MX1 Ltd

MX1 was a global media services provider founded in July 2016 from a merger between digital media services companies, RR Media and SES Platform Services, and a wholly owned subsidiary of global satellite owner and operator, SES. In September 2019, MX1 was merged into the SES Video division and the MX1 brand dropped. Broadcast and streamed content management, playout, distribution, and monetisation services from both MX1 and SES Video are now provided under the SES name. Before merger with SES, MX1 claimed to manage more than 5 million media assets and every day to distribute more than 3,600 TV channels, manage the playout of over 525 channels, distribute content to more than 120 subscription VOD platforms, and deliver over 8,400 hours of online video streaming and more than 620 hours of premium sports and live events. == Services == MX1 video and media services are provided through a single hybrid, cloud and on-premises solution, called MX1 360, which enables video and media solutions including content and metadata management, archiving, localisation solutions, channel playout, VOD, online video (OTT) and content distribution. Services provided by MX1 include: === Content aggregation === Acquisition of content via satellite, fibre or IP with satellite downlinking services (for encryption, re-encryption and re-muxing into different platforms), fibre reception from any location, and IP reception via the public Internet. Live sports, news and entertainment production (including in-studio, outside broadcasting, and SNG) with mobile live streaming and video contribution. === Content management === Digital mastering including scanning, conversion, restoration, quality control and localisation/versioning. Content archiving including secure, cloud and on-premises digital storage, and disaster recovery services. Metadata packaging and platform validation to enhance content discovery, searchability and cataloguing. Playout preparation and delivery to any format. === Channel origination and playout === Managed TV channel origination in SD, HD and UHD including 3D graphics, and video and audio effects, using cloud-based solution accessible from any location, with live content insertion and operation, and 24/7 monitoring. === Online video/VOD services === Content preparation and management for online video, VOD, live streaming services and Online video platforms using an ultra-high capacity content delivery network, including subscriber management, apps, DRM, social media, advertising tools, monetisation tools, metadata management, and analytics. === Content delivery === Delivery in all video formats over hybrid distribution network of satellite (using over 150 platforms), fibre (60 digital media hubs worldwide) and the Internet with complete downlink/uplink turnaround services and OTT content delivery. == Locations == MX1 has 16 offices worldwide, the most recent opened in March 2017 in Seoul, South Korea, as well as media centres in UK (London), US (Hawley, PA), Israel (Emeq Ha'Ela), Romania (Bucharest) and at the headquarters in Unterföhring near Munich, Germany. In the early part of 2017, significant upgrades were made to MX1's US media centre in Hawley, Pennsylvania, including expanding its capabilities for US based and global content aggregation, management and delivery to support US broadcasters and content providers. == History == RRsat was founded in Israel by David Rivel, an electronics, computers and communications engineer in 1981 as a communications provider, and in 2014 changed its name to RR Media to reflect its expanding global service offering. In 2015, RR Media acquired Eastern Space Systems (ESS), a Romanian provider of content management and content distribution services and satellite transmission services provider, SatLink Communications. Digital Playout Centre GmbH (DPC) was founded in 1996 by German media company, Kirch to provide playout, multiplexing, satellite uplinks and other broadcast services to Kirch's Premiere pay-TV platform (now Sky Deutschland) and other private and public German broadcasters. In 2005, SES Astra (a subsidiary of SES Global, now SES) bought 100% of DPC from Premiere and the company renamed ASTRA Platform Services GmbH (APS). In 2012, to reflect the company's expanding worldwide reach, the name was changed to SES Platform Services. In February 2016, it was announced that SES Platform Services had agreed, subject to regulatory approvals, to purchase RR Media. The acquisition was completed in July 2016, with the merged company renamed MX1 and headed by Avi Cohen, the former CEO of RR Media. In October 2017, Cohen was replaced as CEO by Wilfred Urner, the former CEO of SES Platform Services, CEO of SES subsidiary, HD+ and Head of Media Platforms and Product Development, SES Video.

