    NER is one of several formulas for accessing live subtitles in television broadcasts and events that are produced using speech recognition. The three letters stand for number, edit error and recognition error. It has been promoted as an alternative to Word error rate (Word Error Rate) which is a more objective measure. This is both subjective, time consuming and costly. Also, NER fails to account for words left out subtitles which is something that does not take account of the D/deaf audience who want verbatim subtitles. As a result, NER cannot accurately reflect the audience's experience of subtitles. Another problem is the inconsistency of human evaluation of subtitles, particularly with live subtitles, where there are differing opinions of the importance of subtitle errors. By way of contrast, Word error rate is an objective measure of subtitle errors, since it measures the textual discrepancy between the subtitles and the speech.

    E-Science librarianship refers to a role for librarians in e-Science. == Early scholars == Early references to e-Science and librarianship involve information studies scholars researching cyberinfrastructure and emerging networked information and knowledge communities. Notably Christine Borgman, Professor and Presidential Chair in Information Studies at the University of California, Los Angeles (UCLA) was a key player in bringing e-Science, and the idea of networked knowledge communities, to the attention of the library profession. In 2004, as a visiting fellow at the Oxford Internet Institute, she conducted research and lectured publicly on e-Science, Digital Libraries, and Knowledge Communities. In 2007 Anna K. Gold, formerly of MIT and Cal Poly, San Luis Obispo, authored a series of articles in D-Lib Magazine that opened the door for academic libraries to begin exploring roles, skills, and strategies for engaging in e-Science: Cyberinfrastructure, Data, and Libraries, Part 1: A Cyberinfrastructure Primer for Librarians and Cyberinfrastructure, Data, and Libraries, Part 2: Libraries and the Data Challenge: Roles and Actions for Libraries. == Academic research and health sciences libraries == In 2007, the Association of Research Libraries (ARL) e-Science task force issued its report on e-Science and librarianship. The ARL's report encouraged its member libraries to position themselves to engage with researchers involved in e-Science (eScience) by cultivating new research support strategies and developing their digital scholarship infrastructure. E-Science has multiple attributes; Tony and Jessie Hey framed e-Science for the library community by characterizing it as a research methodology: "e-Science is not a new scientific discipline in its own right: e-Science is shorthand for the set of tools and technologies required to support collaborative, networked science". In addition to academic libraries' interests in providing support for their researchers engaging in e-Science, the health sciences library community also emerged as a major proponent for creating librarian positions for supporting the information needs of large-scale, networked, research collaborations on their campuses. Neil Rambo, current director of NYU's Health Sciences Library and former director of University of Washington Health Sciences Library, was the first to use the term in the Journal of the Medical Library Association, in his 2009 editorial e-Science and the Biomedical Library. Rambo's definition of e-Science highlighted the potential e-Science held for creating data as a research product: "E-science is a new research methodology, fueled by networked capabilities and the practical possibility of gathering and storing vast amounts of data." In response to this article the University of Massachusetts Medical School Lamar Soutter Library and National Network of Libraries of Medicine, New England Region encouraged health sciences libraries to cooperate to identify skills and develop a program for training e-Science Librarians. Then, in 2013, Shannon Bohle, an archivist who was employed in the library at Cold Spring Harbor Laboratory, an NCI-designated basic cancer research facility, used experience gained there and previous papers and presentations about preserving scientific archival materials to expand the traditional definition of e-Science by including the terms, principles, and practices used in archival science. These included in the definition the "long-term storage and accessibility of all materials generated through the scientific process," as well as examples of material types traditionally preserved in archives, like "electronic/digitized laboratory notebooks, raw and fitted data sets, manuscript production and draft versions, pre-prints," as well as library materials ("print and/or electronic publications"). == Roles == Many areas of science are about to be transformed by the availability of vast amounts of new scientific data that can potentially provide insights at a level of detail never before envisaged. However, this new data dominant era brings new challenges for the scientists and they will need the skills and technologies both of computer scientists and of the library community to manage, search and curate these new data resources. Libraries will not be immune from change in this new world of research. Karen Williams identifies roles in the following areas for librarians in the developing world of e-Science. Research libraries have traditionally been discipline focused and, although increasingly technologically sophisticated, do not have systems of the scale or complexity of the e-science environment. E-science is data intensive, but research libraries have not typically been responsible for scientific data. E-science is frequently conducted in a team context, often distributed across multiple institutions and on a global scale. The primary constituency of libraries generally comprises those affiliated with the local institution. Licenses for electronic content are typically restricted to a particular institutional community, and the infrastructure to move institutional licenses into a multi-institutional environment is not well developed. E-science challenges all these traditional paradigms of research library organization and services. == Skills == Garritano & Carlson were among the first to outline a skill set for librarians seeking to support the data needs of e-Science; they identified five skill categories librarians new to this area should expect to adapt or develop when participating on such projects: Library and information science expertise Subject expertise Partnerships and outreach (both internal and external) Participating in sponsored