    The Association for Computational Linguistics (ACL) is a scientific and professional organization for people working on natural language processing. This journal was succeeded by many other journals: the American Journal of Computational Linguistics (1974–1978, 1980–1983), and then Computational Linguistics (1984–present). Since 1988, the journal has been published for the ACL by MIT Press. The annual meeting was first held in 1963 in conjunction with the Association for Computing Machinery National Conference. The annual meeting was, for a long time, relatively informal and did not publish anything longer than abstracts. By 1968, the society took on its current name, the Association for Computational Linguistics (ACL). The publication of the annual meeting's Proceedings of the ACL began in 1979 and gradually matured into its modern form. Many of the meetings were held in conjunction with the Linguistic Society of America, and a few with the American Society for Information Science and the Cognitive Science Society. The United States government sponsored much research from 1989 to 1994, characterized by an increase in author retention rates and an increase in research in some key topics, such as speech recognition, in ACL. By the 21st century, it was able to maintain authors at a high rate who coalesced in a more stable arrangement around individual research topics. In 1991, the group published a prototype for a text generator based on the universal grammar theory of Noam Chomsky. The system, nicknamed Parrot, relied on a finite set of syntactic transformations and a hand-curated lexicon. Despite some initial success, including experimentation with morpheme syntactics, funding halted after the research team encountered intractable difficulties with inflection and abstract locutions. == Annual Meeting of the ACL == Every year, the ACL holds the Annual Meeting of the ACL. The location lies in Europe in years zero modulo three, North America in years one modulo three, and Asia–Australia in years two modulo three.     Active networking is a communication pattern that allows packets flowing through a telecommunications network to dynamically modify the operation of the network. Active network architecture is composed of execution environments (similar to a unix shell that can execute active packets), a node operating system capable of supporting one or more execution environments. It also consists of active hardware, capable of routing or switching as well as executing code within active packets. This differs from the traditional network architecture which seeks robustness and stability by attempting to remove complexity and the ability to change its fundamental operation from underlying network components. Network processors are one means of implementing active networking concepts. Active networks have also been implemented as overlay networks. == What does it offer? == Active networking allows the possibility of highly tailored and rapid "real-time" changes to the underlying network operation. This enables such ideas as sending code along with packets of information allowing the data to change its form (code) to match the channel characteristics. The smallest program that can generate a sequence of data can be found in the definition of Kolmogorov complexity. The use of real-time genetic algorithms within the network to compose network services is also enabled by active networking. == How it relates to other networking paradigms == Active networking relates to other networking paradigms primarily based upon how computing and communication are partitioned in the architecture. === Active networking and software-defined networking === Active networking is an approach to network architecture with in-network programmability. The name derives from a comparison with network approaches advocating minimization of in-network processing, based on design advice such as the "end-to-end argument". Two major approaches were conceived: programmable network elements ("switches") and capsules, a programmability approach that places computation within packets traveling through the network. Treating packets as programs later became known as "active packets". Software-defined networking decouples the system that makes decisions about where traffic is sent (the control plane) from the underlying systems that forward traffic to the selected destination (the data plane). The concept of a programmable control plane originated at the University of Cambridge in the Systems Research Group, where (using virtual circuit identifiers available in Asynchronous Transfer Mode switches) multiple virtual control planes were made available on a single physical switch. In order to do this, active network research must address the problem of optimally allocating computation versus communication within communication networks. One of the challenges of active networking has been the inability of information theory to mathematically model the active network paradigm and enable active network engineering. This is due to the active nature of the network in which communication packets contain code that dynamically change the operation of the network.     A hashtag is a metadata tag operator that is prefaced by the hash symbol, #. On social media, hashtags are used on microblogging and photo-sharing services–especially Twitter and Tumblr–as a form of user-generated tagging that enables cross-referencing of content by topic or theme. For example, a search within Instagram for the hashtag #flowers returns all posts that have been tagged with that term. After the initial hash symbol, a hashtag may include letters, numerals or other punctuation. The use of hashtags was first proposed by American blogger and product consultant Chris Messina in a 2007 tweet. Messina made no attempt to patent the use because he felt that "they were born of the internet, and owned by no one". Hashtags became entrenched in the culture of Twitter and soon emerged across Instagram, Facebook, and YouTube. In June 2014, hashtag was added to the Oxford English Dictionary as "a word or phrase with the symbol # in front of it, used on social media websites and apps so that you can search for all messages with the same subject". == Origin and acceptance == The number sign or hash symbol, #, has long been used in information technology to highlight specific pieces of text. In 1970, the number sign was used to denote immediate address mode in the assembly language of the PDP-11 when placed next to a symbol or a number, and around 1973, '#' was introduced in the C programming language to indicate special keywords that the C preprocessor had to process first. The pound sign was adopted for use within IRC (Internet Relay Chat) networks around 1988 to label groups and topics. Channels or topics that are available across an entire IRC network are prefixed with a hash symbol # (as opposed to those local to a server, which uses an ampersand '&'). The use of the pound sign in IRC inspired Chris Messina to propose a similar system on Twitter to tag topics of interest on the microblogging network. He proposed the usage of hashtags on Twitter: How do you feel about using # (pound) for groups. As in #barcamp [msg]? According to Messina, he suggested use of the hashtag to make it easy for lay users without specialized knowledge of search protocols to find specific relevant content. Therefore, the hashtag "was