    A whitelist or allowlist is a list or register of entities that are being provided a particular privilege, service, mobility, access or recognition. Entities on the list will be accepted, approved and/or recognized. Whitelisting is the reverse of blacklisting, the practice of identifying entities that are denied, unrecognized, or ostracized. == Email whitelists == Spam filters often include the ability to "whitelist" certain sender IP addresses, email addresses or domain names to protect their email from being rejected or sent to a junk mail folder. These can be manually maintained by the user or system administrator - but can also refer to externally maintained whitelist services. === Non-commercial whitelists === Non-commercial whitelists are operated by various non-profit organizations, ISPs, and others interested in blocking spam. Rather than paying fees, the sender must pass a series of tests; for example, their email server must not be an open relay and have a static IP address. The operator of the whitelist may remove a server from the list if complaints are received. === Commercial whitelists === Commercial whitelists are a system by which an Internet service provider allows someone to bypass spam filters when sending email messages to its subscribers, in return for a pre-paid fee, either an annual or a per-message fee. A sender can then be more confident that their messages have reached recipients without being blocked, or having links or images stripped out of them, by spam filters. The purpose of commercial whitelists is to allow companies to reliably reach their customers by email. == Advertising whitelist == Many websites rely on ads as a source of revenue, but the use of ad blockers is increasingly common. Websites that detect an adblocker in use often ask for it to be disabled - or their site to be "added to the whitelist" - a standard feature of most adblockers. == Network whitelists == === LAN whitelists === A use for whitelists is in local area network (LAN) security. Many network admins set up MAC address whitelists, or a MAC address filter, to control who is allowed on their networks. This is used when encryption is not a practical solution or in tandem with encryption. However, it's sometimes ineffective because a MAC address can be faked. === IP whitelist === Firewalls can usually be configured to only allow data-traffic from/to certain (ranges of) IP-addresses. === Application whitelists === One approach in combating viruses and malware is to whitelist software which is considered safe to run, blocking all others. This is particularly attractive in a corporate environment, where there are typically already restrictions on what software is approved. Leading providers of application whitelisting technology include Bit9, Velox, McAfee, Lumension, ThreatLocker, Airlock Digital and SMAC. On Microsoft Windows, recent versions include AppLocker, which allows administrators to control which executable files are denied or allowed to execute. With AppLocker, administrators are able to create rules based on file names, publishers or file location that will allow certain files to execute. Rules can apply to individuals or groups. Policies are used to group users into different enforcement levels. For example, some users can be added to a report-only policy that will allow administrators to understand the impact before moving that user to a higher enforcement level. Linux systems typically have AppArmor and SE Linux features available which can be used to effectively block all applications which are not explicitly whitelisted, and commercial products are also available. On HP-UX introduced a feature called "HP-UX Whitelisting" on 11iv3 version. == Controversy regarding name == In 2018, a journal commentary on a report on predatory publishing was released making claims that "white" and "black" are racially charged terms that need to be avoided in instances such as "whitelist" and "blacklist". The premise of the journal is that "black" and "white" have negative and positive connotations respectively. It states that since "blacklisting" was first referred to during "the time of mass enslavement and forced deportation of Africans to work in European-held colonies in the Americas," the word is therefore related to race. There is no mention of "whitelist" and its origin or relation to race. This issue is most widely disputed in computing industries where "whitelist" and "blacklist" are prevalent (e.g. IP whitelisting). Despite the commentary nature of the journal, some companies and individuals in others have taken to replacing "whitelist" and "blacklist" with new alternatives such as "allow list" and "deny list". Those adopting this change consider using the "whitelist"/"blacklist" names as a code smell. Those that oppose these changes question its attribution to race, citing the same etymology quote that the 2018 journal uses. According to the remark, the term "blacklist" evolved from the term "black book" about a century ago. The term "black book" does not appear to have any etymology or sources that support racial associations, instead originating in the 1400s as a reference to "a list of people who had committed crimes or fallen out of favor with leaders", and popularized by King Henry VIII's literal use of a black book. Others also note the prevalence of positive and negative connotations to "white" and "black" in the Bible, predating attributions to skin tone and slavery. It wasn't until the 1960s Black Power movement that "Black" became a widespread word to refer to one's race as a person of color in America (alternate to African-American) lending itself to the argument that the negative connotation behind "black" and "blacklist" both predate attribution to race.

    A web API is an application programming interface (API) for either a web server or a web browser. As a web development concept, it can be related to a web application's client side (including any web frameworks being used). A server-side web API consists of one or more publicly exposed endpoints to a defined request–response message system, typically expressed in JSON or XML by means of an HTTP-based web server. A server API (SAPI) is not considered a server-side web API, unless it is publicly accessible by a remote web application. == Client side == A client-side web API is a programmatic interface to extend functionality within a web browser or other HTTP client. Originally these were most commonly in the form of native plug-in browser extensions however most newer ones target standardized JavaScript bindings. The Mozilla Foundation created their WebAPI specification which is designed to help replace native mobile applications with HTML5 applications. Google created their Native Client architecture which is designed to help replace insecure native plug-ins with secure native sandboxed extensions and applications. They have also made this portable by employing a modified LLVM AOT compiler. == Server side == A server-side web API consists of one or more publicly exposed endpoints to a defined request–response message system, typically expressed in JSON or XML. The web API is exposed most commonly by means of an HTTP-based web server. Mashups are web applications which combine the use of multiple server-side web APIs. Webhooks are server-side web APIs that take input as a Uniform Resource Identifier (URI) that is designed to be used like a remote named pipe or a type of callback such that the server acts as a client to dereference the provided URI and trigger an event on another server which handles this event thus providing a type of peer-to-peer IPC. === Endpoints === Endpoints are important aspects of interacting with server-side web APIs, as they specify where resources can be accessed by third-party software. Usually the access is via a URI to which HTTP requests are posted, and from which the response is thus expected. Web APIs may be public or private, the latter of which requires an access token. Endpoints need to be static, otherwise the correct functioning of software that interacts with them cannot be guaranteed. If the location of a resource changes (and with it the endpoint) then previously written software will break, as the required resource can no longer be found at the same place. As API providers still want to update their web APIs, many have introduced a versioning system in the URI that points to an endpoint. === Resources versus services === Web 2.0 Web APIs often use machine-based interactions such as REST and SOAP. RESTful web APIs use HTTP methods to access resources via URL-encoded parameters, and use JSON or XML to transmit data. By contrast, SOAP protocols are standardized by the W3C and mandate the use of XML as the payload format, typically over HTTP. Furthermore, SOAP-based Web APIs use XML validation to ensure structural message integrity, by leveraging the XML schemas provisioned with WSDL documents. A WSDL document accurately defines the XML messages and transport bindings of a Web service. === Documentation === Server-side web APIs are interfaces for the outside world to interact with the business logic. For many companies this internal business logic and the intellectual property associated with it are what distinguishes them from other companies, and potentially what gives them a competitive edge. They do not want this information to be exposed. However, in order to provide a web API of high quality, there needs to be a sufficient level of documentation. One API provider that not only provides documentation, but also links to it in its error messages is Twilio. However, there are now directories of popular documented server-side web APIs. === Growth and impact === The number of available web APIs has grown consistently over the past years, as businesses realize the growth opportunities associated with running an open platform, that any developer can interact with. ProgrammableWeb tracks over 24000 Web APIs that were available in 2022, up from 105 in 2005. Web APIs have become ubiquitous. There are few major software applications/services that do not offer some form of web API. One of the most common forms of interacting with these web APIs is via embedding external resources, such as tweets, Facebook comments, YouTube videos, etc. In fact there are very successful companies, such as Disqus, whose main service is to provide embeddable tools, such as a feature-rich comment system. Any website of the TOP 100 Alexa Internet ranked websites uses APIs and/or provides its own APIs, which is a very distinct indicator for the prodigious scale and impact of web APIs as a whole. As the number of available web APIs has grown, open source tools have been developed to provide more sophisticated search and discovery. In 2014 Netflix received around 5 billion API requests, most of them within their private API. ==== Governmental ==== Many governments collect a lot of data, and some governments are now opening up access to this data. The interfaces through which this data is typically made accessible are web APIs. Web APIs allow for data, such as "budget, public works, crime, legal, and other agency data" to be accessed by any developer in a convenient manner. == Example == An example of a popular web API is the Astronomy Picture of the Day API operated by the American space agency NASA. It is a server-side API used to retrieve photographs of space or other images of interest to astronomers, and metadata about the images. According to the API documentation, the API has one endpoint: https://api.nasa.gov/planetary/apod The documentation states that this endpoint accepts GET requests. It requires one piece of information from the user, an API key, and accepts several other optional pieces of information. Such pieces of information are known as parameters. The parameters for this API are written in a format known as a query string, which is separated by a question mark character (?) from the endpoint. An ampersand (&) separates the parameters in the query string from each other. Together, the endpoint and the query string form a URL that determines how the API will respond. This URL is also known as a query or an API call. In the below example, two parameters are transmitted (or passed) to the API via the query string.     VHS (Video Home System) is a discontinued standard for consumer-level analog video recording on tape cassettes, introduced in 1976 by JVC. It was the dominant home video format throughout the tape media period of the 1980s and 1990s. Magnetic tape video recording was adopted by the television industry in the 1950s in the form of the first commercialized video tape recorders (VTRs), but the devices were expensive and used only in professional environments. In the 1970s, videotape technology became affordable for home use, and widespread adoption of videocassette recorders (VCRs) began; the VHS became the most popular media format for VCRs as it would win the "format war" against Betamax (backed by Sony) and a number of other competing tape standards. The cassettes themselves use a 0.5-inch (12.7 mm) magnetic tape between two spools and typically offer a capacity of at least two hours. The popularity of VHS was intertwined with the rise of the video rental market, when films were released on pre-recorded videotapes for home viewing. Newer improved tape formats such as S-VHS were later developed, as well as the earliest optical disc format, LaserDisc; the lack of global adoption of these formats increased VHS's lifetime, which eventually peaked and started to decline in the late 1990s after the introduction of DVD, a digital optical disc format. VHS rentals were surpassed by DVD in the United States in 2003, which eventually became the preferred low-end method of movie distribution. For home recording purposes, VHS and VCRs were surpassed by (typically hard disk–based) digital video recorders (DVR) in the 2000s. Production of all VHS equipment ceased by 2016, although the format has since gained some popularity amongst collectors. A niche revival of VHS has taken place with This Is How The World Ends becoming the first straight-to-VHS release in 20 years. == History == === Before VHS === In 1956, after several attempts by other companies, the first commercially successful VTR, the Ampex VRX-1000, was introduced by Ampex Corporation. At a price of US$50,000 in 1956 (equivalent to $592,000 in 2025) and US$300 (equivalent to $3,600 in 2025) for a 90-minute reel of tape, it was intended only for the professional market. Kenjiro Takayanagi, a television broadcasting pioneer then working for JVC as its vice president, saw the need for his company to produce VTRs for the Japanese market at a more affordable price. In 1959, JVC developed a two-head video tape recorder and, by 1960, a color version for professional broadcasting. In 1964, JVC released the DV220, which would be the company's standard VTR until the mid-1970s. In 1969, JVC collaborated with Sony and Matsushita Electric (Matsushita was the majority stockholder of JVC until 2011) to build a video recording standard for the Japanese consumer. The effort produced the U-matic format in 1971, which was the first cassette format to become a unified standard for different companies. It was preceded by the reel-to-reel 1⁄2-inch EIAJ format. The