    A Central Equipment Identity Register (CEIR) is a database of mobile equipment identifiers (IMEI – for networks of GSM standard, MEID – for networks of CDMA standard). Such an identifier is assigned to each SIM slot of the mobile device. Different kinds of IMEIs could be, White, for devices that are allowed to register in the cellular network; Black, for devices that are prohibited to register in the cellular network; and Grey, for devices in intermediate status (when it is not yet defined in which of the lists - black or white - the device should be placed). Depending on the rules of mobile equipment registration in a country the CEIR database may contain other lists or fields beside IMEI. For example, the subscriber number (MSISDN), which is bound to the IMEI, the ID of the individual (passport data, National ID, etc.) who registered IMEI in the database, details of the importer who brought the device into the country, etc. == History == Originally abbreviation CEIR stood for IMEI Database, created and provided by GSM Association. It was proposed to blacklist the IMEIs of stolen or lost phones. It was assumed that any MNO would be able to receive this list to block the registration of such devices on their network. Thus, it turns out that a stolen phone, once blacklisted by the GSMA CEIR, cannot be used on a large number of cellular networks, which means that the theft of mobile devices will become meaningless. However, it soon became clear that the MNOs on their initiative were not going to do this because if many phones stopped working in their networks, but works in another, it puts them at a disadvantage and can lead to an outflow of subscribers. It became clear that the blocking of stolen devices should be introduced simultaneously in all mobile networks of the country by legislative measures at the initiative of the communications regulator. In this case, as a rule, a national IMEI database is created, which contains general lists of blocked IMEIs. Since the registration in the cellular operator's network is directly blocked by a network node called EIR (Equipment Identity Register), the system that contains the national IMEI base became known as Central EIR (CEIR). To avoid confusion the database of GSM Association was renamed to IMEI Database - IMEI DB (it was in 2003-2008, see “Document History” at IMEI Database File Format Specification). Also sometimes a common IMEI database for several EIRs is called SEIR (Shared EIR). In each country, the CEIR can interact with IMEI DB differently. National CEIR may not communicate with IMEI DB at all. Firstly, it is separately decided whether CEIR will send information about its blacklist to IMEI DB (which IMEIs are placed in it or removed from there). Secondly, upon receipt of the blacklist from IMEI DB, the regulator decides from which countries it will receive it (IMEI DB stores the information exactly who blacklisted the IMEI). For example, you can get a list from neighboring countries, from countries in your region, from around the world. In addition to the blacklist, the GSMA is developing a list of IMEIs allocated to manufacturers for use in their devices. The manufacturer for each new device model gets at least one TAC (Type Allocation Code) allocated by GSMA, consisting of 8 digits, to which he can add a 6-digit serial number to obtain the IMEI. Thus, with one TAC, a manufacturer can release up to 1 million devices with a unique IMEI. Usually, CEIR receives a list of allocated TACs from the GSMA, since if the first 8 digits of the IMEI of a device are not in this list, this is a sign that it is counterfeit. If the central database of identifiers does not work with GSM networks, but with CDMA, then for the same purposes it is necessary to interact with another worldwide database that contains MEIDs – MEID Database. A system that directly blocks the registration of a mobile device on a cellular network – EIR. Each MNO must have at least one EIR, to which IMEI check requests (CheckIMEI) are sent when registering a device on the network. A typical EIR and CERI interaction scheme: The CEIR accumulates black, white, and grey lists using various data sources and verification methods. These lists are periodically transmitted to all EIRs. EIR uses them when processing every CheckIMEI request to determine whether to allow the device on the network or not. EIR can transmit some data to the CEIR database too. Usually, changes in a grey list – new IMEIs on the network that are not in any list – are transmitted from EIR to CEIR. In addition to synchronizing lists across multiple networks, the main function of CEIR is to implement the scenarios of changes at these lists. This usually requires interaction with various IT systems (databases) of other organizations and/or with subscribers. Еxamples of such scenarios: Whitelisting the IMEI of devices imported by the legal entity Whitelisting the IMEI of devices manufactured domestically Whitelisting the IMEI of devices imported by individual Blacklisting the IMEI of stolen/lost devices Binding IMEI to the subscriber's number and, vice versa, unbinding IMEI from the subscriber == System implementation results == The goals and results of CEIR implementation in a country are usually: Reducing mobile phone theft Reducing the import of devices stolen in other countries Reducing the presence of counterfeit devices on the market (null IMEI, incorrect IMEI, changed IMEI) Reducing illegal imports of mobile devices (increase in the collection of customs duties) Additionally, CEIR most often contributes to the solution of such problems: Combating various mobile fraud schemes Obtaining more accurate statistics on the state of the mobile communications market for the regulator Fight against terrorism (the ability to block the device at once in all mobile networks of the country). Known results achieved in some countries: Great Britain – reducing mobile phone theft. Turkey – reducing mobile phone theft, decreasing the current account deficit of Turkey and maximizing tax revenues. Uzbekistan – preventing black import of mobile devices by 98%, increase in revenues from the import of mobile devices by 700%. Kenya – disposing the market of counterfeit mobile equipment. Azerbaijan – disposing the market of counterfeit mobile equipment. Ukraine – increasing of legally imported mobile devices by 95%, increase in revenues from the import of mobile devices. == CEIR and EIR manufacturers == Some countries have used local developers to implement CEIR for their country (Great Britain, Turkey, India, and Azerbaijan). EIR is a system that is standardized in a 2G-5G networks. Such system may be established at mobile network even it doesn’t use black list and there are no CEIR in a country. Some developers of MNO’s signal core include EIR in a complex solution. However, its standard capabilities are usually lacking for specific requirements when implementing CEIR.

