    Regulation of artificial intelligence in the United States

    The United States federal government and state governments have developed some regulation of artificial intelligence, including executive orders, federal laws, and state laws. Federal agencies have also developed some sector-specific regulations related to AI. At the federal level, the Biden administration released an October 2023 executive order about AI safety and security, Executive Order 14110, with directives related to AI development and deployment. President Trump revoked that executive order in January 2025 and issued Executive Order 14179. In December 2025, President Trump signed Executive Order 14365, an executive order directing federal agencies to develop a unified national approach to AI policy, evaluate state AI laws for potential conflicts, challenge them through legal action, and condition certain federal funding on state compliance, while exempting state laws related to child safety, data center infrastructure, and state government procurement. In 2025, Congress passed legislation targeting AI-generated deepfakes, the TAKE IT DOWN Act. Several U.S. states have enacted laws related to artificial intelligence. Some are already in effect, including in California. Other states have AI-related legislation coming into effect in 2026 and 2027. In 2025 and 2026, the Trump administration mentioned the patchwork nature of state legislation as a motivation for its push for unified national legislation regulating AI. The administration has criticized state lawmakers, threatened to sue states, and issued letters to discourage them from regulating AI companies and products; some states have continued to propose and enact related laws. Discussions about regulating AI have included topics such as the timeliness of regulating AI, the nature of the federal regulatory framework to govern and promote AI, including what agency should lead, the regulatory and governing powers of that agency, and how to update regulations in the face of rapidly changing technology, as well as the roles of state governments and courts. == Federal government == === Obama administration (2009–2017) === As early as 2016, the Obama administration had begun to focus on the risks and regulations for artificial intelligence. In an October 2016 report titled Preparing For the Future of Artificial Intelligence, the National Science and Technology Council set a precedent to allow researchers to continue to develop new AI technologies with few restrictions. The report stated that "the approach to regulation of AI-enabled products to protect public safety should be informed by assessment of the aspects of risk". The first National Artificial Intelligence Research And Development Strategic Plan was published in October 2016. === First Trump administration (2017–2021) === On August 13, 2018, Section 1051 of the Fiscal Year 2019 John S. McCain National Defense Authorization Act (P.L. 115-232) established the National Security Commission on Artificial Intelligence "to consider the methods and means necessary to advance the development of artificial intelligence, machine learning, and associated technologies to comprehensively address the national security and defense needs of the United States." Steering on regulating security-related AI is provided by the National Security Commission on Artificial Intelligence. The Artificial Intelligence Initiative Act (S.1558) is a proposed bill that would establish a federal initiative designed to accelerate research and development on AI for, inter alia, the economic and national security of the United States. On January 7, 2019, following an Executive Order on Maintaining American Leadership in Artificial Intelligence, the White House's Office of Science and Technology Policy released a draft Guidance for Regulation of Artificial Intelligence Applications, which includes ten principles for United States agencies when deciding whether and how to regulate AI. In response, the National Institute of Standards and Technology released a position paper, and the Defense Innovation Board issued recommendations on the ethical use of AI. A year later, the administration called for comments on regulation in another draft of its Guidance for Regulation of Artificial Intelligence Applications. Other specific agencies working on the regulation of AI included the Food and Drug Administration, which created pathways to regulate the incorporation of AI in medical imaging. The National Science and Technology Council also published an updated National Artificial Intelligence Research and Development Strategic Plan in 2019, which received public scrutiny and recommendations to further improve it towards enabling Trustworthy AI. === Biden administration (2021–2025) === In March 2021, the National Security Commission on Artificial Intelligence released their final report. In the report, they stated, "Advances in AI, including the mastery of more general AI capabilities along one or more dimensions, will likely provide new capabilities and applications. Some of these advances could lead to inflection points or leaps in capabilities. Such advances may also introduce new concerns and risks and the need for new policies, recommendations, and technical advances to assure that systems are aligned with goals and values, including safety, robustness and trustworthiness." In June 2022, Senators Rob Portman and Gary Peters introduced the Global Catastrophic Risk Management