    Vicuna LLM is an omnibus large language model used in AI research. Its methodology is to enable the public at large to contrast and compare the accuracy of LLMs "in the wild" (an example of citizen science) and to vote on their output; a question-and-answer chat format is used. At the beginning of each round two LLM chatbots from a diverse pool of nine are presented randomly and anonymously, their identities only being revealed upon voting on their answers. The user has the option of either replaying ("regenerating") a round, or beginning an entirely fresh one with new LLMs. (The user also has the option of choosing which LLMs to do battle.) Based on Llama 2, it is an open source project, and it itself has become the subject of academic research in the burgeoning field.     Pinoy baiting is a phrase that has been used to refer to acts by non-Filipino individuals, usually celebrities or YouTubers, of posting content online purportedly with the intention of getting the attention of Filipinos, by being surprised about the Philippines or its people. Pinoy baiters are defined as giving superficial and allegedly insincere praises and similar reactions that give recognition to the Philippines or its people. Subsequent responses by Filipinos to what have been referred to as acts of Pinoy baiting have been criticized as a form of cultural cringe. This criticism would subsequently give the advice that Filipinos should not constantly require validation from non-Filipinos about themselves or their country. == Pinoy baiting mediums == === Reaction videos === On social media such as YouTube, channels with specific focus on showing their reaction towards and opinions about certain videos or topics are called reaction channels. Reaction videos are very popular and require minimal effort to create, and thus made it easy for alleged Pinoy baiting to thrive within this video-making genre. === Travel vlogs === Vlogging, short for video blogging, grew in popularity in the 2020s. Most of the popular alleged Pinoy-baiting channels tend to be vlog channels, normally following the same script under such titles as "The Philippines changed us/me", "First impression of the Philippines", "Is this really Manila?" and "Filipinos are such Kind/Good People!", and made while travelling to touristy areas such as Boracay or Bonifacio Global City and taste-testing the fast food chain Jollibee, among others. == Criticism of the phrase == Philippines-based Korean vlogger Jessica Lee had been accused by some YouTube viewers of engaging in Pinoy baiting. In a response vlog, Lee acknowledged that there may be individuals engaging in this "business strategy" of gaining views and subscribers from one of the largest communities online. However, she questioned the objectivity of some use of the phrase, citing any vlogging subject as fair game for a negative impression of being a "baiting" tool for the vlogger treating of that subject. She also invoked vloggers' freedom to choose whatever subject they want to talk about in a deep or shallow manner, while enjoining citizens to exercise their free-market right to unfollow vloggers they hate and follow those vloggers that "make them happy". She also gave her critics an explanation why she ended up vlogging about Philippine and Filipino subjects.

    In cryptography, What You See Is What You Sign (WYSIWYS) is a property of digital signature systems that ensures the semantic content of signed messages can not be changed, either by accident or intent. == Mechanism of WYSIWYS == When digitally signing a document, the integrity of the signature relies not just on the soundness of the digital signature algorithms that are used, but also on the security of the computing platform used to sign the document. The WYSIWYS property of digital signature systems aims to tackle this problem by defining a desirable property that the visual representation of a digital document should be consistent across computing systems, particularly at the points of digital signature and digital signature verification. It is relatively easy to change the interpretation of a digital document by implementing changes on the computer system where the document is being processed, and the greater the semantic distance, the easier it gets. From a semantic perspective this creates uncertainty about what exactly has been signed. WYSIWYS is a property of a digital signature system that ensures that the semantic interpretation of a digitally signed message cannot be changed, either by accident or by intent. This property also ensures that a digital document to be signed can not contain hidden semantic content that can be revealed after the signature has been applied. Though a WYSIWYS implementation is only as secure as the computing platform it is running on, various methods have been proposed to make WYSIWYS more robust. The term WYSIWYS was coined by Peter Landrock and Torben Pedersen to describe some of the principles in delivering secure and legally binding digital signatures for Pan-European projects.

