of their cloud services. == Architecture == Carrier clouds encompass data centers at different network tiers and wide area networks that connect multiple data centers to each other as well as to the cloud users. Links between data centers are used for failover, overflow, backup, and geographic diversity. Carrier clouds can be set up as public, private, or hybrid clouds. The carrier cloud federates these cloud entities by using a single management system to orchestrate, manage, and monitor data center and network resources as a single system.

    In web development, hydration or rehydration is a technique in which client-side JavaScript converts a web page that is static from the perspective of the web browser, delivered either through static rendering or server-side rendering, into a dynamic web page by attaching event handlers to the HTML elements in the DOM. Because the HTML is pre-rendered on a server, this allows for a fast "first contentful paint" (when useful data is first displayed to the user), but there is a period of time afterward where the page appears to be fully loaded and interactive, but is not until the client-side JavaScript is executed and event handlers have been attached. Frameworks that use hydration include Next.js and Nuxt. React v16.0 introduced a "hydrate" function, which hydrates an element, in its API. == Variations == === Streaming server-side rendering === Streaming server-side rendering allows one to send HTML in chunks that the browser can progressively render as it is received. This can provide a fast first paint and first contentful paint as HTML markup arrives to users faster. === Progressive rehydration === In progressive rehydration, individual pieces of a server-rendered application are “booted up” over time, rather than the current common approach of initializing the entire application at once. This can help reduce the amount of JavaScript required to make pages interactive, since client-side upgrading of low priority parts of the page can be deferred to prevent blocking the main thread. It can also help avoid one of the most common server-side rendering rehydration pitfalls, where a server-rendered DOM tree gets destroyed and then immediately rebuilt – most often because the initial synchronous client-side render required data that wasn't quite ready, perhaps awaiting Promise resolution. === Partial rehydration === Partial rehydration has proven difficult to implement. This approach is an extension of the idea of progressive rehydration, where the individual pieces (components/views/trees) to be progressively rehydrated are analyzed and those with little interactivity or no reactivity are identified. For each of these mostly-static parts, the corresponding JavaScript code is then transformed into inert references and decorative functionality, reducing their client-side footprint to near-zero. The partial hydration approach comes with its own issues and compromises. It poses some interesting challenges for caching, and client-side navigation means it cannot be assumed that server-rendered HTML for inert parts of the application will be available without a full page load. One framework that supports partial rehydration is Elder.js, which is based on Svelte. === Trisomorphic rendering === Trisomorphic rendering is a technique which uses streaming server-side rendering for initial/non-JavaScript navigations, and then uses service workers to take on rendering of HTML for navigations after it has been installed. This can keep cached components and templates up to date and enables SPA-style navigations for rendering new views in the same session.     Digital redlining is the practice of creating and perpetuating inequities between already marginalized groups specifically through the use of digital technologies, digital content, and the internet. The concept of digital redlining is an extension of the practice of redlining in housing discrimination, a historical legal practice in the United States and Canada dating back to the 1930s where red lines were drawn on maps to indicate poor and primarily black neighborhoods that were deemed unsuitable for loans or further development, which created great economic disparities between neighborhoods. The term was popularized by Dr. Chris Gilliard, a privacy scholar, who defines digital redlining as "the creation and maintenance of tech practices, policies, pedagogies, and investment decisions that enforce class boundaries and discriminate against specific groups". Though digital redlining is related to the digital divide and techniques such as weblining and personalization, it is distinct from these concepts as part of larger complex systemic issues. It can refer to practices that create inequities of access to technology services in geographical areas, such as when internet service providers decide to not service specific geographic areas because they are perceived to be not as profitable and thus reduce access to crucial services and civic participation. It can also be used to refer to inequities caused by the policies and practices of digital technologies. For instance, with these methods inequities are accomplished through divisions that are created via algorithms which are hidden from the technology user; the use of big data and analytics allow for a much more nuanced form of discrimination that can target specific vulnerable populations. These algorithmic means are enabled through the use of unregulated data technologies that apply a score to individuals that statistically categorize personality traits or tendencies which are similar to a credit score but are proprietary to the technology companies and not under outside oversight. == Digital redlining and geography == While the roots of redlining lie in excluding populations based on geography, digital redlining occurs in both geographical and non-geographical contexts. An example of both contexts can be found in the charges brought against Facebook on March 28 of 2019, by the United States Department of Housing and Urban Development (HUD). HUD charged Facebook with violating the Fair Housing Act of 1968 by "encouraging, enabling, and causing housing discrimination through the company's advertising platform." HUD stated that Facebook allowed advertisers to “exclude people who live in a specified area from seeing an ad by drawing a red line around that area.” The discrimination called out by HUD included those that were racist, homophobic, ableist, and classist. Besides this example of geographically based digital redlining, HUD also charged that Facebook used profile information and designations to exclude classes of people. The charges stated: "Facebook enabled advertisers to exclude people whom Facebook classified as