Created by New York-based civil and software engineer Isaac Gemal in February 2025, the application aims to provide an "anti-algorithmic" alternative to traditional social media platforms while combating doomscrolling. == Development == WikiTok was developed on February 3, 2025, after Gemal saw a viral tweet from developer Tyler Angert proposing "all of wikipedia on a single, scrollable page". Gemal created the initial prototype in approximately two hours, using the Claude LLM and Cursor coding editor, completing it by 2 a.m. that same night. The application was built with React 18, TypeScript, Tailwind CSS, and Vite, consisting of only a few hundred lines of code with no backend infrastructure. Gemal has made the project open-source, with the code publicly available on GitHub. == Functionality == WikiTok serves users completely random Wikipedia article snippets from Wikipedia's nearly 9.5 million entries. Each article preview includes a full-screen image from Wikipedia and a short text excerpt. Users can click "Read More" to access the full Wikipedia article, or continue scrolling to see the next random entry. The application functions as a progressive web app that can be downloaded as a hybrid between an app and a website. It works on both mobile and desktop browsers, and is designed to be responsive whether users scroll with their thumb on mobile devices or use a cursor on desktop computers. As of 2025, WikiTok supports 14 different languages for article translation. == Philosophy == Gemal has explicitly positioned WikiTok as "anti-algorithmic," resisting numerous requests to implement personalized content algorithms. In an interview with Business Insider, Gemal stated: "I have had plenty of people message me and even make issues on my GitHub asking for some insane crazy WikiTok algorithm... we're already ruled by ruthless, opaque algorithms in our everyday life; why can't we just have one little corner in the world without them?" It is run by van der Linden along with a team of social and statistical scientists from Vox Pop Labs. Although inspired by European Voting Advice Applications, van der Linden explicitly rejects this terminology, arguing that Vote Compass was "never intended to account for every variable that influences voter choice and its results should not be interpreted as voting advice." == Methodology == Using a Likert scale, users indicate their responses to a series of policy propositions designed to discriminate between candidates' policies on prominent issues relevant to the election. Propositions are crafted in collaboration with political scientists local to each jurisdiction in which Vote Compass is run. Based on a candidate or political party's public disclosures (i.e. party manifestos, policy proposals, official websites, speeches, media releases, statements made in the legislature, etc.) they are calibrated on the same propositions and scales as are users.     Color vision

    Color vision (CV), a feature of visual perception, is an ability to perceive differences between light composed of different frequencies independently of light intensity. Color perception is a part of the larger visual system and is mediated by a complex process between neurons that begins with differential stimulation of different types of photoreceptors by light entering the eye. Those photoreceptors then emit outputs that are propagated through many layers of neurons ultimately leading to higher cognitive functions in the brain. Color vision is found in many animals and is mediated by similar underlying mechanisms with common types of biological molecules and a complex history of the evolution of color vision within different animal taxa. In primates, color vision may have evolved under selective pressure for a variety of visual tasks including the foraging for nutritious young leaves, ripe fruit, and flowers, as well as detecting predator camouflage and emotional states in other primates. == Wavelength == Isaac Newton discovered that white light after being split into its component colors when passed through a dispersive prism could be recombined to make white light by passing them through a different prism. The visible light spectrum ranges from about 380 to 740 nanometers. Spectral colors (colors that are produced by a narrow band of wavelengths) such as red, orange, yellow, green, cyan, blue, and violet can be found in this range. These spectral colors do not refer to a single wavelength, but rather to a set of wavelengths: red, 625–740 nm; orange, 590–625 nm; yellow, 565–590 nm; green, 500–565 nm; cyan, 485–500 nm; blue, 450–485 nm; violet, 380–450 nm. Wavelengths longer or shorter than this range are called infrared or ultraviolet, respectively. Humans cannot generally see these wavelengths, but other animals may. === Hue detection === Sufficient differences in wavelength cause a difference in the perceived hue; the just-noticeable difference in wavelength varies from about 1 nm in the blue-green and yellow wavelengths to 10 nm and more in the longer red and shorter blue wavelengths. Although the human eye can distinguish up to a few hundred hues, when those pure spectral colors are mixed together or diluted with white light, the number of distinguishable chromaticities can be much higher. In very low light levels, vision is scotopic: light is detected by rod cells of the retina. Rods are maximally sensitive to wavelengths near 500 nm and play little, if any, role in color vision. In brighter light, such as daylight, vision is photopic: light