It became available as part of Google Cloud Platform in 2017, under the name "Cloud Spanner". == Architecture == Spanner uses the Paxos algorithm as part of its operation to shard (partition) data across up to hundreds of servers. It makes heavy use of hardware-assisted clock synchronization using GPS clocks and atomic clocks to ensure global consistency. TrueTime is the brand name for Google's distributed cloud infrastructure, which provides Spanner with the ability to generate monotonically increasing timestamps in data centers around the world.     Semantic heterogeneity

    Semantic heterogeneity is when database schema or datasets for the same domain are developed by independent parties, resulting in differences in meaning and interpretation of data values. Beyond structured data, the problem of semantic heterogeneity is compounded due to the flexibility of semi-structured data and various tagging methods applied to documents or unstructured data. Semantic heterogeneity is one of the more important sources of differences in heterogeneous datasets. Yet, for multiple data sources to interoperate with one another, it is essential to reconcile these semantic differences. Decomposing the various sources of semantic heterogeneities provides a basis for understanding how to map and transform data to overcome these differences. == Classification == One of the first known classification schemes applied to data semantics is from William Kent in the late 80s. Kent's approach dealt more with structural mapping issues than differences in meaning, which he pointed to data dictionaries as potentially solving. One of the most comprehensive classifications is from Pluempitiwiriyawej and Hammer, "Classification Scheme for Semantic and Schematic Heterogeneities in XML Data Sources". They classify heterogeneities into three broad classes: Structural conflicts arise when the schema of the sources representing related or overlapping data exhibit discrepancies. Structural conflicts can be detected when comparing the underlying schema. The class of structural conflicts includes generalization conflicts, aggregation conflicts, internal path discrepancy, missing items, element ordering, constraint and type mismatch, and naming conflicts between the element types and attribute names. Domain conflicts arise when the semantics of the data sources that will be integrated exhibit discrepancies. Domain conflicts can be detected by looking at the information contained in the schema and using knowledge about the underlying data domains. The class of domain conflicts includes schematic discrepancy, scale or unit, precision, and data representation conflicts. Data conflicts refer to discrepancies among similar or related data values across multiple sources. Data conflicts can only be detected by comparing the underlying sources. The class of data conflicts includes ID-value, missing data, incorrect spelling, and naming conflicts between the element contents and the attribute values. Moreover, mismatches or conflicts can occur between set elements (a "population" mismatch) or attributes (a "description" mismatch). Michael Bergman expanded upon this schema by adding a fourth major explicit category of language, and also added some examples of each kind of semantic heterogeneity, resulting in about 40 distinct potential categories . This table shows the combined 40 possible sources of semantic heterogeneities across sources: A different approach toward classifying semantics and integration approaches is taken by Sheth et al. Under their concept, they split semantics into three forms: implicit, formal and powerful. Implicit semantics are what is either largely present or can easily be extracted; formal languages, though relatively scarce, occur in the form of ontologies or other description logics; and powerful (soft) semantics are fuzzy and not limited to rigid set-based assignments. Sheth et al.'s main point is that first-order logic (FOL) or description logic is inadequate alone to properly capture the needed semantics. == Relevant applications == Besides data interoperability, relevant areas in information technology that depend on reconciling semantic heterogeneities include data mapping, semantic integration, and enterprise information integration, among many others. From the conceptual to actual data, there are differences in perspective, vocabularies, measures and conventions once any two data sources are brought together. Explicit attention to these semantic heterogeneities is one means to get the information to integrate or interoperate. A mere twenty years ago, information technology systems expressed and stored data in a multitude of formats and systems. The Internet and Web protocols have done much to overcome these sources of differences. While there is a large number of categories of semantic heterogeneity, these categories are also patterned and can be anticipated and corrected. Basili participated in different papers detailing a methodology for collecting valid software engineering data relating to software engineering, evaluation of software development, and variations. In 2004, different software vendors in software analysis started using the terms as part of their product naming and marketing strategy. Then in 2010, Ahmed E. Hassan and Tao Xie defined software intelligence as a "practice offering software practitioners up-to-date and pertinent information to support their daily decision-making processes and Software Intelligence should support decision-making processes throughout the lifetime of a software system".     