created organically by Twitter users as a way to categorize messages". The first published use of the term "hash tag" was in a blog post "Hash Tags = Twitter Groupings" by Stowe Boyd, on August 26, 2007, according to lexicographer Ben Zimmer, chair of the American Dialect Society's New Words Committee. Messina's suggestion to use the hashtag was not immediately adopted by Twitter, but the convention gained popular acceptance when hashtags were used in tweets relating to the 2007 San Diego forest fires in Southern California. The hashtag gained international acceptance during the 2009–2010 Iranian election protests; Twitter users used both English- and Persian-language hashtags in communications during the events. Beginning July 2, 2009, Twitter began to hyperlink all hashtags in tweets to Twitter search results for the hashtagged word (and for the standard spelling of commonly misspelled words). In 2010, Twitter introduced "Trending Topics" on the Twitter front page, displaying hashtags that are rapidly becoming popular, and the significance of trending hashtags has become so great that the company makes significant efforts to foil attempts to spam the trending list. During the 2010 World Cup, Twitter explicitly encouraged the use of hashtags with the temporary deployment of "hashflags", which replaced hashtags of three-letter country codes with their respective national flags. Other platforms such as YouTube and Gawker Media followed in officially supporting hashtags, and real-time search aggregators such as Google Real-Time Search began supporting hashtags. == Format == A hashtag must begin with a hash (#) character followed by other characters, and is terminated by a space or the end of the line. Some platforms may require the # to be preceded with a space. Most or all platforms that support hashtags permit the inclusion of letters (without diacritics), numerals, and underscores. Other characters may be supported on a platform-by-platform basis. Some characters, such as "&", are generally not supported as they may already serve other search functions. Hashtags are not case sensitive (a search for "#hashtag" will match "#HashTag" as well), but the use of embedded capitals (i.e., CamelCase) increases legibility and improves accessibility. Languages that do not use word dividers handle hashtags differently. In China, microblogs Sina Weibo and Tencent Weibo use a double-hashtag-delimited #HashName# format, since the lack of spacing between Chinese characters necessitates a closing tag. Twitter uses a different syntax for Chinese characters and orthographies with similar spacing conventions: the hashtag contains unspaced characters, separated from preceding and following text by spaces (e.g., '我 #爱 你' instead of '我#爱你') or by zero-width non-joiner characters before and after the hashtagged element, to retain a linguistically natural appearance (displaying as unspaced '我‌#爱‌你', but with invisible non-joiners delimiting the hashtag). === Etiquette and regulation === Some communities may limit, officially or unofficially, the number of hashtags permitted on a single post. Misuse of hashtags can lead to account suspensions. Twitter warns that adding hashtags to unrelated tweets, or repeated use of the same hashtag without adding to a conversation can filter an account from search results, or suspend the account. Individual platforms may deactivate certain hashtags either for being too generic to be useful, such as #photography on Instagram, or due to their use to facilitate illegal activities. === Alternate formats === In 2009, StockTwits began using ticker symbols preceded by the dollar sign (e.g., $XRX). In July 2012, Twitter began supporting the tag convention and dubbed it the "cashtag". The convention has extended to national currencies, and Cash App has implemented the cashtag to mark usernames. == Function == Hashtags are particularly useful in unmoderated forums that lack a formal ontological organization. Hashtags help users find content similar interest. Hashtags are neither registered nor controlled by any one user or group of users. They do not contain any set definitions, meaning that a single hashtag can be used for any number of purposes, and that the accepted meaning of a hashtag can change with time. Hashtags intended for discussion of a particular event tend to use an obscure wording to avoid being caught up with generic conversations on similar subjects, such as a cake festival using #cakefestival rather than simply #cake. However, this can also make it difficult for topics to become "trending topics" because people often use different spelling or words to refer to the same topic. For topics to trend, there must be a consensus, whether silent or stated, that the hashtag refers to that specific topic. Hashtags may be used informally to express context around a given message, with no intent to categorize the message for later searching, sharing, or other reasons. Hashtags may thus serve as a reflexive meta-commentary. This can help express contextual cues or offer more depth to the information or message that appears with the hashtag.     Digital artifactual value, a preservation term, is the intrinsic value of a digital object, rather than the informational content of the object. Though standards are lacking, born-digital objects and digital representations of physical objects may have a value attributed to them as artifacts. == Intrinsic value in analog materials == With respect to analog or non-digital materials, artifacts are determined to have singular research or archival value if they possess qualities and characteristics that make them the only acceptable form for long-term preservation. These qualities and characteristics are commonly referred to as the item's intrinsic value and form the basis upon which digital artifactual value is currently evaluated. Artifactual value based on this idea is predicated upon the artifact's originality, faithfulness, fixity, and stability. The intrinsic value of a particular object, as interpreted by archival professionals, largely determines the selection process for archives. The National Archives and Records Administration Committee on Intrinsic Value in "Intrinsic Value in Archival Material" classified an analog object as having intrinsic value if it possessed one or more of the follow qualities: Physical form that may be the subject for study if the records provide meaningful documentation or significant examples of the form. Aesthetic or artistic quality. Unique or curious physical features. Age that provides a quality of uniqueness. Value for use in exhibits. Questionable authenticity, date, author, or other characteristic that is significant and ascertainable by physical examination. General and substantial public interest because of direct association with famous or historically significant people, places, things, issues or events. Significance as documentation of the establishment or continuing legal basis of an agency or institution. Significance as documentation of the formulation of policy at the highest executive levels when the policy has significance and broad effect throughout or beyond the agency or institution. Other archival professionals such as Lynn Westney have written that the characteristics of materials exhibiting intrinsic value include age, content, usage, particularities of creation, signatures, and attached seals. Westney and others