    Multi-agent reinforcement learning (MARL) is a sub-field of reinforcement learning. It focuses on studying the behavior of multiple learning agents that coexist in a shared environment. Each agent is motivated by its own rewards, and does actions to advance its own interests; in some environments these interests are opposed to the interests of other agents, resulting in complex group dynamics. Multi-agent reinforcement learning is closely related to game theory and especially repeated games, as well as multi-agent systems. Its study combines the pursuit of finding ideal algorithms that maximize rewards with a more sociological set of concepts. While research in single-agent reinforcement learning is concerned with finding the algorithm that gets the biggest number of points for one agent, research in multi-agent reinforcement learning evaluates and quantifies social metrics, such as cooperation, reciprocity, equity, social influence, language and discrimination. == Definition == Similarly to single-agent reinforcement learning, multi-agent reinforcement learning is modeled as some form of a Markov decision process (MDP). MARL allows exploring all the different alignments and how they affect the agents' behavior: In pure competition settings, the agents' rewards are exactly opposite to each other, and therefore they are playing against each other. Pure cooperation settings are the other extreme, in which agents get the exact same rewards, and therefore they are playing with each other. Mixed-sum settings cover all the games that combine elements of both cooperation and competition. === Pure competition settings === When two agents are playing a zero-sum game, they are in pure competition with each other. Many traditional games such as chess and Go fall under this category, as do two-player variants of video games like StarCraft. Because each agent can only win at the expense of the other agent, many complexities are stripped away. There is no prospect of communication or social dilemmas, as neither agent is incentivized to take actions that benefit its opponent. The Deep Blue and AlphaGo projects demonstrate how to optimize the performance of agents in pure competition settings. One complexity that is not stripped away in pure competition settings is autocurricula. As the agents' policy is improved using self-play, multiple layers of learning may occur. === Pure cooperation settings === MARL is used to explore how separate agents with identical interests can communicate and work together. Pure cooperation settings are explored in recreational cooperative games such as Overcooked, as well as real-world scenarios in robotics. In pure cooperation settings all the agents get identical rewards, which means that social dilemmas do not occur. In pure cooperation settings, oftentimes there are an arbitrary number of coordination strategies, and agents converge to specific "conventions" when coordinating with each other. The notion of conventions has been studied in language and also alluded to in more general multi-agent collaborative tasks. === Mixed-sum settings === Most real-world scenarios involving multiple agents have elements of both cooperation and competition. For example, when multiple self-driving cars are planning their respective paths, each of them has interests that are diverging but not exclusive: Each car is minimizing the amount of time it's taking to reach its destination, but all cars have the shared interest of avoiding a traffic collision. Zero-sum settings with three or more agents often exhibit similar properties to mixed-sum settings, since each pair of agents might have a non-zero utility sum between them. Mixed-sum settings can be explored using classic matrix games such as prisoner's dilemma, more complex sequential social dilemmas, and recreational games such as Among Us, Diplomacy and StarCraft II. Mixed-sum settings can give rise to communication and social dilemmas. == Social dilemmas == As in game theory, much of the research in MARL revolves around social dilemmas, such as prisoner's dilemma, chicken and stag hunt. While game theory research might focus on Nash equilibria and what an ideal policy for an agent would be, MARL research focuses on how the agents would learn these ideal policies using a trial-and-error process. The reinforcement learning algorithms that are used to train the agents are maximizing the agent's own reward; the conflict between the needs of the agents and the needs of the group is a subject of active research. Various techniques have been explored in order to induce cooperation in agents: Modifying the environment rules, adding intrinsic rewards, and more. === Sequential social dilemmas === Social dilemmas like prisoner's dilemma, chicken and stag hunt are "matrix games". Each agent takes only one action from a choice of two possible actions, and a simple 2x2 matrix is used to describe the reward that each agent will get, given the actions that each agent took. In humans and other living creatures, social dilemmas tend to be more complex. Agents take multiple actions over time, and the distinction between cooperating and defecting is not as clear cut as in matrix games. The concept of a sequential social dilemma (SSD) was introduced in 2017 as an attempt to model that complexity. There is ongoing research into defining different kinds of SSDs and showing cooperative behavior in the agents that act in them. == Autocurricula == An autocurriculum (plural: autocurricula) is a reinforcement learning concept that's salient in multi-agent experiments. As agents improve their performance, they change their environment; this change in the environment affects themselves and the other agents. The feedback loop results in several distinct phases of learning, each depending on the previous one. The stacked layers of learning are called an autocurriculum. Autocurricula are especially apparent in adversarial settings, where each group of agents is racing to counter the current strategy of the opposing group. The Hide and Seek game is an accessible example of an autocurriculum occurring in an adversarial setting. In this experiment, a team of seekers is competing against a team of hiders. Whenever one of the teams learns a new strategy, the opposing team adapts its strategy to give the best possible counter. When the hiders learn to use boxes to build a shelter, the seekers respond by learning to use a ramp to break into that shelter. The hiders respond by locking the ramps, making them unavailable for the seekers to use. The seekers then respond by "box surfing", exploiting a glitch in the game to penetrate the shelter. Each "level" of learning is an emergent phenomenon, with the previous level as its premise. This results in a stack of behaviors, each dependent on its predecessor.     Fifth Generation Computer Systems