The FIRST Global Challenge is a yearly robotics competition organized by the International First Committee Association. It promotes STEM education and careers for youth and was created by Dean Kamen in 2016 as an expansion of FIRST, an organization with similar objectives. == History == FIRST Global is a trade name for the International First Committee Association, a nonprofit corporation based in Manchester, New Hampshire, with a 501(c)(3) designation from the IRS. The nonprofit was founded by the co-founder of FIRST, Dean Kamen, with the objective of promoting STEM education and careers in the developing world through Olympics-style robotics competitions. Former US Congressman, Joe Sestak was the organization's president in 2017, but left after the 2017 Challenge. Each year, the FIRST Global Challenge is held in a different city. For example, Mexico City was selected to host the 2018 Challenge after the United States hosted the 2017 edition in Washington, DC. This is a change from FIRST's system of championships, where one city hosts for several years at a time. In May 2020, it was announced that FIRST Global would not host a traditional challenge in 2020 due to the COVID-19 pandemic and shifted to a remote model. One of the three champions were Team Bangladesh. In 2022, FIRST Global returned to in-person events with the 2022 Challenge in Geneva, Switzerland. == Editions == === Washington, D.C. 2017 === The 2017 FIRST Global Challenge was held in Washington, D.C., from July 16–18, and the challenge was the use of robots to separate different colored balls, representing clean water and impurities in water, symbolizing the Engineering Grand Challenge (based on the Millennium Development Goal) of improving access to clean water in the developing world. Around 160 teams composed of 15- to 18-year-olds from 157 countries participated, and around 60% of teams were created or led by young women. Six continental teams also participated. === Mexico City 2018 === The 2018 FIRST Global Challenge was held in Mexico City from August 15–18. The 2018 Challenge was called Energy Impact and explored the impact of various types of energy on the world and how they can be made more sustainable. In the challenge, robots worked together in teams of three to give cubes to human players, turn a crank, and score cubes in goals in order to generate electrical power. The challenge was based on three Engineering Grand Challenges; making solar energy affordable, making fusion energy a reality, and creating carbon sequestration methods. === Dubai 2019 === The 2019 challenge, called Ocean Opportunities, was held in Dubai from October 24–27 and was the first challenge hosted outside of North America. The challenge was themed around clearing the ocean of pollutants, and had two alliances of three teams each attempting to score large and small balls representing pollutants into processing areas and a processing barge. The processing barge had multiple levels, with higher levels worth more points. At the end of the match, robots "docked" with the barge by driving onto or climbing up it, with climbing worth more points. The event was opened by Sheikh Hamdan bin Mohammed Al Maktoum, Crown Prince of Dubai. === Geneva 2022 === The 2022 challenge called Carbon Capture, was held in Geneva from October 13–16. The challenge was themed around removing carbon dioxide (CO2) emissions from the atmosphere. In the Carbon Capture game, six different countries worked together to capture and store black balls representing carbon particles. The storage tower had multiple cantilevered bars that the robots mounted to, with the higher bars worth a greater multiplier. At the end of a match, robots "docked" on the storage tower's base or climbed the bars with their alliance indicator ball. Each match started with a "global alliance" of six countries, then divided into two "regional alliances" each consisting of three countries. The event was opened by Dr. Martina Hirayama, Switzerland State Secretary for Education, Research and Innovation (SERI). === Singapore 2023 === The 2023 challenge, called Hydrogen Horizons, was held in Singapore from October 7–10. The challenge is themed around renewable energy with a focus on hydrogen technologies. === Athens 2024 === The 2024 challenge was hosted in the Peace and Friendship Stadium in Attica, Greece. === Panama 2025 === The 2025 challenge, Eco Equilibrium, was hosted in the Panama Convention Centre in Panama City, Panama. == Subordinate programs == === Global STEM Corps === The Global STEM Corps is a FIRST Global initiative that connects qualified volunteer mentors with students in developing countries to prepare them for competitions. === New Technology Experience === The New Technology Experience (NTE) is an annual component of the FIRST Global Challenge that was added to the organization's offerings in 2021.     