    In computer vision and image processing a neighborhood operation is a commonly used class of computations on image data which implies that it is processed according to the following pseudo code: Visit each point p in the image data and do { N = a neighborhood or region of the image data around the point p result(p) = f(N) } This general procedure can be applied to image data of arbitrary dimensionality. The value at each image point, however, does not have to be directly related to intensity or color. Instead it is an element in the range of the function f, which can be of arbitrary type. Normally the neighborhood N is of fixed size and is a square (or a cube, depending on the dimensionality of the image data) centered on the point p. Also the function f is fixed, but may in some cases have parameters which can vary with p, see below. In the simplest case, the neighborhood N may be only a single point. This type of operation is often referred to as a point-wise operation. == Examples == The most common examples of a neighborhood operation use a fixed function f which in addition is linear, that is, the computation consists of a linear shift invariant operation. In this case, the neighborhood operation corresponds to the convolution operation. A typical example is convolution with a low-pass filter, where the result can be interpreted in terms of local averages of the image data around each image point. Other examples are computation of local derivatives of the image data. It is also rather common to use a fixed but non-linear function f. This includes median filtering, and computation of local variances. The Nagao-Matsuyama filter is an example of a complex local neighbourhood operation that uses variance as an indicator of the uniformity within a pixel group. The result is similar to a convolution with a low-pass filter with the added effect of preserving sharp edges. There is also a class of neighborhood operations in which the function f has additional parameters which can vary with p: Visit each point p in the image data and do { N = a neighborhood or region of the image data around the point p result(p) = f(N, parameters(p)) } This implies that the result is not shift invariant. Examples are adaptive Wiener filters. == Implementation aspects == The pseudo code given above suggests that a neighborhood operation is implemented in terms of an outer loop over all image points. However, since the results are independent, the image points can be visited in arbitrary order, or can even be processed in parallel. Furthermore, in the case of linear shift-invariant operations, the computation of f at each point implies a summation of products between the image data and the filter coefficients. The implementation of this neighborhood operation can then be made by having the summation loop outside the loop over all image points. An important issue related to neighborhood operation is how to deal with the fact that the neighborhood N becomes more or less undefined for points p close to the edge or border of the image data. Several strategies have been proposed: Compute result only for points p for which the corresponding neighborhood is well-defined. This implies that the output image will be somewhat smaller than the input image. Zero padding: Extend the input image sufficiently by adding extra points outside the original image which are set to zero. The loops over the image points described above visit only the original image points. Border extension: Extend the input image sufficiently by adding extra points outside the original image which are set to the image value at the closest image point. The loops over the image points described above visit only the original image points. Mirror extension: Extend the image sufficiently much by mirroring the image at the image boundaries. This method is less sensitive to local variations at the image boundary than border extension. Wrapping: The image is tiled, so that going off one edge wraps around to the opposite side of the image. This method assumes that the image is largely homogeneous, for example a stochastic image texture without large textons.

The project was motivated by one of the founding principles of the EU: that all citizens had the right to read any and all proceedings of the Commission in their own language. As more countries joined, this produced a combinatorial explosion in the number of language pairs involved, and the need to translate every paper, speech and even set of meeting minutes produced by the EU into the other eight languages meant that translation rapidly became the overwhelming component in the administrative budget. To solve this problem Eurotra was devised. The project was unusual in that rather than consisting of a single research team, it had member groups distributed around the member countries, organised along language rather than national lines (for example, groups in Leuven and Utrecht worked closely together), and the secretariat was based at the European Commission in Luxembourg. The actual design of the project was unusual as MT projects go. Older systems, such as SYSTRAN, were heavily dictionary-based, with minor support for rearranging word order. More recent systems have often worked on a probabilistic approach, based on parallel corpora. Eurotra addressed the constituent structure of the text to be translated, going through first a syntactic parse followed by a second parse to produce a dependency structure followed by a final parse with a third grammar to produce what was referred to internally as Intermediate Representation (IR). Since all three modules were implemented as Prolog programs, it would then in principle be possible to put this structure backwards through the corresponding modules for another language to produce a translated text in any of the other languages. However, in practice this was not in fact how language pairs were implemented. The first "live" translation occupied a 4Mb Microvax running Ultrix and C-Prolog for a complete weekend some time in early 1987. The sentence, translated from English into Danish, was "Japan makes computers". The main problem faced by the system was the generation of so-called "Parse Forests" - often a large number of different grammar rules could be applied to any particular phrase, producing hundreds, even thousands of (often identical) parse trees. This used up huge quantities of computer store, slowing the whole process down unnecessarily. While Eurotra never delivered a "working" MT system, the project made a far-reaching long-term impact on the nascent language industries in European member states, in particular among the southern countries of Greece, Italy, Spain, and Portugal. There is at least one commercial MT system (developed by an academic/commercial consortium in Denmark) derived from Eurotra technology.