research Balancing workload An example of librarians reconfiguring traditional librarian skills to meet the needs of researchers engaging in e-Science is Witt & Carlson's adaptation of the traditional reference interview into a "data interview" in order to provide effective data management and e-Science services. This interview consists of ten practical queries necessary for understanding the provenance and expectations for the preservation of datasets typical of e-Science that also help illustrate some of the educational tools and skills needed by a librarian new to e-Science. "What is the story of the data? What form and format are the data in? What is the expected lifespan of the dataset? How could the data be used, reused, and repurposed? How large is the dataset, and what is its rate of growth? Who are the potential audiences for the data? Who owns the data? Does the dataset include any sensitive information? What publications or discoveries have resulted from the data? How should the data be made accessible?" == Resources == In 2009 the Lamar Soutter Library at the University of Massachusetts Medical School (UMMS) and the National Network of Libraries of Medicine, New England Region (NN/LM NER) funded an e-Science program for building the skills highlighted above for librarians. Elaine Russo Martin, Director of Library Services at the Lamar Soutter Library and Director of the NN/LM NER developed this comprehensive e-Science program to build librarians' subject expertise in the sciences, developing their data management skills, and their familiarity with cyberinfrastructure and e-Science. Three major products of this program are the e-Science web portal for librarians, the E-Science Symposium, and the New England Collaborative Data Management Curriculum (NECDMC). This portal includes educational resources for specific tools and subject/discipline tutorials and modules to assist librarians new to e-Science.     Master data management (MDM) is a discipline in which business and information technology collaborate to ensure the uniformity, accuracy, stewardship, semantic consistency, and accountability of the enterprise's official shared master data assets. == Reasons for master data management == Data consistency and accuracy: MDM ensures that the organization's critical data is consistent and accurate across all systems, reducing discrepancies and errors caused by multiple, siloed copies of the same data. Improved decision-making: By providing a single version of the truth (SVOT), MDM enables organizations to deliver the right data to decision makers, allowing them to clearly understand business performance and make informed, data-driven decisions. Operational efficiency: With the consistent and accurate data provided by an MDM, operational processes such as reporting and inventory management can be automated to improve efficiency. Employee learning, onboarding, and customer service also become more efficient, as MDM data facilitates rapid, accurate, and thorough information retrieval, permitting more employee time to be spent on work. Regulatory compliance: MDM tries to help organizations comply with industry standards and regulations by ensuring that master data is accurately recorded, maintained, and audited. However, issues with data quality, classification, and reconciliation may require data transformation. As with other Extract, Transform, Load-based data movements, these processes are expensive and inefficient, reducing return on investment for a project. == Business unit and product line segmentation == As a result of business unit and product line segmentation, the same entity (whether a customer, supplier, or product) will be included in different product lines. This leads to data redundancy and even confusion. For example, a customer takes out a mortgage at a bank. If the marketing and customer service departments have separate databases, advertisements might still be sent to the customer, even though they've already signed up. The two parts of the bank are unaware, and the customer is sent irrelevant communications. Record linkage can associate different records corresponding to the same entity, mitigating this issue. == Mergers and acquisitions == One of the most common problems for master data management is company growth through mergers or acquisitions. Reconciling these separate master data systems can present difficulties, as existing applications have dependencies on the master databases. Ideally, database administrators resolve this problem through deduplication of the master data as part of the merger. Over time, as further mergers and acquisitions occur, the problem can multiply. Data reconciliation processes can become extremely complex or even unreliable. Some organizations end up with 10, 15, or even 100 separate and poorly integrated master databases. This can cause serious problems in customer satisfaction, operational efficiency, decision support, and regulatory compliance. Another problem involves determining the proper degrees of detail and normalization to include in the master data schema. For example, in a federated Human Resources environment, the enterprise software may focus on storing people's data as current status, adding a few fields to identify the date of hire, date of last promotion, etc. However, this simplification can introduce business-impacting errors into dependent systems for planning and forecasting. The stakeholders of such systems may be forced to build a parallel network of new interfaces to track the onboarding of new hires, planned retirements, and divestment, which works against one of the aims of master data management. == People, processes and technology == Master data management is enabled by technology, but is more than the technologies that enable it. An organization's master data management capability will also include people and processes in its definition. === People === Several roles should be staffed within MDM. Most prominently, the Data Owner and the Data Steward. Several people would likely be allocated to each role and each person responsible for a subset of Master Data (e.g. one data owner for employee master data, another for customer master data). The Data Owner is responsible for the requirements for data definition, data quality, data security, etc. as well as for compliance with data governance and data management procedures. The Data Owner should also be funding improvement projects in case of deviations from the requirements. The Data Steward is running the master data management on behalf of the data owner and probably also being an advisor to the Data Owner. === Processes === Master data management