    Chaos Communication Congress

    The Chaos Communication Congress is an annual hacker conference organized by the Chaos Computer Club. The congress features a variety of lectures and workshops on technical and political issues related to security, cryptography, privacy and online freedom of speech. It has taken place regularly at the end of the year since 1984, with the current date and duration (27–30 December) established in 2005. It is considered one of the largest events of its kind, alongside DEF CON in Las Vegas. == History == The congress is held in Germany. It started in 1984 in Hamburg, moved to Berlin in 1998, and back to Hamburg in 2012, having exceeded the capacity of the Berlin venue with more than 4500 attendees. Since then, it attracts an increasing number of people: around 6600 attendees in 2012, over 13000 in 2015, and more than 15000 in 2017. From 2017 to 2019, it took place at the Trade Fair Grounds in Leipzig, since the Hamburg venue (CCH) was closed for renovation in 2017 and the existing space was not enough for the growing congress. The congress moved back to Hamburg in 2023, after the renovation of CCH was finished. A large range of speakers are featured. The event is organized by volunteers called Chaos Angels. The non-members entry fee for four days was €100 in 2016, and was raised to €120 in 2018 to include a public transport ticket for the Leipzig area. An important part of the congress are the assemblies, semi-open spaces with clusters of tables and internet connections for groups and individuals to collaborate and socialize in projects, workshops and hands-on talks. These assembly spaces, introduced at the 2012 meeting, combine the hack center project space and distributed group spaces of former years. From 1997 to 2004 the congress also hosted the annual German Lockpicking Championships. 2005 was the first year the Congress lasted four days instead of three and lacked the German Lockpicking Championships. 2020 was the first year where the Congress did not take place at a physical location due to the COVID-19 pandemic, giving way to the first Remote Chaos Experience (rC3). The Chaos Computer Club announced to return to the now newly renovated Congress Center Hamburg for the 37th edition of the Chaos Communication Congress.     An online service provider (OSP) can, for example, be an Internet service provider, an email provider, a news provider (press), an entertainment provider (music, movies), a search engine, an e-commerce site, an online banking site, a health site, an official government site, social media, a wiki, or a Usenet newsgroup. In its original more limited definition, it referred only to a commercial computer communication service in which paid members could dial via a computer modem the service's private computer network and access various services and information resources such as bulletin board systems, downloadable files and programs, news articles, chat rooms, and electronic mail services. The term "online service" was also used in references to these dial-up services. The traditional dial-up online service differed from the modern Internet service provider in that they provided a large degree of content that was only accessible by those who subscribed to the online service, while ISP mostly serves to provide access to the Internet and generally provides little if any exclusive content of its own. In the U.S., the Online Copyright Infringement Liability Limitation Act (OCILLA) portion of the U.S. Digital Millennium Copyright Act has expanded the legal definition of online service in two different ways for different portions of the law. It states in section 512(k)(1): (A) As used in subsection (a), the term "service provider" means an entity offering the transmission, routing, or providing of connections for digital online communications, between or among points specified by a user, of material of the user's choosing, without modification to the content of the material as sent or received. (B) As used in this section, other than subsection (a), the term "service provider" means a provider of online services or network access, or the operator of facilities therefore, and includes an entity described in subparagraph (A). These broad definitions make it possible for numerous web businesses to benefit from the OCILLA. == History == The first commercial online services went live in 1969. CompuServe (owned in the 1980s and 1990s by H&R Block) and The Source (for a time owned by The Reader's Digest) are considered the first major online services created to serve the market of personal computer users. Utilizing text-based interfaces and menus, these services allowed anyone with a modem and communications software to use email, chat, news, financial and stock information, bulletin boards, special interest groups (SIGs), forums and general information. Subscribers could exchange email only with other subscribers of the same service. (For a time a service called DASnet carried mail among several online services, and CompuServe, MCI Mail, and other services experimented with X.400 protocols to exchange email until the Internet rendered these outmoded.) Other text-based online services followed such as Delphi, GEnie and MCI Mail. The 1980s also saw the rise of independent Computer Bulletin Boards, or BBSes. (Online services are not BBSes. An online service may contain an electronic bulletin board, but the term "BBS" is reserved for independent dialup, microcomputer-based services that are usually single-user systems.) The commercial services used pre-existing