    Plane Finder is a United Kingdom-based real-time flight tracking service launched in 2009, that is able to show flight data globally. The data available includes flight numbers, how fast an aircraft is moving, its elevation and destination of travel. Several variants of the service are available as mobile apps including free, premium 3D and augmented reality versions. The flight tracking map and database can be accessed by web browsers. Plane Finder allows registered users to share their ADS-B and MLAT data via the Plane Finder ADS-B Client, available for macOS, Windows and Linux. Plane Finder supports VFR charts from NATS, and was the first major flight tracking app to introduce a replay feature, allowing users to replay flights dating back to 2011. == Flight tracking == Plane Finder collects data from its own global network of receivers, using the following sources. === Automatic dependent surveillance-broadcast (ADS-B) === A network of automatic dependent surveillance-broadcast (ADS-B) receivers gathers aircraft data such as callsign, position and speed. Plane Finder serves to supplement this data with additional information, including aircraft registration/tail number, departure airport, destination, artwork, and photographs. Plane Finder users can apply for an ADS-B receiver in exchange for their flight data. === Multilateration (MLAT) === To deliver aircraft position data where ADS-B is unavailable, Plane Finder uses multilateration (MLAT). Using three or more receivers running Plane Finder client software, monitoring the aircraft simultaneously, the aircraft’s position is calculated using receiver location and accurate timestamps. While European airspace is widely covered, only some parts of North American airspace are covered. === Federal Aviation Administration (FAA) feed === ADS-B is prevalent across Europe and Australia, but not in North America. Where MLAT or ADS-B data is unavailable, a feed from the Federal Aviation Administration provides flight information. The FAA feed covers United States and Canadian airspace, including bordering areas of the Atlantic and Pacific Oceans. === FLARM feed === Plane Finder collects data from a centralised FLARM feed, for monitoring small aircraft and gliders. == Flight data source == The Plane Finder website and database is widely used as an information source to support articles in the media. The Independent used Plane Finder flight tracking to demonstrate to readers the flight path of flight MT2706, which turned back as a result of last minute Egyptian government flight restrictions on 6 November 2015. The Independent also used Plane Finder information to demonstrate a timeline of the speed/altitude of flight 7K 9268, a Russian plane which crashed on 31 October 2015. The BBC cited Plane Finder in regard to the point at which at British Airways flight turned back to Heathrow Airport to make an emergency landing after smoke was seen coming from its engines. Plane Finder data has also been used to create original imagery for the media, such as the Washington Post, which used Plane Finder as a source to show flight patterns immediately after the Brussels bombings in March 2016.