have stated that paper-based artifacts can be thought to have evidentiary value, or significant contextual markings, insofar that the original manifestation of the artifact can attest to the originality, faithfulness or authenticity, fixity, and stability of the content. For other analog materials, properly articulating intrinsic value remains essential for determining artifactual value. Similar to paper-based objects in many respects, artifactual value for images typically takes into account artistic value, age, authorial prestige, significant provenance, and institutional priorities. Analog audio preservation is based upon similar factors, including the cultural value of the item, its historical uniqueness, the estimated longevity of the medium, the current condition of the item, and the state of playback equipment, among other things. == Analog conventions in a digital realm == The standard definition of artifactual value, as it has applied to analog or non-digital materials in the twentieth century, is based upon a set of conventions which do not ordinarily apply to digital objects in toto. The Council on Library and Information Resources (CLIR) has stated that printed texts and other paper-based manuscripts, when considered as objects, are imbued with meaning distilled from a general set of understandings inherent to these conventions: The object is of a fixed and stable composition/form. Authorship and intellectual property are a recognizable concept. Duplication is possible. Fungibility of informational content (or, in other words, the ability to be replaced by another identical object). These conventions are important to consider because they help to describe the physical and even metaphysical relationship between a document's content and its physical manifestation. The underpinnings of this relationship are not identical and do not apply with the same degree of clarity to an immaterial digital realm. The idea of fixity with regard to printed materials, for example, is largely predicated on the notion that an object has been recorded on a relatively stable medium. The physical presence of a print text serves as proof of its authenticity as an object or artifact, as well as its scarcity and uniqueness in relation to other print materials. Variations in the chemical properties and storage conditions of print-based materials, as well as other cultural variables, certainly impact the fixity or stability of print materials, but there is little controversy about determining its fundamental existence or originality. However, uniqueness in the physical, paper-based sense does not translate to a digital realm in which immaterial objects are subject to theoretically infinite levels of reproduction and dissemination. Born-digital and digital surrogates may or may not look any different from each other on a server, and alterations can be made without explicit notice to the user. These alterations are normally called migration events, or actions taken on the digital object that change the original object's composition. They can enact subtle but fundamental alterations to the original document, thereby compromising its existence as an original object. Furthermore, because the tools used to generate and access digital objects have historically evolved quite rapidly, issues of playback obsolescence, incapability, data loss, and broken pathways to information have changed traditional ideas of fixity and stability. Therefore, artifactual value in a digital realm requires a modified set of generalized standards for determining artifactual originality. Michael J. Giarlo and Ronald Jantz, only two of many, have posited a list of methods for establishing digital intrinsic value by way of careful metadata generation and records maintenance. In their report, a digital original possesses three key characteristics that distinguishes it from identical copies. These include continuous verification and re-verification of the document's digital signature starting from the date of creation; retaining versions and recordings of all changes to the object in an audit trail; and having the archival master contain the creation date of the digital object. They also reported that originality in digital sources could be verified or produced by the following techniques: Digital object is given a date-time stamp that's automatically inserted into the METS-XML header upon creation. Digital signatures. == The role of digital surrogates == Digital surrogates are considered a utility for aiding in the preservation and increased access of certain artifacts. However, digital surrogates can have different utilities for objects depending on the nature of the original artifact and the condition the artifact is in. In 2001 the Council on Library and Information Resources (CLIR) published a report on the artifact in library collections. The CLIR states that the utility of the digital surrogate can be determined by dividing the original material (artifact) into two different categories, artifacts that are rare and those that are not. These two categories can be further divided by two categories, artifacts that are frequently used and those that are not. === Materials that are frequently used and not rare === According to the CLIR "it is not obvious that digital surrogates provide all the functionality, all the information, or all the aesthetic value of originals. Therefore, while it may be sensible to recommend that digital surrogates be used to reduce the cost and increase the availability of library holdings that circulate frequently, the decision to deaccession a physical object in library collections and replace it with a digital surrogate should be based on a careful assessment of the way in which library patrons use the original object or objects of its kind." === Materials that are infrequently used and not rare === Keeping the original is always the best solution for libraries and especially archives but in the case of libraries where an artifact is not rare or used infrequently there must be a barometer that is developed to help "balance functionality with actual use in order to help decide when digital surrogates that provide most of the functionality of originals are acceptable." === Materials that are rare and frequently used === A professional in the field of Library and Information Science (LIS) would almost certainly not argue that a digital surrogate could replace a rare object.     