parents; non-American-born; non-Christian; interested in accessibility; interested in Hispanic culture; or a wide variety of other interests that closely align with the Fair Housing Act’s protected classes" Several media outlets pointed out HUDs own history of housing discrimination through redlining, the establishment of the Fair Housing Act to combat redlining, and how the digital platform was recreating this discriminatory practice. === Digital redlining within a geographical context === Although digital redlining refers to a complex and varied set of practices, it has been most commonly applied to practices with a geographical dimension. Common examples include when an internet service providers decide to not service specific geographic areas because those areas are seen to be not as profitable, resulting in discrimination against low-income communities, with resulting impacts on access to crucial services and civic participation. AT&T has faced specific scrutiny for this form of digital redlining, it has been reported that AT&T has been classist in its offerings of broadband internet service in areas that are more impoverished. Geographically based digital redlining can also apply to digital content or the distribution of goods sold online. Geographically based games such as Pokémon Go have been shown to offer more virtual stops and rewards in geographic areas that are less ethnically and racially diverse. In 2016, Amazon was rebuked for not offering their Prime same-day delivery service to many communities that were largely African American and had incomes that were beneath the national average. Even services such as email can be impacted, with many email administrators creating filters for flagging particular email messages as spam based on the geographical origin of the message. === Digital redlining based on personal identity === Although often aligned with discrimination that falls into a geographically based context digital redlining also refers to when vulnerable populations are targeted for or excluded from specific content or access to the internet in a way that harms them based on some aspect of their identity. Trade schools and community colleges, which typically have a more working class student body, have been found to block public internet content from their students where elite research institutions do not. The use of big data and analytics allow for a much more nuanced form of discrimination that can target specific vulnerable populations. For example, Facebook has been criticized for providing tools that allow advertisers to target ads by ethnic affinity and gender, effectively blocking minorities from seeing specific ads for housing and employment. In October 2019, a major class action lawsuit was filed against Facebook alleging gender and age discrimination in financial advertising. A broad array of consumers can be particularly vulnerable to digital redlining when it is used outside of a geographical context. Besides targeting vulnerable populations based on traditional and legally recognized classifications such as race, gender, age, etc., it has been shown that personal data mined and then resold by brokers can be used to target those who have been identified as suffering from Alzheimer's or dementia, or simply identified as impulse buyers or gullible. == Term distinctions == === Distinctions between weblining and digital redlining === Earlier distinctions have been made between weblining—the process of charging customers different prices based on profile information --- and internet or digital redlining, with digital redlining being focused not on pricing but access. As early as 2002 the Gale Encyclopedia of E-Commerce puts forth the distinction more in use today: weblining is the pervasive and generally accepted (or at least tolerated) practice of personalizing access to products and services in ways invisible to the user; digital redlining is when such personalized, data-driven schemes perpetuate traditional advantages of privileged demographics. As weblining has become more ubiquitous, the term has fallen out of use in favor of the more general term personalization. === Distinctions between the digital divide and digital redlining === Scholars have often drawn connections between the digital divide and digital redlining. In practice, the digital divide is seen as one of a number of impacts of digital redlining, and digital redlining is one of a number of ways in which the divide is maintained or extended. == Criticisms == A 2001 report looked to find if the reason for a gap in access to broadband internet by low-income and minority populations was due to a lack of availability or due to other factors.     Spatiotemporal reservoir resampling

    Spatiotemporal reservoir resampling, commonly known as ReSTIR (from "Reservoir-based SpatioTemporal Importance Resampling"), is a collection of computer graphics techniques for reusing samples during rendering. It was developed primarily to allow more realistic lighting in real-time rendering, because relatively few rays can be traced per pixel while maintaining an acceptable frame rate. It can also be used to speed up off-line path tracing. The first ReSTIR paper, published in 2020, provided algorithms for direct lighting, allowing scenes containing thousands of lights to be rendered in real time on a high-end GPU. Researchers later proposed versions for rendering indirect lighting (and more recently, motion blur and depth of field) and built up a framework of mathematical concepts and notation conventions that help analyze such algorithms. A major focus of this work is removing or reducing the bias that could be introduced when samples from other pixels or frames are reused—or selectively allowing some bias in order to speed up rendering and reduce variance (visible as "noise" in the image). Versions for path tracing apply transformations called shift mappings to samples, typically reusing parts of paths closer to the light and modifying the portion closer to the camera. ReSTIR-related papers and talks have been presented every year at the SIGGRAPH conference since 2020. One of the first games to incorporate ReSTIR into its rendering was Cyberpunk 2077. == Overview and motivation == According to Chris Wyman, one of the co-authors of the original paper, although developers commonly thought that bias was acceptable for real-time rendering, end users (e.g. gamers) are well-aware of the artifacts caused by bias and many have a negative opinion of common sample-reuse techniques such as temporal anti-aliasing (TAA), which may cause "ghosting" when the camera moves, and denoising, which causes blurring and other artifacts. ReSTIR techniques can reduce or avoid these types of bias by reusing samples of the