can be viewed as a "discipline for specialized quality improvement" defined by the policies and procedures put in place by a data governance organization. It has the objective of providing processes for collecting, aggregating, matching, consolidating, quality-assuring, persisting and distributing master data throughout an organization to ensure a common understanding, consistency, accuracy and control, in the ongoing maintenance and application use of that data. Processes commonly seen in master data management include source identification, data collection, data transformation, normalization, rule administration, error detection and correction, data consolidation, data storage, data distribution, data classification, taxonomy services, item master creation, schema mapping, product codification, data enrichment, hierarchy management, business semantics management and data governance. === Technology === A master data management tool can be used to support master data management by removing duplicates, standardizing data (mass maintaining), and incorporating rules to eliminate incorrect data from entering the system to create an authoritative source of master data. Master data are the products, accounts, and parties for which the business transactions are completed. Where the technology approach produces a "golden record" or relies on a "source of record" or "system of record", it is common to talk of where the data is "mastered". This is accepted terminology in the information technology industry, but care should be taken, both with specialists and with the wider stakeholder community, to avoid confusing the concept of "master data" with that of "mastering data". ==== Implementation models ==== There are several models for implementing a technology solution for master data management. These depend on an organization's core business, its corporate structure, and its goals. These include: Source of record Registry Consolidation Coexistence Transaction/centralized ===== Source of record ===== This model identifies a single application, database, or simpler source (e.g. a spreadsheet) as being the "source of record" (or "system of record" where solely application databases are relied on). The benefit of this model is its conceptual simplicity, but it may not fit with the realities of complex master data distribution in large organizations. The source of record can be federated, for example by groups of attributes (so that different attributes of a master data entity may have different sources of record) or geographically (so that different parts of an organization may have different master sources). Federation is only applicable in certain use cases, where there is a clear delineation of which subsets of records will be found in which sources. The source of record model can be applied more widely than simply to master data, for example to reference data. ==== Transmission of master data ==== There are several ways in which master data may be collated and distributed to other systems.     Yahoo! Groups was a free-to-use system of electronic mailing lists offered by Yahoo!. Prior to February 2020, Yahoo! Groups was one of the world's largest collections of online discussion boards. It allowed members to subscribe to various groups, read subscribed discussions online, view and share photos, files and bookmarks within a group, access a group calendar, create polls for group members, and receive email notifications of new discussion topics. Some groups were simply announcement boards, to which only the group moderators could post, while others were discussion forums. Depending on each group's settings, membership could be open to everyone or only to invited or approved people. On February 1, 2020, Yahoo! removed online access to discussions and all other features except simple membership management, essentially turning all groups into mailing lists, and on October 13, 2020, it announced that Yahoo Groups would shut down completely on December 15, 2020. == History == In 1998 Yahoo! Clubs was launched as an extension of services developed by Yahoo! Messenger. In August 2000 Yahoo acquired eGroups.com. Yahoo! Groups was launched in early 2001 as an integration of technology from eGroups.com and community groups from both eGroups.com and Yahoo! Clubs. In 2001 Yahoo! deleted adult groups from its search directory, making it very difficult to locate Yahoo! groups with adult content. The Groups Updates Email feature was introduced in 2010. It summarized, in a single email, all the updates that occurred every twenty-four hours in all groups. In September 2010, a major facelift was rolled out, making Yahoo! Groups look very similar to Facebook. In December, Yahoo! Groups Japan emailed its users and posted a notice on its homepage, to announce that its service, which commenced in February 2004, would be closing on May 28, 2014. In October 2019, Yahoo! announced that all content that had been posted to Yahoo! Groups will be deleted on December 14, 2019; that date was later amended to January 31, 2020. Yahoo! announced that adding new content would be blocked on October 28, 2019. Once the content was deleted, users of Yahoo! Groups were only able to browse the group directory, request invitations and, if members of a group, send messages to that group. On October 13, 2020, Yahoo! announced they would be shutting down Yahoo! Groups on December 15, 2020. The site was closed down a few days after the advertised date, displaying a message that the service was officially shut down. This message stopped appearing at the end of January 2021 and the Yahoo! Groups web address began redirecting to the main Yahoo! page. === Criticism and controversy === On August 31, 2010, Yahoo! Groups started rolling out a major software change, which was denounced by a large number of users.     