Optical sorting (sometimes called digital sorting) is the automated process of sorting solid products using cameras and/or lasers. Depending on the types of sensors used and the software-driven intelligence of the image processing system, optical sorters can recognize an object's color, size, shape, structural properties and chemical composition. The sorter compares objects to user-defined accept/reject criteria to identify and remove defective products and foreign material (FM) from the production line, or to separate product of different grades or types of materials. Optical sorters are in widespread use in the food industry worldwide, with the highest adoption in processing harvested foods such as potatoes, fruits, vegetables and nuts where it achieves non-destructive, 100 percent inspection in-line at full production volumes. Compared to manual sorting, which is subjective and inconsistent, optical sorting helps improve product quality, maximize throughput and increase yields while reducing labor costs. == History == Optical sorting is an idea that first came out of the desire to automate industrial sorting of agricultural goods like fruits and vegetables. Before automated optical sorting technology was conceived in the 1930s, companies like Unitec were producing wooden machinery to assist in the mechanical sorting of fruit processing. In 1931, a company known as “the Electric Sorting Company” was incorporated and began the creation of the world’s first color sorters, which were being installed and used in Michigan’s bean industry by 1932. In 1937, optical sorting technology had advanced to allow for systems based on a two-color principle of selection. The next few decades saw the installation of new and improved sorting mechanisms, like gravity feed systems and the implementation of optical sorting in more agricultural industries. In the late 1960s, optical sorting began to be implemented to new industries beyond agriculture, like the sorting of ferrous and non-ferrous metals. By the 1990s, optical sorting was being used heavily in the sorting of solid wastes. With the large technological revolution happening in the late 1990s and early 2000s, optical sorters were being made more efficient via the implementation of new optical sensors, like CCD, UV, and IR cameras. Today, optical sorting is used in a wide variety of industries and, as such, is implemented with a varying selection of mechanisms to assist in that specific sorter’s task. == The sorting system == In general, optical sorters feature four major components: the feed system, the optical system, image processing software, and the separation system. The objective of the feed system is to spread products into a uniform monolayer so products are presented to the optical system evenly, without clumps, at a constant velocity. The optical system includes lights and sensors housed above and/or below the flow of the objects being inspected. The image processing system compares objects to user-defined accept/reject thresholds to classify objects and actuate the separation system. The separation system — usually compressed air for small products and mechanical devices for larger products, like whole potatoes — pinpoints objects while in-air and deflects the objects to remove into a reject chute while the good product continues along its normal trajectory. The ideal sorter to use depends on the application. Therefore, the product's characteristics and the user's objectives determine the ideal sensors, software-driven capabilities and mechanical platform. == Sensors == Optical sorters require a combination of lights and sensors to illuminate and capture images of the objects so the images can be processed. The processed images will determine if the material should be accepted or rejected. There are camera sorters, laser sorters and sorters that feature a combination of the two on one platform. Lights, cameras, lasers and laser sensors can be designed to function within visible light wavelengths as well as the infrared (IR) and ultraviolet (UV) spectrums. The optimal wavelengths for each application maximize the contrast between the objects to be separated. Cameras and laser sensors can differ in spatial resolution, with higher resolutions enabling the sorter to detect and remove smaller defects. === Cameras === Monochromatic cameras detect shades of gray from black to white and can be effective when sorting products with high-contrast defects. Sophisticated color cameras with high color resolution are capable of detecting millions of colors to better distinguish more subtle color defects. Trichromatic color cameras (also called three-channel cameras) divide light into three bands, which can include red, green and/or blue within the visible spectrum as well as IR and UV. The interaction of different materials with parts of the electromagnetic spectrum make these contrasts more evident than how they appear to the naked human eye. Coupled with intelligent software, sorters that feature cameras are capable of recognizing each object's color, size and shape; as well as the color, size, shape and location of a defect on a product. Some intelligent sorters even allow the user to define a defective product based on the total defective surface area of any given object. === Lasers === While cameras capture product information based primarily on material reflectance, lasers and their sensors are able to distinguish a material's structural properties along with their color. This structural property inspection allows lasers to detect a wide range of organic and inorganic foreign material such as insects, glass, metal, sticks, rocks and plastic; even if they are the same color as the good product. Lasers can be designed to operate within specific wavelengths of light; whether on the visible spectrum or beyond. For example, lasers can detect chlorophyll by stimulating fluorescence using specific wavelengths; which is a process that is very effective for removing foreign material from green vegetables. === Camera/laser combinations === Sorters equipped with cameras and lasers on one platform are generally capable of identifying the widest variety of attributes. Cameras are often better at recognizing color, size and shape while laser sensors identify differences in structural properties to maximize foreign material detection and removal. === Hyperspectral Imaging === Driven by the need to solve previously impossible sorting challenges, a new generation of sorters that feature multispectral and hyperspectral imaging Optical Sorters. Like trichromatic cameras, multispectral and hyperspectral cameras collect data from the electromagnetic spectrum. Unlike trichromatic cameras, which divide light into three bands, hyperspectral systems can divide light into hundreds of narrow bands over a continuous range that covers a vast portion of the electromagnetic spectrum. This opens the door for more detailed analysis that leads to a more consistent product. Using IR alone might detect some defects, but combining it with a broader range of the spectrum makes it more effective. Compared to the three data points per pixel collected by trichromatic cameras, hyperspectral cameras can collect hundreds of data points per pixel, which are combined to create a unique spectral signature (also called a fingerprint) for each object. When complemented by capable software intelligence, a hyperspectral sorter processes those fingerprints to enable sorting on the chemical composition of the product. This is an emerging area of chemometrics. == Software-driven intelligence == Once the sensors capture the object's response to the energy source, image processing is used to manipulate the raw data. The image processing extracts and categorizes information about specific features. The user then defines accept/reject thresholds that are used to determine what is good and bad in the raw data flow. The art and science of image processing lies in developing algorithms that maximize the effectiveness of the sorter while presenting a simple user-interface to the operator. Object-based recognition is a classic example of software-driven intelligence. It allows the user to define a defective product based on where a defect lies on the product and/or the total defective surface area of an object. It offers more control in defining a wider range of defective products. When used to control the sorter's ejection system, it can improve the accuracy of ejecting defective products. This improves product quality and increases yields. New software-driven capabilities are constantly being developed to address the specific needs of various applications.     