set of possible paths taken by light to reach the camera, instead of reusing rendered pixel color values (which are typically the average of multiple samples, discarding information such as the direction of the light). While other techniques reuse samples in a generic post-processing step, ReSTIR passes can test for shadowing, and reused samples are converted into pixel color values by rendering code that takes the characteristics of different materials into account (e.g. by implementing BRDFs). However the output of ReSTIR is noisy, and a denoising pass is typically still used. Stochastic ray tracing techniques such as path tracing need to average multiple samples (produced by tracing individual rays) in order to render a visually acceptable image. When using a simple unbiased renderer based on Monte Carlo integration, halving the deviation of the result (apparent as "noise" in the image) requires multiplying the number of samples by four, meaning that a rapidly increasingly number of samples is needed to improve quality, Standard ways to mitigate this problem include importance sampling (which requires finding improved sampling distributions for specific situations), and quasi-Monte Carlo integration (which usually still requires tracing a large number of rays). ReSTIR offers a solution that multiplies the effective number of samples while tracing a fixed number of additional rays per frame. Temporal reuse multiplies the effective sample count by the number of frames rendered. Spatial reuse multiplies the effective count by the number of neighboring pixels examined. These two types of reuse can be combined, allowing spatial reuse to be applied recursively, which appears to offer an exponentially increasing effective sample count, however this is quickly limited by the size of the neighborhood used for spatial reuse. Spatial reuse is also potentially less effective near shadow and object edges, especially for objects with fine geometric detail, and temporal reuse is limited by movement of the camera and scene elements. == Variations == Many variations of ReSTIR have been proposed that generalize or improve the original technique (which builds on an earlier method called RIS), specialize it for particular types of illumination or other visual effects, or allow incorporation into rendering algorithms other than standard path tracing. Some published versions are listed below. == Algorithms == === Basic algorithm === ReSTIR uses a combination of resampled importance sampling (RIS) and weighted reservoir sampling (WRS) which the authors call streaming RIS. RIS processes samples from an initial probability distribution (e.g. a probability distribution for which a cheap sampling method exists) and generates samples in a new probability distribution (e.g. a sampling distribution that is optimal for rendering but is impractical to draw samples from directly). WRS allows this to be done while storing only a small number of samples in memory, which is especially helpful on a GPU. Information about the samples is stored in a data structure called a reservoir. WRS also allows samples from multiple reservoirs to be combined ("merged") into a single reservoir; this is crucial for sample reuse. Each pixel has a reservoir, typically containing only a single sample when ReSTIR is used for real-time rendering (some implementations use a larger number, e.g. four samples). The reservoir is typically initialized to a sample drawn using a simple method and is then updated by RIS steps and by reservoir merging, so that the pixel value produced by shading using the sample(s) currently in the reservoir, times the weight for the sample, is always an unbiased estimate of the correct pixel value. If appropriate resampling steps are used, the variance of this estimate (or some function of it, typically the luminance of the RGB color value) decreases with each step. A possible sequence of steps performed for each frame, suitable for computing unbiased direct illumination (DI) is: Perform reservoir resampling by drawing multiple light samples and using streaming RIS to choose one, using probabilities based on a target function, e.g. the luminance of the sample's contribution to the pixel. A weight is also computed for the sample. Typically, a single visibility check is performed here, after choosing a sample, setting the weight to 0 if the light is shadowed. Resampling (combined with the visibility check) ensures that the expected value of the weight times the sample brightness is the correct (unbiased) value for the pixel. (temporal reuse) For each pixel, merge the sample(s) from the previous frame into the current reservoir. Multiple importance sampling (MIS) weights are used to avoid bias due to the fact that the samples in the previous frame's reservoirs may have a different target probability distribution if the objects, lights, or camera have moved. (spatial reuse) For each pixel, choose one or more neighboring pixels and merge their samples into the current pixel's reservoir. Because computing unbiased MIS weights requires tracing additional rays (along with other work such as evaluating BRDFs), real-time rendering often uses only a single neighboring pixel. Use the sample in each pixel's reservoir, along with its weight, to determine the color of the pixel for the current frame. Alternatively, multiple samples examined during the preceding steps may be averaged and used to shade the pixel instead (decoupled shading and sampling). For direct lighting, the initial samples used in step 1 are typically drawn by importance sampling from the set of lights in a scene. The algorithm above (from the original ReSTIR paper) draws many lower-quality light samples (e.g. 32) using a fast method, without considering visibility, and chooses one using streaming RIS. Visibility is then tested for the final chosen sample. Considering visibility for each sample drawn would require tracing 32 rays, which would make it much more expensive. The intent is to reduce the number of rays traced, relying on the sample reuse in steps 2 and 3 to make up for the loss of quality caused by rejecting many of the rays due to shadowing. A large part of the initial efforts to optimize ReSTIR (to make it run in real-time on available hardware) went into reducing the cost of randomly sampling the lights. Glossy surfaces may require a larger number of samples, and combining light sampling with BRDF sampling (using MIS) may increase quality. Step 2 (temporal reuse) is sometimes skipped for off-line rendering, and the output of multiple repetitions of initial sampling and spatial reuse is averaged instead; this helps avoids artifacts due to correlations. Step 3 (spatial reuse) may be repeated multiple times in a single frame.