U-matic format was successful in businesses and some broadcast television applications, such as electronic news-gathering, and was produced by all three companies until the late 1980s, but because of cost and limited recording time, very few of the machines were sold for home use. Therefore, soon after the U-Matic release, all three companies started working on new consumer-grade video recording formats of their own. Sony started working on Betamax, Matsushita started working on VX, and JVC released the CR-6060 in 1975, based on the U-matic format. === VHS development === In 1971, JVC engineers Yuma Shiraishi and Shizuo Takano put together a team to develop a VTR for consumers. By the end of 1971, they created an internal diagram, "VHS Development Matrix", which established twelve objectives for JVC's new VTR; among them: The system must be compatible with any ordinary television set. Picture quality must be similar to a normal air broadcast. The tape must have at least a two-hour recording capacity. Tapes must be interchangeable between machines. The overall system should be versatile, meaning it can be scaled and expanded, such as connecting a video camera, or dubbing between two recorders. Recorders should be affordable, easy to operate, and have low maintenance costs. Recorders must be capable of being produced in high volume, their parts must be interchangeable, and they must be easy to service. In early 1972, the commercial video recording industry in Japan took a financial hit. JVC cut its budgets and restructured its video division, shelving the VHS project. However, despite the lack of funding, Takano and Shiraishi continued to work on the project in secret. By 1973, the two engineers had produced a functional prototype. === Competition with Betamax === In 1974, the Japanese Ministry of International Trade and Industry (MITI), desiring to avoid consumer confusion, attempted to force the Japanese video industry to standardize on just one home video recording format. Later, Sony had a functional prototype of the Betamax format, and was very close to releasing a finished product. With this prototype, Sony persuaded the MITI to adopt Betamax as the standard, and allow it to license the technology to other companies. JVC believed that an open standard, with the format shared among competitors without licensing the technology, was better for the consumer. To prevent the MITI from adopting Betamax, JVC worked to convince other companies, in particular Matsushita (Japan's largest electronics manufacturer at the time, marketing its products under the National brand in most territories and the Panasonic brand in North America, and JVC's majority stockholder), to accept VHS, and thereby work against Sony and the MITI. Matsushita agreed, fearing Sony would dominate the market with a Betamax monopoly. Matsushita also regarded Betamax's one-hour recording time limit as a disadvantage. Matsushita's backing of JVC persuaded Hitachi, Mitsubishi, and Sharp to back the VHS standard as well. Sony's release of its Betamax unit to the Japanese market in 1975 placed further pressure on the MITI to side with the company. However, the collaboration of JVC and its partners was much stronger, which eventually led the MITI to drop its push for an industry standard. JVC released the first VHS machines in Japan in late 1976, and in the United States in mid-1977. Sony's Betamax competed with VHS throughout the late 1970s and into the 1980s (see Videotape format war). Betamax's major advantages were its smaller cassette size, theoretical higher video quality, and earlier availability, but its shorter recording time proved to be a major shortcoming. Originally, Beta I machines using the NTSC television standard were able to record one hour of programming at their standard tape speed of 1.5 inches per second (ips). The first VHS machines could record for two hours, due to both a slightly slower tape speed (1.31 ips) and significantly longer tape. Betamax's smaller cassette limited the size of the reel of tape, and could not compete with VHS's two-hour capability by extending the tape length. Instead, Sony had to slow the tape down to 0.787 ips (Beta II) in order to achieve two hours of recording in the same cassette size. Sony eventually created a Beta III speed of 0.524 ips, which allowed NTSC Betamax to break the two-hour limit, but by then VHS had already won the format battle. Additionally, VHS had a "far less complex tape transport mechanism" than Betamax, and VHS machines were faster at rewinding and fast-forwarding than their Sony counterparts. VHS eventually won the war, gaining 60% of the North American market by 1980. == Initial releases of VHS-based devices == The first VCR to use VHS was the Victor HR-3300, and was introduced by the president of JVC in Japan on September 9, 1976. JVC started selling the HR-3300 in Akihabara, Tokyo, Japan, on October 31, 1976. Region-specific versions of the JVC HR-3300 were also distributed later on, such as the HR-3300U in the United States, and the HR-3300EK in the United Kingdom. The United States received its first VHS-based VCR, the RCA VBT200, on August 23, 1977. The RCA unit was designed by Matsushita and was the first VHS-based VCR manufactured by a company other than JVC. It was also capable of recording four hours in LP (long play) mode. The UK received its first VHS-based VCR, the Victor HR-3300EK, in 1978. Quasar and General Electric followed-up with VHS-based VCRs – all designed by Matsushita. By 1999, Matsushita alone produced just over half of all Japanese VCRs. TV/VCR combos, combining a TV set with a VHS mechanism, were also once available for purchase.     Filters are digital image effects often used on social media. They initially simulated the effects of camera filters, and they have since developed with facial recognition technology and computer-generated augmented reality. Social media filters—especially beauty filters—are often used to alter the appearance of selfies taken on smartphones or other similar devices. While filters are commonly associated with beauty enhancement and feature alterations, there is a wide range of filters that have different functions. From adjusting photo tones to using face animations and interactive elements, users have access to a range of tools. These filters allow users to enhance photos and allow room for creative expression and fun interactions with digital content. == History == Beauty filters originate from Purikura ("print club"), a type of Japanese photographic arcade game machine conceived in 1994 by Sasaki Miho, a female employee at Atlus, and released in 1995 by Atlus and Sega primarily for female visitors at Japanese arcades. They allowed the manipulation of digital selfie photos with kawaii beauty filters similar to later Snapchat filters. Purikura filters included beautifying the image, cat whiskers, bunny ears, writing text, scribbling graffiti, selecting backdrops, borders, insertable decorations, icons, hair extensions, twinkling diamond tiaras, tenderized light effects, and predesigned decorative margins. To capitalize on the Purikura phenomenon in Japan during the late 1990s, Japanese mobile phones began including a front-facing camera, starting with the Kyocera Visual Phone VP‑210 in 1999. The Sanyo SCP-5300 released in 2002 was the first camera phone with filter effects, such as illumination, white‑balance control, sepia, black and white, and negative colors. Purikura-like beauty filters later appeared in smartphone apps such as Instagram and Snapchat in the 2010s. In 2010, Apple introduced the iPhone 4—the first iPhone model with a front-facing camera. It