is detected by cone cells which are responsible for color vision. Cones are sensitive to a range of wavelengths, but are most sensitive to wavelengths near 555 nm. Between these regions, mesopic vision comes into play and both rods and cones provide signals to the retinal ganglion cells. The shift in color perception from dim light to daylight gives rise to differences known as the Purkinje effect. The perception of "white" is formed by the entire spectrum of visible light, or by mixing colors of just a few wavelengths in animals with few types of color receptors. In humans, white light can be perceived by combining wavelengths such as red, green, and blue, or just a pair of complementary colors such as blue and yellow. === Non-spectral colors === There are a variety of colors in addition to spectral colors and their hues. These include grayscale colors, shades of colors obtained by mixing grayscale colors with spectral colors, violet-red colors, impossible colors, and metallic colors. Grayscale colors include white, gray, and black. Rods contain rhodopsin, which reacts to light intensity, providing grayscale coloring. Shades include colors such as pink or brown. Pink is obtained from mixing red and white. Brown may be obtained from mixing orange with gray or black. Navy is obtained from mixing blue and black. Violet-red colors include hues and shades of magenta. The light spectrum is a line on which violet is one end and the other is red, and yet we see hues of purple that connect those two colors. Impossible colors are a combination of cone responses that cannot be naturally produced. For example, medium cones cannot be activated completely on their own; if they were, we would see a 'hyper-green' color. == Dimensionality == Color vision is categorized foremost according to the dimensionality of the color gamut, which is defined by the number of primaries required to represent the color vision. This is generally equal to the number of photopsins expressed: a correlation that holds for vertebrates but not invertebrates. The common vertebrate ancestor possessed four photopsins (expressed in cones) plus rhodopsin (expressed in rods), so was tetrachromatic. However, many vertebrate lineages have lost one or many photopsin genes, leading to lower-dimension color vision. The dimensions of color vision range from 1-dimensional and up: == Physiology of color perception == Perception of color begins with specialized retinal cells known as cone cells. Cone cells contain different forms of opsin – a pigment protein – that have different spectral sensitivities. Humans contain three types, resulting in trichromatic color vision. Each individual cone contains pigments composed of opsin apoprotein covalently linked to a light-absorbing prosthetic group: either 11-cis-hydroretinal or, more rarely, 11-cis-dehydroretinal. The cones are conventionally labeled according to the ordering of the wavelengths of the peaks of their spectral sensitivities: short (S), medium (M), and long (L) cone types. These three types do not correspond well to particular colors as we know them. Rather, the perception of color is achieved by a complex process that starts with the differential output of these cells in the retina and which is finalized in the visual cortex and associative areas of the brain. For example, while the L cones have been referred to simply as red receptors, microspectrophotometry has shown that their peak sensitivity is in the greenish-yellow region of the spectrum. Similarly, the S cones and M cones do not directly correspond to blue and green, although they are often described as such. The RGB color model, therefore, is a convenient means for representing color but is not directly based on the types of cones in the human eye. The peak response of human cone cells varies, even among individuals with typical color vision; in some non-human species this polymorphic variation is even greater, and it may well be adaptive. === Theories === Two complementary theories of color vision are the trichromatic theory and the opponent process theory. The trichromatic theory, or Young–Helmholtz theory, proposed in the 19th century by Thomas Young and Hermann von Helmholtz, posits three types of cones preferentially sensitive to blue, green, and red, respectively. Others have suggested that the trichromatic theory is not specifically a theory of color vision but a theory of receptors for all vision, including color but not specific or limited to it. Equally, it has been suggested that the relationship between the phenomenal opponency described by Ewald Hering and the physiological opponent processes are not straightforward (see below), making of physiological opponency a mechanism that is relevant to the whole of vision, and not just to color vision alone. Hering proposed the opponent process theory in 1872. It states that the visual system interprets color in an antagonistic way: red vs. green, blue vs. yellow, black vs. white. Both theories are generally accepted as valid, describing different stages in visual physiology, visualized in the adjacent diagram. Green–magenta and blue–yellow are scales with mutually exclusive boundaries. In the same way that there cannot exist a "slightly negative" positive number, a single eye cannot perceive a bluish-yellow or a reddish-green. Although these two theories are both currently widely accepted theories, past and more recent work has led to criticism of the opponent process theory, stemming from a number of what are presented as discrepancies in the standard opponent process theory. For example, the phenomenon of an after-image of complementary color can be induced by fatiguing the cells responsible for color perception, by staring at a vibrant color for a length of time, and then looking at a white surface. This phenomenon of complementary colors shows that cyan, rather than green, is the complement of red, and that magenta, rather than red, is the complement of green. It therefore also shows that the reddish-green color supposed to be impossible by opponent process theory is actually the color yellow. Although this phenomenon is more readily explained by the trichromatic theory, explanations for the discrepancy may include alterations to the opponent process theory, such as redefining the opponent colors as red vs. cyan, to reflect this effect.     