    A public computer (or public access computer) is any of various computers available in public areas. Some places where public computers may be available are libraries, schools, or dedicated facilities run by government. Public computers share similar hardware and software components to personal computers, however, the role and function of a public access computer is entirely different. A public access computer is used by many different untrusted individuals throughout the course of the day. The computer must be locked down and secure against both intentional and unintentional abuse. Users typically do not have authority to install software or change settings. A personal computer, in contrast, is typically used by a single responsible user, who can customize the machine's behavior to their preferences. Public access computers are often provided with tools such as a PC reservation system to regulate access. The world's first public access computer center was the Marin Computer Center in California, co-founded by David and Annie Fox in 1977. == Kiosks == A kiosk is a special type of public computer using software and hardware modifications to provide services only about the place the kiosk is in. For example, a movie ticket kiosk can be found at a movie theater. These kiosks are usually in a secure browser with zero access to the desktop. Many of these kiosks may run Linux, however, ATMs, a kiosk designed for depositing money, often run Windows XP. == Public computers in the United States == === Library computers === In the United States and Canada, almost all public libraries have computers available for the use of patrons, though some libraries will impose a time limit on users to ensure others will get a turn and keep the library less busy. Users are often allowed to print documents that they have created using these computers, though sometimes for a small fee. ==== Privacy ==== Privacy is an important part of the public library institution, since the libraries entitle the public to intellectual freedom. Use of any computer or network may create records of users' activities that can jeopardize their privacy. It is possible for a patron to jeopardize their privacy if they do not delete cache, clear cookies, or documents from the public computer. In order for a member of the public to remain private on a computer, the American Library Association (ALA) has guidelines. These give patrons an idea of the right way to keep using public library computers. In their provision of services to library users, librarians have an ethical responsibility, expressed in the ALA Code of Ethics, to preserve users' right to privacy. A librarian is also responsible for giving users an understanding of private patron use and access. Libraries must ensure that users have the following rights when browsing on public computers: the computer automatically will clear a users history; libraries should display privacy screens so users do not see another patron's screen; updating software for effective safety measures; restoration data software to clear documents that users may have left on their computers and to combat possible malware; security practices; and making users aware of any possible monitoring of their browsing activities. Users can also view the Library Privacy Checklist for Public Access Computers and Networks to better understand what libraries strive for when protecting privacy. === School computers === The U.S. government has given money to many school boards to purchase computers for educational applications. Schools may have multiple computer labs, which contain these computers for students to use. There is usually Internet access on these machines, but some schools will put up a blocking service to limit the websites that students are able to access to only include educational resources, such as Google. In addition to controlling the content students are viewing, putting up these blocks can also help to keep the computers safe by preventing students from downloading malware and other threats. However, the effectiveness of such content filtering systems is questionable since it can easily be circumvented by using proxy websites, Virtual Private Networks, and for some weak security systems, merely knowing the IP address of the intended website is enough to bypass the filter. School computers often have advanced operating system security to prevent tech-savvy students from inflicting damage (i.e. the Windows Registry Editor and Task Manager, etc.) are disabled on Microsoft Windows machines. Schools with very advanced tech services may also install a locked down BIOS/firmware or make kernel-level changes to the operating system, precluding the possibility of unauthorized activity.

    Distinguishable interfaces

    Distinguishable interfaces use computer graphic principles to automatically generate easily distinguishable appearance for computer data. Although the desktop metaphor revolutionized user interfaces, there is evidence that a spatial layout alone does little to help in locating files and other data; distinguishable appearance is also required. Studies have shown that average users have considerable difficulty finding files on their personal computers, even ones that they created the same day. Search engines do not always help, since it has been found that users often know of the existence of a file without being able to specify relevant search terms. On the contrary, people appear to incrementally search for files using some form of context. Recently researchers and web developers have argued that the problem is the lack of distinguishable appearance: in the traditional computer interface most objects and locations appear identical. This problem rarely occurs in the real world, where both objects and locations generally have easily distinguishable appearance. Discriminability was one of the recommendations in the ISO 9241-12 recommendation on presentation of information on visual displays (part of the overall report on Ergonomics of Human System Interaction), however it was assumed in that report that this would be achieved by manual design of graphical symbols. == VisualIDs, semanticons, and identicons == The mass availability of computer graphics supported the introduction of approaches that make better use of the brain's "visual hardware", by providing individual files and other abstract data with distinguishable appearance. This idea initially appeared in strictly academic VisualIDs and Semanticons works, but the web community has explored and rapidly adopted similar ideas, such as the Identicon. The VisualIDs project automatically generated icons for files or other data based on a hash of the data identifier, so the icons had no relation to the content or meaning of the data. It was argued not only that generating meaningful icons is unnecessary (their user study showed rapid learning of the arbitrary icons), but also that basing icons on content is actually incorrect ("contrasting visualization with visual identifiers"). The Semanticons project developed by Setlur et al. demonstrated an algorithm to create icons that reflect the content of files. In this work the name, location and content of a file are parsed and used to retrieve related image(s) from an image database. These are then processed using a Non-photorealistic rendering technique in order to generate graphical icons. Developer Don Park introduced the identicon library for making a visual icon from a hash of a data identifier. This initial public implementation has spawned a large number of implementations for various environments. In particular, identicons are now being used as default visual user identifiers (avatars) for several widely used systems. They are also used as a complement to Gravatars, which are pre-existing avatar images created or chosen by users, instead of automatically generated images. (see #External links). == Current research == While current web practice has followed the semantics-free approach of VisualIDs, recent research has followed the semantics-based approach of Semanticons. Examples include using data mining principles to automatically create "intelligent icons" that reflect the contents of files and creating icons for music files that reflect audio characteristics or affective content.