    Access-independent service (AIS) is a service concept in which a service does not depend on guaranteed access network cooperation for service delivery. Telecommunications industry analyst Dean Bubley first used the term in a report on Telco-OTT in February 2012. Traditionally, most telecom company or internet service provider services are access-dependent, because they rely heavily on guaranteed access cooperation on the network the service is delivered over. For instance, traditional IP-based TV service (IPTV) delivered by a telecom company is generally a managed service. This means that IPTV service assumes the IPTV service provider has control over the access network that the IPTV service is delivered over, and network quality of service (QoS) guarantees are available for IPTV service delivery. As a result, the reach of a telecom company's IPTV service is generally restricted by the reach of the telecom company's access network. In contrast, services offered by non-traditional video content delivery service providers such as Netflix, Hulu, and Amazon Video are considered access-independent services. Netflix's video content streaming service, for example, dynamically adapts to network conditions in real-time to strive for the best overall quality of experience (QoE) and does not assume guaranteed cooperation from the underlying IP network, such as QoS. As a result, without considering content rights and different countries' government restrictions, the reach of Netflix's video content streaming service is, in theory, the reach of the Internet. Skype is another example of AIS, because Skype offers an IP-based telephony service over the Internet without depending on IP network cooperation guarantees other than basic IP network connectivity. In the context of telecom service delivery, the concept of access independent services is also commonly described by the term "over-the-top" (OTT) services. OTT service providers such as but not limited to Facebook, WeChat, and Netflix generally do not own or directly manage any wide-area access network to begin with, so they design their services for overall quality of experience, with no assumptions on guaranteed access network cooperation.

    An HTTP cookie (also called web cookie, Internet cookie, browser cookie, or simply cookie) is a small block of data created by a web server while a user is browsing a website and placed on the user's computer or other device by the user's web browser. Cookies are placed on the device used to access a website, and more than one cookie may be placed on a user's device during a session. Cookies serve useful and sometimes essential functions on the web. They enable web servers to store stateful information (such as items added in the shopping cart in an online store) on the user's device or to track the user's browsing activity (including clicking particular buttons, logging in, or recording which pages were visited in the past). They can also be used to save information that the user previously entered into form fields, such as names, addresses, passwords, and payment card numbers for subsequent use. Authentication cookies are commonly used by web servers to authenticate that a user is logged in, and with which account they are logged in. Without the cookie, users would need to authenticate themselves by logging in on each page containing sensitive information that they wish to access. The security of an authentication cookie generally depends on the security of the issuing website and the user's web browser, and on whether the cookie data is encrypted. Security vulnerabilities may allow a cookie's data to be read by an attacker, used to gain access to user data, or used to gain access (with the user's credentials) to the website to which the cookie belongs (see cross-site scripting and cross-site request forgery for examples). European law requires that all websites targeting European Union member states gain "informed consent" from users before storing non-essential cookies on their device. == Background == === Origin of the name === The term cookie was coined by web-browser programmer Lou Montulli. It was derived from the term magic cookie, which is a packet of data a program receives and sends back unchanged, used by Unix programmers. === History === Magic cookies were already used in computing when computer programmer Lou Montulli had the idea of using them in web communications in June 1994. At the time, he was an employee of Netscape Communications, which was developing an e-commerce application for MCI. Vint Cerf and John Klensin represented MCI in technical discussions with Netscape Communications. MCI did not want its servers to have to retain partial transaction states, which led them to ask Netscape to find a way to store that state in each user's computer instead. Cookies provided a solution to the problem of reliably implementing a virtual shopping cart. Together with John Giannandrea, Montulli wrote the initial Netscape cookie specification the same year. Version 0.9beta of Mosaic Netscape, released on 13 October 1994, supported cookies. The first use of cookies (out of the labs) was checking whether visitors to the Netscape website had already visited the site. Montulli applied for a patent for the cookie technology in 1995, which was granted in 1998. Support for cookies was integrated with Internet Explorer in version 2, released in October 1995. The introduction of cookies was not widely known to the public at the time. In particular, cookies were accepted by default, and users were not notified of their presence. The public learned about cookies after the Financial Times published an article about them on 12 February 1996. In the same year, cookies received a lot of media attention, especially because of potential privacy implications. Cookies were discussed in two U.S. Federal Trade Commission hearings in 1996 and 1997. The development of the formal cookie specifications was already ongoing. In particular, the first discussions about a formal specification started in April 1995 on the www-talk mailing list. A special working group within the Internet Engineering Task Force (IETF) was formed. Two alternative proposals for introducing state in HTTP transactions had been proposed by Brian Behlendorf and David Kristol respectively. But the group, headed by Kristol himself and Lou Montulli, soon decided to use the Netscape specification as a starting point. In February 1996, the working group identified third-party cookies