Protocol engineering

Protocol engineering is the application of systematic methods to the development of communication protocols. It uses many of the principles of software engineering, but it is specific to the development of distributed systems. == History == When the first experimental and commercial computer networks were developed in the 1970s, the concept of protocols was not yet well developed. These were the first distributed systems. In the context of the newly adopted layered protocol architecture (see OSI model), the definition of the protocol of a specific layer should be such that any entity implementing that specification in one computer would be compatible with any other computer containing an entity implementing the same specification, and their interactions should be such that the desired communication service would be obtained. On the other hand, the protocol specification should be abstract enough to allow different choices for the implementation on different computers. It was recognized that a precise specification of the expected service provided by the given layer was important. It is important for the verification of the protocol, which should demonstrate that the communication service is provided if both protocol entities implement the protocol specification correctly. This principle was later followed during the standardization of the OSI protocol stack, in particular for the transport layer. It was also recognized that some kind of formalized protocol specification would be useful for the verification of the protocol and for developing implementations, as well as test cases for checking the conformance of an implementation against the specification. While initially mainly finite-state machine were used as (simplified) models of a protocol entity, in the 1980s three formal specification languages were standardized, two by ISO and one by ITU. The latter, called SDL, was later used in industry and has been merged with UML state machines. == Principles == The following are the most important principles for the development of protocols: Layered architecture: A protocol layer at the level n consists of two (or more) entities that have a service interface through which the service of the layer is provided to the users of the protocol, and which uses the service provided by a local entity of level (n-1). The service specification of a layer describes, in an abstract and global view, the behavior of the layer as visible at the service interfaces of the layer. The protocol specification defines the requirements that should be satisfied by each entity implementation. Protocol verification consists of showing that two (or more) entities satisfying the protocol specification will provide at their service interfaces the specified service of that layer. The (verified) protocol specification is used mainly for the following two activities: The development of an entity implementation. Note that the abstract properties of the service interface are defined by the service specification (and also used by the protocol specification), but the detailed nature of the interface can be chosen during the implementation process, separately for each entity. Test suite development for conformance testing. Protocol conformance testing checks that a given entity implementation conforms to the protocol specification. The conformance test cases are developed based on the protocol specification and are applicable to all entity implementations. Therefore standard conformance test suites have been developed for certain protocol standards. == Methods and tools == Tools for the activities of protocol verification, entity implementation and test suite development can be developed when the protocol specification is written in a formalized language which can be understood by the tool. As mentioned, formal specification languages have been proposed for protocol specification, and the first methods and tools where based on finite-state machine models. Reachability analysis was proposed to understand all possible behaviors of a distributed system, which is essential for protocol verification. This was later complemented with model checking. However, finite-state descriptions are not powerful enough to describe constraints between message parameters and the local variables in the entities. Such constraints can be described by the standardized formal specification languages mentioned above, for which powerful tools have been developed. It is in the field of protocol engineering that model-based development was used very early. These methods and tools have later been used for software engineering as well as hardware design, especially for distributed and real-time systems. On the other hand, many methods and tools developed in the more general context of software engineering can also be used of the development of protocols, for instance model checking for protocol verification, and agile methods for entity implementations. == Constructive methods for protocol design == Most protocols are designed by human intuition and discussions during the standardization process. However, some methods have been proposed for using constructive methods possibly supported by tools to automatically derive protocols that satisfy certain properties. The following are a few examples: Semi-automatic protocol synthesis: The user defines all message sending actions of the entities, and the tool derives all necessary reception actions (even if several messages are in transit). Synchronizing protocol: The state transitions of one protocol entity are given by the user, and the method derives the behavior of the other entity such that it remains in states that correspond to the former entity. Protocol derived from service specification: The service specification is given by the user and the method derives a suitable protocol for all entities. Protocol for control applications: The specification of one entity (called the plant - which must be controlled) is given, and the method derives a specification of the other entity such that certain fail states of the plant are never reached and certain given properties of the plant's service interactions are satisfied. Discoverability