Foreground detection is one of the major tasks in the field of computer vision and image processing whose aim is to detect changes in image sequences. Background subtraction is any technique which allows an image's foreground to be extracted for further processing (object recognition etc.). Many applications do not need to know everything about the evolution of movement in a video sequence, but only require the information of changes in the scene, because an image's regions of interest are objects (humans, cars, text etc.) in its foreground. After the stage of image preprocessing (which may include image denoising, post processing like morphology etc.) object localisation is required which may make use of this technique. Foreground detection separates foreground from background based on these changes taking place in the foreground. It is a set of techniques that typically analyze video sequences recorded in real time with a stationary camera. == Description == All detection techniques are based on modelling the background of the image, i.e., setting the background and detecting which changes occur. Defining the background can be difficult when it contains shapes, shadows, and moving objects. In defining the background, it is assumed that stationary objects may vary in color and intensity over time. Scenarios in which these techniques apply tend to be very diverse. There can be highly variable sequences, such as images with different lighting, interiors, exteriors, quality, and noise. In addition to real-time processing, systems need to adapt to these changes. A foreground detection system should be able to: Develop a background model (estimate). Be robust to lighting changes, repetitive movements (leaves, waves, shadows), and long-term changes. == Background subtraction == Background subtraction is a widely used approach for detecting moving objects in videos from static cameras. The rationale in the approach is that of detecting the moving objects from the difference between the current frame and a reference frame, often called "background image", or "background model". Background subtraction is mostly done if the image in question is a part of a video stream. Background subtraction provides important cues for numerous applications in computer vision, for example surveillance tracking or human pose estimation. Background subtraction is generally based on a static background hypothesis which is often not applicable in real environments. With indoor scenes, reflections or animated images on screens lead to background changes. Similarly, due to wind, rain or illumination changes brought by weather, static backgrounds methods have difficulties with outdoor scenes. == Temporal average filter == The temporal average filter is a method that was proposed at the Velastin. This system estimates the background model from the median of all pixels of a number of previous images. The system uses a buffer with the pixel values of the last frames to update the median for each image. To model the background, the system examines all images in a given time period called training time. At this time, we only display images and will find the median, pixel by pixel, of all the plots in the background this time. After the training period for each new frame, each pixel value is compared with the input value of funds previously calculated. If the input pixel is within a threshold, the pixel is considered to match the background model and its value is included in the pixbuf. Otherwise, if the value is outside this threshold pixel is classified as foreground, and not included in the buffer. This method cannot be considered very efficient because they do not present a rigorous statistical basis and requires a buffer that has a high computational cost. == Conventional approaches == A robust background subtraction algorithm should be able to handle lighting changes, repetitive motions from clutter and long-term scene changes. The following analyses make use of the function of V(x,y,t) as a video sequence where t is the time dimension, x and y are the pixel location variables. e.g. V(1,2,3) is the pixel intensity at (1,2) pixel location of the image at t = 3 in the video sequence. === Using frame differencing === A motion detection algorithm begins with the segmentation part where foreground or moving objects are segmented from the background. The simplest way to implement this is to take an image as background and take the frames obtained at the time t, denoted by I(t) to compare with the background image denoted by B. Here using simple arithmetic calculations, we can segment out the objects simply by using image subtraction technique of computer vision meaning for each pixels in I(t), take the pixel value denoted by P[I(t)] and subtract it with the corresponding pixels at the same position on the background image denoted as P[B]. In mathematical equation, it is written as: P [ F ( t ) ] = P [ I ( t ) ] − P [ B ] {\displaystyle P[F(t)]=P[I(t)]-P[B]} The background is assumed to be the frame at time t. This difference image would only show some intensity for the pixel locations which have changed in the two frames. Though we have seemingly removed the background, this approach will only work for cases where all foreground pixels are moving, and all background pixels are static. The accuracy of this approach is dependent on speed of movement in the scene. Faster movements may require higher thresholds. === Mean filter === For calculating the image containing only the background, a series of preceding images are averaged. This averaging refers to averaging corresponding pixels in the given images. N would depend on the video speed (number of images per second in the video) and the amount of movement in the video. After calculating the background B(x,y,t) we can then subtract it from the image V(x,y,t) at time t = t and threshold it. Similarly, we can also use median instead of mean in the above calculation of B(x,y,t). Usage of global and time-independent thresholds (same Th value for all pixels in the image) may limit the accuracy of the above two approaches. === Running Gaussian average === For this method, Wren et al. propose fitting a Gaussian probabilistic density function (pdf) on the most recent n {\displaystyle n} frames. In order to avoid fitting the pdf from scratch at each new frame time t {\displaystyle t} , a running (or on-line cumulative) average is computed. The pdf of every pixel is characterized by mean μ t {\displaystyle \mu _{t}} and variance σ t 2 {\displaystyle \sigma _{t}^{2}} .     ByLock