Act. The bipartisan bill "would also help counter the risk of artificial intelligence... from being abused in ways that may pose a catastrophic risk". On October 4, 2022, President Joe Biden unveiled a new AI Bill of Rights, which outlines five protections Americans should have in the AI age: 1. Safe and Effective Systems, 2. Algorithmic Discrimination Protection, 3.Data Privacy, 4. Notice and Explanation, and 5. Human Alternatives, Consideration, and Fallback. The bill was formally published in October 2022 by the Office of Science and Technology Policy (OSTP), a U.S. government office that advises the President on science and technology policy matters. In July 2023, the Biden administration secured voluntary commitments from seven companies – Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and OpenAI – to manage the risks associated with AI. The companies committed to ensure AI products undergo both internal and external security testing before public release; to share information on the management of AI risks with the industry, governments, civil society, and academia; to prioritize cybersecurity and protect proprietary AI system components; to develop mechanisms to inform users when content is AI-generated, such as watermarking; to publicly report on their AI systems' capabilities, limitations, and areas of use; to prioritize research on societal risks posed by AI, including bias, discrimination, and privacy concerns; and to develop AI systems to address societal challenges, ranging from cancer prevention to climate change mitigation. In September 2023, eight additional companies – Adobe, Cohere, IBM, Nvidia, Palantir, Salesforce, Scale AI, and Stability AI – subscribed to these voluntary commitments. In January 2023, the National Institute of Standards and Technology (NIST) released the Artificial Intelligence Risk Management Framework (AI RMF 1.0), providing voluntary guidance for organizations to identify, assess, and manage risks associated with AI systems. The Biden administration, in October 2023 signaled that they would release an executive order leveraging the federal government's purchasing power to shape AI regulations, hinting at a proactive governmental stance in regulating AI technologies. On October 30, 2023, President Biden released Executive Order 14110 on Safe, Secure, and Trustworthy Artificial Intelligence. The Executive Order includes directives on standards for critical infrastructure, AI-enhanced cybersecurity, and federally funded biological synthesis projects. The Executive Order provides the authority to various agencies and departments of the US government, including the Energy and Defense departments, to apply existing consumer protection laws to AI development. The Executive Order builds on the Administration's earlier agreements with AI companies to instate new initiatives to "red-team" or stress-test AI dual-use foundation models, especially those that have the potential to pose security risks, with data and results shared with the federal government. The Executive Order also recognizes AI's social challenges, and calls for companies building AI dual-use foundation models to be wary of these societal problems. For example, the Executive Order states that AI should not "worsen job quality", and should not "cause labor-force disruptions". Additionally, Biden's Executive Order mandates that AI must "advance equity and civil rights", and cannot disadvantage marginalized groups.     The Production Rule Representation (PRR) is a proposed standard of the Object Management Group (OMG) that aims to define a vendor-neutral model for representing production rules within the Unified Modeling Language (UML), specifically for use in forward-chaining rule engines. == History == The OMG set up a Business Rules Working Group in 2002 as the first standards body to recognize the importance of the "Business Rules Approach". It issued 2 main RFPs in 2003 – a standard for modeling production rules (PRR), and a standard for modeling business rules as business documentation (BSBR, now SBVR). PRR was mostly defined by and for vendors of Business Rule Engines (BREs) (sometimes termed Business Rules Engine(s), like in Wikipedia). Contributors have included all the major BRE vendors, members of RuleML, and leading UML vendors. == Evolution == The PRR RFP originally suggested that PRR use a combination of UML OCL and Action Semantics for rule conditions and actions. However, expecting modellers to learn 2 relatively obscure UML languages in order to define a production rule proved unpalatable. Therefore, PRR OCL was defined that included OCL extensions for simple rule actions (as well as external functions). PRR OCL is currently considered "non-normative" i.e. is not part of the PRR standard per se. PRR beta applies just to a PRR Core that excludes an explicit expression language. The PRR RFP envisaged covering both forward and backward chaining rule engines. However, the lack of vendor support for / interest in backward chaining caused this to be revise to forward chaining and "sequential" semantics. The latter is simply the scripting mode provided by many BPM tools, where rules are listed and executed sequentially as if programmed. This provides PRR with better compatibility with typical BPM scripting engines (and acknowledges the fact that most BREs today support a "sequential" mode of operation, improving performance in some circumstances). == Status == PRR is currently at version 1.0.