    The Fifth Generation Computer Systems (FGCS; Japanese: 第五世代コンピュータ, romanized: daigosedai konpyūta) was a 10-year initiative launched in 1982 by Japan's Ministry of International Trade and Industry (MITI) to develop computers based on massively parallel computing and logic programming. The project aimed to create an "epoch-making computer" with supercomputer-like performance and to establish a platform for future advancements in artificial intelligence. Although FGCS was noted as ahead of its time, and its ambitious goals contributed significantly to the development of concurrent logic programming, it ultimately ended in commercial failure. The term "fifth generation" was chosen to emphasize the system's advanced nature. In the history of computing hardware, there had been four prior "generations" of computers: the first generation utilized vacuum tubes; the second, transistors and diodes; the third, integrated circuits; and the fourth, microprocessors. While earlier generations focused on increasing the number of logic elements within a single CPU, it was widely believed at the time that the fifth generation would achieve enhanced performance through the use of massive numbers of CPUs. == Background == In the late 1960s until the early 1970s, there was much talk about "generations" of computer hardware, then usually organized into three generations First generation: Thermionic vacuum tubes. Mid-1940s. IBM pioneered the arrangement of vacuum tubes in pluggable modules. The IBM 650 was a first-generation computer. Second generation: Transistors. 1956. The era of miniaturization begins. Transistors are much smaller than vacuum tubes, draw less power, and generate less heat. Discrete transistors are soldered to circuit boards, with interconnections accomplished by stencil-screened conductive patterns on the reverse side. The IBM 7090 was a second-generation computer. Third generation: Integrated circuits (silicon chips containing multiple transistors). 1964. A pioneering example is the ACPX module used in the IBM 360/91, which, by stacking layers of silicon over a ceramic substrate, accommodated over 20 transistors per chip; the chips could be packed together onto a circuit board to achieve unprecedented logic densities. The IBM 360/91 was a hybrid second and third-generation computer. Omitted from this taxonomy is the "zeroth-generation" computer based on metal gears (such as the IBM 407) or mechanical relays (such as the Mark I), and the post-third-generation computers based on Very Large Scale Integrated (VLSI) circuits. There was also a parallel set of generations for software: First generation: Machine language. Second generation: Low-level programming languages such as Assembly language. Third generation: Structured high-level programming languages such as C, COBOL and FORTRAN. Fourth generation: "Non-procedural" high-level programming languages (such as object-oriented languages). Throughout these multiple generations up to the 1970s, Japan built computers following U.S. and British leads. In the mid-1970s, the Ministry of International Trade and Industry stopped following western leads and started looking into the future of computing on a small scale. They asked the Japan Information Processing Development Center (JIPDEC) to indicate a number of future directions, and in 1979 offered a three-year contract to carry out more in-depth studies along with industry and academia. It was during this period that the term "fifth-generation computer" started to be used. Prior to the 1970s, MITI guidance had successes such as an improved steel industry, the creation of the oil supertanker, the automotive industry, consumer electronics, and computer memory. MITI decided that the future was going to be information technology. However, the Japanese language, particularly in its written form, presented and still presents obstacles for computers. As a result of these hurdles, MITI held a conference to seek assistance from experts. The project imagined an "epoch-making" computer with supercomputer-like performance running on top of large databases (as opposed to a traditional filesystem) using a logic programming language to define and access the data using massively parallel computing/processing. They envisioned building a prototype machine with performance between 100M and 1G LIPS, where a LIPS is a Logical Inference Per Second. At the time typical workstation machines were capable of about 100k LIPS. They proposed to build this machine over a ten-year period, 3 years for initial R&D, 4 years for building various subsystems, and a final 3 years to complete a working prototype system. In 1982 the government decided to go ahead with the project, and established the Institute for New Generation Computer Technology (ICOT) through joint investment with various Japanese computer companies. After the project ended, MITI would consider an investment in a new "sixth generation" project. Ehud Shapiro captured the rationale and motivations driving this project: "As part of Japan's effort to become a leader in the computer industry, the Institute for New Generation Computer Technology has launched a revolutionary ten-year plan for the development of large computer systems which will be applicable to knowledge information processing systems. These Fifth Generation computers will be built around the concepts of logic programming. In order to refute the accusation that Japan exploits knowledge from abroad without contributing any of its own, this project will stimulate original research and will make its results available to the international research community." === Logic programming === The target defined by the FGCS project was to develop "Knowledge Information Processing systems" (roughly meaning, applied Artificial Intelligence). The chosen tool to implement this goal was logic programming. Logic programming approach as was characterized by Maarten Van Emden – one of its founders – as: The use of logic to express information in a computer. The use of logic to present problems to a computer. The use of logical inference to solve these problems. More technically, it can be summed up in two equations: Program = Set of axioms. Computation = Proof of a statement from axioms. The Axioms typically used are universal axioms of a restricted form, called Horn-clauses or definite-clauses. The statement proved in a computation is an existential statement. The proof is constructive, and provides values for the existentially quantified variables: these values constitute the output of the computation. Logic programming was thought of as something that unified various gradients of computer science (software engineering, databases, computer architecture and artificial intelligence). It seemed that logic programming was a key missing connection between knowledge engineering and parallel computer architectures. == Results == After having influenced the consumer electronics field during the 1970s and the automotive world during the 1980s, the Japanese had developed a strong reputation. The launch of the FGCS project spread the belief that parallel computing was the future of all performance gains, producing a wave of apprehension in the computer field. Soon parallel projects were set up in the US as the Strategic Computing Initiative and the Microelectronics and Computer Technology Corporation (MCC), in the UK as Alvey, and in Europe as the European Strategic Program on Research in Information Technology (ESPRIT), as well as the European Computer‐Industry Research Centre (ECRC) in Munich, a collaboration between ICL in Britain, Bull in France, and Siemens in Germany. The project ran from 1982 to 1994, spending a little less than ¥57 billion (about US$320 million) total. After the FGCS Project, MITI stopped funding large-scale computer research projects, and the research momentum developed by the FGCS Project dissipated. However MITI/ICOT embarked on a neural-net project which some called the Sixth Generation Project in the 1990s, with a similar level of funding. Per-year spending was less than 1% of the entire R&D expenditure of the electronics and communications equipment industry.     Mind map