    Hebbian theory

    Hebbian theory is a neuropsychological theory claiming that an increase in synaptic efficacy arises from a presynaptic cell's repeated and persistent stimulation of a postsynaptic cell. It is an attempt to explain synaptic plasticity, the adaptation of neurons during the learning process. Hebbian theory was introduced by Donald Hebb in his 1949 book The Organization of Behavior. The theory is also called Hebb's rule, Hebb's law, Hebb's postulate, and cell assembly theory. Hebb states it as follows: Let us assume that the persistence or repetition of a reverberatory activity (or "trace") tends to induce lasting cellular changes that add to its stability. ... When an axon of cell A is near enough to excite a cell B and repeatedly or persistently takes part in firing it, some growth process or metabolic change takes place in one or both cells such that A's efficiency, as one of the cells firing B, is increased. The theory is often summarized as "Neurons that fire together, wire together." However, Hebb emphasized that cell A needs to "take part in firing" cell B, and such causality can occur only if cell A fires just before, not at the same time as, cell B. This aspect of causation in Hebb's work foreshadowed what is now known about spike-timing-dependent plasticity, which requires temporal precedence. Hebbian theory attempts to explain associative or Hebbian learning, in which simultaneous activation of cells leads to pronounced increases in synaptic strength between those cells. It also provides a biological basis for errorless learning methods for education and memory rehabilitation. In the study of neural networks in cognitive function, it is often regarded as the neuronal basis of unsupervised learning. == Engrams, cell assembly theory, and learning == Hebbian theory provides an explanation for how neurons might connect to become engrams, which may be stored in overlapping cell assemblies, or groups of neurons that encode specific information. Initially created as a way to explain recurrent activity in specific groups of cortical neurons, Hebb's theories on the form and function of cell assemblies can be understood from the following: The general idea is an old one, that any two cells or systems of cells that are repeatedly active at the same time will tend to become 'associated' so that activity in one facilitates activity in the other. Hebb also wrote: When one cell repeatedly assists in firing another, the axon of the first cell develops synaptic knobs (or enlarges them if they already exist) in contact with the soma of the second cell. D. Alan Allport posits additional ideas regarding cell assembly theory and its role in forming engrams using the concept of auto-association, or the brain's ability to retrieve information based on a partial cue, described as follows: If the inputs to a system cause the same pattern of activity to occur repeatedly, the set of active elements constituting that pattern will become increasingly strongly inter-associated. That is, each element will tend to turn on every other element and (with negative weights) to turn off the elements that do not form part of the pattern. To put it another way, the pattern as a whole will become 'auto-associated'. We may call a learned (auto-associated) pattern an engram. Research conducted in the laboratory of Nobel laureate Eric Kandel has provided evidence supporting the role of Hebbian learning mechanisms at synapses in the marine gastropod Aplysia californica. Because synapses in the peripheral nervous system of marine invertebrates are much easier to control in experiments, Kandel's research found that Hebbian long-term potentiation along with activity-dependent presynaptic facilitation are both necessary for synaptic plasticity and classical conditioning in Aplysia californica. While research on invertebrates has established fundamental mechanisms of learning and memory, much of the work on long-lasting synaptic changes between vertebrate neurons involves the use of non-physiological experimental stimulation of brain cells. However, some of the physiologically relevant synapse modification mechanisms that have been studied in vertebrate brains do seem to be examples of Hebbian processes. One such review indicates that long-lasting changes in synaptic strengths can be induced by physiologically relevant synaptic activity using both Hebbian and non-Hebbian mechanisms. == Principles == In artificial neurons and artificial neural networks, Hebb's principle can be described as a method of determining how to alter the weights between model neurons. The weight between two neurons increases if the two neurons activate simultaneously, and reduces if they activate separately. Nodes that tend to be either both positive or both negative at the same time have strong positive weights, while those that tend to be opposite have strong negative weights. A variation of Hebbian learning that takes into account phenomena such as blocking and other neural learning phenomena is the mathematical model of Harry Klopf. Klopf's model assumes that parts of a system with simple adaptive mechanisms can underlie more complex systems with more advanced adaptive behavior, such as neural networks. == Relationship to unsupervised learning, stability, and generalization == Because of the simple nature of Hebbian learning, based only on the coincidence of pre- and post-synaptic activity, it may not be intuitively clear why this form of plasticity leads to meaningful learning. However, it can be shown that Hebbian plasticity does pick up the statistical properties of the input in a way that can be categorized as unsupervised learning. This can be mathematically shown in a simplified example.     