as a considerable privacy threat. The specification produced by the group was eventually published as RFC 2109 in February 1997. It specifies that third-party cookies were either not allowed at all, or at least not enabled by default. At this time, advertising companies were already using third-party cookies. The recommendation about third-party cookies of RFC 2109 was not followed by Netscape and Internet Explorer. RFC 2109 was superseded by RFC 2965 in October 2000. RFC 2965 added a Set-Cookie2 header field, which informally came to be called "RFC 2965-style cookies" as opposed to the original Set-Cookie header field which was called "Netscape-style cookies". Set-Cookie2 was seldom used, however, and was deprecated in RFC 6265 in April 2011 which was written as a definitive specification for cookies as used in the real world. No modern browser recognizes the Set-Cookie2 header field. == Terminology == === Session cookie === A session cookie (also known as an in-memory cookie, transient cookie or non-persistent cookie) exists only in temporary memory while the user navigates a website. Session cookies expire or are deleted when the user closes the web browser. Session cookies are identified by the browser by the absence of an expiration date assigned to them. === Persistent cookie === A persistent cookie expires at a specific date or after a specific length of time. For the persistent cookie's lifespan set by its creator, its information will be transmitted to the server every time the user visits the website that it belongs to, or every time the user views a resource belonging to that website from another website (such as an advertisement). For this reason, persistent cookies are sometimes referred to as tracking cookies because they can be used by advertisers to record information about a user's web browsing habits over an extended period of time. Persistent cookies are also used for reasons such as keeping users logged into their accounts on websites, to avoid re-entering login credentials at every visit. (See § Uses, below.) === Secure cookie === A secure cookie can only be transmitted over an encrypted connection (i.e. HTTPS). They cannot be transmitted over unencrypted connections (i.e. HTTP). This makes the cookie less likely to be exposed to cookie theft via eavesdropping. A cookie is made secure by adding the Secure flag to the cookie. === Http-only cookie === An http-only cookie cannot be accessed by client-side APIs, such as JavaScript. This restriction eliminates the threat of cookie theft via cross-site scripting (XSS). However, the cookie remains vulnerable to cross-site tracing (XST) and cross-site request forgery (CSRF) attacks. A cookie is given this characteristic by adding the HttpOnly flag to the cookie. === Same-site cookie === In 2016 Google Chrome version 51 introduced a new kind of cookie with attribute SameSite with possible values of Strict, Lax or None. With attribute SameSite=Strict, the browsers would only send cookies to a target domain that is the same as the origin domain. This would effectively mitigate cross-site request forgery (CSRF) attacks. With SameSite=Lax, browsers would send cookies with requests to a target domain even it is different from the origin domain, but only for safe requests such as GET (POST is unsafe) and not third-party cookies (inside iframe). Attribute SameSite=None would allow third-party (cross-site) cookies, however, most browsers require secure attribute on SameSite=None cookies. The Same-site cookie is incorporated into a new RFC draft for "Cookies: HTTP State Management Mechanism" to update RFC 6265 (if approved). Chrome, Firefox, and Edge started to support Same-site cookies. The key of rollout is the treatment of existing cookies without the SameSite attribute defined, Chrome has been treating those existing cookies as if SameSite=None, this would let all website/applications run as before.     A vintage computer is an older computer system that is largely regarded as obsolete. The personal computer has been around since around 1971, and in that time technological advancement means existing models get replaced every few years. Nevertheless, these otherwise useless computers have spawned a sub-culture of vintage computer collectors who often spend large sums for the rarest examples, not only to display but functionally restore. This involves active software development and adaptation to modern uses. This often includes homebrew developers and hackers who add on, update and create hybrid composites from new and old computers for uses they were otherwise never intended. Ethernet interfaces have been designed for many vintage 8-bit machines to allow limited connectivity to the Internet, where users can access discussion groups, bulletin boards, and software databases. Most of this hobby centers on computers made after 1960, though some collectors also specialize in older computers. The Vintage Computer Festival, an event held by the Vintage Computer Federation for the exhibition and celebration of vintage computers, has been held annually since 1997 and has expanded internationally. == By platform == === MITS Inc. === Micro Instrumentation and Telemetry Systems (MITS) produced the Altair 8800 in 1975. According to Harry Garland, the Altair 8800 was the product that catalyzed the microcomputer revolution of the 1970s. === IMSAI === The IMSAI 8080 is a clone of the Altair 8800. It was introduced in 1975, first as a kit, and later as an assembled system. The list price was $591 (equivalent to $3,584 in 2025) for a kit, and $931 (equivalent to $5,570 in 2025) assembled. === Processor Technology === Processor Technology produced the Sol-20. This was one of the first machines to have a case that included a keyboard; a design feature copied by many of later "home computers". === SWTPC === Southwest Technical Products Corporation (SWTPC) produced the 8-bit SWTPC 6800 and later the 16-bit SWTPC 6809 kits that employed the Motorola 68xx series microprocessors. === Apple Inc. === The earliest Apple Inc. personal computers, using the MOS Technology 6502 processors, are among some of the most collectible. They are relatively easy to maintain in an operational state thanks to Apple's use of readily available off-the-shelf parts. Apple I (1976): The Apple-1 was Apple's first product and has brought some of the highest prices ever paid for a microcomputer at auction. Apple II (1977): The Apple II series of computers are some of the easiest to adapt, thanks to the original