    A mind map is a diagram used to visually organize information into a hierarchy, showing relationships among pieces of the whole. It is often based on a single concept, drawn as an image in the center of a blank page, to which associated representations of ideas such as images, words and parts of words are added. Major ideas are connected directly to the central concept, and other ideas branch out from those major ideas. Mind maps can also be drawn by hand, either as "notes" during a lecture, meeting or planning session, for example, or as higher quality pictures when more time is available. Mind maps are considered to be a type of spider diagram. == Origin == Although the term "mind map" was first popularized by British popular psychology author and television personality Tony Buzan, the use of diagrams that visually "map" information using branching and radial maps traces back centuries. These pictorial methods record knowledge and model systems, and have a long history in learning, brainstorming, memory, visual thinking, and problem solving by educators, engineers, psychologists, and others. Some of the earliest examples of such graphical records were developed by Porphyry of Tyros, a noted thinker of the 3rd century, as he graphically visualized the concept categories of Aristotle. Philosopher Ramon Llull (1235–1315) also used such techniques. Buzan's specific approach, and the introduction of the term "mind map", started with a 1974 BBC TV series he hosted, called Use Your Head. In this show, and companion book series, Buzan promoted his conception of radial tree, diagramming key words in a colorful, radiant, tree-like structure. == Differences from other visualizations == Concept maps: Mind maps differ from concept maps in that mind maps are based on a radial hierarchy (tree structure) denoting relationships with a central concept, whereas concept maps can be more free-form, based on connections between concepts in more diverse patterns. Also, concept maps typically have text labels on the links between nodes. However, either can be part of a larger personal knowledge base system. Modeling graphs or graphical modeling languages: There is no rigorous right or wrong with mind maps, which rely on the arbitrariness of mnemonic associations to aid people's information organization and memory. In contrast, a modeling graph such as a UML diagram structures elements using a precise standardized iconography to aid the design of systems. == Research == === Effectiveness === Cunningham (2005) conducted a user study in which 80% of the students thought "mindmapping helped them understand concepts and ideas in science". Other studies also report some subjective positive effects of the use of mind maps. Positive opinions on their effectiveness, however, were much more prominent among students of art and design than in students of computer and information technology, with 62.5% vs 34% (respectively) agreeing that they were able to understand concepts better with mind mapping software. Farrand, Hussain, and Hennessy (2002) found that spider diagrams (similar to concept maps) had limited, but significant, impact on memory recall in undergraduate students (a 10% increase over baseline for a 600-word text only) as compared to preferred study methods (a 6% increase over baseline). This improvement was only robust after a week for those in the diagram group and there was a significant decrease in motivation compared to the subjects' preferred methods of note taking. A meta study about concept mapping concluded that concept mapping is more effective than "reading text passages, attending lectures, and participating in class discussions". The same study also concluded that concept mapping is slightly more effective "than other constructive activities such as writing summaries and outlines". However, results were inconsistent, with the authors noting "significant heterogeneity was found in most subsets". In addition, they concluded that low-ability students may benefit more from mind mapping than high-ability students. === Features === Joeran Beel and Stefan Langer conducted a comprehensive analysis of the content of mind maps. They analysed 19,379 mind maps from 11,179 users of the mind mapping applications SciPlore MindMapping (now Docear) and MindMeister. Results include that average users create only a few mind maps (mean=2.7), average mind maps are rather small (31 nodes) with each node containing about three words (median). However, there were exceptions. One user created more than 200 mind maps, the largest mind map consisted of more than 50,000 nodes and the largest node contained ~7,500 words. The study also showed that between different mind mapping applications (Docear vs MindMeister) significant differences exist related to how users create mind maps. === Automatic creation === There have been some attempts to create mind maps automatically. Brucks & Schommer created mind maps automatically from full-text streams. Rothenberger et al. extracted the main story of a text and presented it as mind map. There is also a patent application about automatically creating sub-topics in mind maps. == Tools == Mind-mapping software can be used to organize large amounts of information, combining spatial organization, dynamic hierarchical structuring and node folding.Software packages can extend the concept of mind-mapping by allowing individuals to map more than thoughts and ideas with information on their computers and the Internet, like spreadsheets, documents, Internet sites, images and videos. It has been suggested that mind-mapping can improve learning/study efficiency up to 15% over conventional note-taking. == Gallery == The following dozen examples of mind maps show the range of styles that a mind map may take, from hand-drawn to computer-generated and from mostly text to highly illustrated.     Pronunciation assessment