Karsten Borgwardt (born 1980) is a German computer scientist and biologist specializing in machine learning and computational biology. Since February 2023, he has been a director at the Max Planck Institute of Biochemistry in Martinsried, Germany, where he leads the Department of Machine Learning and Systems Biology. == Education and career == Borgwardt was born in Kaiserslautern. He obtained a Diplom (equivalent to a master’s degree) in computer science from LMU Munich in 2004 and a Master of Science in biology from the University of Oxford in 2003. In 2007, he obtained his PhD from LMU Munich in computer science. Following a postdoctoral position at the University of Cambridge, he became a research group leader for machine learning and computational biology at the Max Planck Institute for Biological Cybernetics and the former Max Planck Institute for Developmental Biology in Tübingen in 2008. In 2011, Borgwardt was appointed professor of data mining in the life sciences at the University of Tübingen. In 2014, he joined ETH Zurich as an associate professor in the Department of Biosystems Science and Engineering (D-BSSE) and was promoted to full professor in 2017. During his tenure at ETH Zurich, he coordinated significant research programs, including two Marie Curie Innovative Training Networks and the Personalized Swiss Sepsis Study, focusing on the prediction of sepsis using machine learning. In 2023, he was appointed as Scientific Member of the Max Planck Society and as Director at the Max Planck Institute of Biochemistry in Martinsried. == Research contributions == Borgwardt’s research integrates big data analysis with biomedical research. He develops novel machine learning algorithms to detect patterns and statistical dependencies in large biological and medical datasets. His work aims to enable the automatic generation of new knowledge from big data and to understand the relationship between the function of biological systems and their molecular properties, which is fundamental for personalized medicine. == Awards and honors == During his studies, he was a scholar of the Stiftung Maximilianeum, and the Bavarian Foundation for the Promotion of the Gifted. Borgwardt received scholarships from the Studienstiftung des deutschen Volkes in 2002 and 2007. His PhD dissertation received the Heinz Schwärtzel Dissertation Award for Foundations of Computer Science in 2007.     NASA AI Assisted-Air Quality Monitoring Project

    The NASA Expert-System Ion Trap Mass Spectrometer (ES-ITMS) Project was a public-private partnership to develop an artificial intelligence assisted, air quality monitoring system and was qualified for use on the Space Shuttle. The partnership was also the first cost and intellectual property shared public-partnership implemented by NASA, which used the commercial Research and Development Limited Partnership (RDLP) model that had been adopted by the Reagan Administration for Department of Defense semiconductor development, and recommended for use by NASA for space commercialization. The project partners included NASA, the University of Florida and Finnigan MAT Corporation, was organized and administered by the NASA Joint Enterprise Institute (subsequently NASA Joint Sponsored Program) and ran from 1988 through 1990. The partnership concluded final testing in 1991, generating four patents, expert system software and application protocol reports. The system was space qualified for use on the Shuttle and elements of the ES-ITMS system were integrated into the product Improvements for Finnigan MAT corporation. The success of the partnership lead NASA to create a pilot program to develop partnership business models as an ongoing management practice. == Purpose and objectives == The need to monitor air quality in confined spaces represented an increasing challenge for NASA's planned space missions and private sector facility managers facing the increased scrutiny of possible air contaminants. Up to the early 1980's, air quality monitors generally required large spaces and human technicians to interpret readings. This created a need for miniaturized air quality monitors that could generate reliable and accurate analytic results without on-site technician presence. NASA initiated projects to develop..."mobile and/or portable mass spectrometers" that evaluated the "tradeoff between instrumentation capabilities and space, weight and power considerations." NASA selected a "commercial ITMS instrument capable of generating electron ionization, chemical ionization and mass spectrometry data", to develop a linked expert system to accomplish analysis without human intervention. The commercial instrumentation was from Finnigan MAT corporation while the scientific expertise to support expert system development was available at the University of Florida. The pilot program was known as the NASA Joint Sponsored Research Program (JSRP), which operated as the NASA Joint Enterprise Institute between 1988 and 1991. The partnership was the first public-private, research and development partnership implemented by NASA in response to national policy shifts to increase technology transfer and space commercialization.     In computer science and automata theory, a deterministic Büchi automaton is a theoretical machine which either accepts or rejects infinite inputs. Such a machine has a set of states and a transition function, which determines which state the machine should move to from its current state when it reads the next input character. Some states are accepting states and one state is the start state. The machine accepts an input if and only if it will pass through an accepting state infinitely many times as it reads the input. A non-deterministic Büchi automaton, later referred to just as a Büchi automaton, has a transition function which may have multiple outputs, leading to many possible paths for the same input; it accepts an infinite input if and only if some possible path is accepting. Deterministic and non-deterministic Büchi automata generalize deterministic finite automata and nondeterministic finite automata to infinite inputs. Each are types of ω-automata. Büchi automata recognize the ω-regular languages, the infinite word version of regular languages. They are named after the Swiss mathematician Julius Richard Büchi, who invented them in 1962.     The Global Language Monitor (GLM) is a company based in Austin, Texas, that analyzes trends in the English language. == History == Founded in Silicon Valley in 2003 by Paul J.J. Payack, the GLM describes its role as "a media analytics company that documents, analyzes and tracks cultural trends in language the world over, with a particular emphasis upon International and Global English". In April 2008, GLM moved its headquarters from San Diego to Austin. In July 2020, GLM announced that the word covid was its Top Word of 2020 for English. The company has been repeatedly criticized by linguists for promoting misinformation about language. Writing on Language Log, the linguist Ben Zimmer accused it of "hoodwink[ing] unsuspecting journalists on a range of pseudoscientific claims".