Information explosion is the rapid increase in the amount of published information or data and the effects of this abundance. As the amount of available data grows, the problem of managing the information becomes more difficult, which can lead to information overload. The Online Oxford English Dictionary indicates use of the phrase in a March 1964 New Statesman article. The New York Times first used the phrase in its editorial content in an article by Walter Sullivan on June 7, 1964, in which he described the phrase as "much discussed". The earliest known use of the phrase was in a speech about television by NBC president Pat Weaver at the Institute of Practitioners of Advertising in London on September 27, 1955. The speech was rebroadcast on radio station WSUI in Iowa City and excerpted in the Daily Iowan newspaper two months later. Many sectors are seeing this rapid increase in the amount of information available such as healthcare, supermarkets, and governments. Another sector that is being affected by this phenomenon is journalism. Such a profession, which in the past was responsible for the dissemination of information, may be suppressed by the overabundance of information today. Techniques to gather knowledge from an overabundance of electronic information (e.g., data fusion may help in data mining) have existed since the 1970s. Another common technique to deal with such amount of information is qualitative research. Such approaches aim to organize the information, synthesizing, categorizing and systematizing in order to be more usable and easier to search. == Growth patterns == The world's technological capacity to store information grew from, optimally compressed, 2.6 exabytes in 1986 to 15.7 in 1993, over 54.5 in 2000, and to 295 exabytes in 2007. The world's technological capacity to receive information through one-way broadcast networks was 432 exabytes of (optimally compressed) information in 1986, 715 (optimally compressed) exabytes in 1993, 1,200 (optimally compressed) exabytes in 2000, and 1,900 in 2007. The world's effective capacity to exchange information through two-way telecommunications networks was 0.281 exabytes of (optimally compressed) information in 1986, 0.471 in 1993, 2.2 in 2000, and 65 (optimally compressed) exabytes in 2007. A new metric that is being used in an attempt to characterize the growth in person-specific information, is the disk storage per person (DSP), which is measured in megabytes/person (where megabytes is 106 bytes and is abbreviated MB). Global DSP (GDSP) is the total rigid disk drive space (in MB) of new units sold in a year divided by the world population in that year. The GDSP metric is a crude measure of how much disk storage could possibly be used to collect person-specific data on the world population. In 1983, one million fixed drives with an estimated total of 90 terabytes were sold worldwide; 30MB drives had the largest market segment. In 1996, 105 million drives, totaling 160,623 terabytes were sold with 1 and 2 gigabyte drives leading the industry. By the year 2000, with 20GB drive leading the industry, rigid drives sold for the year are projected to total 2,829,288 terabytes Rigid disk drive sales to top $34 billion in 1997. According to Latanya Sweeney, there are three trends in data gathering today: Type 1. Expansion of the number of fields being collected, known as the “collect more” trend. Type 2. Replace an existing aggregate data collection with a person-specific one, known as the “collect specifically” trend. Type 3. Gather information by starting a new person-specific data collection, known as the “collect it if you can” trend. == Related terms == Since "information" in electronic media is often used synonymously with "data", the term information explosion is closely related to the concept of data flood (also dubbed data deluge). Sometimes the term information flood is used as well. All of those basically boil down to the ever-increasing amount of electronic data exchanged per time unit. A term that covers the potential negative effects of information explosion is information inflation. The awareness about non-manageable amounts of data grew along with the advent of ever more powerful data processing since the mid-1960s. == Challenges == Even though the abundance of information can be beneficial in several levels, some problems may be of concern such as privacy, legal and ethical guidelines, filtering and data accuracy. Filtering refers to finding useful information in the middle of so much data, which relates to the job of data scientists. A typical example of a necessity of data filtering (data mining) is in healthcare since in the next years is due to have EHRs (Electronic Health Records) of patients available.     Data management plan

    A data management plan or DMP is a formal document that outlines how data are to be handled both during a research project, and after the project is completed. The goal of a data management plan is to consider the many aspects of data management, metadata generation, data preservation, and analysis before the project begins; this may lead to data being well-managed in the present, and prepared for preservation in the future. DMPs were originally used in 1966 to manage aeronautical and engineering projects' data collection and analysis, and expanded across engineering and scientific disciplines in the 1970s and 1980s. Up until the early 2000s, DMPs were used "for projects of great technical complexity, and for limited mid-study data collection and processing purposes". In the 2000s and later, E-research and economic policies drove the development and uptake of DMPs. == Importance == Preparing a data management plan before data are collected is claimed to ensure that data are in the correct format, organized well, and better annotated. This could arguably save time in the long term because there is no need to re-organize, re-format, or try to remember details about data. It is also claimed to increase research efficiency since both the data collector and other researchers might be able to understand and use well-annotated data in the future. One component of a data management plan is data archiving and preservation. By deciding on an archive ahead of time, the data collector can format data during collection to make its future submission to a database easier. If data are preserved, they are more relevant since they can be re-used by other researchers. It also allows the data collector to direct requests for data to the database, rather than address requests individually. A frequent argument in favor of preservation is that data that are preserved have the potential to lead to new, unanticipated discoveries, and they prevent duplication of scientific studies that have already been conducted. Data archiving also provides insurance against loss by the data collector. In the 2010s, funding agencies increasingly required data management plans as part of the proposal and evaluation process, despite little or no evidence of their efficacy. == Major components == "There is no general and definitive list of topics that should be covered in a DMP for a research project", and researchers are often left to their own devices as to how to fill out a DMP. === Information about data and data format === A description of data to be produced by the project. This might include (but is not limited to) data that are: Experimental Observational Raw or derived Physical collections Models Simulations Curriculum materials Software Images How will the data be acquired? When and where will they be acquired? After collection, how will the data be processed? This may include descriptions of temporal and spatial details, instruments, parameters, units, files, etc. Metadata is commonly referred to as "data about data". Issues to be considered include: How detailed has the metadata to be in order to make the data meaningful? How will the metadata be created and/or captured? Examples include lab notebooks, GPS hand-held units, Auto-saved files on instruments, etc. What format will be used for the metadata? What are the metadata standards commonly used in the respective scientific discipline? There should be justification for the format chosen. === Policies for access, sharing, and re-use === Describe any obligations that exist for sharing data collected. These may include obligations from funding agencies, institutions, other professional organizations, and legal requirements. Include information about how data will be shared, including when the data will be accessible, how long the data will be available, how access can be gained, and any rights that the data collector reserves for using data. Address any ethical or privacy issues with data sharing Address intellectual property & copyright issues. Who owns the copyright? What are the institutional, publisher, and/or funding agency policies associated with intellectual property? Are there embargoes for political, commercial, or patent reasons? Describe the intended future uses/users for the data Indicate how the data should be cited by others. How will the issue of persistent citation be addressed? For example, if the data will be deposited in a public archive, will the dataset have a persistent identifier (e.g., ARK, DOI, Handle, PURL, URN) assigned to it? === Long-term storage and data management === Researchers should identify an appropriate archive for the long-term preservation of their data. By identifying the archive early in the project, the data can be formatted, transformed, and documented appropriately to meet the requirements of the archive. Researchers should consult colleagues and professional societies in their discipline to determine the most appropriate database, and include a backup archive in their data management plan in case their first choice goes out of existence. Early in the project, the primary researcher should identify what data will be preserved in an archive. Usually, preserving the data in its most raw form is desirable, although data derivatives and products can also be preserved. An individual should be identified as the primary contact person for archived data, and ensure contact information is always kept up-to-date in case there are requests for data or information about data. === Budget === Data management and preservation costs may be considerable, depending on the nature of the project. By anticipating costs ahead of time, researchers ensure that the data will be properly managed and archived. Potential expenses that should be considered are Human resources and staff as they handle data preparation, management, documentation, and preservation Hardware and/or software needed for data management, backing up, security, documentation, and preservation Costs associated with submitting the data to an archive The data management plan should include how these costs will be paid. == NSF Data Management Plan == All grant proposals submitted to National Science Foundation (NSF) must include a Data Management Plan that is no more than two pages. This is a supplement (not part of the 15-page proposal) and should describe how the proposal will conform to the Award and Administration Guide policy (see below).     