    Automatic pronunciation assessment uses computer speech recognition to determine how accurately speech has been pronounced, instead of relying on a human instructor or proctor. It is also called speech verification, pronunciation evaluation, and pronunciation scoring. This technology is used to grade speech quality, for language testing, for computer-aided pronunciation teaching (CAPT) in computer-assisted language learning (CALL), for speaking skill remediation, and for accent reduction. Pronunciation assessment is different from dictation or automatic transcription, because instead of determining unknown speech, it verifies learners' pronunciation of known word(s), often from prior transcription of the same utterance; ideally scoring the intelligibility of the learners' speech. Sometimes pronunciation assessment evaluates the prosody of the learners' speech, such as intonation, pitch, tempo, rhythm, and syllable and word stress, although those are usually not essential for being understood in most languages. Pronunciation assessment is also used in reading tutoring, for example in products from Google, Microsoft, and Amira Learning. Automatic pronunciation assessment can also be used to help diagnose and treat speech disorders such as apraxia. == Intelligibility == Intelligibility refers to how well a learner's utterance is understood by a listener, rather than how much it sounds like a native speaker. This is separate from measures of fluency, such as so-called "Goodness of Pronunciation" (GoP) scores, which estimate how closely an utterance aligns with those of native speakers. Intelligibility is widely regarded as the most important communicative goal in pronunciation teaching and assessment. For example, in the Common European Framework of Reference for Languages (CEFR) assessment criteria for "overall phonological control", intelligibility outweighs formally correct pronunciation at all levels. Studies in applied linguistics have shown that accent reduction does not always increase intelligibility because listeners can often comprehend heavily accented speech without difficulty. Pronunciation assessment systems often rely on acoustic methods such as GoP which compare learner speech to reference models to produce phoneme-level scores, which are in turn aggregated to produce word and phrase scores. While these methods are effective for identifying deviations from native speakers' utterances, they do not effectively measure how understandable speech is to human listeners. Intelligibility is influenced by broader linguistic and contextual factors such as stress placement, speech rate, and coarticulation, which are not represented in purely segmental scores. The earliest work on pronunciation assessment avoided measuring genuine listener intelligibility, a shortcoming corrected in 2011 at the Toyohashi University of Technology, and included in the Versant high-stakes English fluency assessment from Pearson and mobile apps from 17zuoye Education & Technology, but still missing in 2023 products from Google Search, Microsoft, Educational Testing Service, Speechace, and ELSA. Assessing authentic listener intelligibility is essential for avoiding inaccuracies from accent bias, especially in high-stakes assessments; from words with multiple correct pronunciations; and from phoneme coding errors in machine-readable pronunciation dictionaries. In 2022, researchers found that some newer speech-to-text systems, based on end-to-end reinforcement learning to map audio signals directly into words, produce word and phrase confidence scores (from 10-25ms audio frame logit aggregation) closely correlated with genuine listener intelligibility. Others have been able to assess intelligibility using Levenshtein or dynamic time warping distance measures from Wav2Vec2 representation of good speech. Further work through 2025 has focused specifically on measuring intelligibility. A 2025 study of 42 pronunciation and speech coaching apps (32 mobile and 10 web) found that none offered intelligibility assessment. Instead, most provided only segmental and accent-focused scoring. About two-thirds of the apps provided some form of specific pronunciation feedback, usually with phonetic transcriptions, but accompanied by visual cues (such as animations of the vocal tract or the lips and tongue from the front) in only about 5% of the apps. Less than a third provided feedback on learner perception of exemplar speech. == Evaluation == Although there are as yet no industry-standard benchmarks for evaluating pronunciation assessment accuracy, researchers occasionally release evaluation speech corpuses for others to use for improving assessment quality. Such evaluation databases often emphasize formally unaccented pronunciation to the exclusion of genuine intelligibility evident from blinded listener transcriptions. As of mid-2025, state of the art approaches for automatically transcribing phonemes typically achieve an error rate of about 10% from known good speech. The International Speech Communication Association (ISCA) 2025 Workshop on Speech and Language Technology in Education (SLaTE) administered a Speak & Improve Challenge: Spoken Language Assessment and Feedback, introducing benchmarks for evaluating pronunciation assessment and remediation systems across languages, accents, and learner populations. The challenge emphasized cross-lingual generalization and alignment with human intelligibility judgments, for more robust and interpretable assessment systems. Ethical issues in pronunciation assessment are present in both human and automatic methods. Authentic validity, fairness, and mitigating bias in evaluation are all crucial. Diverse speech data should be included in automatic pronunciation assessment models. Combining human judgments, especially blinded transcriptions from a wide diversity of listeners, with automated feedback can improve accuracy and fairness. Second language learners benefit substantially from their use of widely available speech recognition systems for dictation, virtual assistants, and AI chatbots. In such systems, users naturally try to correct their own errors evident in speech recognition results that they notice. Such use improves their grammar and vocabulary development along with their pronunciation skills. The extent to which explicit pronunciation assessment and remediation approaches improve on such self-directed interactions remains an open question. Similarly, automatic dictation results have been shown to reflect intelligibility about as well as human scorers. == Recent developments == During 2021–22, a smartphone-based CAPT system was used to sense articulation through both audible and inaudible signals, providing feedback at the phoneme level. Some promising areas for improvement which were being developed in 2024 include articulatory feature extraction and transfer learning to suppress unnecessary corrections. Other interesting advances under development include "augmented reality" interfaces for mobile devices using optical character recognition to provide pronunciation training on text found in user environments. In 2024, audio multimodal large language models were first described as assessing pronunciation. That work has been carried forward by other researchers in 2025 who report positive results. Subsequently, researchers demonstrated pronunciation scoring by providing a language model with textual descriptions of speech, including the speech-to-text transcript, phoneme sequences, pauses, and phoneme sequence matching; this approach can achieve performance similar to multimodal LLMs that analyze raw audio while avoiding their higher computational cost. In 2025, the Duolingo English Test authors published a description of their pronunciation assessment method, purportedly built to measure intelligibility rather than accent imitation. While achieving a correlation of 0.82 with expert human ratings, very close to inter-rater agreement and outperforming alternative methods, the method is nonetheless based on experts' scores along the six-point CEFR common reference levels scale, instead of actual blinded listener transcriptions. Further promising work in 2025 includes assessment feedback aligning learner speech to synthetic utterances using interpretable features, identifying continuous spans of words for remediation feedback; synthesizing corrected speech matching learners' self-perceived voices, which they prefer and imitate more accurately as corrections; and streaming such interactions. When the app describes people, it attempts to estimate the person's age, gender, and emotional status.     