    ByLock was a smartphone application that allowed users to communicate via a private, encrypted connection. It was launched in March 2014 on Google Play, Apple App Store The app was downloaded over 600,000 times from its launch in April 2014 until March 2016, when it was permanently shut down. The Turkish National Intelligence Organization (Turkish: Millî İstihbarat Teşkilatı, MİT) stated that the app was downloaded mainly in Turkey and the users were “Fetullahist Terror Organisation (FETÖ) which was formerly known as “Gülen movement” members. == Gülen Movement controversy == In Turkey, possession of the app is deemed evidence of membership in the Gülen Movement, which was allegedly connected to the failed Turkish coup d'état attempt in July 2016. Users of ByLock were deemed terrorists in Turkish courts. According to Deutsche Welle, of the 215,000 former ByLock users, an estimated 23,000 have been detained by Turkish authorities. Some believe that the MİT and other Turkish authorities manipulated the ByLock database in order to arrest suspected members of the Gülen Movement. Tuncay Beşikçi, a computer forensic expert in Turkey, emphasized that "the demands to investigate and analyze ByLock data from independent institutions are refused by the Turkish courts. But it is not normal". Tuncay Beşikçi believes that this application is precisely one of the channels for Gülen molecules to communicate and can also monitor the activities of other members of the organization. He also stated that the developers behind the Mor Beyin app, deliberately set a plan in motion that would put thousands of innocent people in prison as a cover for the Gülen movement. In December 2017, Turkish authorities revealed that almost half the people who had been prosecuted for having ByLock on their smartphones would have their legal cases reviewed, as they could have been redirected to the app without their knowledge. Following the failed coup attempt on 15 July 2016, the use of the ByLock messaging application by members of the Gülen Movement was the sole evidence in investigations and prosecutions to justify arrests and convictions for "membership in an armed terrorist organization." However, these decisions have been considered human rights violations by the European Court of Human Rights (ECHR), the United Nations Human Rights Committee, and the UN Working Group on Arbitrary Detention. Some of the relevant decisions include the following: === Decisions of the European Court of Human Rights === On 20 July 2021, in the case of Tekin Akgün v. Turkey, the European Court of Human Rights (ECHR) ruled that the use of the ByLock messaging application, unless supported by other evidence, does not create a reasonable suspicion of a crime. Based on this reasoning, the court found that the detention order violated Article 5 of the European Convention on Human Rights, which protects the right to liberty and security. In the Yüksel Yalçınkaya v. Turkey decision on 26 September 2023, the European Court of Human Rights (ECHR) examined an appeal against a conviction based on the use of ByLock. The Court ruled that the failure to provide an opportunity to challenge the authenticity of the ByLock data violated the right to a fair trial (Article 6 of the ECHR). The Court also stated that the mere use of ByLock could not be considered sufficient evidence for membership in an armed terrorist organization. It further noted that local courts had established an automatic presumption of guilt based solely on ByLock use, creating a broad and unpredictable interpretation of the law, making it nearly impossible for the accused to exonerate themselves. Therefore, the Court concluded that the conviction based on the use of ByLock violated the principle of no punishment without law (Article 7 of the ECHR). On 22 July 2025, in the Demirhan and 238 Others case, the European Court of Human Rights (ECHR) consolidated the applications of 239 individuals who had been convicted of "membership in an armed terrorist organization" based on their use of ByLock, as determined by 239 separate courts in Turkey. The Court ruled that the convictions violated the right to a fair trial under Article 6 and the principle of no punishment without law under Article 7 of the European Convention on Human Rights (ECHR). The ruling stated that the Turkish courts' "categorical approach" to the use of ByLock lacked legal foundation. In this context, it was emphasized that anyone who had used ByLock could not be convicted of membership in an armed terrorist organization based solely on this reasoning. The ruling also stated that, due to the large number of similar applications, the issue was "systemic in nature" and it called for a national solution to be developed by Turkey. While the Court did not order compensation for the 239 applicants, it emphasized that reopening the trial to ensure the enforcement of the violation ruling was the most appropriate remedy. This ruling, which confirms the violation finding in the Yüksel Yalçınkaya case of 26 September 2023, is considered a continuation of the ECHR's case law concerning trials based on ByLock evidence. === Decisions of the United Nations Human Rights Committee and Working Group === In the İsmet Özçelik and Turgay Karaman v. Turkey decision, dated 28 May 2019 (Application No. 2980/2017), the UN Human Rights Committee ruled that the use of ByLock and allegations of depositing money into Bank Asya could not justify the applicants' arrests. In the Mestan Yayman v. Turkey decision (Opinion No. 42/2018 – 21 August 2018) by the UN Human Rights Council Working Group on Arbitrary Detention, it was stated that using a public messaging application like ByLock cannot be considered criminal evidence, and that the use of such an application falls under the scope of freedom of thought and expression.     Friending and following

    Friending is the act of adding someone to a list of "friends" on a social networking service. The notion does not necessarily involve the concept of friendship. It is also distinct from the idea of a "fan"—as employed on the WWW sites of businesses, bands, artists, and others—since it is more than a one-way relationship. A "fan" only receives things. A "friend" can communicate back to the person friending. The act of "friending" someone usually grants that person special privileges (on the service) with respect to oneself. On Facebook, for example, one's "friends" have the privilege of viewing and posting to one's "timeline". Following is a similar concept on other social network services, such as Twitter and Instagram, where a person (follower) chooses to add content from a person or page to their newsfeed. Unlike friending, following is not necessarily mutual, and a person can unfollow (stop following) or block another user at any time without affecting that user's following status. The first scholarly definition and examination of friending and defriending (the act of removing someone from one's friend list, also called unfriending) was David Fono and Kate Raynes-Goldie's "Hyperfriendship and beyond: Friends and Social Norms on LiveJournal" from 2005, which identified the use of the term as both a noun and a verb by users of early social network site and blogging platform LiveJournal, which was originally launched in 1999. == Friend/follower count, friend collecting, and multiple accounts == The addition of people to a friend list without regard to whether one actually is their friend is sometimes known as friend whoring. Matt Jones of Dopplr went so far as to coin the expression "friending considered harmful" to describe the problem of focusing upon the friending of more and more people at the expense of actually making any use of a social network. Friend collecting is the adding of hundreds or thousands of friends/followers, a not uncommon order of magnitude on some social sites. As a result, many teen users feel pressured to heavily curate their posts, posting only carefully posed and