In January 2025, the United States Commerce Department blacklisted the company in its Entity List due to national security concerns. == History == Founded in 2019, the startup company began from Tsinghua University and was later spun out as an independent company. Researchers published an Association for Computational Linguistics conference paper in May 2022 introducing the GLM (General Language Model) training algorithm, which uses an "autoregressive blank infilling" strategy that creates cloze tests by randomly removing segments of input text and trains the model to autoregressively regenerate the removed text. In 2023, it raised 2.5 billion yuan (approx. 350 million in USD) from Alibaba Group and Tencent, along with Meituan, Ant Group, Xiaomi, and HongShan. In March 2024, Zhipu AI announced it was developing a Sora-like technology to achieve artificial general intelligence (AGI).     The Global Partnership on Artificial Intelligence (GPAI, pronounced "gee-pay") is an international initiative established to guide the responsible development and use of artificial intelligence (AI) in a manner that respects human rights and the shared democratic values of its members. The partnership was first proposed by Canada and France at the 2018 44th G7 summit, and officially launched in June 2020. GPAI is hosted by the Organisation for Economic Co-operation and Development (OECD). GPAI seeks to bridge the gap between theory and practice by supporting research and applied activities in areas that are directly relevant to policymakers in the realm of AI. It brings together experts from industry, civil society, governments, and academia to collaborate on the challenges and opportunities presented by artificial intelligence. == History == The Global Partnership on Artificial Intelligence was announced on the margins of the 2018 G7 Summit by Canadian Prime Minister Justin Trudeau and French President Emmanuel Macron. It officially launched on June 15, 2020 with fifteen founding members: Australia, Canada, France, Germany, India, Italy, Japan, Mexico, New Zealand, the Republic of Korea, Singapore, Slovenia, the United Kingdom, the United States, and the European Union. The Organisation for Economic Co-operation and Development (OECD) hosts a dedicated secretariat to support GPAI's governing bodies and activities. UNESCO joined the partnership in December 2020 as an observer. On November 11, 2021, Czechia, Israel and few more EU countries also joined the GPAI, bringing the total membership to 25 countries. Since the November 2022 summit, the list of members stands at 29. Austria, Chile, Finland, Malaysia, Norway, Slovakia and Switzerland were invited. Gapo officially launched on July 23, 2019 at an event in Hanoi. The company received 500 billion đồng (US$22 million) in funding from technology corporation G-Group to be utilized in the first phase of development. They also partnered with Sony Music Entertainment to provide music content to its services. == Features == Gapo features a news feed for posting content, livestreaming, instant messaging, and blogging. It also allows users to pay online and access public services. == Reception == Within two days of launch, Gapo received about 200,000 registrations. By September 2019, the user base increased to one million. Upon launch, Gapo experienced significant technical difficulties. Users complained about the inability to sign up for a new account and said that certain functions were not available for use at launch. This issue caused Gapo to temporarily suspend their services in order to perform upgrades and bug fixes. Gapo relaunched the next day, though many users reported that the access speed decreased. The mobile app also received mixed reviews from users in both the App Store and the Google Play Store, with an average rating of 3.1 and 3.5, respectively. Most users found the app to be a knockoff of Facebook, although some users praised the app for being locally developed. === Expert opinions on platform viability === Le Hong Hiep of the ISEAS - Yusof Ishak Institute was doubtful that a Vietnamese-owned social network service could be as powerful as a foreign-based service, stating that Vietnam might not be able to develop a viable social media network to compete with the likes of Facebook or Google. Others, like blogger Ann Chi, said that, due to local players complying with local censorship policy, there is a chance that locals might not trust Gapo and other local services in light of possible surveillance. This feedback will immediately inform students of the correctness, or incorrectness, of their actions in the tutor interface; however, cognitive tutors also have the ability to provide context-sensitive hints and instruction to guide students towards reasonable next steps. == Introduction == The name of Cognitive Tutor now usually refers to a particular type of intelligent tutoring system produced by Carnegie Learning for high school mathematics based on John Anderson's ACT-R theory of human cognition. However, cognitive tutors were originally developed to test ACT-R theory for research purposes since the early 1980s and they are developed also for other areas and subjects such as computer programming and science. Cognitive Tutors can be implemented into classrooms as a part of blended learning that combines textbook and software activities. The Cognitive Tutor programs utilize cognitive model and are based on model tracing and knowledge tracing. Model tracing means that the cognitive tutor checks every action performed by students such as entering a value or clicking a button, while knowledge tracing is used to calculate the required skills students learned by measuring them on a bar chart called Skillometer. Model tracing and knowledge tracing are essentially used to monitor students' learning progress, guide students to correct path to problem solving, and