gave rise to a dramatic increase in selfies, which could be touched up with more flattering lighting effects with applications such as Instagram. The American photographer Cole Rise was involved in the creation of the original filters for Instagram around 2010, designing several of them himself, including Sierra, Mayfair, Sutro, Amaro, and Willow. However, the technology for virtual lens filters was invented and patented by Patrick Levy-Rosenthal in 2007. The patent received 100 citations, including Facebook, Nvidia, Microsoft, Samsung, and Snap. In September, 2011, the Instagram 2.0 update for the application introduced "live filters," which allowed the user to preview the effect of the filter while shooting with the application's camera. #NoFilter, a hashtag label to describe an image that had not been filtered, became popular around 2013. An update in 2014 allowed users to adjust the intensity of the filters as well as fine-tune other aspects of the image, features that had been available for years on applications such as VSCO and Litely. In 2014, Snapchat started releasing sponsored filters to monetize the participatory use of the application. In September 2015, Snapchat acquired Looksery and released a feature called "lenses," animated filters using facial recognition technology. Some of the early lenses available on Snapchat at the time were Heart Eyes, Terminator, Puke Rainbows, Old, Scary, Rage Face, Heart Avalanche. The Coachella filter released April 2016 was a popular early augmented reality filter. In April 2017, Facebook released the Camera Effects Platform, which is the first augmented reality platform that allows developers to create their own filters and effects on Facebook's Camera. In December 2017, Snapchat also launched their Lens Studio augmented reality developer tool that allows users and advertisers to do the same on the Snapchat application. In April 2022,TikTok joined the two, and launched their own augmented reality developer platform called Effect house. In February 2023, Effect House gave opened up the access to generative AI tools that allowed creators to change facial features in real time. In November 2023, TikTok released a feature where users no longer needed Effect House to create their own filters, as they are now able to create their own effects on the TikTok application. In August 2024, Meta announced that it would be removing third-party filter effects from its family of apps by January 14, 2025. The AR development software Meta Spark AR will also be retired at the same time; it was at one point the "world's largest mobile AR platform". Brand and creator effects represent the vast majority of filters available on Meta platforms, with over 2 million third-party filters available as of 2021. == Beauty filter == A beauty filter is a filter applied to still photographs, or to video in real time, to enhance the physical attractiveness of the subject. Typical effects of such filters include smoothing skin texture and modifying the proportions of facial features, for example enlarging the eyes or narrowing the nose. Filters may be included as a built-in feature of social media apps such as Instagram or Snapchat, or implemented through standalone applications such as Facetune. In 2020, the "Perfect Skin" filter for Snapchat and Instagram which was created by Brazilian augmented reality developer Brenno Faustino gained more than 36 million impressions in the first 24 hours of its release. In 2021, TikTok users pointed out how the default front-facing camera on the platform automatically applied the retouch and other feature-altering filters. Users noted that these filters slimmed down faces, smoothed skin, whitened teeth, and altered facial features such as nose and eye size, without the option to disable this feature through settings. In March 2023, the "Bold Glamour" filter was released on TikTok and instantly went viral with over 18 million videos created within its first week. This filter subtly enhances the user's facial features seamlessly, giving the illusion of fuller eyebrows, taller cheekbones, enhanced eye make up, a smaller nose, plumper lips, and clearer skin, giving off a natural yet distinct effect. As of May 2024, the filter has been used in over 220 million videos and has become a pivotal moment for beauty filters on digital platforms. Critics have raised concerns that the widespread use of such filters on social media may lead to negative body image, particularly among girls. Though Meta's intention of removing third-party filters will likely see all beauty filters removed, academics feel that the damage of beautifying filters is already done. === Background === The manipulation of photos to enhance attractiveness has long been possible using software such as Adobe Photoshop and, before that, analogue techniques such as airbrushing. However, such tools required considerable technical and artistic skill, and so their use was mostly limited to professional contexts, such as magazines or advertisements. By contrast, filters work in an automated fashion through the use of complex algorithms, requiring little or no input from the user. This ease of use, in combination with the increase in processing power of smartphones, and the rise of social media and selfie culture, have led to photographic manipulation occurring on a much wider scale than ever before. (Artificial Linguistic Internet Computer Entity), also referred to as Alicebot, or simply Alice, is a natural language processing chatbot—a program that engages in a conversation with a human by applying some heuristical pattern matching rules to the human's input. It was inspired by Joseph Weizenbaum's classical ELIZA program. It is one of the strongest programs of its type and has won the Loebner Prize, awarded to accomplished humanoid, talking robots, three times (in 2000, 2001, and 2004). The program is unable to pass the Turing test, as even the casual user will often expose its mechanistic aspects in short conversations. Alice was originally composed by Richard Wallace; it "came to life" on November 23, 1995. The program was rewritten in Java beginning in 1998. The current incarnation of the Java implementation is Program D. The program uses an XML Schema called AIML (Artificial Intelligence Markup Language) for specifying the heuristic conversation rules. Alice code has been reported to be available as open source. The AIML source is available from ALICE A.I. Foundation on Google Code and from the GitHub account of Richard Wallace. These AIML files can be run using an AIML interpreter like Program O or Program AB. == In popular culture == Spike Jonze has cited ALICE as the inspiration for his academy award-winning film Her, in which a human falls in love with a chatbot. In a New Yorker article titled “Can Humans Fall in Love with Bots?” Jonze said “that the idea originated from a program he tried about a decade ago called the ALICE bot, which engages in friendly conversation.” The Los Angeles Times reported:Though the film’s premise evokes comparisons to Siri, Jonze said he actually had the idea well before the Apple digital assistant came along, after using a program called Alicebot about ten years ago. As geek nostalgists will recall, that intriguing if at times crude software (it flunked the industry-standard Turing Test) would attempt to engage users in everyday chatter based on a database of prior conversations. Jonze liked it, and decided to apply a film genre to it. “I thought about that idea, and what if you had a real relationship with it?” Jonze told reporters. “And I used that as a way to write a relationship movie and a love story.”