In manufacturing, an operational historian is a time-series database application that is developed for operational process data. Historian software is often embedded or used in conjunction with standard DCS and PLC control systems to provide enhanced data capture, validation, compression, and aggregation capabilities. Historians have been deployed in almost every industry and contribute to functions such as supervisory control, performance monitoring, quality assurance, and, more recently, machine learning applications which can learn from vast quantities of historical data. These systems were originally developed to capture instrumentation and control data, which led many to use the term "tag" for a stream of process data, referring to the physical "tags" which had been placed on instrumentation for manually capturing data. Raw data may be accessed via OPC HDA, SQL, or REST API interfaces. == Operational Support == Operational historians are typically used within the manufacturing facility by engineers and operators for supervisory functions and analysis. An operational historian will typically capture all instrumentation and control data, whereas an enterprise historian that is deployed to support business functions will capture only a subset of the plant data. Typically, these applications offer data access through dedicated APIs (Application Programming Interfaces) and SDKs (Software Development Kits) which offer high-performance read and write operations. These operate through vendor-specific or custom applications. Front-end tools for trending process data over time are the most common interfaces to these databases. Because these applications are typically deployed next to or near the source of their process data, they are often marketed and sold as 'real-time database systems.' This distinction varies among vendors, who often have to make tradeoffs in performance between data capture and presentation, and application and analysis functionality.     Penril DataComm Networks, Inc. was a computer telecommunications hardware company that made some acquisitions and was eventually split into two parts: one was acquired by Bay Networks and the other was a newly formed company named Access Beyond. The focus of both company's products was end-to-end data transfer. By the mid-1990s, with the popularization of the internet, this was no longer of wide interest. == History == Penril, whose earnings reports and other financials were followed by The New York Times in the 1990s, made several acquisitions but also grew internally. Following its Datability acquisition it renamed itself Penril Datability Networks. By the time the 1968-founded Penril was acquired by Bay their name was Penril DataComm Networks. The company, which as of 1985 "had made 14 acquisitions in 12 years," also had done extensive work regarding quality control, and leveraged their product line by what The Washington Post called clever packaging: "software, cables, instructions and telephone support" sold to those less technically skilled as "Network in a Box." == Datability == Datability Software Systems Inc. was the initial name of what by 1991 became 'Datability, Inc.', "a manufacturer of hardware that links computer networks." The 1977-founded firm began as a software consulting company, especially in the area of databases. To speed up project development they built a program generator, which they marketed as Control 10/20 (targeted at users of Digital Equipment Corporation's DECsystem-10 and DECSYSTEM-20). After trying their hand at time-sharing they built hardware to enhance bridging these computers to DEC's VAX product line. In particular they focused on Digital's LAT protocol, selling "boxes" that reimplemented the protocol, at a lower price than DEC's. They later expanded into other areas of telecommunications hardware The firm relocated to a larger manufacturing plant in 1991 and was acquired by Penril in 1993. == Access Beyond == Access Beyond was initially housed by Penril, from which it was spun off. A securities analyst noted that Access began operations with no debt. They subsequently merged with Hayes Corporation. Some of the funds brought to the merger came from a sale by Penril of two of its divisions, each bringing about $4 million. == Ron Howard == Ron Howard, founder of Datability, became part of Penril when the latter acquired the former, and was CEO of Access Beyond when it was spun off by Penril. Access merged with Hayes Microcomputer Products and was renamed Hayes Corp, at which time Howard became executive VP of business development and corporate vice chairman of Hayes. == People == In the matter of hiring immigrants, in an industry where recent arrivals came from a culture of six day work weeks, and subcontracting was then common, these assembly line workers at Penril comprised about 25%, compared to double in other firms. Placement was overseen by government agencies. == Controversy == Penril had a joint development agreement, beginning in 1990, with a Standard Microsystems Corporation (SMSC) subsidiary.     Internet Security Awareness Training (ISAT) is the training given to members of an organization regarding the protection of various information assets of that organization. ISAT is a subset of general security awareness training (SAT). Even small and medium enterprises are generally recommended to provide such training, but organizations that need to comply with government regulations (e.g., the Gramm–Leach–Bliley Act, the Payment Card Industry Data Security Standard, Health Insurance Portability and Accountability Act, Sarbanes–Oxley Act) normally require formal ISAT for annually for all employees. Often such training is provided in the form of online courses. ISAT, also referred to as Security Education, Training, and Awareness (SETA), organizations train and create awareness of information security management within their environment. It is beneficial to organizations when employees are well trained and feel empowered to take important actions to protect themselves and organizational data. The SETA program target must be based on user roles within organizations and for positions that expose the organizations to increased risk levels, specialized courses must be required. == Coverage == There are general topics to cover for the training, but it is necessary for each organization to have a coverage strategy based on its needs, as this will ensure the training is practical and captures critical topics relevant to the organization. As the threat landscape changes very frequently, organizations should continuously review their training programs to ensure relevance with current trends. Topics covered in ISAT include: Appropriate methods for protecting sensitive information on personal computer systems, including password policy Various computer security concerns, including spam, malware, phishing, social engineering, etc. Consequences of failure to properly protect information, including potential job loss, economic consequences to the firm, damage to individuals whose private records are divulged, and possible civil and criminal law penalties. Being Internet Security Aware means you understand that there are people actively trying to steal data that is stored within your organization's computers. (This often focuses on user names and passwords, so that criminal elements can ultimately get access to bank accounts and other high-value IT assets.) That is why it is important to protect the assets of the organization and