provide feedback. The Institute of Education Sciences published several reports regarding the effectiveness of Carnegie Cognitive Tutor. A 2013 report concluded that Carnegie Learning Curricula and Cognitive Tutor was found to have mixed effects on mathematics achievement for high school students. The report identified 27 studies that investigate the effectiveness of Cognitive Tutor, and the conclusion is based on 6 studies that meet What Works Clearinghouse standards. Among the 6 studies included, 5 of them show intermediate to significant positive effect, while 1 study shows statistically significant negative effect. Another report published by Institute of Education Sciences in 2009 found that Cognitive Tutor Algebra I to have potentially positive effects on math achievement based on only 1 study out of 14 studies that meets What Works Clearinghouse standards. It should be understood that What Works Clearinghouse standards call for relatively large numbers of participants, true random assignments to groups, and for a control group receiving either no treatment or a different treatment. Such experimental conditions are difficult to meet in schools, and thus only a small percentage of studies in education meet the standards of this clearinghouse, even though they may still be of value. == Theoretical foundations == === Four-component architecture === Intelligent tutoring systems (ITS) have a four-component architecture: a domain model, a student model, a tutoring model and an interface component. The domain model contains the rules, concepts, and knowledge related to the domain to be learned. It helps to evaluate students' performance and detect students' errors by setting a standard of domain expertise. The student model, the central component of an ITS, is expected to contain knowledge about the students: their cognitive and affective states, and their progress as they learn. The function of the student model is threefold: to gather data from and about the learner, to represent the learner's knowledge and learning process, and to perform diagnostics of a student's knowledge and select optimal pedagogical strategies. The tutoring model uses the data gained from the domain model and student model to make decisions about tutoring strategies such as whether or not to intervene, or when and how to intervene. Functions of the tutoring model include instruction delivery and content planning. The interface component reflects the decisions made by the tutoring model in different forms such as Socratic dialogs, feedback and hints. Students interact with the tutor through the learning interface, also known as communication. The interface provides domain knowledge elements. === Cognitive model === A cognitive model replicates the domain knowledge and skills comparable to that of a human expert or an advanced student of the domain. A cognitive model enables intelligent tutoring systems to respond to problem-solving situations in a way similar to a human tutor. A tutoring system adopting a cognitive model is called a cognitive tutor. A cognitive model is an expert system that generates a multitude of solutions to the problems presented to students. The cognitive model is used to trace each student's solution through complex alternative solution paths, enabling the tutor to provide step-by-step feedback and advice, and to maintain a targeted model of the student's knowledge based on student performance. === Cognitive Tutors === Cognitive Tutors provide step-by-step guidance as a learner develops a complex problem-solving skill through practice. Typically, cognitive tutors provide such forms of support as: (a) a problem-solving environment that is designed rich and "thinking visible"; (b) step-by-step feedback on student performance; (c) feedback messages specific to errors; (d) context-specific next-step hints at student's request, and (e) individualized problem selection. Cognitive Tutors accomplish two of the principal tasks characteristic of human tutoring: (1) monitors the student's performance and providing context-specific individual instruction, and (2) monitors the student's learning and selects appropriate problem-solving activities. Both cognitive model and two underlying algorithms, model tracing and knowledge tracing, are used to monitor the student's learning. In model tracing, the cognitive tutor uses the cognitive model in complex problems to follow the student's individual path and provide prompt accuracy feedback and context-specific advice. In knowledge tracing, the cognitive tutor uses a Bayesian Knowledge Tracing method of evaluating the student's knowledge and uses this student model to select appropriate problems for each student. === Cognitive architecture === Cognitive tutor development is guided by ACT-R cognitive architecture, which specifies the underlying framework developing the cognitive model or expert component of a cognitive tutor. ACT-R, a member of the ACT family, is the most recent cognitive architecture, devoted primarily to modelling human behavior. ACT-R includes a declarative memory of factual knowledge and a procedural memory of production rules. The architecture functions by matching productions on perceptions and facts, mediated by the real-valued activation levels of objects, and executing them to affect the environment or alter declarative memory. ACT-R has been used to model psychological aspects such as memory, attention, reasoning, problem solving, and language processing. == Application and utilization == The first real world applications of cognitive tutors were in the 1980s and involved a geometry proof tutor used by high school students and a LISP programming tutor used by college students in a mini course in introductory programming course at Carnegie Mellon University. Since then, cognitive tutors have been used in a variety of scenarios, with a few