packet-switched (X.25) data communications networks, or the services' own networks (as with CompuServe). In either case, users dialed into local access points and were connected to remote computer centers where information and services were located. As with telephone service, subscribers paid by the minute, with separate day-time and evening/weekend rates. As the use of computers that supported color and graphics, such the Atari 8-bit computers, Commodore 64, TI-99/4A, Apple II, and early IBM PC compatibles, increased, online services gradually developed framed or partially graphical information displays. Early services such as CompuServe added increasingly sophisticated graphics-based front end software to present their information, though they continued to offer text-based access for those who needed or preferred it. In 1985 Viewtron, which began as a Videotex service requiring a dedicated terminal, introduced software allowing home computer owners access. Beginning in the mid-1980s graphics based online services such as PlayNET, Prodigy, and Quantum Link (aka Q-Link) were developed. Quantum Link, which was based on Commodore-only Playnet software, later developed AppleLink Personal Edition, PC-Link (based on Tandy's DeskMate), and Promenade (for IBM), all of which (including Q-Link) were later combined as America Online. These online services presaged the web browser that would change global online life 10 years later. Before Quantum Link, Apple computer had developed its own service, called AppleLink, which was mostly a support network targeted at Apple dealers and developers. Later, Apple offered the short-lived eWorld, targeted at Mac consumers and based on the Mac version of the America Online software. Beginning in 1992, the Internet, which had previously been limited to government, academic, and corporate research settings, was opened to commercial entities. The first online service to offer Internet access was DELPHI, which had developed TCP/IP access much earlier, in connection with an environmental group that rated Internet access. The explosion of popularity of the World Wide Web in 1994 accelerated the development of the Internet as an information and communication resource for consumers and businesses. The sudden availability of low- to no-cost email and appearance of free independent web sites broke the business model that had supported the rise of the early online service industry. CompuServe, BIX, AOL, DELPHI, and Prodigy gradually added access to Internet e-mail, Usenet newsgroups, ftp, and to web sites. At the same time, they moved from usage-based billing to monthly subscriptions. Similarly, companies that paid to have AOL host their information or early online stores began to develop their own web sites, putting further stress on the economics of the online industry. Only the largest services like AOL (which later acquired CompuServe, just as CompuServe acquired The Source) were able to make the transition to the Internet-centric world. A new class of online service provider arose to provide access to the Internet, the internet service provider or ISP. Internet-only service providers like UUNET, The Pipeline, Panix, Netcom, the World, EarthLink, and MindSpring provided no content of their own, concentrating their efforts on making it easy for nontechnical users to install the various software required to "get online" before consumer operating systems came internet-enabled out of the box. In contrast to the online services' multitiered per-minute or per-hour rates, many ISPs offered flat-fee, unlimited access plans. Independent companies sprang up to offer access and packages to compete with the big networks (eg, the-wire.com, 1994 in Toronto and bway.net 1995 in New York). These providers first offered access through telephone and modem, just as did the early online services providers. By the early 2000s, these independent ISPs had largely been supplanted by high speed and broadband access through cable and phone companies, as well as wireless access. The importance of the online services industry was vital in "paving the road" for the information superhighway. When Mosaic and Netscape were released in 1994, they had a ready audience of more than 10 million people who were able to download their first web browser through an online service. Though ISPs quickly began offering software packages with setup to their customers, this brief period gave many users their first online experience. Two online services in particular, Prodigy and AOL, are often confused with the Internet, or the origins of the Internet. Prodigy's Chief Technical Officer said in 1999: "Eleven years ago, the Internet was just an intangible dream that Prodigy brought to life. Now it is a force to be reckoned with." Despite that statement, neither service provided the back bone for the Internet, nor did either start the Internet. == Online service interfaces == The first online service used a simple text-based interface in which content was largely text only and users made choices via a command prompt. This allowed just about any computer with a modem and terminal communications program the ability to access these text-based online services. CompuServe would later offer, with the advent of the Apple Macintosh and Microsoft Windows-based PCs, a GUI interface program for their service. This provided a very rudimentary GUI interface. It is created using the little documented HTML keygen element inside a number of Netscape compatible browsers. == Standardisation == There exists an ongoing effort to standardise SPKAC