In discourse-based grammatical theory, information flow is any tracking of referential information by speakers. Information may be new, i.e., just introduced into the conversation; given, i.e., already active in the speakers' consciousness; or old, i.e., no longer active. The various types of activation, and how these are defined, are model-dependent. Information flow affects grammatical structures such as: Word order (topic, focus, and afterthought constructions). Active, passive, or middle voice. Choice of deixis, such as articles; "medial" deictics such as Spanish ese and Japanese sore are generally determined by the familiarity of a referent rather than by physical distance. Overtness of information, such as whether an argument of a verb is indicated by a lexical noun phrase, a pronoun, or not mentioned at all. Clefting: Splitting a single clause into two clauses, each with its own verb, e.g. ‘The chicken turtles tasted like chicken.’ becomes ‘It was the chicken turtle | that tasted like chicken.’ In this case, clefting is used to shift the focus of the sentence to the subject, the chicken turtle. Front focus: Placing at the start (front) of a sentence information that would normally occur later in the sentence, to give it extra prominence.     Cognitive computing refers to technology platforms that, broadly speaking, are based on the scientific disciplines of artificial intelligence and signal processing. These platforms encompass machine learning, reasoning, natural language processing, speech recognition and vision (object recognition), human–computer interaction, dialog and narrative generation, among other technologies. == Definition == At present, there is no widely agreed upon definition for cognitive computing in either academia or industry. In general, the term cognitive computing has been used to refer to new hardware and/or software that mimics the functioning of the human brain (2004). In this sense, cognitive computing is a new type of computing with the goal of more accurate models of how the human brain/mind senses, reasons, and responds to stimulus. Cognitive computing applications link data analysis and adaptive page displays (AUI) to adjust content for a particular type of audience. As such, cognitive computing hardware and applications strive to be more affective and more influential by design. The term "cognitive system" also applies to any artificial construct able to perform a cognitive process where a cognitive process is the transformation of data, information, knowledge, or wisdom to a new level in the DIKW Pyramid. While many cognitive systems employ techniques having their origination in artificial intelligence research, cognitive systems, themselves, may not be artificially intelligent. For example, a neural network trained to recognize cancer on an MRI scan may achieve a higher success rate than a human doctor. This system is certainly a cognitive system but is not artificially intelligent. Cognitive systems may be engineered to feed on dynamic data in real-time, or near real-time, and may draw on multiple sources of information, including both structured and unstructured digital information, as well as sensory inputs (visual, gestural, auditory, or sensor-provided). == Cognitive analytics == Cognitive computing-branded technology platforms typically specialize in the processing and analysis of large, unstructured datasets. == Applications == Education Even if cognitive computing can not take the place of teachers, it can still be a heavy driving force in the education of students. Cognitive computing being used in the classroom is applied by essentially having an assistant that is personalized for each individual student. This cognitive assistant can relieve the stress that teachers face while teaching students, while also enhancing the student's learning experience over all. Teachers may not be able to pay each and every student individual attention, this being the place that cognitive computers fill the gap. Some students may need a little more help with a particular subject. For many students, Human interaction between student and teacher can cause anxiety and can be uncomfortable. With the help of Cognitive Computer tutors, students will not have to face their uneasiness and can gain the confidence to learn and do well in the classroom. While a student is in class with their personalized assistant, this assistant can develop various techniques, like creating lesson plans, to tailor and aid the student and their needs. In cases where the human/cog ensemble achieves results at, or superior to, the level of a human expert then the ensemble has achieved synthetic expertise. In a human/cog ensemble, the "cog" is a cognitive system employing virtually any kind of cognitive computing technology.     TurboQuant