stop that from happening. The general scope should include topics such as password security, Email phishing, Social engineering, Mobile device security, Sensitive data security, and Business communications. In contrast, those requiring specialized knowledge are usually required to take technical and in-depth training courses. Suppose an organization determines that it is best to use one of the available training tools on the market, it must ensure it sets objectives that the training can meet, including confirming the training will provide employees with the knowledge to understand risks and the behaviors needed in managing them, actions to take to prevent or detect security incidents, using language easily understandable by the trainees, and ensuring the pricing is reasonable. Including practical examples and ways of dealing with scenarios help users know the appropriate measures to take. It is a good practice to periodically train customers of specific organizations on threats they face from people with malicious intentions. Coverage strategy for SAT should be driven by an organization's policy. It can help truly determine the level of depth of the training and where it should be conducted at a global level or business unit level, or a combination of both. A policy also empowers a responsible party within the organization to run the training. == Importance == Studies show that well-structured security awareness training can significantly reduce the likelihood of cyber incidents caused by human error. According to the Ponemon Institute, organizations that implement regular security training experience up to 70% fewer successful phishing attacks. Additionally, a 2023 Verizon Data Breach Investigations Report found that 74% of breaches involve the human element, highlighting the need for continuous education. Employees are key in whether organizations are breached or not; there must be a policy on creating awareness and training them on emerging threats and actions to take in safeguarding sensitive information and reporting any observed unusual activity within the corporate environment. Research has shown that SAT has helped reduce cyber-attacks within organizations, especially when it comes to phishing, as trainees learned to identify these attack modes and give them the self-assurance to take action appropriately. There is an increase in phishing attacks, and it has become increasingly important for people to understand how to these attacks work, and the actions required to prevent these and SAT has shown a significant impact on the number of successful phishing attacks against organizations. == Compliance Requirements == Various regulations and laws mandate SAT for organizations in specific industries, including the Gramm–Leach–Bliley Act (GLBA) for the financial services, the Federal Information Security Modernization Act of 2014 for federal agencies, and the European Union's General Data Protection Regulation (GDPR). === Federal Information Security Modernization Act === Employees and contractors in federal agencies are required to receive Security Awareness Training annually, and the program needs to address job-related information security risks linked that provide them with the knowledge to lessen security risks. === Health Insurance Portability and Accountability Act === The Health Insurance Portability and Accountability Act has the Security Rule, and Privacy Rule requiring the creation of a security awareness training program and ensuring employees are trained accordingly. === Payment Card Industry Data Security Standard === The Payment Card Industry Security Standards Council, the governing council for stakeholders in the payment industry, formed by American Express, Discover, JCB International, MasterCard, and Visa that developed the DSS as a requirement for the payment industry. Requirement 12.6 requires member organizations to institute a formal security awareness program. It can include information seeking and information retrieval, but it also aims to understand why people seek information and how they use it. The term 'information behavior' was coined by Thomas D. Wilson in 1982 and sparked controversy upon its introduction. The term has now been adopted and Wilson's model of information behavior is widely cited in information behavior literature. In 2000, Wilson defined information behavior as "the totality of human behavior in relation to sources and channels of information". A variety of theories of information behavior seek to understand the processes that surround information seeking. An analysis of the most cited publications on information behavior during the early 21st century shows its theoretical nature. Information behavior research can employ various research methodologies grounded in broader research paradigms from psychology, sociology and education. In 2003, a framework for information-seeking studies was introduced that aims to guide the production of clear, structured descriptions of research objects and positions information-seeking as a concept within information behavior. == Concepts of information behavior == === Information need === Information need is a concept introduced by Wilson. Understanding the information need of an individual involved three elements: Why the individual decides to look for information, What purpose the information they find will serve, and How the information is used once it is retrieved === Information-seeking behavior === Information-seeking behavior is a more specific concept of information behavior. It specifically focuses on searching, finding, and retrieving information. Information-seeking behavior research can focus on improving information systems or, if it includes information need, can also focus on why the user behaves the way they do. A review study on information search behavior of users highlighted that behavioral factors, personal factors, product/service factors and situational factors affect information search behavior. Information-seeking behavior can be more or less explicit on the part of users: users might seek to solve some task or to establish some piece of knowledge which can be found in the data in question, or alternatively the search process itself is part of the objective of the user, in use cases for exploring visual content or for familiarising oneself with the content of an information service. In the general case, information-seeking needs to be understood and analysed as a session rather than as a one-off transaction with a search engine, and in a broader context which includes user high-level intentions in addition to the immediate information need. === Information use === An information