through an Internet Draft in the Internet Engineering Task Force (IETF). The purpose of this work has been to formally define what has existed prior as a de facto standard, and to address security deficiencies, particular with respect to historic insecure use of MD5 that has since been declared unsafe for use with digital signatures. == Implementations == HTML5 originally specified the element to support SPKAC in the browser to make it easier to create client side certificates through a web service for protocols such as WebID; however, subsequent work for HTML 5.1 placed the keygen element "at-risk", and the first public working draft of HTML 5.2 removes the keygen element entirely. The removal of the keygen element is due to non-interoperability and non-conformity from a standards perspective in addition to security concerns. The World Wide Web Consortium (W3C) Web Authentication Working Group developed the WebAuthn (Web Authentication) API to replace the keygen element. Bouncy Castle provides a Java class. An implementation for Erlang/OTP exists too. An implementation for Python is named pyspkac. PHP OpenSSL extension as of version 5.6.0.     Data storage is the recording (storing) of information (data) in a storage medium. Handwriting, phonographic recording, magnetic tape, and optical discs are all examples of storage media. Biological molecules such as RNA and DNA are considered by some as data storage. Recording may be accomplished with virtually any form of energy. Electronic data storage requires electrical power to store and retrieve data. Data stored in a digital, machine-readable medium is called digital data. Computer data storage is one of the core functions of a general-purpose computer. Electronic documents can be stored in much less space than paper documents. Barcodes and magnetic ink character recognition (MICR) are two ways of recording machine-readable data on paper. == Recording media == A recording medium is physical material that holds information. Newly created information is distributed and can be stored in four storage media–print, film, magnetic, and optical–and seen or heard in four information flows–telephone, radio, TV, and the Internet as well as being observed directly. Digital information is stored on electronic media in many different recording formats. With electronic media, the data and the recording media are sometimes referred to as "software" despite the more common use of the word to describe computer software. With (traditional art) static media, art materials such as crayons may be considered both equipment and medium as the wax, charcoal or chalk material from the equipment becomes part of the surface of the medium. Some recording media may be temporary, either by design or by nature. Volatile organic compounds may be used to purposely make data expire over time or to reduce environmental impact. Data such as smoke signals or skywriting are temporary by nature. Depending on the volatility, a gas (e.g., atmosphere, smoke) or a liquid surface such as a lake would be considered a temporary recording medium, if it could be considered a recording medium at all. == Global capacity, digitization, and trends == A 2003 UC Berkeley report estimated that about five exabytes of new information were produced in 2002 and that 92% of this data was stored on magnetic media (primarily hard disk drives). This was about twice the data produced in 1999. The amount of data transmitted over telecommunications systems in 2002 was nearly 18 exabytes—three and a half times more than was recorded on non-volatile storage. Telephone calls constituted 98% of the telecommunicated information in 2002. The researchers' highest estimate for the growth rate of newly stored information (uncompressed) was more than 30% per year. In a more limited study, the International Data Corporation estimated that the total amount of digital data in 2007 was 281 exabytes and that the total amount of digital data produced exceeded the global storage capacity for the first time. A 2011 article in Science estimated that the year 2002 was the beginning of the digital age for information storage: an age in which more information is stored on digital storage devices than on analog storage devices. In 1986, approximately 1% of the world's capacity to store information was in digital format; this grew to 3% by 1993, to 25% by 2000, and to 94% by 2007. These figures correspond to less than three compressed exabytes in 1986, and 295 compressed exabytes in 2007. The quantity of digital storage doubled roughly every three to four years.     A data dictionary, or metadata repository, as defined in the IBM Dictionary of Computing, is a "centralized repository of information about data such as meaning, relationships to other data, origin, usage, and format". Oracle defines it as a collection of tables with metadata. The term can have one of several closely related meanings pertaining to databases and database management systems (DBMS): A document describing a database or collection of databases An integral component of a DBMS that is required to determine its structure A piece of middleware that extends or supplants the native data dictionary of a DBMS == Documentation == The terms data dictionary and data repository indicate a more general software utility than a catalogue. A catalogue is closely coupled with the DBMS software. It provides the information stored in it to the user and the DBA, but it is mainly accessed by the various software modules of the DBMS itself, such as DDL and DML compilers, the query