expansion architecture designed for them. New peripheral cards are still being designed by an avid thriving community, thanks to the longevity of this platform, manufactured from 1977 through 1993. The list price was $2495 (equivalent to $7,732 in 2025).Perhaps because of its friendly design and first commercially successful graphical user interface as well as its enduring Finder application that persists on the most current Macs, the Macintosh is one of the most collected and used vintage computers. With dozens of websites around the world, old Macintosh hardware and software are input into daily use. The Macintosh had a strong presence in many early computer labs, creating a nostalgia factor for former students who recall their first computing experiences. === RCA === The COSMAC Elf in 1976 was an inexpensive (about $100) single-board computer that was easily built by hobbyists. Many people who could not afford an Altair could afford an ELF, which was based on the RCA 1802 chip. Because the chips are still available from other sources, modern recreations of the ELF are fairly common and there are several fan websites. === IBM === The IBM 1130 (1965) was a desk-sized small computer. It was the often the first computer used by many college students, still has a following of interested users. Most of the remaining 1130 systems in 2023 are in museums, but an emulator is available for users who don't have access to a physical 1130. The 5100 also has an avid collector and fan base. The PC series (5150 PC, 5155 Portable PC, 5160 PC/XT, 5170 PC/AT) has become very popular in recent years, with the earliest models (PC) being considered the most collectible. === Acorn BBC & Archimedes === The Acorn BBC Micro was a very popular British computer in the 1980s with home and educational users and enjoyed near-universal usage in British schools into the mid-1990s. It was possible to use 100K 5+1⁄4-inch disks, and it had many expansion ports. The Archimedes series – the de facto successor to the BBC Micro – has also enjoyed a following in recent years, thanks to its status as the first computer to be based around ARM's RISC microprocessor. === Tandy/Radio Shack === The Tandy/RadioShack Model 100 is still widely collected and used as one of the earliest examples of a truly portable computer. Other Tandy offerings, such as the TRS-80 line, are also very popular, and early systems, like the Model I, in good condition can command premium prices on the vintage computer market. === Sinclair === The Sinclair ZX81 and ZX Spectrum series were the most popular British home computers of the early 1980s, with a wide choice of emulators available for both platforms. The Spectrum in particular enjoys a cult following due to its popularity as a games platform, with new games titles still being developed even today. Original "rubber key" Spectrums fetch the highest prices on the second-hand market, with the later Amstrad-built models attracting less of a following. The earlier ZX81 is not as popular in original hardware form due to its monochrome display and limited abilities next to the Spectrum, but still unassembled ZX81 kits still appear on eBay occasionally. === MSX === Although nearly nonexistent in the United States, the MSX architecture has strong communities of fans and hobbyists worldwide, particularly in Japan (where the standard was conceived and developed), South Korea (the only country that had an MSX-based game console, Zemmix), Netherlands, Spain, Brazil, Argentina, Russia, Chile, the Middle East, and others. New hardware and software are being actively developed to this day as well. One of the latest fundamental (from hardware and software perspectives) revivals of the MSX is the GR8BIT. === Robotron === The Robotron Z1013 was an East German home computer produced by VEB Robotron. It had a U880 processor, 16 KB RAM, and a membrane keyboard. The KC 85 series of computers was a modular 8-bit computer system used in East German schools. === Commodore === VIC-20 Commodore 64 Commodore PET Amiga === Xerox === The Xerox Alto, designed and manufactured by Xerox PARC and released in 1973, was the first personal computer equipped with a graphic user interface. In 1979, Steve Jobs of Apple Inc. arranged for his engineers to visit Xerox in order to see the Alto. The design concepts of the Alto soon appeared in the Apple Lisa and Macintosh systems. The Xerox Star, also known as the 8010/40, was made available in 1981. It followed on the Alto. Like the Alto, this machine was expensive and was only intended for corporate office usage. Researchers also utilise the site to advertise research studies, recruit study participants, and better understand the world of substance use. Research groups and organisations that have partnered with Bluelight to recruit study participants include Imperial College London, Johns Hopkins University, Health Canada, Karlstad University, Curtin University, Macquarie University, Columbia University, University of Pennsylvania, University of Michigan, Toronto Metropolitan University (then known as Ryerson University), and MAPS. The board was created as a side project by the owner of West Palm Beach design company Bluelight Designs. 200–300 users joined the site between 1998 and 1999, but the site's servers were heavily limited and could only store a few threads at a time; this led to the creation of 'The New Bluelight' forum in May 1999 and the registration of the bluelight.nu domain in June 1999. The site began to explode in popularity in the early 2000s with the rise of MDMA in the club scene, amassing nearly 7,000 members by the year 2000 and 59,000 by the start of 2006. The site switched to the bluelight.ru domain in October 2005, and switched again to bluelight.org in January 2014. In early 2024, Bluelight was re-structured and the forum became a subsidiary of the newly formed Australian non-profit organisation & registered charity Bluelight Communities Ltd. == Partnerships == In the early 2000s, Bluelight worked with reagent test supplier EZ-Test to promote the sale of drug checking kits. In 2007, Bluelight partnered with the Multidisciplinary Association for Psychedelic Studies (MAPS), a non-profit organisation working to raise awareness and understanding of psychedelic drugs through education, clinical research, and advocacy. MAPS utilised Bluelight to recruit participants for its first MDMA-assisted psychotherapy trial for PTSD. In 2013, the official MAPS forums were migrated to Bluelight.     