    TurboQuant is an online vector quantization algorithm for compressing high-dimensional Euclidean vectors while preserving their geometric structure. It was proposed in 2025 by Amir Zandieh, Majid Daliri, Majid Hadian, and Vahab Mirrokni in the paper TurboQuant: Online Vector Quantization with Near-optimal Distortion Rate. The paper lists Zandieh and Mirrokni as affiliated with Google Research, Daliri with New York University, and Hadian with Google DeepMind. The method was developed for applications including large language model (LLM) inference, key–value (KV) cache compression, vector databases, and nearest neighbor search. TurboQuant consists of two related algorithms: TurboQuantmse, which is optimized for mean squared error (MSE), and TurboQuantprod, which is optimized for unbiased inner product estimation. The algorithm uses a random rotation of input vectors, applies scalar quantizers to the rotated coordinates, and, for inner-product estimation, applies a one-bit Quantized Johnson–Lindenstrauss (QJL) transform to the residual error. == Background == Vector quantization is a compression method that maps high-dimensional vectors to a finite set of codewords. The problem has roots in Shannon's source coding theory and rate–distortion theory. In machine learning and information retrieval, vector quantization is used to reduce the memory required to store embeddings, activation vectors, and other numerical representations. In Transformer-based large language models, the KV cache stores key and value vectors from previous tokens during autoregressive decoding. The size of this cache grows with context length, the number of attention heads, and the number of concurrent requests, making it a major memory bottleneck in LLM serving. Similar compression problems appear in vector search, where large collections of embedding vectors must be stored and searched efficiently. Earlier approaches to vector quantization include product quantization, scalar quantization, and data-dependent k-means codebook construction. The TurboQuant paper argues that many existing methods either require offline preprocessing and calibration or suffer from suboptimal distortion guarantees in online settings. == Algorithm == === TurboQuantmse === TurboQuantmse is the version of the algorithm optimized for mean-squared error. The authors report that, for KV cache quantization, TurboQuant achieved quality neutrality at 3.5 bits per channel and marginal degradation at 2.5 bits per channel. In long-context LLM experiments using Llama 3.1 8B Instruct, the paper evaluated the method on a "needle-in-a-haystack" retrieval task with document lengths from 4,000 to 104,000 tokens. It reported that TurboQuant matched the uncompressed full-precision baseline while using more than 4× compression, and compared the method against PolarQuant, SnapKV, PyramidKV, and KIVI. Google Research stated that TurboQuant was evaluated on long-context benchmarks including LongBench, Needle in a Haystack, ZeroSCROLLS, RULER, and L-Eval using open-source models including Gemma and Mistral. According to a report in Tom's Hardware, Google described the method as reducing KV-cache memory by at least six times and achieving up to an eightfold improvement in attention-logit computation on Nvidia H100 GPUs compared with unquantized 32-bit keys. TurboQuant has also been applied to nearest-neighbor vector search. The original paper reports experiments on DBpedia entity embeddings and GloVe embeddings, comparing TurboQuant with product quantization and other vector-search quantization baselines. == Relationship to other methods == TurboQuant is related to several methods for efficient large language model inference and high-dimensional search: Product quantization – a vector quantization technique widely used for approximate nearest-neighbor search Quantization (machine learning) – reducing the numerical precision of weights, activations, or cached tensors in machine learning models PagedAttention – a memory-management algorithm for LLM serving that reduces fragmentation in the KV cache Johnson–Lindenstrauss lemma – a result in high-dimensional geometry used in random projection methods Lloyd's algorithm – an algorithm for scalar and vector quantization, including k-means-style codebook construction Unlike PagedAttention, which focuses on memory allocation and cache layout, TurboQuant reduces the numerical storage cost of the vectors themselves.     Proof of authority (PoA) is a category of consensus protocols used with blockchains based on reputation and identity as a stake that delivers comparatively fast and efficient transactions (compared to proof-of-work and proof-of-stake). The most notable platforms using PoA are VeChain, Bitgert, Palm Network and Xodex. == Description == Proof-of-authority is a category of consensus protocols for networks and blockchains where transactions and blocks are built and validated by approved entities known as validators. Their permissions are often granted through a centralized authority, but they can also be granted through a council or decentralized organization. The term "proof-of-authority" was coined by Gavin Wood, co-founder of Ethereum and Parity Technologies. With PoA, validators are incentivized to maintain good behavior and honesty when validating blocks to avoid developing a negative reputation. PoA can have higher security than PoW and even PoS due to validators wanting to avoid damaging their reputation. Because PoA is permissioned, it is not fully trustless. Validators without good reputation may risk having their validator permissions removed. PoA is generally more efficient than PoW and PoS because it operates with fewer nodes and validators, thus requiring fewer duplicated resources.