The United States federal government and state governments have developed some regulation of artificial intelligence, including executive orders, federal laws, and state laws. Federal agencies have also developed some sector-specific regulations related to AI. At the federal level, the Biden administration released an October 2023 executive order about AI safety and security, Executive Order 14110, with directives related to AI development and deployment. President Trump revoked that executive order in January 2025 and issued Executive Order 14179. In December 2025, President Trump signed Executive Order 14365, an executive order directing federal agencies to develop a unified national approach to AI policy, evaluate state AI laws for potential conflicts, challenge them through legal action, and condition certain federal funding on state compliance, while exempting state laws related to child safety, data center infrastructure, and state government procurement. In 2025, Congress passed legislation targeting AI-generated deepfakes, the TAKE IT DOWN Act. Several U.S. states have enacted laws related to artificial intelligence. Some are already in effect, including in California. Other states have AI-related legislation coming into effect in 2026 and 2027. In 2025 and 2026, the Trump administration mentioned the patchwork nature of state legislation as a motivation for its push for unified national legislation regulating AI. The administration has criticized state lawmakers, threatened to sue states, and issued letters to discourage them from regulating AI companies and products; some states have continued to propose and enact related laws. Discussions about regulating AI have included topics such as the timeliness of regulating AI, the nature of the federal regulatory framework to govern and promote AI, including what agency should lead, the regulatory and governing powers of that agency, and how to update regulations in the face of rapidly changing technology, as well as the roles of state governments and courts. == Federal government == === Obama administration (2009–2017) === As early as 2016, the Obama administration had begun to focus on the risks and regulations for artificial intelligence. In an October 2016 report titled Preparing For the Future of Artificial Intelligence, the National Science and Technology Council set a precedent to allow researchers to continue to develop new AI technologies with few restrictions. The report stated that "the approach to regulation of AI-enabled products to protect public safety should be informed by assessment of the aspects of risk". The first National Artificial Intelligence Research And Development Strategic Plan was published in October 2016. === First Trump administration (2017–2021) === On August 13, 2018, Section 1051 of the Fiscal Year 2019 John S. McCain National Defense Authorization Act (P.L. 115-232) established the National Security Commission on Artificial Intelligence "to consider the methods and means necessary to advance the development of artificial intelligence, machine learning, and associated technologies to comprehensively address the national security and defense needs of the United States." Steering on regulating security-related AI is provided by the National Security Commission on Artificial Intelligence. The Artificial Intelligence Initiative Act (S.1558) is a proposed bill that would establish a federal initiative designed to accelerate research and development on AI for, inter alia, the economic and national security of the United States. On January 7, 2019, following an Executive Order on Maintaining American Leadership in Artificial Intelligence, the White House's Office of Science and Technology Policy released a draft Guidance for Regulation of Artificial Intelligence Applications, which includes ten principles for United States agencies when deciding whether and how to regulate AI. In response, the National Institute of Standards and Technology released a position paper, and the Defense Innovation Board issued recommendations on the ethical use of AI. A year later, the administration called for comments on regulation in another draft of its Guidance for Regulation of Artificial Intelligence Applications. Other specific agencies working on the regulation of AI included the Food and Drug Administration, which created pathways to regulate the incorporation of AI in medical imaging. The National Science and Technology Council also published an updated National Artificial Intelligence Research and Development Strategic Plan in 2019, which received public scrutiny and recommendations to further improve it towards enabling Trustworthy AI. === Biden administration (2021–2025) === In March 2021, the National Security Commission on Artificial Intelligence released their final report. In the report, they stated, "Advances in AI, including the mastery of more general AI capabilities along one or more dimensions, will likely provide new capabilities and applications. Some of these advances could lead to inflection points or leaps in capabilities. Such advances may also introduce new concerns and risks and the need for new policies, recommendations, and technical advances to assure that systems are aligned with goals and values, including safety, robustness and trustworthiness." In June 2022, Senators Rob Portman and Gary Peters introduced the Global Catastrophic Risk Management Act. The bipartisan bill "would also help counter the risk of artificial intelligence... from being abused in ways that may pose a catastrophic risk". On October 4, 2022, President Joe Biden unveiled a new AI Bill of Rights, which outlines five protections Americans should have in the AI age: 1. Safe and Effective Systems, 2. Algorithmic Discrimination Protection, 3.Data Privacy, 4. Notice and Explanation, and 5. Human Alternatives, Consideration, and Fallback. The bill was formally published in October 2022 by the Office of Science and Technology Policy (OSTP), a U.S. government office that advises the President on science and technology policy matters. In July 2023, the Biden administration secured voluntary commitments from seven companies – Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and OpenAI – to manage the risks associated with AI. The companies committed to ensure AI products undergo both internal and external security testing before public release; to share information on the management of AI risks with the industry, governments, civil society, and academia; to prioritize cybersecurity and protect proprietary AI system components; to develop mechanisms to inform users when content is AI-generated, such as watermarking; to publicly report on their AI systems' capabilities, limitations, and areas of use; to prioritize research on societal risks posed