Algorithmic inference gathers new developments in the statistical inference methods made feasible by the powerful computing devices widely available to any data analyst. Cornerstones in this field are computational learning theory, granular computing, bioinformatics, and, long ago, structural probability (Fraser 1966). The main focus is on the algorithms which compute statistics rooting the study of a random phenomenon, along with the amount of data they must feed on to produce reliable results. This shifts the interest of mathematicians from the study of the distribution laws to the functional properties of the statistics, and the interest of computer scientists from the algorithms for processing data to the information they process. == The Fisher parametric inference problem == Concerning the identification of the parameters of a distribution law, the mature reader may recall lengthy disputes in the mid 20th century about the interpretation of their variability in terms of fiducial distribution (Fisher 1956), structural probabilities (Fraser 1966), priors/posteriors (Ramsey 1925), and so on. From an epistemology viewpoint, this entailed a companion dispute as to the nature of probability: is it a physical feature of phenomena to be described through random variables or a way of synthesizing data about a phenomenon? Opting for the latter, Fisher defines a fiducial distribution law of parameters of a given random variable that he deduces from a sample of its specifications. With this law he computes, for instance "the probability that μ (mean of a Gaussian variable – omeur note) is less than any assigned value, or the probability that it lies between any assigned values, or, in short, its probability distribution, in the light of the sample observed". == The classic solution == Fisher fought hard to defend the difference and superiority of his notion of parameter distribution in comparison to analogous notions, such as Bayes' posterior distribution, Fraser's constructive probability and Neyman's confidence intervals. For half a century, Neyman's confidence intervals won out for all practical purposes, crediting the phenomenological nature of probability. With this perspective, when you deal with a Gaussian variable, its mean μ is fixed by the physical features of the phenomenon you are observing, where the observations are random operators, hence the observed values are specifications of a random sample. The classic solution has one benefit and one drawback. The former was appreciated particularly back when people still did computations with sheet and pencil. Per se, the task of computing a Neyman confidence interval for the fixed parameter θ is hard: you do not know θ, but you look for disposing around it an interval with a possibly very low probability of failing. The analytical solution is allowed for a very limited number of theoretical cases. Vice versa a large variety of instances may be quickly solved in an approximate way via the central limit theorem in terms of confidence interval around a Gaussian distribution – that's the benefit. The drawback is that the central limit theorem is applicable when the sample size is sufficiently large. Therefore, it is less and less applicable with the sample involved in modern inference instances. The fault is not in the sample size on its own part. Rather, this size is not sufficiently large because of the complexity of the inference problem. With the availability of large computing facilities, scientists refocused from isolated parameters inference to complex functions inference, i.e. re sets of highly nested parameters identifying functions. In these cases we speak about learning of functions (in terms for instance of regression, neuro-fuzzy system or computational learning) on the basis of highly informative samples. A first effect of having a complex structure linking data is the reduction of the number of sample degrees of freedom, i.e. the burning of a part of sample points, so that the effective sample size to be considered in the central limit theorem is too small. Focusing on the sample size ensuring a limited learning error with a given confidence level, the consequence is that the lower bound on this size grows with complexity indices such as VC dimension or detail of a class to which the function we want to learn belongs. === Example === A sample of 1,000 independent bits is enough to ensure an absolute error of at most 0.081 on the estimation of the parameter p of the underlying Bernoulli variable with a confidence of at least 0.99. The same size cannot guarantee a threshold less than 0.088 with the same confidence 0.99 when the error is identified with the probability that a 20-year-old man living in New York does not fit the ranges of height, weight and waistline observed on 1,000 Big Apple inhabitants.     