organizations developing their own cognitive tutor programs. These programs have been used with students spanning elementary school through university level, though primarily in the subject areas of Computer Programming, Mathematics, and Science. One of the first organizations to develop a system for use within the school system was the PACT Center at Carnegie Mellon University. Their aim was to "...develop systems that provide individualized assistance to students as they work on challenging real-world problems in complex domains such as computer programming, algebra and geometry". PACT's most successful product was the Cognitive Tutor Algebra course. Originally created in the early 1990s, this course was in use in 75 schools through the U.S. by 1999, and then its spin-off company, Carnegie Learning, now offers tutors to thousands of schools in the U.S. The Carnegie Mellon Cognitive Tutor has been shown to raise students' math test scores in high school and middle-school classrooms, and their Algebra course was designated one of five exemplary curricula for K-12 mathematics educated by the US Department of Education. There were several research projects conducted by the PACT Center to utilize Cognitive tutor for courses in Excel and to develop an intelligent tutoring system for algebra expression writing, called Ms. Lindquist.     Pattern language

    A pattern language is an organized and coherent set of patterns, each of which describes a problem and the core of a solution that can be used in many ways within a specific field of expertise. The term was coined by architect Christopher Alexander and popularized by his 1977 book A Pattern Language. A pattern language can also be an attempt to express the deeper wisdom of what brings aliveness within a particular field of human endeavor, through a set of interconnected patterns. Aliveness is one placeholder term for "the quality that has no name": a sense of wholeness, spirit, or grace, that while of varying form, is precise and empirically verifiable. Alexander claims that ordinary people can use this design approach to successfully solve very large, complex design problems. == What is a pattern? == When a designer designs something – whether a house, computer program, or lamp – they must make many decisions about how to solve problems. A single problem is documented with its typical place (the syntax), and use (the grammar) with the most common and recognized good solution seen in the wild, like the examples seen in dictionaries. Each such entry is a single design pattern. Each pattern has a name, a descriptive entry, and some cross-references, much like a dictionary entry. A documented pattern should explain why that solution is good in the pattern's contexts. Elemental or universal patterns such as "door" or "partnership" are versatile ideals of design, either as found in experience or for use as components in practice, explicitly described as holistic resolutions of the forces in recurrent contexts and circumstances, whether in architecture, medicine, software development or governance, etc. Patterns might be invented or found and studied, such as the naturally occurring patterns of design that characterize human environments. Like all languages, a pattern language has vocabulary, syntax, and grammar – but a pattern language applies to some complex activity other than communication. In pattern languages for design, the parts break down in this way: The language description – the vocabulary – is a collection of named, described solutions to problems in a field of interest. These are called design patterns. So, for example, the language for architecture describes items like: settlements, buildings, rooms, windows, latches, etc. Each solution includes syntax, a description that shows where the solution fits in a larger, more comprehensive or more abstract design. This automatically links the solution into a web of other needed solutions. For example, rooms have ways to get light, and ways to get people in and out. The solution includes grammar that describes how the solution solves a problem or produces a benefit. So, if the benefit is unneeded, the solution is not used. Perhaps that part of the design can be left empty to save money or other resources; if people do not need to wait to enter a room, a simple doorway can replace a waiting room. In the language description, grammar and syntax cross index (often with a literal alphabetic index of pattern names) to other named solutions, so the designer can quickly think from one solution to related, needed solutions, and document them in a logical way. In Christopher Alexander's book A Pattern Language, the patterns are in decreasing order by size, with a separate alphabetic index. The web of relationships in the index of the language provides many paths through the design process. This simplifies the design work because designers can start the process from any part of the problem they understand and work toward the unknown parts. At the same time, if the pattern language has worked well for many projects, there is reason to believe that even a designer who does not completely understand the design problem at first will complete the design process, and the result will be usable. For example, skiers coming inside must shed snow and store equipment. The messy snow and boot cleaners should stay outside. The equipment needs care, so the racks should be inside. == Many patterns form a language == Just as words must have grammatical and semantic relationships to each other in order to make a spoken language useful, design patterns must be related to each other in position and utility order to form a pattern language. Christopher Alexander's work describes a process of decomposition, in which the designer has a problem (perhaps a commercial assignment), selects a solution, then discovers new, smaller problems