by AI, including bias, discrimination, and privacy concerns; and to develop AI systems to address societal challenges, ranging from cancer prevention to climate change mitigation. In September 2023, eight additional companies – Adobe, Cohere, IBM, Nvidia, Palantir, Salesforce, Scale AI, and Stability AI – subscribed to these voluntary commitments. In January 2023, the National Institute of Standards and Technology (NIST) released the Artificial Intelligence Risk Management Framework (AI RMF 1.0), providing voluntary guidance for organizations to identify, assess, and manage risks associated with AI systems. The Biden administration, in October 2023 signaled that they would release an executive order leveraging the federal government's purchasing power to shape AI regulations, hinting at a proactive governmental stance in regulating AI technologies. On October 30, 2023, President Biden released Executive Order 14110 on Safe, Secure, and Trustworthy Artificial Intelligence. The Executive Order includes directives on standards for critical infrastructure, AI-enhanced cybersecurity, and federally funded biological synthesis projects. The Executive Order provides the authority to various agencies and departments of the US government, including the Energy and Defense departments, to apply existing consumer protection laws to AI development. The Executive Order builds on the Administration's earlier agreements with AI companies to instate new initiatives to "red-team" or stress-test AI dual-use foundation models, especially those that have the potential to pose security risks, with data and results shared with the federal government. The Executive Order also recognizes AI's social challenges, and calls for companies building AI dual-use foundation models to be wary of these societal problems. For example, the Executive Order states that AI should not "worsen job quality", and should not "cause labor-force disruptions". Group concept mapping allows for a collaborative group process with groups of any size, including a broad and diverse array of participants. Since its development in the late 1980s by William M.K. Trochim at Cornell University, it has been applied to various fields and contexts, including community and public health, social work, health care, human services,, instructional interventions, and biomedical research and evaluation. == Overview == Group concept mapping integrates qualitative group processes with multivariate analysis to help a group organize and visually represent its ideas on any topic of interest through a series of related maps. It combines the ideas of diverse participants to show what the group thinks and values in relation to the specific topic of interest. It is a type of structured conceptualization used by groups to develop a conceptual framework, often to help guide evaluation and planning efforts. Group concept mapping is participatory in nature, allowing participants to have an equal voice and to contribute through various methods. A group concept map visually represents all the ideas of a group and how they relate to each other, and depending on the scale, which ideas are more relevant, important, or feasible. == Process == Group concept mapping involves a structured multi-step process, including brainstorming, sorting and rating, multidimensional scaling and cluster analysis, and the generation and interpretation of multiple maps. The first step requires participants to brainstorm a large set of statements relevant to the topic of interest, usually in response to a focus prompt. Participants are then asked to individually sort those statements into categories based on their perceived similarity and rate each statement on one or more scales, such as importance or feasibility. The data is then analyzed using The Concept System software, which creates a series of interrelated maps using multidimensional scaling (MDS) of the sort data, hierarchical clustering of the MDS coordinates applying Ward's method, and the computation of average ratings for each statement and cluster of statements. The resulting maps display the individual statements in two-dimensional space with more similar statements located closer to each other, and grouped into clusters that partition the space on the map. The Concept System software also creates other maps that show the statements in each cluster rated on one or more scales, and absolute or relative cluster ratings between two cluster sets. As a last step in the process, participants are led through a structured interpretation session to better understand and label all the maps. == History == Group concept mapping was developed as a methodology in the late 1980s by William M.K. Trochim at Cornell University. Trochim is considered to be a leading evaluation expert, and he has taught evaluation and research methods at Cornell since 1980. Popularized by Tony Buzan in the 1970s, mind mapping is often a spontaneous exercise done by an individual or group to gather information about what they think around a single topic. Unlike Novak's concept maps and Buzan's mind maps, group concept mapping has a structured mathematical process (sorting and rating, multidimensional scaling and cluster analysis) for organizing and visually representing multiple ideas of a group through a series of specific steps. He is the co-founder and CEO of the technology company Cohere. == Early life and education == Gomez grew up in Brighton, Ontario. He graduated from the University of Toronto with a bachelor's degree in computer science and mathematics. He was pursuing a PhD in computer science from the University of Oxford. He paused his studies to launch Cohere. He was granted the PhD in 2024. == Career == In 2017, as a 20 year-old intern at Google Brain, Gomez was one of eight authors of the research paper "Attention Is All You Need", which is credited with changing the AI industry and helping lead to the creation of ChatGPT. The paper proposed a novel deep learning architecture called the transformer, that enables machine learning models to analyze large amounts of data for patterns, and then use those patterns to make predictions while leveraging GPU parallelization. It has been commonly adopted for training large language models and in the development of generative AI. In the same year, Gomez founded FOR.ai, a program to help researchers learn machine learning techniques in a collaborative format. An outgrowth of this project was Cohere For AI (now Cohere Labs), which released Aya, an open-source multilingual LLM. As a PhD student, Gomez worked as a machine learning researcher at Google Brain. At that time, he co-authored the paper "One Model to Learn Them All" about multi-task learning by a single neural network. In 2019, Gomez left Google Brain to launch Cohere, an enterprise-focused company that helps businesses implement AI into chatbots, search engines, and other products. As of Sept 2025, Cohere has raised about US$1.6 billion at valuation north of $7 billion, as Gomez leads the company as its CEO. Gomez was named to the 2023 Time 100/AI list of the most influential people in the field of artificial intelligence.     CoDi