optimiser, the transaction processor, report generators, and the constraint enforcer. On the other hand, a data dictionary is a data structure that stores metadata, i.e., (structured) data about information. The software package for a stand-alone data dictionary or data repository may interact with the software modules of the DBMS, but it is mainly used by the designers, users and administrators of a computer system for information resource management. These systems maintain information on system hardware and software configuration, documentation, application and users as well as other information relevant to system administration. If a data dictionary system is used only by the designers, users, and administrators and not by the DBMS Software, it is called a passive data dictionary. Otherwise, it is called an active data dictionary or data dictionary. When a passive data dictionary is updated, it is done so manually and independently from any changes to a DBMS (database) structure. With an active data dictionary, the dictionary is updated first and changes occur in the DBMS automatically as a result. Database users and application developers can benefit from an authoritative data dictionary document that catalogs the organization, contents, and conventions of one or more databases. This typically includes the names and descriptions of various tables (records or entities) and their contents (fields), plus additional details, like the type and length of each data element. Another important piece of information that a data dictionary can provide is the relationship between tables. This is sometimes referred to in entity-relationship diagrams (ERDs), or if using set descriptors, identifying which sets database tables participate in. In an active data dictionary constraints may be placed upon the underlying data. For instance, a range may be imposed on the value of numeric data in a data element (field), or a record in a table may be forced to participate in a set relationship with another record-type. Additionally, a distributed DBMS may have certain location specifics described within its active data dictionary (e.g. where tables are physically located). The data dictionary consists of record types (tables) created in the database by systems generated command files, tailored for each supported back-end DBMS. Oracle has a list of specific views for the "sys" user. This allows users to look up the exact information that is needed. Command files contain SQL Statements for CREATE TABLE, CREATE UNIQUE INDEX, ALTER TABLE (for referential integrity), etc., using the specific statement required by that type of database. There is no universal standard as to the level of detail in such a document. == Middleware == In the construction of database applications, it can be useful to introduce an additional layer of data dictionary software, i.e. middleware, which communicates with the underlying DBMS data dictionary. Such a "high-level" data dictionary may offer additional features and a degree of flexibility that goes beyond the limitations of the native "low-level" data dictionary, whose primary purpose is to support the basic functions of the DBMS, not the requirements of a typical application. For example, a high-level data dictionary can provide alternative entity-relationship models tailored to suit different applications that share a common database. Extensions to the data dictionary also can assist in query optimization against distributed databases. Additionally, DBA functions are often automated using restructuring tools that are tightly coupled to an active data dictionary. Software frameworks aimed at rapid application development sometimes include high-level data dictionary facilities, which can substantially reduce the amount of programming required to build menus, forms, reports, and other components of a database application, including the database itself. For example, PHPLens includes a PHP class library to automate the creation of tables, indexes, and foreign key constraints portably for multiple databases. Another PHP-based data dictionary, part of the RADICORE toolkit, automatically generates program objects, scripts, and SQL code for menus and forms with data validation and complex joins. For the ASP.NET environment, Base One's data dictionary provides cross-DBMS facilities for automated database creation, data validation, performance enhancement (caching and index utilization), application security, and extended data types. Visual DataFlex features provides the ability to use DataDictionaries as class files to form middle layer between the user interface and the underlying database. The intent is to create standardized rules to maintain data integrity and enforce business rules throughout one or more related applications. Some industries use generalized data dictionaries as technical standards to ensure interoperability between systems. The real estate industry, for example, abides by a RESO's Data Dictionary to which the National Association of REALTORS mandates its MLSs comply with through its policy handbook. This intermediate mapping layer for MLSs' native databases is supported by software companies which provide API services to MLS organizations. == Platform-specific examples == Developers use a data description specification (DDS) to describe data attributes in file descriptions that are external to the application program that processes the data, in the context of an IBM i. The sys.ts$ table in Oracle stores information about every table in the database. It is part of the data dictionary that is created when the Oracle Database is created. Developers may also use DDS context from free and open-source software (FOSS) for structured and transactional queries in open environments. == Typical attributes == Here is a non-exhaustive list of typical items found in a data dictionary for columns or fields: Entity or form name or their ID (EntityID or FormID). The group this field belongs to. Field name, such as RDBMS field name Displayed field title. May default to field name if blank.     