resulting from the larger solution. Occasionally, the smaller problems have no solution, and a different larger solution must be selected. Eventually all of the remaining design problems are small enough or routine enough to be solved by improvisation by the builders, and the "design" is done. The actual organizational structure (hierarchical, iterative, etc.) is left to the discretion of the designer, depending on the problem. This explicitly lets a designer explore a design, starting from some small part. When this happens, it's common for a designer to realize that the problem is actually part of a larger solution. At this point, the design almost always becomes a better design. In the language, therefore, each pattern has to indicate its relationships to other patterns and to the language as a whole. This gives the designer using the language a great deal of guidance about the related problems that must be solved. The most difficult part of having an outside expert apply a pattern language is in fact to get a reliable, complete list of the problems to be solved. Of course, the people most familiar with the problems are the people that need a design. So, Alexander famously advocated on-site improvisation by concerned, empowered users, as a powerful way to form very workable large-scale initial solutions, maximizing the utility of a design, and minimizing the design rework. The desire to empower users of architecture was, in fact, what led Alexander to undertake a pattern language project for architecture in the first place. == Design problems in a context == An important aspect of design patterns is to identify and document the key ideas that make a good system different from a poor system (that may be a house, a computer program or an object of daily use), and to assist in the design of future systems. The idea expressed in a pattern should be general enough to be applied in very different systems within its context, but still specific enough to give constructive guidance. The range of situations in which the problems and solutions addressed in a pattern apply is called its context. An important part in each pattern is to describe this context. Examples can further illustrate how the pattern applies to very different situation. For instance, Alexander's pattern "A PLACE TO WAIT" addresses bus stops in the same way as waiting rooms in a surgery, while still proposing helpful and constructive solutions. The "Gang-of-Four" book Design Patterns by Gamma et al. proposes solutions that are independent of the programming language, and the program's application domain. Still, the problems and solutions described in a pattern can vary in their level of abstraction and generality on the one side, and specificity on the other side. In the end this depends on the author's preferences. However, even a very abstract pattern will usually contain examples that are, by nature, absolutely concrete and specific. Patterns can also vary in how far they are proven in the real world. Alexander gives each pattern a rating by zero, one or two stars, indicating how well they are proven in real-world examples. It is generally claimed that all patterns need at least some existing real-world examples. It is, however, conceivable to document yet unimplemented ideas in a pattern-like format. The patterns in Alexander's book also vary in their level of scale – some describing how to build a town or neighbourhood, others dealing with individual buildings and the interior of rooms. Alexander sees the low-scale artifacts as constructive elements of the large-scale world, so they can be connected to a hierarchic network. === Balancing of forces === A pattern must characterize the problems that it is meant to solve, the context or situation where these problems arise, and the conditions under which the proposed solutions can be recommended. Often these problems arise from a conflict of different interests or "forces". A pattern emerges as a dialogue that will then help to balance the forces and finally make a decision. For instance, there could be a pattern suggesting a wireless telephone. The forces would be the need to communicate, and the need to get other things done at the same time (cooking, inspecting the bookshelf). A very specific pattern would be just "WIRELESS TELEPHONE". More general patterns would be "WIRELESS DEVICE" or "SECONDARY ACTIVITY", suggesting that a secondary activity (such as talking on t

    ML.NET

    ML.NET is a free software machine learning library for the C# and F# programming languages. It also supports Python models when used together with NimbusML. The preview release of ML.NET included transforms for feature engineering like n-gram creation, and learners to handle binary classification, multi-class classification, and regression tasks. Additional ML tasks like anomaly detection and recommendation systems have since been added, and other approaches like deep learning will be included in future versions. == Machine learning == ML.NET brings model-based Machine Learning analytic and prediction capabilities to existing .NET developers. The framework is built upon .NET Core and .NET Standard inheriting the ability to run cross-platform on Linux, Windows and macOS. Although the ML.NET framework is new, its origins began in 2002 as a Microsoft Research project named TMSN (text mining search and navigation) for use internally within Microsoft products. It was later renamed to TLC (the learning code) around 2011. ML.NET was derived from the TLC library and has largely surpassed its parent says Dr. James McCaffrey, Microsoft Research. Developers can train a Machine Learning Model or reuse an existing Model by a 3rd party and run it on any environment offline. This means developers do not need to have a background in Data Science to use the framework. Support for the open-source Open Neural Network