The goal is to gain a strategic or tactical advantage over rivals, similar to previous arms races involving nuclear or conventional military technologies. Since the mid-2010s, many analysts have noted the emergence of such an arms race between superpowers for better AI technology and military AI, driven by increasing geopolitical and military tensions. An AI arms race is sometimes placed in the context of an AI Cold War between the United States and China. Several influential figures and publications have emphasized that whoever develops artificial general intelligence (AGI) first could dominate global affairs in the 21st century. Russian President Vladimir Putin stated that the leader in AI will "rule the world." Researchers and experts, such as Leopold Aschenbrenner and Adrian Pecotic respectively, warn that the AGI race between major powers like the U.S. and China could reshape geopolitical power. This includes AI for surveillance, autonomous weapons, decision-making systems, cyber operations, and more. == Terminology == Lethal autonomous weapons systems use artificial intelligence to identify and kill human targets without human intervention. LAWS have colloquially been called "slaughterbots" or "killer robots". Broadly, any competition for superior AI is sometimes framed as an "arms race". Advantages in military AI overlap with advantages in other sectors, as countries pursue both economic and military advantages, as per previous arms races throughout history. == History == In 2014, AI specialist Steve Omohundro warned that "An autonomous weapons arms race is already taking place". According to Siemens, worldwide military spending on robotics was US$5.1 billion in 2010 and US$7.5 billion in 2015. China became a top player in artificial intelligence research in the 2010s. According to the Financial Times, in 2016, for the first time, China published more AI research papers than the entire European Union. When restricted to number of AI papers in the top 5% of cited papers, China overtook the United States in 2016 but lagged behind the European Union. 23% of the researchers presenting at the 2017 American Association for the Advancement of Artificial Intelligence (AAAI) conference were Chinese. Eric Schmidt, the former chairman and chief executive officer of Alphabet, has predicted China will be the leading country in AI by 2025. == Risks == One risk concerns the AI race itself, whether or not the race is won by any one group. There are strong incentives for development teams to cut corners with regard to the safety of the system, increasing the risk of critical failures and unintended consequences. This is in part due to the perceived advantage of being the first to develop advanced AI technology. One team appearing to be on the brink of a breakthrough can encourage other teams to take shortcuts, ignore precautions and deploy a system that is less ready. Some argue that using "race" terminology at all in this context can exacerbate this effect. Another potential danger of an AI arms race is the possibility of losing control of the AI systems; the risk is compounded in the case of a race to artificial general intelligence, which may present an existential risk. In 2023, a United States Air Force official reportedly said that during a computer test, a simulated AI drone killed the human character operating it. The USAF later said the official had misspoken and that it never conducted such simulations. A third risk of an AI arms race is whether or not the race is actually won by one group. The concern is regarding the consolidation of power and technological advantage in the hands of one group. A US government report argued that "AI-enabled capabilities could be used to threaten critical infrastructure, amplify disinformation campaigns, and wage war":1, and that "global stability and nuclear deterrence could be undermined".:11 == By nation == === United States === In 2014, former Secretary of Defense Chuck Hagel posited the "Third Offset Strategy" that rapid advances in artificial intelligence will define the next generation of warfare. According to data science and analytics firm Govini, the U.S. Department of Defense (DoD) increased investment in artificial intelligence, big data and cloud computing from $5.6 billion in 2011 to $7.4 billion in 2016. However, the civilian NSF budget for AI saw no increase in 2017. Japan Times reported in 2018 that the United States private investment is around $70 billion per year. The November 2019 'Interim Report' of the United States' National Security Commission on Artificial Intelligence confirmed that AI is critical to US technological military superiority. The U.S. has many military AI combat programs, such as the Sea Hunter autonomous warship, which is designed to operate for extended periods at sea without a single crew member, and to even guide itself in and out of port. From 2017, a temporary US Department of Defense directive requires a human operator to be kept in the loop when it comes to the taking of human life by autonomous weapons systems. On October 31, 2019, the United States Department of Defense's Defense Innovation Board published the draft of a report recommending principles for the ethical use of artificial intelligence by the Department of Defense that would ensure a human operator would always be able to look into the 'black box' and understand the kill-chain process. However, a major concern is how the report will be implemented. The Joint Artificial Intelligence Center (JAIC) (pronounced "jake") is an American organization on exploring the usage of AI (particularly edge computing), Network of Networks, and AI-enhanced communication, for use in actual combat. It is a subdivision of the United States Armed Forces and was created in June 2018. The organization's stated objective is to "transform the US Department of Defense by accelerating the delivery and adoption of AI to achieve mission impact at scale. The goal is to use AI to solve large and complex problem sets that span multiple combat systems; then, ensure the combat Systems and Components have real-time access to ever-improving libraries of data sets and tools." In 2023, Microsoft pitched the DoD to use DALL-E models to train its battlefield management system. OpenAI, the developer of DALL-E, removed the blanket ban on military and warfare use from its usage policies in January 2024. The Biden administration imposed restrictions on the export of advanced NVIDIA chips and GPUs to China in an effort to limit China's progress in artificial intelligence and high-performance computing. The policy aimed to prevent the use of cutting-edge U.S. technology in military or surveillance applications and to maintain a strategic advantage in the global AI race. In 2025, under the second Trump administration, the United States began a broad deregulation campaign aimed at accelerating growth in sectors critical to artificial intelligence, including nuclear energy, infrastructure, and high-performance computing. The goal was to remove regulatory barriers and attract private investment to boost domestic AI capabilities. This included easing restrictions on data usage, speeding up approvals for AI-related infrastructure projects, and incentivizing innovation in cloud computing and semiconductors. Companies like NVIDIA, Oracle, and Cisco played a central role in these efforts, expanding their AI research, data center capacity, and partnerships to help position the U.S. as a global leader in AI development. ==== Project Maven ==== Project Maven is a Pentagon project involving using machine learning and engineering talent to distinguish people and objects in drone videos, apparently giving the government real-time battlefield command and control, and the ability to track, tag and spy on targets without human involvement. Initially the effort was led by Robert O. Work who was concerned about China's military use of the emerging technology. Reportedly, Pentagon development stops short of acting as an AI weapons system capable of firing on self-designated targets. The project was established in a memo by the U.S. Deputy Secretary of Defense on 26 April 2017. Also known as the Algorithmic Warfare Cross Functional Team, it is, according to Lt. Gen. of the United States Air Force Jack Shanahan in November 2017, a project "designed to be that pilot project, that pathfinder, that spark that kindles the flame front of artificial intelligence across the rest of the [Defense] Department".     History of RISC OS