    In geometry, space partitioning is the process of dividing an entire space (usually a Euclidean space) into two or more disjoint subsets (see also partition of a set). In other words, space partitioning divides a space into non-overlapping regions. Any point in the space can then be identified to lie in exactly one of the regions. == Overview == Space-partitioning systems are often hierarchical, meaning that a space (or a region of space) is divided into several regions, and then the same space-partitioning system is recursively applied to each of the regions thus created. The regions can be organized into a tree, called a space-partitioning tree. Most space-partitioning systems use planes (or, in higher dimensions, hyperplanes) to divide space: points on one side of the plane form one region, and points on the other side form another. Points exactly on the plane are usually arbitrarily assigned to one or the other side. Recursively partitioning space using planes in this way produces a BSP tree, one of the most common forms of space partitioning. == Uses == === In computer graphics === Space partitioning is particularly important in computer graphics, especially heavily used in ray tracing, where it is frequently used to organize the objects in a virtual scene. A typical scene may contain millions of polygons. Performing a ray/polygon intersection test with each would be a very computationally expensive task. Storing objects in a space-partitioning data structure (k-d tree or BSP tree for example) makes it easy and fast to perform certain kinds of geometry queries—for example in determining whether a ray intersects an object, space partitioning can reduce the number of intersection test to just a few per primary ray, yielding a logarithmic time complexity with respect to the number of polygons. Space partitioning is also often used in scanline algorithms to eliminate the polygons out of the camera's viewing frustum, limiting the number of polygons processed by the pipeline. There is also a usage in collision detection: determining whether two objects are close to each other can be much faster using space partitioning. === In integrated circuit design === In integrated circuit design, an important step is design rule check. This step ensures that the completed design is manufacturable. The check involves rules that specify widths and spacings and other geometry patterns. A modern design can have billions of polygons that represent wires and transistors. Efficient checking relies heavily on geometry query. For example, a rule may specify that any polygon must be at least n nanometers from any other polygon. This is converted into a geometry query by enlarging a polygon by n/2 at all sides and query to find all intersecting polygons. === In probability and statistical learning theory === The number of components in a space partition plays a central role in some results in probability theory.     Film-out

    Film-out is the process in the computer graphics, video production and filmmaking disciplines of transferring images or animation from videotape or digital files to a traditional film print. Film-out is a broad term that encompasses the conversion of frame rates, color correction, as well as the actual printing, also called scannior recording. The film-out process is different depending on the regional standard of the master videotape in question – NTSC, PAL, or SECAM – or likewise on the several emerging region-independent formats of high definition video (HD video); thus each type is covered separately, taking into account regional film-out industries, methods and technical considerations. == Live action video == Many modern documentaries and low-budget films are shot on videotape or other digital video media, instead of film stock, and completed as digital video. Video production means substantially lower costs than 16 mm or 35 mm film production on all levels. Until recently, the relatively low cost of video ended when the issue of a theatrical presentation was raised, which required a print for film projection. With the growing presence of digital projection, this is becoming less of a factor. === Standard definition (SD) video === Film-out of standard-definition video – or any source that has an incompatible frame rate – is the up-conversion of video media to film for theatrical viewing. The video-to-film conversion process consists of two major steps: first, the conversion of video into digital film frames which are then stored on a computer or on HD videotape; and secondly, the printing of these digital film frames onto actual film. To understand these two steps, it is important to understand how video and film differ. Film (sound film, at least) has remained unchanged for almost a century and creates the illusion of moving images through the rapid projection of still images, frames, upon a screen, typically 24 per second. Traditional interlaced SD video has no real frame rate, (though the term frame is applied to video, it has a different meaning). Instead, video consists of a very fast succession of horizontal lines that continually cascade down the television screen – streaming top to bottom, before jumping back to the top and then streaming down to the bottom again, repeatedly, almost 60 alternating screen-fulls every second for NTSC, or exactly 50 such screen-fulls per second for PAL and SECAM. Since visual movement in video is infused in this continuous cascade of scan lines, there is no discrete image or real frame that can be identified at any one time. Therefore, when transferring video to film, it is necessary to invent individual film frames, 24 for every second of elapsed time. The bulk of the work done by a film-out company is this first step, creating film frames