Perplexity AI, Inc., or simply Perplexity, is an American privately held software company offering a web search engine that processes user queries and synthesizes responses. Perplexity products use large language models and incorporate real-time web search capabilities, providing responses based on current Internet content, citing sources used. Its real-time search engine is called Sonar and is based on Meta's Llama model. A free public version is available, while a paid Pro subscription offers access to more advanced language models and additional features. Perplexity AI, Inc., was founded in August 2022 by Aravind Srinivas, Denis Yarats, Johnny Ho, and Andy Konwinski. As of September 2025, the company was valued at US$20 billion. Perplexity AI has attracted legal scrutiny over allegations of copyright infringement, unauthorized content use, and trademark issues from several major media organizations, including the BBC, Dow Jones, and The New York Times. In February 2023, Perplexity reported two million unique visitors. By April 2024, Perplexity had raised $165 million in funding, valuing the company at over $1 billion. As of June 2025, Perplexity closed a $500 million round of funding that elevated its valuation to $14 billion. Investors in Perplexity AI have included Jeff Bezos, Tobias Lütke, Nat Friedman, Nvidia, and Databricks.     Honey encryption is a type of data encryption that "produces a ciphertext, which, when decrypted with an incorrect key as guessed by the attacker, presents a plausible-looking yet incorrect plaintext." == Creators == Ari Juels and Thomas Ristenpart of the University of Wisconsin, the developers of the encryption system, presented a paper on honey encryption at the 2014 Eurocrypt cryptography conference. == Method of protection == A brute-force attack involves repeated decryption with random keys; this is equivalent to picking random plaintexts from the space of all possible plaintexts with a uniform distribution. This is effective because even though the attacker is equally likely to see any given plaintext, most plaintexts are extremely unlikely to be legitimate i.e. the distribution of legitimate plaintexts is non-uniform. Honey encryption defeats such attacks by first transforming the plaintext into a space such that the distribution of legitimate plaintexts is uniform. Thus an attacker guessing keys will see legitimate-looking plaintexts frequently and random-looking plaintexts infrequently. This makes it difficult to determine when the correct key has been guessed. In effect, honey encryption "[serves] up fake data in response to every incorrect guess of the password or encryption key." The security of honey encryption relies on the fact that the probability of an attacker judging a plaintext to be legitimate can be calculated (by the encrypting party) at the time of encryption. This makes honey encryption difficult to apply in certain applications e.g. where the space of plaintexts is very large or the distribution of plaintexts is unknown. It also means that honey encryption can be vulnerable to brute-force attacks if this probability is miscalculated. For example, it is vulnerable to known-plaintext attacks: if the attacker has a crib that a plaintext must match to be legitimate, they will be able to brute-force even Honey Encrypted data if the encryption did not take the crib into account. == Example == An encrypted credit card number is susceptible to brute-force attacks because not every string of digits is equally likely. The number of digits can range from 13 to 19, though 16 is the most common. Additionally, it must have a valid IIN and the last digit must match the checksum. An attacker can also take into account the popularity of various services: an IIN from MasterCard is probably more likely than an IIN from Diners Club Carte Blanche. Honey encryption can protect against these attacks by first mapping credit card numbers to a larger space where they match their likelihood of legitimacy. Numbers with invalid IINs and checksums are not mapped at all (i.e. have probability 0 of legitimacy). Numbers from large brands like MasterCard and Visa map to large regions of this space, while less popular brands map to smaller regions, etc. An attacker brute-forcing such an encryption scheme would only see legitimate-looking credit card numbers when they brute-force, and the numbers would appear with the frequency the attacker would expect from the real world. == Application == Juels and Ristenpart aim to use honey encryption to protect data stored on password manager services. Juels stated that "password managers are a tasty target for criminals," and worries that "if criminals get a hold of a large collection of encrypted password vaults they could probably unlock many of them without too much trouble." Hristo Bojinov, CEO and founder of Anfacto, noted that "Honey Encryption could help reduce their vulnerability. But he notes that not every type of data will be easy to protect this way. … Not all authentication or encryption system yield themselves to being honeyed."