A software bot is a type of software agent in the service of software project management and software engineering. A software bot has an identity and potentially personified aspects in order to serve their stakeholders. Software bots often compose software services and provide an alternative user interface, which is sometimes, but not necessarily conversational. Software bots are typically used to execute tasks, suggest actions, engage in dialogue, and promote social and cultural aspects of a software project. The term bot is derived from robot. However, robots act in the physical world and software bots act only in digital spaces. Some software bots are designed and behave as chatbots, but not all chatbots are software bots. Discussions about the past and future of software bots show that software bots have been adopted for many years. == Usage == Software bots are used to support development activities, such as communication among software developers and automation of repetitive tasks. Software bots have been adopted by several communities related to software development, such as open-source communities on GitHub and Stack Overflow. GitHub bots have user accounts and can open, close, or comment on pull requests and issues. GitHub bots have been used to assign reviewers, ask contributors to sign the Contributor License Agreement, report continuous integration failures, review code and pull requests, welcome newcomers, run automated tests, merge pull requests, fix bugs and vulnerabilities, etc. The Slack tool includes an API for developing software bots. There are slack bots for keeping track of todo lists, coordinating standup meetings, and managing support tickets. The ChatBot company products further simplify the process of creating a custom Slack bot. On Wikipedia, Wikipedia bots automate a variety of tasks, such as creating stub articles, consistently updating the format of multiple articles, and so on. Bots like ClueBot NG are capable of recognizing vandalism and automatically remove disruptive content. == Taxonomies and Classification Frameworks == Lebeuf et al. provide a faceted taxonomy to characterize bots based on a literature review. It is composed of 3 main facets: (i) properties of the environment that the bot was created in; (ii) intrinsic properties of the bot itself; and (iii) the bot's interactions within its environment. They further detail the facets into sets of sub-facets under each of the main facets. Paikari and van der Hoek defined a set of dimensions to enable comparison of software bots, applied specifically to chatbots. It resulted in six dimensions: Type: the main purpose of the bot (information, collaboration, or automation) Direction of the "conversation" (input, output, or bi-directional) Guidance (human-mediated, or autonomous) Predictability (deterministic, or evolving) Interaction style (dull, alternate vocabulary, relationship-builder, human-like) Communication channel (text, voice, or both) Erlenhov et al. raised the question of the difference between a bot and simple automation, since much research done in the name of software bots uses the term bot to describe various different tools and sometimes things are "just" plain old development tools. After interviewing and surveying over 100 developers the authors found that not one, but three definitions dominated the community. They created three personas based on these definitions and the difference between what the three personas see as being a bot is mainly the association with a different set of human-like traits. The chat bot persona (Charlie) primarily thinks of bots as tools that communicates with the developer through a natural language interface (typically voice or chat), and caring little about what tasks the bot is used for or how it actually implements these tasks. The autonomous bot persona (Alex) thinks of bots as tools that work on their own (without requiring much input from a developer) on a task that would normally be done by a human. The smart bot persona (Sam) separates bots and plain old development tools through how smart (technically sophisticated) a tool is. Sam cares less about how the tool communicates, but more about if it is unusually good or adaptive at executing a task. The authors recommends that people doing research or writing about bots try to put their work in the context of one of the personas since the personas have different expectations and problems with the tools. == Example of notable bots == Dependabot and Renovatebot update software dependencies and detect vulnerabilities. A study from the University of Antwerp has compared how developers active on Stack Overflow perceive answers generated by software bots. They find that developers perceive the quality of software bot-generated answers to be significantly worse if the identity of the software bot is made apparent. By contrast, answers from software bots with human-like identity were better received. In practice, when software bots are used on platforms like GitHub or Wikipedia, their username makes it clear that they are bots, e.g., DependaBot, RenovateBot, DatBot, SineBot. Bots may be subject to special rules. For instance, the GitHub terms of service does not allow 'bots' but accepts 'machine account', where a 'machine account' has two properties: 1) a human takes full responsibility of the bot's actions 2) it cannot create other accounts.