edited photographs with well-thought-out captions. Some Instagram users will create a second account, known as a Finsta (short for "Fake Instagram"). A Finsta is typically private, and the owner only allows close friends to follow it. Since the follower count is kept down, the posts can be more candid and silly in nature. Users may also create multiple accounts based on their interests. Someone with a personal social media account might be a photographer and maintain a separate account for that. There is risk associated with following large numbers of people: scholars say that social anxiety could be an effect of managing a large social media network, as users can feel jealous and have a "fear of missing out". == Unfriending and unfollowing == Unfriending is the act of removing someone from a friends list. On Facebook, this means the action is unilateral, meaning, the friendship is terminated on both sides. The act of unfriending is often used when one user was flirting and made the other uncomfortable. Unfollowing is a little different. When a user unfollows someone on Instagram or Twitter, it continues a one-sided relationship. Often, the unfollowed user doesn't realize they were unfollowed, so they continue the following. == Social network friending and friendship == There are distinct groups of "friends" that one can friend on a social networking service. The notion of a social network friend does not necessarily embody the concept of friendship. Although terminology has not yet evolved to distinguish the different types of social networking friends, they can be broken into the following three categories. friends who are actually known These are people that may be one's friends or family in real life, with whom one has regular interaction either on-line or off-line. organizational friends These are companies and other organizations who maintain a "friending" relationship as a contacts list. complete strangers These are social networking "friends" with whom one has no relationship at all. Within these categories "friends" can be made up of strong ties, weak existing ties, weak latent ties, and parasocial ties. Strong ties can be made up of close family members and friends where self-disclosure, intimacy and frequent content occur. Weak existing ties can be made up of acquaintances, co-workers and distance relatives with whom the user has inconsistent contact. Weak latent ties can be made up of people within a similar geographical location or profession that can be used as a potential future bridge to other connections. Parasocial ties can be made up of celebrities, public figures and media personas. Human nature is to reciprocate a friending, marking someone as a friend who has marked oneself as a friend. This is a social norm for social networking services. However, this leads to mixing up who is an actual friend, and who is a contact. Tagging someone as a "contact" who has marked one as a "friend" can be perceived as impolite. Other concerns about this issue are treated in Sherry Turkle's Alone Together which analyses many behavioral dynamics in social media friendships. Turkle defines herself as "cautiously optimistic", but expresses concern that distance communications may undermine genuine face-to-face spoken discourses, lessening people's expectations of one another. One social networking service, FriendFeed, allows one to friend someone as a "fake" friend. The person "fake" friended receives the usual notifications for friending, but that person's updates are not received. Gavin Bell, author of Building Social Web Applications, describes this mechanism as "ludicrous". Results from a 2007 survey the Center for the Digital Future stated that only 23% of internet users have at least one virtual friend whom they have only met online. Ideally the number of virtual friends is directly proportional to the use of the Internet, but the same survey showed 20% of heavy-users (more than 3 hours/day) who claimed an average of 8.7% online friends, reported at least one relationship that started virtually and migrated to in-person contact. This results and other concerning issues are included in the book Networked: The New Social Operating System co-written by Lee Rainie and Barry Wellman in 2012. == Ethical considerations == The act of "friending" someone on a social networking service has particular ethical implications for judges in the United States. Judicial codes of conducts in the various states generally incorporate some form of provision that judges should avoid even the appearance of impropriety. Whether this regulates and even prohibits judges "friending" attorneys that appear before them, and law enforcement personnel, has been the subject of some analysis by the judicial ethics panels of the various states. They haven't all agreed on the guidance that they have given to judges: The New York state Judicial Ethics committee in 2009 simply advised judges to employ caution, noting that the issue of "friending" someone on a social networking service is a publicly observable act that has little difference from other public behavior concerns judges already face. The Florida Judicial Ethics Advisory committee in 2009 noted that, judges being normal human beings, it was unavoidable for judges to form friendships without the responsibilities of their job. It prohibited judges from friending any attorneys that appeared before them, whilst allowing friending of those who do not, on the grounds that it may give the appearance to the general public (even if the substance is otherwise) that those attorneys who are friended hold special sway with the judge. A minority opinion of the committee asserted that there is a substantive difference between "friending" on a social networking service and actual friendship, and that the general public, being aware of the norms of social networking services, was capable of drawing this distinction and would not reasonably conclude either a special degree of influence or a violation of the code of judicial conduct. This minority opinion was outnumbered twice in 2009, both in the Judicial Ethics Advisory and in the Florida Supreme Court Judicial Ethics Advisory committee.     End-to-end encryption

    End-to-end encryption (E2EE) is a method of implementing a secure communication system where only the sender and intended recipient can read the messages. No one else, including the system provider, telecom providers, Internet providers or malicious actors, can access the cryptographic keys needed to read or send messages. End-to-end encryption prevents data from being read or secretly modified, except by the sender and intended recipients. In many applications, messages are relayed from a sender to some recipients by a service provider. In an E2EE-enabled service, messages are encrypted on the sender's device such that no third party, including the service provider, has the means to decrypt them. The recipients retrieve encrypted messages and decrypt them independently on their own devices. Since third parties cannot decrypt the data being communicated or stored, services with E2EE are better at protecting user data from data breaches and espionage. Computer security experts, digital freedom organizations, and human rights activists advocate for the use of E2EE due to its security and privacy benefits, including its ability to resist mass surveillance. Popular messaging apps like WhatsApp, iMessage, Facebook Messenger, and Signal use end-to-end encryption for chat messages, with some also supporting E2EE of voice and video calls. As of May 2025, WhatsApp is the most widely used E2EE messaging service, with over 3 billion users. Meanwhile, Signal with an estimated 70 million users, is regarded as the current gold standard in secure messaging by cryptographers, protestors, and journalists. Since end-to-end encrypted services cannot offer decrypted messages in response to government requests, the proliferation of E2EE has been met with controversy. Around the world, governments, law enforcement agencies, and child protection groups have expressed concerns over its impact on criminal investigations. As of 2025, some governments have successfully passed legislation targeting E2EE, such as Australia's Telecommunications and Other Legislation Amendment Act (2018) and the Online Safety Act (2023) in the UK. Other attempts at restricting E2EE include the EARN IT Act in the US and the Child Sexual Abuse Regulation in the EU.