Discoverability is the degree to which something, especially a piece of content or information, can be found in a search of a file, database, or other information system. Discoverability is a concern in library and information science, many aspects of digital media, software and web development, and in marketing, since products and services cannot be used if people cannot find it or do not understand what it can be used for. In human-computer interaction the term is further used to describe the discoverability of interactions, features and interactive systems overall . Metadata, or "information about information", such as a book's title, a product's description, or a website's keywords, affects how discoverable something is on a database or online. Adding metadata to a product that is available online can make it easier for end users to find the product. For example, if a song file is made available online, making the title, band name, genre, year of release, and other pertinent information available in connection with this song means the file can be retrieved more easily. The organization of information through the implementation of alphabetical structures or the integration of content into search engines exemplifies strategies employed to enhance the discoverability of information. The concept of discoverability, while related to but distinct from accessibility and usability, which are other qualities that affect the usefulness of a piece of information, is a critical aspect of information retrieval. == Etymology == The concept of "discoverability" in an information science and online context is a loose borrowing from the concept of the similar name in the legal profession. In law, "discovery" is a pre-trial procedure in a lawsuit in which each party, through the law of civil procedure, can obtain evidence from the other party or parties by means of discovery devices such as a request for answers to interrogatories, request for production of documents, request for admissions and depositions. Discovery can be obtained from non-parties using subpoenas. When a discovery request is objected to, the requesting party may seek the assistance of the court by filing a motion to compel discovery. == Purpose == The usability of any piece of information directly relates to how discoverable it is, either in a "walled garden" database or on the open Internet. The quality of information available on this database or on the Internet depends upon the quality of the meta-information about each item, product, or service. In the case of a service, because of the emphasis placed on service reusability, opportunities should exist for reuse of this service. However, reuse is only possible if information is discoverable in the first place. To make items, products, and services discoverable, the process is as follows: Document the information about the item, product or service (the metadata) in a consistent manner. Store the documented information (metadata) in a searchable repository. while technically a human-searchable repository, such as a printed paper list would qualify, "searchable repository" is usually taken to mean a computer-searchable repository, such as a database that a human user can search using some type of search engine or "find" feature. Enable search for the documented information in an efficient manner. supports number 2, because while reading through a printed paper list by hand might be feasible in a theoretical sense, it is not time and cost-efficient in comparison with computer-based searching. Apart from increasing the reuse potential of the services, discoverability is also required to avoid development of solution logic that is already contained in an existing service. To design services that are not only discoverable but also provide interpretable information about their capabilities, the service discoverability principle provides guidelines that could be applied during the service-oriented analysis phase of the service delivery process. === Specific to digital media === In relation to audiovisual content, according to the meaning given by the Canadian Radio-television and Telecommunications Commission (CRTC) for the purpose of its 2016 Discoverability Summit, discoverability can be summed up to the intrinsic ability of given content to "stand out of the lot", or to position itself so as to be easily found and discovered. A piece of audiovisual content can be a movie, a TV series, music, a book (eBook), an audio book or podcast. When audiovisual content such as a digital file for a TV show, movie, or song, is made available online, if the content is "tagged" with identifying information such as the names of the key artists (e.g., actors, directors and screenwriters for TV shows and movies; singers, musicians and record producers for songs) and the genres (for movies genres, music genres, etc.). When users interact with online content, algorithms typically determine what types of content the user is interested in, and then a computer program suggests "more like this", which is other content that the user may be interested in. Different websites and systems have different algorithms, but one approach, used by Amazon (company) for its online store, is to indicate to a user: "customers who bought x also bought y" (affinity analysis, collaborative filtering). This example is oriented around online purchasing behaviour, but an algorithm could also be programmed to provide suggestions based on other factors (e.g., searching, viewing, etc.). Discoverability is typically referred to in connection with search engines. A highly "discoverable" piece of content would appear at the top, or near the top of a user's search results. A related concept is the role of "recommendation engines", which give a user recommendations based on his/her previous online activity. Discoverability applies to computers and devices that can access the Internet, including various console video game systems and mobile devices such as tablets and smartphones. When producers make an effort to promote content (e.g., a TV show, film, song, or video game), they can use traditional marketing (billboards, TV ads, radio ads) and digital ads (pop-up ads, pre-roll ads, etc.), or a mix of traditional and digital marketing. Even before the user's intervention by searching for a certain content or type of content, discoverability is the prime factor which contributes to whether a piece of audiovisual content will be likely to be found in the various digital modes of content consumption. As of 2017, modes of searching include looking on Netflix for movies, Spotify for music, Audible for audio books, etc., although the concept can also more generally be applied to content found on Twitter, Tumblr, Instagram, and other websites. It involves more than a content's mere presence on a given platform; it can involve associating this content with "keywords" (tags), search algorithms, positioning within different categories, metadata, etc. Thus, discoverability enables as much as it promotes. For audiovisual content broadcast or streamed on digital media using the Internet, discoverability includes the underlying concepts of information science and programming architecture, which are at the very foundation of the search for a specific product, information or content. === Human-Computer Interaction === In human–computer interaction (HCI), discoverability refers to the ability of users to perceive and comprehend a system, function, or input method upon encountering it, despite a lack of prior awareness or knowledge, whether through intentional effort or serendipitously . The concept was popularised by Don Norman, who framed it around whether users can determine what actions are possible and how to perform them . Discoverability is considered a precondition for learnability, though the two concepts are frequently conflated in the literature . == Applications == === Within a webpage === Within a specific webpage or software application ("app"), the discoverability of a feature, content or link depends on a range of factors, including the size, colour, highlighting features, and position within the page. When colour is used to communicate the importance of a feature or link, designers typically use other elements as well, such as shadows or bolding, for individuals, who cannot see certain colours. Just as traditional paper printing created other physical locations that stood out, such as being "above the fold" of a newspaper versus "below the fold", a web page or app's screenview may have certain locations that give features additional visibility to users, such as being right at the bottom of the web page or screen. The positional advantages or disadvantages of various locations depend on different cultures and languages (e.g., left to right vs. right to left). Artificial intelligence in Indonesia