Other early chapters were: San Francisco, Portland, Seattle, Minneapolis, New York, and Washington D.C. == Data Management Body of Knowledge == DAMA has published the Data Management Body of Knowledge (DMBOK), which contains suggestions on best practices and suggestions of a common vernacular for enterprise data management. The first edition (DAMA-DMBOK) was published on 2009 November 1, the second edition (DAMA-DMBOK2) was published on 2017 July 1., and the Revised second edition (DAMA-DMBOK2 rev.2) was published on 2019 March 19.     Signals intelligence (SIGINT) is the act and field of intelligence-gathering by interception of signals, whether communications between people (communications intelligence—abbreviated to COMINT) or from electronic signals not directly used in communication (electronic intelligence—abbreviated to ELINT). As classified and sensitive information is usually encrypted, signals intelligence may necessarily involve cryptanalysis (to decipher the messages). Traffic analysis—the study of who is signaling to whom and in what quantity—is also used to integrate information, and it may complement cryptanalysis. == History == === Origins === Electronic interceptions appeared as early as 1900, during the Boer War of 1899–1902. The British Royal Navy had installed wireless sets produced by Marconi on board their ships in the late 1890s, and the British Army used some limited wireless signalling. The Boers captured some wireless sets and used them to make vital transmissions. Since the British were the only people transmitting at the time, the British did not need special interpretation of the signals that they were. The birth of signals intelligence in a modern sense dates from the Russo-Japanese War of 1904–1905. As the Russian fleet prepared for conflict with Japan in 1904, the British ship HMS Diana stationed in the Suez Canal intercepted Russian naval wireless signals being sent out for the mobilization of the fleet, for the first time in history. === Development in World War I === Over the course of the First World War, a new method of signals intelligence reached maturity. Russia's failure to properly protect its communications fatally compromised the Russian Army's advance early in World War I and led to their disastrous defeat by the Germans under Ludendorff and Hindenburg at the Battle of Tannenberg. In 1918, French intercept personnel captured a message written in the new ADFGVX cipher, which was cryptanalyzed by Georges Painvin. This gave the Allies advance warning of the German 1918 Spring Offensive. The British in particular, built up great expertise in the newly emerging field of signals intelligence and codebreaking (synonymous with cryptanalysis). On the declaration of war, Britain cut all German undersea cables. This forced the Germans to communicate exclusively via either (A) a telegraph line that connected through the British network and thus could be tapped; or (B) through radio which the British could then intercept. Rear Admiral Henry Oliver appointed Sir Alfred Ewing to establish an interception and decryption service at the Admiralty; Room 40. An interception service known as 'Y' service, together with the post office and Marconi stations, grew rapidly to the point where the British could intercept almost all official German messages. The German fleet was in the habit each day of wirelessing the exact position of each ship and giving regular position reports when at sea. It was possible to build up a precise picture of the normal operation of the High Seas Fleet, to infer from the routes they chose where defensive minefields had been placed and where it was safe for ships to operate. Whenever a change to the normal pattern was seen, it immediately signalled that some operation was about to take place, and a warning could be given. Detailed information about submarine movements was also available. The use of radio-receiving equipment to pinpoint the location of any single transmitter was also developed during the war. Captain H.J. Round, working for Marconi, began carrying out experiments with direction-finding radio equipment for the army in France in 1915. By May 1915, the Admiralty was able to track German submarines crossing the North Sea. Some of these stations also acted as 'Y' stations to collect German messages, but a new section was created within Room 40 to plot the positions of ships from the directional reports. Room 40 played an important role in several naval engagements during the war, notably in detecting major German sorties into the North Sea. The battle of Dogger Bank was won in no small part due to the intercepts that allowed the Navy to position its ships in the right place. It played a vital role in subsequent naval clashes, including at the Battle of Jutland as the British fleet was sent out to intercept them. The direction-finding capability allowed for the tracking and location of German ships, submarines, and Zeppelins. The system was so successful that by the end of the war, over 80 million words, comprising the totality of German wireless transmission over the course of the war, had been