need is the recognition that a gap exists in one’s knowledge, prompting a desire to seek information to fill that gap. It often arises when a person encounters a problem or question they cannot resolve with their current understanding. === Information poverty and barriers === Introduced by Elfreda Chatman in 1987, information poverty is informed by the understanding that information is not equally accessible to all people. Information poverty does not describe a lack of information, but rather a worldview in which one's own experiences inside their own small world may create a distrust in the information provided by those outside their own lived experiences. == Metatheories == In Library and Information Science (LIS), a metatheory is described "a set of assumptions that orient and direct theorizing about a given phenomenon". Library and information science researchers have adopted a number of different metatheories in their research. A common concern among LIS researchers, and a prominent discussion in the field, is the broad spectrum of theories that inform the study of information behavior, information users, or information use. This variation has been noted as a cause of concern because it makes individual studies difficult to compare or synthesize if they are not guided by the same theory. This sentiment has been expressed in studies of information behavior literature from the early 1980s and more recent literature reviews have declared it necessary to refine their reviews to specific contexts or situations due to the sheer breadth of information behavior research available. Below are descriptions of some, but not all, metatheories that have guided LIS research. === Cognitivist approach === A cognitive approach to understanding information behavior is grounded in psychology. It holds the assumption that a person's thinking influences how they seek, retrieve, and use information. Researchers that approach information behavior with the assumption that it is influenced by cognition, seek to understand what someone is thinking while they engage in information behavior and how those thoughts influence their behavior. Wilson's attempt to understand information-seeking behavior by defining information need includes a cognitive approach. Wilson theorizes that information behavior is influenced by the cognitive need of an individual. By understanding the cognitive information need of an individual, we may gain insight into their information behavior. Nigel Ford takes a cognitive approach to information-seeking, focusing on the intellectual processes of information-seeking. In 2004, Ford proposed an information-seeking model using a cognitive approach that focuses on how to improve information retrieval systems and serves to establish information-seeking and information behavior as concepts in and of themselves, rather than synonymous terms. === Constructionist approach === The constructionist approach to information behavior has roots in the humanities and social sciences. It relies on social constructionism, which assumes that a person's information behavior is influenced by their experiences in society. In order to understand information behavior, constructionist researchers must first understand the social discourse that surrounds the behavior. The most popular thinker referenced in constructionist information behavior research is Michel Foucault, who famously rejected the concept of a universal human nature. The constructionist approach to information behavior research creates space for contextualizing the behavior based on the social experiences of the individual. One study that approaches information behavior research through the social constructionist approach is a study of the information behavior of a public library knitting group. The authors use a collectivist theory to frame their research, which denies the universality of information behavior and focuses on "understanding the ways that discourse communities collectively construct information needs, seeking, sources, and uses". === Constructivist approach === The constructivist approach is born out of education and sociology in which, "individuals are seen as actively constructing an understanding of their worlds, heavily influenced by the social world(s) in which they are operating". Constructivist approaches to information behavior research generally treat the individual's reality as constructed within their own mind rather than built by the society in which they live.     Semantic translation

    Semantic translation is the process of using semantic information to aid in the translation of data in one representation or data model to another representation or data model. Semantic translation takes advantage of semantics that associate meaning with individual data elements in one dictionary to create an equivalent meaning in a second system. An example of semantic translation is the conversion of XML data from one data model to a second data model using formal ontologies for each system such as the Web Ontology Language (OWL). This is frequently required by intelligent agents that wish to perform searches on remote computer systems that use different data models to store their data elements. The process of allowing a single user to search multiple systems with a single search request is also known as federated search. Semantic translation should be differentiated from data mapping tools that do simple one-to-one translation of data from one system to another without actually associating meaning with each data element. Semantic translation requires that data elements in the source and destination systems have "semantic mappings" to a central registry or registries of data elements. The simplest mapping is of course where there is equivalence. There are three types of Semantic equivalence: Class Equivalence - indicating that class or "concepts" are equivalent. For example: "Person" is the same as "Individual" Property Equivalence - indicating that two properties are equivalent. For example: "PersonGivenName" is the same as "FirstName" Instance Equivalence - indicating that two individual instances of objects are equivalent. For example: "Dan Smith" is the same person as "Daniel Smith" Semantic translation is very difficult if the terms in a particular data model do not have direct one-to-one mappings to data elements in a foreign data model. In that situation, an alternative approach must be used to find mappings from the original data to the foreign data elements. This problem can be alleviated by centralized metadata registries that use the ISO-11179 standards such as the National Information Exchange Model (NIEM).