    RISC OS, the computer operating system developed by Acorn Computers for their ARM-based Acorn Archimedes range, was originally released in 1987 as Arthur 0.20, and soon followed by Arthur 0.30, and Arthur 1.20. The next version, Arthur 2, became RISC OS 2 and was completed in September 1988 and made available in April 1989. RISC OS 3 was released with the very earliest version of the A5000 in 1991 and contained a series of new features. By 1996 RISC OS had been shipped on over 500,000 systems. RISC OS 4 was released by RISCOS Ltd (ROL) in July 1999, based on the continued development of OS 3.8. ROL had in March 1999 licensed the rights to RISC OS from Element 14 (the renamed Acorn) and eventually from the new owner, Pace Micro Technology. According to the company, over 6,400 copies of OS 4.02 on ROM were sold up until production was ceased in mid-2005. RISC OS Select was launched in May 2001 by ROL. This is a subscription scheme allowing users access to the latest OS updates. These upgrades are released as soft-loadable ROM images, separate to the ROM where the boot OS is stored, and are loaded at boot time. Select 1 was shipped in May 2002, with Select 2 following in November 2002 and the final release of Select 3 in June 2004. ROL released the ROM based OS 4.39 the same month, dubbed RISC OS Adjust as a play on the RISC OS GUI convention of calling the three mouse buttons 'Select', 'Menu' and 'Adjust'. ROL sold its 500th Adjust ROM in early 2006. RISC OS 5 was released in October 2002 on Castle Technology's Acorn clone Iyonix PC. OS 5 is a separate evolution based upon the NCOS work done by Pace for set-top boxes. In October 2006, Castle announced a source sharing license plan for elements of OS 5. This Shared Source Initiative (SSI) is managed by RISC OS Open Ltd (ROOL). RISC OS 5 has since been released under a fully free and open source Apache 2.0 license, while the older no longer maintained RISC OS 6 has not. RISC OS Six was also announced in October 2006 by ROL. This is the next generation of their stream of the operating system. The first product to be launched under the name was the continuation of the Select scheme, Select 4. A beta-version of OS 6, Preview 1 (Select 4i1), was available in 2007 as a free download to all subscribers to the Select scheme, while in April 2009 the final release of Select 5 was shipped. The latest release of RISC OS from ROL is Select 6i1, shipped in December 2009. == Arthur == The OS was designed in the United Kingdom by Acorn for the 32-bit ARM based Acorn Archimedes, and released in its first version in 1987, as the Arthur operating system. The first public release of the OS was Arthur 1.20 in June 1987. It was bundled with a desktop graphical user interface (GUI), which mostly comprises assembly language software modules, and the Desktop module itself being written in BBC BASIC. It features a colour-scheme typically described as "technicolor". The graphical desktop runs on top of a command-line driven operating system which owes much to Acorn's earlier MOS operating system for its BBC Micro range of 8-bit microcomputers. Arthur, as originally conceived, was intended to deliver similar functionality to the operating system for the BBC Master series of computers, MOS, as a reaction to the fact that a more advanced operating system research project (ARX) would not be ready in time for the Archimedes. The Arthur project team, led by Paul Fellows, was given just five months to develop it entirely from the ground up—with the directive "just make it like the BBC micro". It was intended as a stop-gap until the operating system which Acorn had under development (ARX) could be completed. However, the latter was delayed time and again, and was eventually dropped when it became apparent that the Arthur development could be extended to have a window manager and full desktop environment. Also, it was small enough to run on the first 512K machines with only a floppy disc, whereas ARX required 4 megabytes and a hard drive. The OS development was carried out using a prototype ARM-based system connected to a BBC computer, before moving onto the prototype Acorn Archimedes the A500. Arthur was not a multitasking operating system, but offered support for adding application-level cooperative multitasking. No other version of the operating system was released externally, but internally the development of the desktop and window management continued, with the addition of a cooperative multitasking system, implemented by Neil Raine, which used the memory management hardware to swap-out one task, and bring in another between call-and-return from the Wimp_Poll call that applications were obliged to make to get messages under the desktop. Reminiscent of a similar technique employed by MultiFinder on the Apple Macintosh, this transformed a single-application-at-a-time system into one that could operate a full multi-tasking desktop. This transformation took place at version 1.6 though it was not made public until released, with the name change from Arthur to RISC OS, as version 2.0. Most software made for Arthur 1.2 can be run under RISC OS 2 and later because, underneath the desktop, the original Arthur OS core, API interfaces and modular structures remain as the heart of all versions. (A few titles will not work, however, because they used undocumented features, side effects or in a few cases APIs that became deprecated). In 2011, Business Insider listed Arthur as one of ten "operating systems that time forgot". == RISC OS 2 == RISC OS was a rapid development of Arthur 1.2 after the failure of the ARX project. Given growing dissatisfaction with various bugs and limitations with Arthur, testing of what was then known as Arthur 2 was apparently ongoing during 1988 with selected software houses. At this stage, Computer Concepts, who had been prolific developers for the BBC Micro and who had begun software development for the Archimedes, had already initiated a rival operating system project, Impulse, to support their own applications (including the desktop publishing application that would eventually become Impression), stating that Arthur did not meet the "hundreds of requirements" involved including "true multi-tasking". Such an operating system was to be offered free of charge with the planned application packages, but with the release of RISC OS and Computer Concepts acknowledging that RISC OS "overcomes the old problems with Arthur", the applications were to be able to run under either RISC OS or Impulse. Impression was eventually released as a RISC OS application. Ultimately, Arthur 2 was renamed to RISC OS, and was first sold as RISC OS 2.00 in April 1989. The operating system implements co-operative multitasking with some limitations but is not multi-threaded. It uses the ADFS file system for both floppy and hard disc access. It ran from a 512 KB set of ROMs. The WIMP interface offers all the standard features and fixes many of the bugs that had hindered Arthur. It lacks virtual memory and extensive memory protection (applications are protected from each other, but many functions have to be implemented as 'modules' which have full access to the memory). At the time of release, the main advantage of the OS was its ROM; it booted very quickly and while it was easy to crash, it was impossible to permanently break the OS from software. Its high performance was due to much of the system being written in ARM assembly language. The OS was designed with users in mind, rather than OS designers. It is organised as a relatively small kernel which defines a standard software interface to which extension modules are required to conform. Much of the system's functionality is implemented in modules coded in the ROM, though these can be supplanted by more evolved versions loaded into RAM. Among the kernel facilities are a general mechanism, named the callback handler, which allows a supervisor module to perform process multiplexing. This facility is used by a module forming part of the standard editor program to provide a terminal emulator window for console applications. The same approach made it possible for advanced users to implement modules giving RISC OS the ability to do pre-emptive multitasking. A slightly updated version, RISC OS 2.01, was released later to support the ARM3 processor, larger memory capacities, and the VGA and SVGA modes provided by the Acorn Archimedes 540 and Acorn R225/R260. == RISC OS 3 == RISC OS 3 introduced a number of new features, including multitasking Filer operations, applications and fonts in ROM, no limit on number of open windows, ability to move windows off screen, safe shutdown, the Pinboard, grouping of icon bar icons, up to 128 tasks, native ability to read MS-DOS format discs and use named hard discs.     Media preservation