Artificial intelligence in Indonesia refers to development, use and governance of artificial intelligence in Indonesia. Indonesia has treated AI as a national policy area through the Strategi Nasional Kecerdasan Artifisial or National Artificial Intelligence Strategy for 2020–2045. Public discussion has focused on the role of AI in sectors such as health, agriculture, education, mobile technology and e-commerce. Recent developments include AI ethics guidance issued by the communications ministry. Proposals for a national AI roadmap and sovereign AI fund, investment in cloud and AI infrastructure, and local-language AI initiatives for Bahasa Indonesia and regional Indonesian languages. == National strategy == Indonesia's National Artificial Intelligence Strategy is known in Indonesian as Strategi Nasional Kecerdasan Artifisial or Stranas KA. The strategy was published as a long-term framework for the development and use of AI between 2020 and 2045. It is intended to guide ministries, government agencies, regional governments and other stakeholders. The strategy identifies five priority sectors: health services, bureaucratic reform, education and research, food security, and mobility and smart cities. OECD lists the Ministry of Research and Technology and the National Research and Innovation Agency as organisations associated with the strategy. The strategy was developed through consultation with public and private stakeholders. == Institutions == The Indonesian Artificial Intelligence Industry Research and Innovation Collaboration, known as KORIKA is the nodal agency for the national AI strategy. KORIKA describes its vision as creating a collaborative ecosystem to accelerate implementation of the national AI strategy towards Vision Indonesia 2045. The Ministry of Communication and Digital Affairs has also been involved in AI governance, digital policy and public communication. In 2025, Reuters reported that the ministry was preparing a national AI roadmap to give investors and developers a clearer view of Indonesia's market, infrastructure and computing capacity. == AI Governance == Indonesia has introduced policy guidance on the ethical use of artificial intelligence. The policy sets out ethical values for the development and use of AI. These include humanity, security, transparency, credibility and accountability, personal data protection, sustainable development and intellectual property protection. A UNESCO country profile on Indonesia noted that Indonesia had adopted a national AI strategy and had policy frameworks. It also identified gaps in internet access, gender inclusion, language datasets, digital talent and cybersecurity. UNESCO recommended that Indonesia update its AI standards, invest in ethical AI, strengthen research coordination and consider establishing a national agency for artificial intelligence. In May 2026, Antara News reported comments by Deputy Minister of Communication and Digital Affairs Nezar Patria. Who said that AI safety requires partnerships, shared standards and continuing dialogue. == Sectors == AI policy discussions in Indonesia have identified health, agriculture, education, government services, mobility and smart cities as areas where AI could be applied. Mobile technology and e-commerce have been discussed as important areas of AI adoption in Indonesia. Research on AI adoption in Indonesia by Siddhartha Paul Tiwari and Adi Fahrudin has also examined mobile and e-commerce sectors. UNESCO has also noted that Indonesia's large digital economy and startup ecosystem have supported AI adoption, while also pointing to challenges in talent, research capacity and cybersecurity. Indonesia is one of the developing-country markets attracting AI infrastructure investment, including data centres. == Challenges == Indonesia faces several challenges in developing and governing AI. These include gaps in computing infrastructure, uneven connectivity outside major cities, shortages of skilled workers, limited research funding, cybersecurity risks, misinformation, data leaks and the underrepresentation of Indonesian and indigenous languages in AI datasets. UNESCO noted that Bahasa is spoken by around 200 million people but remains underrepresented in AI. It also noted that Indonesia has more than 700 indigenous languages, many of which face the risk of extinction. UNESCO recommended stronger coordination in AI research and a more unified strategy for using AI in language preservation.