[1] Nevertheless, some government bodies such as the UK's Information Commissioner's Office and the US's Cybersecurity and Infrastructure Security Agency (CISA) have argued for the use of E2EE, with Jeff Greene of the CISA advising that "encryption is your friend" following the discovery of the Salt Typhoon espionage campaign in 2024. == Definitions == End-to-end encryption is a means of ensuring the security of communications in applications like secure messaging. Under E2EE, messages are encrypted on the sender's device such that they can be decoded only by the final recipient's device. In many non-E2EE messaging systems, including email and many chat platforms, messages pass through intermediaries and are stored by a third party service provider, from which they are retrieved by the recipient. Even if messages are encrypted, they are only encrypted 'in transit', and are thus accessible by the service provider. Server-side disk encryption is also distinct from E2EE because it does not prevent the service provider from viewing the information, as they have the encryption keys and can simply decrypt it. The term "end-to-end encryption" originally only meant that the communication is never decrypted during its transport from the sender to the receiver. For example, around 2003, E2EE was proposed as an additional layer of encryption for GSM or TETRA, in addition to the existing radio encryption protecting the communication between the mobile device and the network infrastructure. This has been standardized by SFPG for TETRA. Note that in TETRA, the keys are generated by a Key Management Centre (KMC) or a Key Management Facility (KMF), not by the communicating users. Later, around 2014, the meaning of "end-to-end encryption" started to evolve when WhatsApp encrypted a portion of its network, requiring that not only the communication stays encrypted during transport, but also that the provider of the communication service is not able to decrypt the communications—maliciously or when requested by law enforcement agencies. Similarly, messages must be undecryptable in transit by attackers through man-in-the-middle attacks. This new meaning is now the widely accepted one. == Motivations == The lack of end-to-end encryption can allow service providers to easily provide search and other features, or to scan for illegal and unacceptable content. However, it also means that content can be read by anyone who has access to the data stored by the service provider, by design or via a backdoor. This can be a concern in many cases where privacy is important, such as in governmental and military communications, financial transactions, and when sensitive information such as health and biometric data are sent. If this content were shared without E2EE, a malicious actor or adversarial government could obtain it through unauthorized access or subpoenas targeted at the service provider. E2EE alone does not guarantee privacy or security. For example, the data may be held unencrypted on the user's own device or accessed through their own app if their credentials are compromised. == Modern implementations == === Messaging === In May 2026, Meta ended support for end-to-end encryption (E2EE) on Instagram, reversing a previous commitment to expand the technology across its messaging services. The company justified the move as a measure to mitigate fraudulent activity and facilitate the detection of harmful content. The decision highlighted a conflict between digital privacy and online safety; while child protection organizations supported the change to better identify predatory behavior, privacy advocates argued that removing E2EE compromises user security. As of 2025, messaging apps like Signal and WhatsApp are designed to exclusively use end-to-end encryption. Both Signal and WhatsApp use the Signal Protocol. Other messaging apps and protocols that support end-to-end encryption include Facebook Messenger, iMessage, Telegram, Matrix, and Keybase. Although Telegram supports end-to-end encryption, it has been criticized for not enabling it by default, instead supporting E2EE through opt-in "secret chats". As of 2020, Telegram did not support E2EE for group chats and no E2EE on its desktop clients. In 2022, after controversy over the use of Facebook Messenger messages in an abortion lawsuit in Nebraska, Facebook added support for end-to-end encryption in the Messenger app. Writing for Wired, technologist Albert Fox Cahn criticized Messenger's approach to end-to-end encryption, which required the user to opt into E2EE for each conversation and split the message thread into two chats which were easy for users to confuse. In December 2023, Facebook announced plans to enable end-to-end encryption by default despite pressure from British law enforcement agencies. As of 2016, many server-based communications systems did not include end-to-end encryption. These systems can only guarantee the protection of communications between clients and servers, meaning that users have to trust the third parties who are running the servers with the sensitive content. End-to-end encryption is regarded as safer because it reduces the number of parties who might be able to interfere or break the encryption. In the case of instant messaging, users may use a third-party client or plugin to implement an end-to-end encryption scheme over an otherwise non-E2EE protocol. === Audio and video conferencing === Signal and WhatsApp use end-to-end encryption for audio and video calls. Since 2020, Signal has also supported end-to-encrypted video calls. In 2024, Discord added end-to-end encryption for audio and video calls, voice channels, and certain live streams. However, they had no plans to implement E2EE for messages. In 2020, after acquiring Keybase, Zoom announced end-to-end encryption would be limited to paid accounts. Following criticism from human rights advocates, Zoom extended the feature to all users with accounts. In 2021, Zoom settled an $85M class action lawsuit over past misrepresentation about end-to-end encryption. The FTC confirmed Zoom previously retained access to meeting keys. === Other uses === Some encrypted backup and file sharing services provide client-side encryption. Nextcloud and MEGA, offer end-to-end encryption of shared files. The term "end-to-end encryption" is sometimes incorrectly used to describe client-side encryption.