out of the stream of interlaced video. Each company employs its own (often proprietary) technology for turning interlaced video into high-resolution digital video files of 24 discrete images every second, called 24 progressive video or 24p. The technology must filter out all the visually unappealing artifacting that results from the inherent mismatch between video and film movement. Moreover, the conversion process usually requires human intervention at every edit point of a video program, so that each type of scene can be calibrated for maximum visual quality. The use of archival footage in video especially calls for extra attention. Step two, the scanning to film, is the rote part of the process. This is the mechanical step where lasers print each of the newly created frames of the 24p video, stored on computer files or HD videotape, onto rolls of film. Most companies that do film-out, do all the stages of the process themselves for a lump sum. The job includes converting interlaced video into 24p and often a color correction session – (calibrating the image for theatrical projection), before scanning to physical film, (possibly followed by color correction of the film print made from the digital intermediary) – is offered. At the very least, film-out can be understood as the process of converting interlaced video to 24p and then scanning it to film. ==== NTSC video ==== NTSC is the most challenging of the formats when it comes to standards conversion and, specifically, converting to film prints. NTSC runs at the approximate rate of 29.97 video frames (consisting of two interlaced screen-fulls of scan lines, called fields, per frame) per second. In this way, NTSC resolves actual live action movement at almost – but not quite – 60 alternating half-resolution images every second. Because of this 29.97 rate, no direct correlation to film frames at 24 frames per second can be achieved. NTSC is hardest to reconcile with film, thus motivating its own unique processes. ==== PAL and SECAM video ==== PAL and SECAM run at 25 interlaced video frames per second, which can be slowed down or frame-dropped, then deinterlaced, to correlate frame for frame with film running at 24 actual frames per second. PAL and SECAM are less complex and demanding than NTSC for film-out. PAL and SECAM conversions do agitate, though, with the unpleasant choice between slowing down video (and audio pitch, noticeably) by four percent, from 25 to 24 frames per second, in order to maintain a 1:1 frame match, slightly changing the rhythm and feel of the program; or maintaining original speed by periodically dropping frames, thereby creating jerkiness and possible loss of vital detail in fast-moving action or precise edits. === High definition (HD) digital video === High definition digital video can be shot at a variety of frame rates, including 29.97 interlaced (like NTSC) or progressive; or 25 interlaced (like PAL) or progressive; or even 24-progressive (just like film). HD, if shot in 24-progressive, scans nearly perfectly to film without the need for a frame or field conversion process. Other issues remain though, based on the different resolutions, color spaces, and compression schemes that exist in the high-definition video world. == Computer graphics and animation == Artists working with CGI-Computer-generated imagery animation computers create pictures frame by frame. Once the finished product is done, the frames are outputted, normally in a DPX file. These picture data files can then be put on to film using a film recorder for film out. SGI computers started the high-end CGI-Computer-generated imagery animation systems, but with faster computers and the growth of Linux-based systems, many others are on the market now. Movies fully rendered and animated in CGI such as Toy Story, and Antz utilize the film-out method to produce 35mm copies for archival and release prints. Most CGI work is done in 2K Display resolution files (about the size of QXGA) and then output to the Film-out device for creation of 35 mm elements. With 4K Display resolution digital intermediates on the rise, newer types of film-out recorders are being developed to accept 4k resolution files. A 2K movie requires a Storage Area Network storage several terabytes in size to be properly stored and played out. Computer graphics files are handled the same way but in single frames and may use DPX, TIFF or other file formats. == Digital intermediates == Film-out-recording is the last step of digital intermediate workflow. DPX files that were scanned on a motion picture film scanner are stored on a storage area network (often abbreviated as SAN). The scanned DPX footage is edited and composited-FX on workstations, then mastered back on film. Film restoration is also done this way. A "film intermediate" is an analog variation of a digital intermediate, where a project shot on digital video is printed onto film stock and transferred back to digital video to emulate film. The term was coined after it was used on the Oscar-winning 2012 short film "Curfew". The process was also used on the films Dune (2021) and The Batman (2022). == Images for graphic design and print industries == The days of newspapers and magazines shooting 35mm film are almost gone. Digital cameras can now shoot all the images needed, storing them as files (e.g. JPEG, DPX or another format) that are readily edited prior to use. Once the final copy is approved, it can be filmed out for publishing. Digital stills are not the only way to get pictures used in the graphic design and print industries. Film scanners and computer graphics programs are also common sources for graphic design and print industries. == Types of devices == The following devices are used in film-out processes: CRT recorder.