Information strategist

An information strategist analyses the information flow within an organisation and directs its information resources to better serve the organisation's strategic goals. They work with information technology or within a corporate library to direct high quality information from a variety of sources to users, based upon their profiles and needs. In warfare, information strategists not only seek to improve information flows for their own side but also try to disrupt the information flows of the enemy in order to demoralize and deceive them.

Snapshot isolation

In databases, and transaction processing (transaction management), snapshot isolation is a guarantee that all reads made in a transaction will see a consistent snapshot of the database (in practice it reads the last committed values that existed at the time it started), and the transaction itself will successfully commit only if no updates it has made conflict with any concurrent updates made since that snapshot. Snapshot isolation has been adopted by several major database management systems, such as InterBase, Firebird, Oracle, MySQL, PostgreSQL, SQL Anywhere, MongoDB and Microsoft SQL Server (2005 and later). The main reason for its adoption is that it allows better performance than serializability, yet still avoids most of the concurrency anomalies that serializability avoids (but not all). In practice snapshot isolation is implemented within multiversion concurrency control (MVCC), where generational values of each data item (versions) are maintained: MVCC is a common way to increase concurrency and performance by generating a new version of a database object each time the object is written, and allowing transactions' read operations of several last relevant versions (of each object). Snapshot isolation has been used to criticize the ANSI SQL-92 standard's definition of isolation levels, as it exhibits none of the "anomalies" that the SQL standard prohibited, yet is not serializable (the anomaly-free isolation level defined by ANSI). In spite of its distinction from serializability, snapshot isolation is sometimes referred to as serializable by Oracle. == Definition == A transaction executing under snapshot isolation appears to operate on a personal snapshot of the database, taken at the start of the transaction. When the transaction concludes, it will successfully commit only if the values updated by the transaction have not been changed externally since the snapshot was taken. Such a write–write conflict will cause the transaction to abort. In a write skew anomaly, two transactions (T1 and T2) concurrently read an overlapping data set (e.g. values V1 and V2), concurrently make disjoint updates (e.g. T1 updates V1, T2 updates V2), and finally concurrently commit, neither having seen the update performed by the other. Were the system serializable, such an anomaly would be impossible, as either T1 or T2 would have to occur "first", and be visible to the other. In contrast, snapshot isolation permits write skew anomalies. As a concrete example, imagine V1 and V2 are two balances held by a single person, Phil. The bank will allow either V1 or V2 to run a deficit, provided the total held in both is never negative (i.e. V1 + V2 ≥ 0). Both balances are currently $100. Phil initiates two transactions concurrently, T1 withdrawing $200 from V1, and T2 withdrawing $200 from V2. If the database guaranteed serializable transactions, the simplest way of coding T1 is to deduct $200 from V1, and then verify that V1 + V2 ≥ 0 still holds, aborting if not. T2 similarly deducts $200 from V2 and then verifies V1 + V2 ≥ 0. Since the transactions must serialize, either T1 happens first, leaving V1 = −$100, V2 = $100, and preventing T2 from succeeding (since V1 + (V2 − $200) is now −$200), or T2 happens first and similarly prevents T1 from committing. If the database is under snapshot isolation(MVCC), however, T1 and T2 operate on private snapshots of the database: each deducts $200 from an account, and then verifies that the new total is zero, using the other account value that held when the snapshot was taken. Since neither update conflicts, both commit successfully, leaving V1 = V2 = −$100, and V1 + V2 = −$200. Some systems built using multiversion concurrency control (MVCC) may support (only) snapshot isolation to allow transactions to proceed without worrying about concurrent operations, and more importantly without needing to re-verify all