    Lancichinetti–Fortunato–Radicchi benchmark

    Lancichinetti–Fortunato–Radicchi benchmark is an algorithm that generates benchmark networks (artificial networks that resemble real-world networks). They have a priori known communities and are used to compare different community detection methods. The advantage of the benchmark over other methods is that it accounts for the heterogeneity in the distributions of node degrees and of community sizes. == The algorithm == The node degrees and the community sizes are distributed according to a power law, with different exponents. The benchmark assumes that both the degree and the community size have power law distributions with different exponents, γ {\displaystyle \gamma } and β {\displaystyle \beta } , respectively. N {\displaystyle N} is the number of nodes and the average degree is ⟨ k ⟩ {\displaystyle \langle k\rangle } . There is a mixing parameter μ {\displaystyle \mu } , which is the average fraction of neighboring nodes of a node that do not belong to any community that the benchmark node belongs to. This parameter controls the fraction of edges that are between communities. Thus, it reflects the amount of noise in the network. At the extremes, when μ = 0 {\displaystyle \mu =0} all links are within community links, if μ = 1 {\displaystyle \mu =1} all links are between nodes belonging to different communities. One can generate the benchmark network using the following steps.     Concurrency control

    In information technology and computer science, especially in the fields of computer programming, operating systems, multiprocessors, and databases, concurrency control ensures that correct results for concurrent operations are generated, while getting those results as quickly as possible. Computer systems, both software and hardware, consist of modules, or components. Each component is designed to operate correctly, i.e., to obey or to meet certain consistency rules. When components that operate concurrently interact by messaging or by sharing accessed data (in memory or storage), a certain component's consistency may be violated by another component. The general area of concurrency control provides rules, methods, design methodologies, and theories to maintain the consistency of components operating concurrently while interacting, and thus the consistency and correctness of the whole system. Introducing concurrency control into a system means applying operation constraints which typically result in some performance reduction. Operation consistency and correctness should be achieved with as good as possible efficiency, without reducing performance below reasonable levels. Concurrency control can require significant additional complexity and overhead in a concurrent algorithm compared to the simpler sequential algorithm. For example, a failure in concurrency control can result in data corruption from torn read or write operations. == Concurrency control in databases == Comments: This section is applicable to all transactional systems, i.e., to all systems that use database transactions (atomic transactions; e.g., transactional objects in Systems management and in networks of smartphones which typically implement private, dedicated database systems), not only general-purpose database management systems (DBMSs). DBMSs need to deal also with concurrency control issues not typical just to database transactions but rather to operating systems in general. These issues (e.g., see Concurrency control in operating systems below) are out of the scope of this section. Concurrency control in Database management systems (DBMS; e.g., Bernstein et al. 1987, Weikum and Vossen 2001), other transactional objects, and related distributed applications (e.g., Grid computing and Cloud computing) ensures that database transactions are performed concurrently without violating the data integrity of the respective databases. Thus concurrency control is an essential element for correctness in any system where two database transactions or more, executed with time overlap, can access the same data, e.g., virtually in any general-purpose database system. Consequently, a vast body of related research has been accumulated since database systems emerged in the early 1970s. A well established concurrency control theory for database systems is outlined in the references mentioned above: serializability theory, which allows to effectively design and analyze concurrency control methods and mechanisms. An alternative theory for concurrency control of atomic transactions over abstract data types is presented in (Lynch et al. 1993), and not utilized below. This theory is more refined, complex, with a wider scope, and has been less utilized in the Database literature than the classical theory above. Each theory has its pros and cons, emphasis and insight. To some extent they are complementary, and their merging may be useful. To ensure correctness, a DBMS usually guarantees that only serializable transaction schedules are generated, unless serializability is intentionally relaxed to increase performance, but only in cases where application correctness is not harmed. For maintaining correctness in cases of failed (aborted) transactions (which can always happen for many reasons) schedules also need to have the recoverability (from abort) property. A DBMS also guarantees that no effect of committed transactions is lost, and no effect of aborted (rolled back) transactions remains in the related database. Overall transaction characterization is usually summarized by the ACID rules below. As databases have become distributed, or needed to cooperate in distributed environments (e.g., Federated databases in the early 1990, and Cloud computing currently), the effective distribution of concurrency control mechanisms has received special attention. === Database transaction and the ACID rules === The concept of a database transaction (or atomic transaction) has evolved in order to enable both a well understood database system behavior in a faulty environment where crashes can happen any time, and recovery from a crash to a well understood database state. A database transaction is a unit of work, typically encapsulating a number of operations over a database (e.g., reading a database object, writing, acquiring lock, etc.), an abstraction supported in database and also other systems. Each transaction has well defined boundaries in terms of which program/code executions are included in that transaction (determined by the transaction's programmer via special transaction commands). Every database transaction obeys the following rules (by support in the database system; i.e., a database system is designed to guarantee them for the transactions it runs): Atomicity - Either the effects of all or none of its operations remain ("all or nothing" semantics) when a transaction is completed (committed or aborted respectively). In other words, to the outside world a committed transaction appears (by its effects on the database) to be indivisible (atomic), and an aborted transaction does not affect the database at all. Either all the operations are done or none of them are. Consistency - Every transaction must leave the database