Digital inclusion involves the activities necessary to ensure equitable access to and use of information and communications technologies for participation in social and economic life including for education, social services, health, social, and community participation. Digital inclusion includes access to affordable broadband Internet services, Internet-enabled devices, access to digital literacy training, quality technical support, and applications and online content designed to enable and encourage self-sufficiency, participation, and collaboration. Related concepts include digital divide, digital exclusion and digital inequality, however digital inclusion focuses more on the strategies, policies, and programs required to address the digital divide. As many services have moved online and with the increasing use of telehealth to deliver primary care, particularly during the COVID-19 pandemic in 2020, digital inclusion, including digital literacy and internet access is increasingly regarded as a social determinant of health. Accessibility, relevance, and impact have been identified as essential elements of digital inclusion as it pertains to health information systems. "Digital inclusion is broadly defined as different strategies designed to ensure that all people have equal access, opportunities and skills to benefit from digital technologies and systems" (ITU, 2019, as cited in Carmi and Yates, 2020). Since 2020, there have been many technology companies that have begun implementing different features or roles within their companies to support breaking down the digital divide. For example, HP has announced the digital divide accelerator. This accelerator will support nonprofits in Greece, Indonesia, Nigeria, and Spain. The goal for this role is to help equip children and other people within the community to understand the skills needed to become a part of the digital community. == Background == With the increasing use of computers and the Internet in the 1990s and early 2000s concerns rose around digital equality, however this primarily focused on the physical access to technology. This gave rise to the concept of the digital divide which was originally developed to describe the growing disparity in Internet access between rural and urban areas of the United States of America. This gradually expanded to considerations of digital access between countries in what is termed the global digital divide, which mirrors many of the disparities seen within countries but on an international scale. However, with the adoption of digital technologies across most sectors of society, and the increasing diversity of technologies and programs, access and use of ICT became more complex and essential for many aspects of daily life. This led to new terminology and a second wave of research on digital inequality which has been identified as the (1) usage gap, (2) second level digital divide, (3) emerging digital differentiation, and (4) digital inclusion. == Strategies for digital inclusion == A review of the literature in 2019 found that while physical access to digital technologies and the internet continues to be a barrier to digital inclusion, digital ability and attitude were also potential barriers. Key strategies identified for improving digital inclusion are social support, direct user experience and collaborative learning/design. Education is a key aspect of digital inclusion as digital technologies have become a key means of engaging with all levels of the education system, requiring levels of digital competence for successful engagement with the curriculum. In addition lifelong learning is required as technologies, services and systems are changing constantly. Public libraries and community service providers play a key role in supporting digital inclusion through access to computers, internet connection and expertise and training. Designing for digital inclusion may also help with poor written literacy, which remains a barrier for 10% of the world's population. UNESCO has developed Guidelines for designing digital technologies in ways that could assist those who are illiterate. == Indigenous digital inclusion == Digital inclusion is a critical issue for many Indigenous communities across the globe, many of whom lack access to adequate resources. The Australian Government has set a National Closing the Gap target for Aboriginal and Torres Strait Islander people to have equal levels of digital inclusion by 2026. Many people on tribal land and in Native Hawaiian land struggle with the technology gap. The Native Entities Capacity and Planning Grant Program has $45.3 million available to help address these challenges and empower Indian Tribes, Alaska Native entities, and Native Hawaiian organizations. Some of the impacts so far are in the education and workforce development and healthcare access through telehealth.[13] == Measuring digital inclusion == The Australian Digital Inclusion Index (ADII) is a research project which has been tracking digital inclusion throughout Australia since 2016. It uses survey data to measure digital inclusion across three dimensions of access, affordability and digital ability. == The Future of Digital Inclusion == On February 16, 2021, a global dialogue within the United Nations (UN) took a look at the future of digital inclusion. Through the adoption of the 2030 UN Agenda for Sustainable Development, Member States made a commitment. They pledged to "leave no one behind." By 2030, the UN's goal is to close the digital divide by providing access to the Internet and mobile technologies for all nations and peoples and for all segments of society. The UN sees the crisis of too many people in our global society still living unconnected and how the digital divide remains a challenge that must be addressed. == Gaming == The Xbox Adaptive Controller is a groundbreaking example of digital inclusion, designed to make gaming more accessible to people with limited mobility.     