intercepted by the operators of the Y-stations and decrypted. However, its most astonishing success was in decrypting the Zimmermann Telegram, a telegram from the German Foreign Office sent via Washington to its ambassador Heinrich von Eckardt in Mexico. === Postwar consolidation === With the importance of interception and decryption firmly established by the wartime experience, countries established permanent agencies dedicated to this task in the interwar period. In 1919, the British Cabinet's Secret Service Committee, chaired by Lord Curzon, recommended that a peace-time codebreaking agency should be created. The Government Code and Cypher School (GC&CS) was the first peace-time codebreaking agency, with a public function "to advise as to the security of codes and cyphers used by all Government departments and to assist in their provision", but also with a secret directive to "study the methods of cypher communications used by foreign powers". GC&CS officially formed on 1 November 1919, and produced its first decrypt on 19 October. By 1940, GC&CS was working on the diplomatic codes and ciphers of 26 countries, tackling over 150 diplomatic cryptosystems. The US Cipher Bureau was established in 1919 and achieved some success at the Washington Naval Conference in 1921, through cryptanalysis by Herbert Yardley. Secretary of War Henry L. Stimson closed the US Cipher Bureau in 1929 with the words "Gentlemen do not read each other's mail." === World War II === The use of SIGINT had even greater implications during World War II. The combined effort of intercepts and cryptanalysis for the whole of the British forces in World War II came under the code name "Ultra", managed from Government Code and Cypher School at Bletchley Park. Properly used, the German Enigma and Lorenz ciphers should have been virtually unbreakable, but flaws in German cryptographic procedures, and poor discipline among the personnel carrying them out, created vulnerabilities which made Bletchley's attacks feasible. Bletchley's work was essential to defeating the U-boats in the Battle of the Atlantic, and to the British naval victories in the Battle of Cape Matapan and the Battle of North Cape. In 1941, Ultra exerted a powerful effect on the North African desert campaign against German forces under General Erwin Rommel. General Sir Claude Auchinleck wrote that were it not for Ultra, "Rommel would have certainly got through to Cairo". Ultra decrypts featured prominently in the story of Operation SALAM, László Almásy's mission across the desert behind Allied lines in 1942. Prior to the Normandy landings on D-Day in June 1944, the Allies knew the locations of all but two of Germany's fifty-eight Western Front divisions. Winston Churchill was reported to have told King George VI: "It is thanks to the secret weapon of General Menzies, put into use on all the fronts, that we won the war!" Supreme Allied Commander, Dwight D. Eisenhower, at the end of the war, described Ultra as having been "decisive" to Allied victory. Official historian of British Intelligence in World War II Sir Harry Hinsley argued that Ultra shortened the war "by not less than two years and probably by four years"; and that, in the absence of Ultra, it is uncertain how the war would have ended. At a lower level, German cryptanalysis, direction finding, and traffic analysis were vital to Rommel's early successes in the Western Desert Campaign until British forces tightened their communications discipline and Australian raiders destroyed his principal SIGINT Company. == Technical definitions == The United States Department of Defense has defined the term "signals intelligence" as: A category of intelligence comprising either individually or in combination all communications intelligence (COMINT), electronic intelligence (ELINT), and foreign instrumentation signals intelligence (FISINT), however transmitted.     Media evaluation is a discipline of the external and logical social sciences and centres on the analysis of media content, rating the exposure using a number of pre-designated criteria commonly including tonal value and presence of key messages. It is said to be one of the fastest-growing areas of mass communications research. The International Association for Measurement and Evaluation of Communication (AMEC) is the industry-appointed trade body for companies and individuals involved in research, measurement, and evaluation in editorial media coverage and related communications issues. To be a full member of AMEC, companies must be able to: a) offer comprehensive media evaluation, research, and interpretation services, b) have been in business for at least two years, and c) have a media evaluation turnover of more than £150,000 when applying. In addition, all companies abide by a strict code of ethics and must implement tight quality control procedures. These requirements guarantee that all media evaluation services provided are of the highest caliber. The Commission on Public Relations Measurement & Evaluation is a different organization that was established in 1998 under the direction of the Institute for Public Relations.