in a consistent (correct) state, i.e., maintain the predetermined integrity rules of the database (constraints upon and among the database's objects). A transaction must transform a database from one consistent state to another consistent state (however, it is the responsibility of the transaction's programmer to make sure that the transaction itself is correct, i.e., performs correctly what it intends to perform (from the application's point of view) while the predefined integrity rules are enforced by the DBMS). Thus since a database can be normally changed only by transactions, all the database's states are consistent. Isolation - Transactions cannot interfere with each other (as an end result of their executions). Moreover, usually (depending on concurrency control method) the effects of an incomplete transaction are not even visible to another transaction. Providing isolation is the main goal of concurrency control. Durability - Effects of successful (committed) transactions must persist through crashes (typically by recording the transaction's effects and its commit event in a non-volatile memory). The concept of atomic transaction has been extended during the years to what has become Business transactions which actually implement types of Workflow and are not atomic. However also such enhanced transactions typically utilize atomic transactions as components. === Why is concurrency control needed? === If transactions are executed serially, i.e., sequentially with no overlap in time, no transaction concurrency exists. However, if concurrent transactions with interleaving operations are allowed in an uncontrolled manner, some unexpected, undesirable results may occur, such as: The lost update problem: A second transaction writes a second value of a data-item (datum) on top of a first value written by a first concurrent transaction, and the first value is lost to other transactions running concurrently which need, by their precedence, to read the first value. The transactions that have read the wrong value end with incorrect results. The dirty read problem: Transactions read a value written by a transaction that has been later aborted. This value disappears from the database upon abort, and should not have been read by any transaction ("dirty read"). The reading transactions end with incorrect results. The incorrect summary problem: While one transaction takes a summary over the values of all the instances of a repeated data-item, a second transaction updates some instances of that data-item. The resulting summary does not reflect a correct result for any (usually needed for correctness) precedence order between the two transactions (if one is executed before the other), but rather some random result, depending on the timing of the updates, and whether certain update results have been included in the summary or not. Most high-performance transactional systems need to run transactions concurrently to meet their performance requirements.     In computer science, a sequential algorithm or serial algorithm is an algorithm that is executed sequentially – once through, from start to finish, without other processing executing – as opposed to concurrently or in parallel. The term is primarily used to contrast with concurrent algorithm or parallel algorithm; most standard computer algorithms are sequential algorithms, and not specifically identified as such, as sequentialness is a background assumption. Concurrency and parallelism are in general distinct concepts, but they often overlap – many distributed algorithms are both concurrent and parallel – and thus "sequential" is used to contrast with both, without distinguishing which one. If these need to be distinguished, the opposing pairs sequential/concurrent and serial/parallel may be used. "Sequential algorithm" may also refer specifically to an algorithm for decoding a convolutional code.

    CENDI (Commerce, Energy, NASA, Defense Information Managers Group) is an interagency group of senior Scientific and Technical Information (STI) managers from 14 United States federal agencies. CENDI managers cooperate by exchanging information and ideas, collaborating to address common issues, and undertaking joint initiatives. CENDI's accomplishments range from impacting federal information policy to educating a broad spectrum of stakeholders on all aspects of federal STI systems, including its value to research and the taxpayer, and to operational improvements in agency and interagency STI operations. == History == CENDI traces its roots to the Committee on Scientific and Technical Information (COSATI) of the Federal Council on Science and Technology. COSATI was established in the early 1960s to coordinate the management of the results from the U.S. government's increasing commitment to scientific research and technology development. The scientific and technical information (STI) managers of the government's major research and development (R&D) agencies worked within COSATI to standardize guidelines for cataloging and indexing technical reports. COSATI ceased formal operations in the early 1970s. To continue the cooperation begun under COSATI, managers of agency STI programs from Commerce (National Technical Information Service), Energy (Office of Scientific and Technical Information), NASA (HQ/STI Division), and Defense (Defense Technical Information Center) began meeting periodically to discuss common topics and stimulate more effective cooperation. In 1985, a Memorandum of Understanding was signed by the four charter agencies and CENDI was established. From this small core of STI managers, CENDI has grown to its current membership, which represents the major science agencies, the national libraries, and agencies involved in the dissemination and long-term management of scientific and technical information. The vision of CENDI is to facilitate cooperative enterprise where capabilities are shared and challenges are faced together so that the sum of the accomplishments is greater than each individual agency can achieve on its own amongst federal STI agencies. The abbreviation CENDI refers to the "Commerce, Energy, NASA, Defense Information Managers Group". == Membership == New members from other federal R&D information organizations may be admitted by unanimous agreement of the members. This website, called Science.gov, is a one-stop source of STI, including both selected, authoritative government websites and deep Web databases of technical reports, journal articles, conference proceedings, and other published materials. Through the volunteer efforts of members and involving over 100 staff, content and architecture is developed for the site. The Science.gov website is hosted by the Department of Energy (DOE) Office of Scientific and Technical Information (OSTI). The site was formally launched in December 2002. As a result of the success of Science.gov, under DOE leadership and in cooperation with the International Council of Scientific and Technical Information, a worldwide coordination across national portals called WorldWideScience was launched in 2008. === Work with non-member organizations === CENDI works with several cooperating non-member organizations on a regular basis.