    Preservation of documents, pictures, recordings, digital content, etc., is a major aspect of archival science. It is also an important consideration for people who are creating time capsules, family history, historical documents, scrapbooks and family trees. Common storage media are not permanent, and there are few reliable methods of preserving documents and pictures for the future. == Paper/prints (photos) == Color negatives and ordinary color prints may fade away to nothing in a relatively short period if not stored and handled properly. This happens even if the negatives and prints are kept in the dark, because ambient light is not the determining factor, but heat and humidity are. The color degradation is the result of the dyes used in the color processes. Because color processing results in a less stable image than traditional black-and-white processing, black-and-white pictures from the 1920s are more likely to survive long-term than color films and photographs from after the middle 20th century. Black-and-white photographic films using silver halide emulsions are the only film types that have proven to last for archival storage. The determining factors for longevity include the film base type, proper processing (develop, stop, fix and wash) and proper storage. Early films used a Cellulose nitrate base which was prone to decomposition and highly flammable. Nitrate film was replaced with acetate-base films. These Cellulose acetate films were later discovered to outgass acids (also referred to as vinegar syndrome). Acetate films were replaced in the early 1980s by polyester film base materials which have been determined to be more stable than film stocks with a nitrate or acetate base. Color prints made on most inkjet printers look very good at first but they have a very short lifespan, measured in months rather than in years. Even prints from commercial photo labs will start to fade in a matter of years if not processed properly and stored in cool, dry environments. == Documents/books == With documents for which the media are not so critical as what the documents contain, the information in documents can be copied by using photocopiers and image scanners. Books and manuscripts can also have their information saved without destruction by using a book scanner. Where the medium itself needs to be preserved, for example if a document is a crayon sketch by a famous artist on paper, a complex process of preservation may be used. Depending on the condition and importance of the item this can include gluing the media onto more stable media, or protective enclosing of the media. Polyester sleeves, acid-free folders, and pH buffered document boxes are common supportive protective enclosures whose selection must match the media's chemical and physical properties. Other considerations in preserving paper/books are: Damaging light, particularly UV light, which fades and destroys media over time by breaking down the molecules. Atmosphere contains small traces of sulfur dioxide and nitric acid which turn media yellow and break the fibers down. Humidity and moisture also aid in the breakdown of media. If there is too much, the document can be attacked by bacteria, and if too little, cellulose material breaks down. Temperature, particularly elevated ones, can destroy some media. Low temperatures can cause the water to form crystals which expands destroying the structure of paper-based documents. == Online photo albums == Although there are many websites that allow the upload of photographs and videos, digital preservation for the long-term is still considered an issue. There is a lack of confidence that such websites are capable of storing data for long periods of time (ex. 50 years) without data degradation or loss. == Optical media - CD, DVD, Blu-ray, M-Disc == Write-once optical media, such as CD-Rs and DVD-Rs, typically contain an organic dye that distinguishes data reading from data writing based on the dye's transparency along the disc. Conventional CDs and DVDs have finite shelf-life due to natural degradation of the dye; the newer M-DISC uses inorganic material technology to produce molded DVDs and Blu-Rays (up to 3-layer 100GB BDXL) with a claimed lifespan of 100-1000 years if stored correctly with most BD & BDXL rated read/writers enabling the higher power mode for the M-Disc format after 2011. The National Archives and Records Administration lists published life expectancies to be 10 or 25 years or more for normal CDs and DVDs and conservative life expectancies to be between 2 and 5 years. Storage environments, such as temperature and humidity, as well as handling conditions such as frequency of media use and compatibility between the recorder and media, affect media shelf-life. Improvements in media storage and migrations to new recording technologies can make certain formats obsolete within their respective lifespan. Technologists have pointed to internet streaming services, where services such as video-on-demand have contributed to the 33 percent decline in DVD sales the past 5 years, as a challenge for digital preservation. == Magnetic media - video cassettes, tapes, hard drives == Magnetic media such as audio and video tape and floppy disks also have limited life spans. Audio and video tapes require specific care and handling to ensure that the recorded information will be preserved. For information that must be preserved indefinitely, periodic transcription from old media to new ones is necessary, not only because the media are unstable but also because the recording technology may become obsolete. Magnetic media also deteriorates naturally with typical shelf lives between 10 and 20 years. Magnetic tape can degrade from binder hydrolysis or magnetic remanence decay. Binder hydrolysis, also known as sticky-shed syndrome, refers to the breakdown of binder, or glue, that holds the magnetic particles to the polyester base of the tape. Tapes which have been stored in hot, humid conditions are particularly vulnerable to this phenomenon and may suffer from accelerated degradation. Severe binder can cause the magnetic material to fall off or sheds from the base, leaving a pile of dust and clear backing. Archivists can bake the tape, which evaporates water molecules on the tape, to temporarily restore the binder before making a copy. Magnetic tape can also be destabilized by magnetic remanence decay, which refers to the weakening of the tape's magnetization over time. This weakens the affected tape's readability, leading to reduced sound clarity and volume or picture hue and contrast. Baking the tape will not restore magnetization. Media at risk include recorded media such as master audio recordings of symphonies and videotape recordings of the news gathered over the last 40 years. Threats to media that must be considered when archiving important record media include accidental erasure, physical loss due to disasters such as fires and floods, and media degradation. Along with the actual media being degraded over the years, the machines that are available to play back or reproduce the audio sources are becoming archaic themselves. Manufacturers and their support (parts, technical updates) for their machines have disappeared throughout the years. Even if the medium is vaulted and archived correctly, the mechanical properties of the machines have deteriorated to the point that they could do more harm than good to the tape being played. Many major film studios are now backing up their libraries by converting them to electronic media files, such as .AIFF or .WAV-based files via digital audio workstations. That way, even if the digital platform manufacturer goes out of business or no longer supports their product, the files can still be played on any common computer. There is a detailed process that must take place previous to the final archival product now that a digital solution is in place. Sample rates and their conversion and reference speed are both critical in this process. In floppy disks, the lubricants inside the plastic jackets of many older floppies promote the decay of the magnetic medium. Also, the alignment of the magnetic particles of the disk substrate may gradually degrade, leading to a loss of formatting and data. Early laser disk media were prone to degradation as the layers of the disk substrate were bonded with an adhesive that was vulnerable to decay and would crumble over time. This would lead the different layers of the disk to peel apart, damaging the pitted data surface and rendering the disk unreadable.