    ePUAP (Electronic Platform of Public Administration Services) is a Polish nationwide platform for communication of citizens with public administrations in a uniform and standardized way. Built as part of the ePUAP-WKP project (State Informatization Plan). Service providers are public administration units and public institutions (especially entities that perform tasks commissioned by the state). The platform provides service providers with technological infrastructure to provide services to citizens (recipients). Among the participants of ePUAP there are both central administration units and local governments, including municipal offices. Among the services offered by ePUAP is also Profil Zaufany (Trusted Profile), which enables electronic filing with legal effect without the need to use a qualified signature and SAML-based single sign-on mechanism, which enables the same ePUAP account to log on to websites of various service providers. The website www.epuap.gov.pl enables defining citizen and businesses service processes, creates channels of access to different systems of public administration and extends the package of public services provided electronically. Services available through the ePUAP platform may be accessed at the official website. Currently all administration services are available in Polish only. == Overview == It is described by the Polish government as "a coherent and systematic action program designed and developed to allow public institutions make their electronic services available to the public". The platform provides citizens, businesses and institutions with a number of services intended to ensure smooth and safe communication between: customer to administrations (C2A), business to administration (B2A), administration to administration (A2A). === Main goals === The main project objectives are to create a single, secure and electronic access channel to public services for citizens, businesses and public administration and also to reduce time and lower the costs of sharing information resources and functionalities of administration domain systems. Within the project, the following functionalities and services were delivered: Public services catalogue – a method of presenting and describing administration services, ePUAP platform – a web platform designed to provide public services on the Internet, Interoperability portal – a portal for experts working on recommendations for electronic documents and forms used within Polish administration systems to assure the uniformity of IT standards, Central Repository of Electronic Document Models – a database for valid document models and electronic forms. == History and background == The ePUAP project was carried out in the years 2005–2008. Currently, a continuation project ePUAP2 is being carried out with the following objectives: to increase the number of online services available to the public including the registry services, to widen the scale of usage of public electronic services, to integrate subsequent systems of public administration and business on ePUAP portal, to define new processes of customer and business services. === ePUAP2 === ePUAP2 is a public and administrative project that extends the set of functional services developed during the first edition of the project and is another step in the process of transforming Poland into a modern and citizen-friendly country. The implementation period for the project covers the years 2009–2013. Project financing The cost of the project “Construction of electronic Platform of Public Administration Services” – 32 million PLN was covered in 75% by the funds from the European Regional Development Fund (under the Sector Operational Programme "Supporting Competitiveness of Enterprises for the years 2004–2006"), while the remaining 25% of the cost was covered by a Polish national co-financing. Funds for the ePUAP2 project were gained from the 7th priority axis of the Innovative Economy Operational Programme and amounts to 140 million PLN (85% of eligible expenses were covered by the European Regional Development Fund, 15% were covered by a national co-financing). The trustee of ePUAP is the Polish Ministry of the Interior and Administration. == Legal regulations == According to the Polish law from 1 May 2008, public authorities are required to accept documents in electronic form (bringing applications and proposals and other activities in electronic form). ePUAP enables public institutions to meet this requirement by providing a service infrastructure to set up am electronic inbox.