Exchange (ONNX) Deep Learning model format was introduced from build 0.3 in ML.NET. The release included other notable enhancements such as Factorization Machines, LightGBM, Ensembles, LightLDA transform and OVA. The ML.NET integration of TensorFlow is enabled from the 0.5 release. Support for x86 & x64 applications was added to build 0.7 including enhanced recommendation capabilities with Matrix Factorization. A full roadmap of planned features have been made available on the official GitHub repo. The first stable 1.0 release of the framework was announced at Build (developer conference) 2019. It included the addition of a Model Builder tool and AutoML (Automated Machine Learning) capabilities. Build 1.3.1 introduced a preview of Deep Neural Network training using C# bindings for Tensorflow and a Database loader which enables model training on databases. The 1.4.0 preview added ML.NET scoring on ARM processors and Deep Neural Network training with GPU's for Windows and Linux. === Performance === Microsoft's paper on machine learning with ML.NET demonstrated it is capable of training sentiment analysis models using large datasets while achieving high accuracy. Its results showed 95% accuracy on Amazon's 9GB review dataset. === Model builder === The ML.NET CLI is a Command-line interface which uses ML.NET AutoML to perform model training and pick the best algorithm for the data. The ML.NET Model Builder preview is an extension for Visual Studio that uses ML.NET CLI and ML.NET AutoML to output the best ML.NET Model using a GUI. === Model explainability === AI fairness and explainability has been an area of debate for AI Ethicists in recent years. A major issue for Machine Learning applications is the black box effect where end users and the developers of an application are unsure of how an algorithm came to a decision or whether the dataset contains bias. Build 0.8 included model explainability API's that had been used internally in Microsoft. It added the capability to understand the feature importance of models with the addition of 'Overall Feature Importance' and 'Generalized Additive Models'. When there are several variables that contribute to the overall score, it is possible to see a breakdown of each variable and which features had the most impact on the final score. The official documentation demonstrates that the scoring metrics can be output for debugging purposes. During training & debugging of a model, developers can preview and inspect live filtered data. This is possible using the Visual Studio DataView tools. === Infer.NET === Microsoft Research announced the popular Infer.NET model-based machine learning framework used for research in academic institutions since 2008 has been released open source and is now part of the ML.NET framework. The Infer.NET framework utilises probabilistic programming to describe probabilistic models which has the added advantage of interpretability. The Infer.NET namespace has since been changed to Microsoft.ML.Probabilistic consistent with ML.NET namespaces. === NimbusML Python support === Microsoft acknowledged that the Python programming language is popular with Data Scientists, so it has introduced NimbusML the experimental Python bindings for ML.NET. This enables users to train and use machine learning models in Python. It was made open source similar to Infer.NET. === Machine learning in the browser === ML.NET allows users to export trained models to the Open Neural Network Exchange (ONNX) format. This establishes an opportunity to use models in different environments that don't use ML.NET. It would be possible to run these models in the client side of a browser using ONNX.js, a JavaScript client-side framework for deep learning models created in the Onnx format. === AI School Machine Learning Course === Along with the rollout of the ML.NET preview, Microsoft rolled out free AI tutorials and courses to help developers understand techniques needed to work with the framework.

In 2025, Forbes reported he had become a billionaire due to his ownership in Anthropic. == Early life and education == Olah was born in Canada. According to Wired, he left university at age 18 without earning a degree and later received a Thiel Fellowship, which supported him in pursuing independent work. == Career == Olah has worked on interpretability research at Google Brain, OpenAI, and Anthropic. Time called him one of the pioneers of mechanistic interpretability and noted that he pursued this research line first at Google, then at OpenAI, and later at Anthropic, which he co-founded. Wired reported that Olah was involved in neural network visualisation work including DeepDream in 2015, as part of efforts to better understand what neural networks learn. Later coverage linked him to more structured interpretability approaches such as "activation atlases". The Verge covered activation atlases as a collaboration between Google and OpenAI researchers to help inspect neural network representations. At Anthropic, Olah has been identified in major press coverage as leading interpretability work aimed at mapping internal "features" in large language models and relating interpretability findings to AI safety. Quanta Magazine has also quoted Olah in reporting on interpretability and the internal structure of modern language models. Time included Olah in its TIME100 AI list in 2024. === Vatican address on AI ethics === On May 25, 2026, Olah spoke at the Vatican during the official presentation of Magnifica Humanitas, the first encyclical of Pope Leo XIV, which addresses artificial intelligence and human dignity. Olah said AI could lead to large-scale displacement of human labor and exacerbate global inequality. He said the commercial and geopolitical incentives driving frontier AI labs often conflict with the public good, and described AI systems as "grown" rather than strictly engineered.