    UPnP (originally Universal Plug and Play) is a set of Internet Protocol-based networking protocols that permits networked devices, such as personal computers, printers, Internet gateways, Wi-Fi access points and mobile devices, to seamlessly discover each other's presence on the network and establish functional network services. UPnP is intended primarily for residential networks without enterprise-class devices. Officially, only the abbreviations UPnP and UPnP+ are trademarked. UPnP assumes the network runs IP, and then uses HTTP on top of IP to provide device/service description, actions, data transfer and event notification. Device search requests and advertisements are supported by running HTTP on top of UDP (port 1900) using multicast (known as HTTPMU). Responses to search requests are also sent over UDP, but are instead sent using unicast (known as HTTPU). Conceptually, UPnP extends plug and play—a technology for dynamically attaching devices directly to a computer—to zero-configuration networking for residential and SOHO wireless networks. UPnP devices are plug-and-play in that, when connected to a network, they automatically establish working configurations with other devices, removing the need for users to manually configure and add devices through IP addresses. UPnP is generally regarded as unsuitable for deployment in business settings for reasons of economy, complexity, and consistency: the multicast foundation makes it chatty, consuming too many network resources on networks with a large population of devices; the simplified access controls do not map well to complex environments. == Overview == The UPnP architecture allows device-to-device networking of consumer electronics, mobile devices, personal computers, and networked home appliances. It is a distributed, open architecture protocol based on established standards such as the Internet Protocol Suite (TCP/IP), HTTP, XML, and SOAP. UPnP control points (CPs) are devices which use UPnP protocols to control UPnP controlled devices (CDs). The UPnP architecture supports zero-configuration networking. A UPnP-compatible device from any vendor can dynamically join a network, obtain an IP address, announce its name, advertise or convey its capabilities upon request, and learn about the presence and capabilities of other devices. Dynamic Host Configuration Protocol (DHCP) and Domain Name System (DNS) servers are optional and are only used if they are available on the network. Devices can disconnect from the network automatically without leaving state information. UPnP was published as a 73-part international standard ISO/IEC 29341 in December 2008. Other UPnP features include: Media and device independence UPnP technology can run on many media that support IP, including Ethernet, FireWire, Infrared (IrDA), home wiring (G.hn) and Radiofrequency (Bluetooth, Wi-Fi). No special device driver support is necessary; common network protocols are used instead. User interface (UI) control Optionally, the UPnP architecture enables devices to present a user interface through a web browser (see Presentation below). Operating system and programming language independence Any operating system and any programming language can be used to build UPnP products. UPnP stacks are available for most platforms and operating systems in both closed- and open-source forms. Programmatic control UPnP architecture also enables conventional application programmatic control. Extensibility Each UPnP product can have device-specific services layered on top of the basic architecture. In addition to combining services defined by the UPnP Forum in various ways, vendors can define their own device and service types. They can extend standard devices and services with vendor-defined actions, state variables, data structure elements, and variable values. == Protocol == UPnP uses common Internet technologies. It assumes the network must run Internet Protocol (IP) and then uses HTTP, SOAP and XML on top of IP, to provide device/service description, actions, data transfer and eventing. Device search requests and advertisements are supported by running HTTP on top of UDP using multicast (known as HTTPMU). Responses to search requests are also sent over UDP, but are instead sent using unicast (known as HTTPU). UPnP uses UDP due to its lower overhead, as it does not require confirmation of received data and retransmission of corrupt packets. HTTPU and HTTPMU specifications were initially submitted as an Internet Draft, but it expired in 2001; These specifications have since been integrated into the actual UPnP specifications. UPnP uses UDP port 1900, and all used TCP ports are derived from the SSDP alive and response messages. === Addressing === The foundation for UPnP networking is IP addressing. Each device must implement a DHCP client and search for a DHCP server when the device is first connected to the network. If no DHCP server is available, the device must assign itself an address. The process by which a UPnP device assigns itself an address is known within the UPnP Device Architecture as AutoIP. In UPnP Device Architecture Version 1.0, AutoIP is defined within the specification itself; in UPnP Device Architecture Version 1.1, AutoIP references IETF RFC 3927. If during the DHCP transaction, the device obtains a domain name, for example, through a DNS server or via DNS forwarding, the device should use that name in subsequent network operations; otherwise, the device should use its IP address. === Discovery === Once a device has established an IP address, the next step in UPnP networking is discovery. The UPnP discovery protocol is known as the Simple Service Discovery Protocol (SSDP). When a device is added to the network, SSDP allows that device to advertise its services to control points on the network. This is achieved by sending SSDP alive messages. When a control point is added to the network, SSDP enables that control point to actively search for devices of interest on the network or listen passively to SSDP alive messages from devices. The fundamental exchange is a discovery message containing a few essential details about the device or one of its services, such as its type, identifier, and a pointer (network location) to more detailed information. === Description === After a control point has discovered a device, it still knows very little about the device. For the control point to learn more about the device and its capabilities, or to interact with the device, it must retrieve the device's description from the location (URL) provided by the device in the discovery message. The UPnP Device Description is expressed in XML. It includes vendor-specific manufacturer information like the model name and number, serial number, manufacturer name, (presentation) URLs to vendor-specific websites, etc. The description also includes a list of any embedded services. For each service, the Device Description document lists the URLs for control, eventing and service description. Each service description includes a list of the commands, or actions, to which the service responds, and parameters, or arguments, for each action; the description for a service also includes a list of variables; these variables model the state of the service at run time and are described in terms of their data type, range, and event characteristics. === Control === Having retrieved a description of the device, the control point can send actions to a device's service. To do this, a control point sends a suitable control message to the control URL for the service (provided in the device description). Control messages are also expressed in XML using the Simple Object Access Protocol (SOAP). Much like function calls, the service returns any action-specific values in response to the control message. The effects of the action, if any, are modeled by changes in the variables that describe the run-time state of the service. === Event notification === Another capability of UPnP networking is event notification, or eventing. The event notification protocol defined in the UPnP Device Architecture is known as General Event Notification Architecture (GENA). A UPnP description for a service includes a list of actions the service responds to and a list of variables that model the state of the service at runtime. The service publishes updates when these variables change, and a control point may subscribe to receive this information. The service publishes updates by sending event messages. Event messages contain the names of one or more state variables and their current values. These messages are also expressed in XML. A special initial event message is sent when a control point first subscribes; this event message contains the names and values for all evented variables and allows the subscriber to initialize its model of the state of the service.