    CoDi is a cellular automaton (CA) model for spiking neural networks (SNNs). CoDi is an acronym for Collect and Distribute, referring to the signals and spikes in a neural network. CoDi uses a von Neumann neighborhood modified for a three-dimensional space; each cell looks at the states of its six orthogonal neighbors and its own state. In a growth phase a neural network is grown in the CA-space based on an underlying chromosome. There are four types of cells: neuron body, axon, dendrite and blank. The growth phase is followed by a signaling- or processing-phase. Signals are distributed from the neuron bodies via their axon tree and collected from connection dendrites. These two basic interactions cover every case, and they can be expressed simply, using a small number of rules. == Cell interaction during signaling == The neuron body cells collect neural signals from the surrounding dendritic cells and apply an internally defined function to the collected data. In the CoDi model the neurons sum the incoming signal values and fire after a threshold is reached. This behavior of the neuron bodies can be modified easily to suit a given problem. The output of the neuron bodies is passed on to its surrounding axon cells. Axonal cells distribute data originating from the neuron body. Dendritic cells collect data and eventually pass it to the neuron body. These two types of cell-to-cell interaction cover all kinds of cell encounters. Every cell has a gate, which is interpreted differently depending on the type of the cell. A neuron cell uses this gate to store its orientation, i.e. the direction in which the axon is pointing. In an axon cell, the gate points to the neighbor from which the neural signals are received. An axon cell accepts input only from this neighbor, but makes its own output available to all its neighbors. In this way axon cells distribute information. The source of information is always a neuron cell. Dendritic cells collect information by accepting information from any neighbor. They give their output, (e.g. a Boolean OR operation on the binary inputs) only to the neighbor specified by their own gate. In this way, dendritic cells collect and sum neural signals, until the final sum of collected neural signals reaches the neuron cell. Each axonal and dendritic cell belongs to exactly one neuron cell. This configuration of the CA-space is guaranteed by the preceding growth phase. == Synapses == The CoDi model does not use explicit synapses, because dendrite cells that are in contact with an axonal trail (i.e. have an axon cell as neighbor) collect the neural signals directly from the axonal trail. This results from the behavior of axon cells, which distribute to every neighbor, and from the behavior of the dendrite cells, which collect from any neighbor. The strength of a neuron-neuron connection (a synapse) is represented by the number of their neighboring axon and dendrite cells. The exact structure of the network and the position of the axon-dendrite neighbor pairs determine the time delay and strength (weight) of a neuron-neuron connection. This principle infers that a single neuron-neuron connection can consist of several synapse with different time delays with independent weights. == Genetic encoding and growth of the network == The chromosome is initially distributed throughout the CA-space, so that every cell in the CA-space contains one instruction of the chromosome, i.e. one growth instruction, so that the chromosome belongs to the network as a whole. The distributed chromosome technique of the CoDi model makes maximum use of the available CA-space and enables the growth of any type of network connectivity. The local connection of the grown circuitry to its chromosome, allows local learning to be combined with the evolution of grown neural networks. Growth signals are passed to the direct neighbors of the neuron cell according to its chromosome information. The blank neighbors, which receive a neural growth signal, turn into either an axon cell or a dendrite cell. The growth signals include information containing the cell type of the cell that is to be grown from the signal. To decide in which directions axonal or dendritic trails should grow, the grown cells consult their chromosome information which encodes the growth instructions. These growth instructions can have an absolute or a relative directional encoding. An absolute encoding masks the six neighbors (i.e. directions) of a 3D cell with six bits. After a cell is grown, it accepts growth signals only from the direction from which it received its first signal. This reception direction information is stored in the gate position of each cell's state. == Implementation as a partitioned CA == The states of our CAs have two parts, which are treated in different ways. The first part of the cell-state contains the cell's type and activity level and the second part serves as an interface to the cell's neighborhood by containing the input signals from the neighbors. Characteristic of our CA is that only part of the state of a cell is passed to its neighbors, namely the signal and then only to those neighbors specified in the fixed part of the cell state. This CA is called partitioned, because the state is partitioned into two parts, the first being fixed and the second is variable for each cell. The advantage of this partitioning-technique is that the amount of information that defines the new state of a CA cell is kept to a minimum, due to its avoidance of redundant information exchange. == Implementation in hardware == Since CAs are only locally connected, they are ideal for implementation on purely parallel hardware. When designing the CoDi CA-based neural networks model, the objective was to implement them directly in hardware (FPGAs). Therefore, the CA was kept as simple as possible, by having a small number of bits to specify the state, keeping the CA rules few in number, and having few cellular neighbors. The CoDi model was implemented in the FPGA based CAM-Brain Machine (CBM) by Korkin. == History == CoDi was introduced by Gers et al. in 1998. A specialized parallel machine based on FPGA Hardware (CAM) to run the CoDi model on a large scale was developed by Korkin et al. De Garis conducted a series of experiments on the CAM-machine evaluating the CoDi model.     The Turing test, originally called the imitation game by Alan Turing in 1949, is a test of a machine's ability to exhibit intelligent behaviour equivalent to that of a human. In the test, a human evaluator judges a text transcript of a natural-language conversation between a human and a machine. The evaluator tries to identify the machine, and the machine passes if the evaluator cannot reliably tell them apart. The results would not depend on the machine's ability to answer questions correctly, only on how closely its answers resembled those of a human. Since the Turing test is a test of indistinguishability in performance capacity, the verbal version generalizes naturally to all of human performance capacity, verbal as well as nonverbal (robotic). The test was introduced by Turing in his 1950 paper "Computing Machinery and Intelligence" while working at the University of Manchester. It opens with the words: "I propose to consider the question, 'Can machines think?'