Content strategy guides the planning, development, and management of content. It is a recognized field in user experience design, and it also draws from adjacent disciplines such as information architecture, content management, business analysis, digital marketing, and technical communication. == Definitions == Content strategy has been described as planning for "the creation, publication, and governance of useful, usable content." It has also been called "a repeatable system that defines the entire editorial content development process for a website development project." In a 2007 article titled "Content Strategy: The Philosophy of Data," Rachel Lovinger describes the goal of content strategy as using "words and data to create unambiguous content that supports meaningful, interactive experiences." Here, she also provided the analogy that "content strategy is to copywriting as information architecture is to design." She encourages content strategists and collaborators to engage in early discussions about content meaning, models, and tools, to make sure strategy is integrated from the start rather than as an afterthought. The Content Strategy Alliance combines Kevin Nichols' definition with Kristina Halvorson's and defines content strategy as "getting the right content to the right user at the right time through strategic planning of content creation, delivery, and governance." == Practitioners == Content strategists are often familiar with a wide range of approaches, techniques, and tools. The perspectives that content strategists bring also depend heavily on their professional training and education. For instance, some specialize in "front-end strategy," which includes developing personas, journey mapping the user experience, aligning business strategy and user needs, developing a brand strategy, exploring different channels, and creating style guidelines and search engine optimization (SEO) guidelines. Others specialize in "back-end strategy," which includes creating content models, planning taxonomies and metadata, structuring content management systems, and building systems to support content reuse. Both roles involve addressing workflow and governance issues. Many organizations and individuals tend to confuse content strategists with editors. However, content strategy is "about more than just the written word," according to Washington State University associate professor Brett Atwood. For example, Atwood indicates that a practitioner needs to also "consider how content might be re-distributed and/or re-purposed in other channels of delivery." It has also been proposed that the content strategist performs the role of a curator. In the early 1900s, the overhead projector and instructional radio broadcasts were among the first technologies used for educational purposes. The introduction of computers in classrooms occurred in 1950, when a flight simulation program was developed to train pilots at the Massachusetts Institute of Technology. However, access to computers remained extremely limited for several decades. In 1964, John Kemeny and Thomas Kurtz developed the BASIC programming language, which simplified computer interaction and introduced time-sharing, enabling multiple users to work on the same system simultaneously. This innovation made computing increasingly accessible for educational settings. By the 1980s, schools began to show more interest in computers as companies released mass-market devices to the public. Networking further enabled the interconnection of computers into unified communication systems, which proved more efficient and cost-effective than previous stand-alone machines. This development prompted wider adoption of computing in educational institutions. The invention of the World Wide Web in 1992 further simplified internet navigation and sparked further interest in educational settings. By 1999, 99% of public school teachers in the United States reported having access to at least one computer in their schools, and 84% had a computer available in their classrooms. Advances in digital compression and high-speed Internet made video creation and distribution more affordable, fostering the use of the systems designed for recording lectures. The launch of YouTube in 2005 further transformed educational content distribution. Educators increasingly uploaded lectures and instructional videos on platforms with initiatives like Khan Academy, which was active in 2006, contributing to You Tube's role as a prominent educational resource. In 2007, Apple launched iTunesU, another platform for sharing educational resources and videos. However, adapting assessment methods to the new learning environment posed certain challenges. A study conducted by Eddie M. Mulenga and José M. Marbán on Zambian students during the pandemic revealed difficulties in adapting to digital learning, particularly in subjects like mathematics. Similar issues were reported among students in Romania, where the transition to virtual learning presented significant obstacles in engagement and adaptability. === Post-pandemic developments === In the period following the onset of COVID-19, education systems worldwide rapidly adopted digital solutions to maintain continuity of learning and teaching. By the end of March 2020, all 46 OECD and partners countries closed some or all of their schools nationwide. By June 2020, the length of school closures in these countries ranged from 7 to over 18 weeks. These disruptions in formal education prompted governments and educators to quickly adopt digital learning. This global shift to online education highlighted considerable inequalities in digital access, although many systems struggled with inequitable access, especially in regions lacking devices, stable internet connections, or conducive home learning environments. Stimultaneously, commercial educational technology (ed-tech) companies introduced rapid digital solutions to the disruption caused by the pandemic. This led to what has been described as a "seller's market," where the urgency of implementation may cause the prioritization of availability and scale over pedagogical and equity considerations. In the post-pandemic era, digital media in education continues to evolve. It increasingly intersects with artificial intelligence (AI) technologies such as adaptive learning platforms, AI-enabled content generation, and personalized learning environments. These tools enhance global engagement and access but also raise concerns about infrastructure, inclusivity, ethical implementation as well as critical pedagogies. Scholars recommend that educators and policymakers adopt inclusive practices, prioritize equitable infrastructure, and develop critical digital literacy. Facer and Selwyn also emphasize the need for public digital infrastructure and sustainable and justice-oriented policies that empower all learners. Overall, these perspectives reflect a growing consensus that digital media in education should be implemented critically to promote inclusive, multimodal, and future-oriented learning environments.