." Because "thinking" is difficult to define, Turing chooses to "replace the question by another, which is closely related to it and is expressed in relatively unambiguous words". Turing describes the new form of the problem in terms of a three-person party game called the "imitation game", in which an interrogator asks questions of a man and a woman in another room in order to determine the correct sex of the two players. Turing's new question is: "Are there imaginable digital computers which would do well in the imitation game?" This question, Turing believed, was one that could actually be answered. In the remainder of the paper, he argued against the major objections to the proposition that "machines can think". Since Turing introduced his test, it has been highly influential in the philosophy of artificial intelligence, resulting in substantial discussion and controversy, as well as criticism from philosophers like John Searle, who argue against the test's ability to detect consciousness. == History == === Philosophical background === The question of whether it is possible for machines to think has a long history, which is firmly entrenched in the distinction between dualist and materialist views of the mind. René Descartes prefigures aspects of the Turing test in his 1637 Discourse on the Method when he writes: [H]ow many different automata or moving machines could be made by the industry of man ... For we can easily understand a machine's being constituted so that it can utter words, and even emit some responses to action on it of a corporeal kind, which brings about a change in its organs; for instance, if touched in a particular part it may ask what we wish to say to it; if in another part it may exclaim that it is being hurt, and so on. But it never happens that it arranges its speech in various ways, in order to reply appropriately to everything that may be said in its presence, as even the lowest type of man can do. Here Descartes notes that automata are capable of responding to human interactions but argues that such automata cannot respond appropriately to things said in their presence in the way that any human can. Descartes therefore prefigures the Turing test by defining the insufficiency of appropriate linguistic response as that which separates the human from the automaton. Descartes fails to consider the possibility that future automata might be able to overcome such insufficiency, and so does not propose the Turing test as such, even if he prefigures its conceptual framework and criterion. Denis Diderot formulates in his 1746 book Pensées philosophiques a Turing-test criterion, though with the important implicit limiting assumption maintained, of the participants being natural living beings, rather than considering created artifacts: If they find a parrot who could answer to everything, I would claim it to be an intelligent being without hesitation. This does not mean he agrees with this, but that it was already a common argument of materialists at that time. According to dualism, the mind is non-physical (or, at the very least, has non-physical properties) and, therefore, cannot be explained in purely physical terms. According to materialism, the mind can be explained physically, which leaves open the possibility of minds that are produced artificially. In 1936, philosopher Alfred Ayer considered the standard philosophical question of other minds: how do we know that other people have the same conscious experiences that we do? In his book, Language, Truth and Logic, Ayer suggested a protocol to distinguish between a conscious man and an unconscious machine: "The only ground I can have for asserting that an object which appears to be conscious is not really a conscious being, but only a dummy or a machine, is that it fails to satisfy one of the empirical tests by which the presence or absence of consciousness is determined". (This suggestion is very similar to the Turing test, but it is not certain that Ayer's popular philosophical classic was familiar to Turing.) In other words, a thing is not conscious if it fails the consciousness test. === Cultural background === A rudimentary idea of the Turing test appears in the 1726 novel Gulliver's Travels by Jonathan Swift. When Gulliver is brought before the king of Brobdingnag, the king thinks at first that Gulliver might be a "a piece of clock-work (which is in that country arrived to a very great perfection) contrived by some ingenious artist". Even when he hears Gulliver speaking, the king still doubts whether Gulliver was taught "a set of words" to make him "sell at a better price". Gulliver tells that only after "he put several other questions to me, and still received rational answers" the king became satisfied that Gulliver was not a machine. Tests where a human judges whether a computer or an alien is intelligent were an established convention in science fiction by the 1940s, and it is likely that Turing would have been aware of these. Stanley G. Weinbaum's "A Martian Odyssey" (1934) provides an example of how nuanced such tests could be. Earlier examples of machines or automatons attempting to pass as human include the Ancient Greek myth of Pygmalion who creates a sculpture of a woman that is animated by Aphrodite, Carlo Collodi's novel The Adventures of Pinocchio, about a puppet who wants to become a real boy, and E. T. A. Hoffmann's 1816 story "The Sandman," where the protagonist falls in love with an automaton. In all these examples, people are fooled by artificial beings that—up to a point—pass as human. === Alan Turing and the imitation game === Researchers in the United Kingdom had been exploring "machine intelligence" for up to ten years prior to the founding of the field of artificial intelligence (AI) research in 1956. It was a common topic among the members of the Ratio Club, an informal group of British cybernetics and electronics researchers that included Alan Turing. Turing, in particular, had been running the notion of machine intelligence since at least 1941 and one of the earliest-known mentions of "computer intelligence" was made by him in 1947. In Turing's report, "Intelligent Machinery," he investigated "the question of whether or not it is possible for machinery to show intelligent behaviour" and, as part of that investigation, proposed what may be considered the forerunner to his later tests: It is not difficult to devise a paper machine which will play a not very bad game of chess. Now get three men A, B and C as subjects for the experiment. A and C are to be rather poor chess players, B is the operator who works the paper machine. ... Two rooms are used with some arrangement for communicating moves, and a game is played between C and either A or the paper machine. C may find it quite difficult to tell which he is playing. "Computing Machinery and Intelligence" (1950) was the first published paper by Turing to focus exclusively on machine intelligence. Turing begins the 1950 paper with the claim, "I propose to consider the question 'Can machines think?'" As he highlights, the traditional approach to such a question is to start with definitions, defining both the terms "machine" and "think". Turing chooses not to do so; instead, he replaces the question with a new one, "which is closely related to it and is expressed in relatively unambiguous words".