read operations when the transaction finally commits. This is convenient because MVCC maintains a series of recent history consistent states. The only information that must be stored during the transaction is a list of updates made, which can be scanned for conflicts fairly easily before being committed. However, MVCC systems (such as MarkLogic) will use locks to serialize writes together with MVCC to obtain some of the performance gains and still support the stronger "serializability" level of isolation. == Workarounds == Potential inconsistency problems arising from write skew anomalies can be fixed by adding (otherwise unnecessary) updates to the transactions in order to enforce the serializability property. Materialize the conflict Add a special conflict table, which both transactions update in order to create a direct write–write conflict. Promotion Have one transaction "update" a read-only location (replacing a value with the same value) in order to create a direct write–write conflict (or use an equivalent promotion, e.g. Oracle's SELECT FOR UPDATE). In the example above, we can materialize the conflict by adding a new table which makes the hidden constraint explicit, mapping each person to their total balance. Phil would start off with a total balance of $200, and each transaction would attempt to subtract $200 from this, creating a write–write conflict that would prevent the two from succeeding concurrently. However, this approach violates the normal form. Alternatively, we can promote one of the transaction's reads to a write. For instance, T2 could set V1 = V1, creating an artificial write–write conflict with T1 and, again, preventing the two from succeeding concurrently. This solution may not always be possible. In general, therefore, snapshot isolation puts some of the problem of maintaining non-trivial constraints onto the user, who may not appreciate either the potential pitfalls or the possible solutions. The upside to this transfer is better performance. == Terminology == Snapshot isolation is called "serializable" mode in Oracle and PostgreSQL versions prior to 9.1, which may cause confusion with the "real serializability" mode. There are arguments both for and against this decision; what is clear is that users must be aware of the distinction to avoid possible undesired anomalous behavior in their database system logic. == History == Snapshot isolation arose from work on multiversion concurrency control databases, where multiple versions of the database are maintained concurrently to allow readers to execute without colliding with writers. Such a system allows a natural definition and implementation of such an isolation level. InterBase, later owned by Borland, was acknowledged to provide SI rather than full serializability in version 4, and likely permitted write-skew anomalies since its first release in 1985. Unfortunately, the ANSI SQL-92 standard was written with a lock-based database in mind, and hence is rather vague when applied to MVCC systems. Berenson et al. wrote a paper in 1995 critiquing the SQL standard, and cited snapshot isolation as an example of an isolation level that did not exhibit the standard anomalies described in the ANSI SQL-92 standard, yet still had anomalous behaviour when compared with serializable transactions. In 2008, Cahill et al. showed that write-skew anomalies could be prevented by detecting and aborting "dangerous" triplets of concurrent transactions. This implementation of serializability is well-suited to multiversion concurrency control databases, and has been adopted in PostgreSQL 9.1, where it is known as Serializable Snapshot Isolation (SSI). When used consistently, this eliminates the need for the above workarounds. The downside over snapshot isolation is an increase in aborted transactions. This can perform better or worse than snapshot isolation with the above workarounds, depending on workload.

Information literacy

The Association of College and Research Libraries defines information literacy as a "set of integrated abilities encompassing the reflective discovery of information, the understanding of how information is produced and valued and the use of information in creating new knowledge and participating ethically in communities of learning". In the United Kingdom, the Chartered Institute of Library and Information Professionals' definition also makes reference to knowing both "when" and "why" information is needed. The 1989 American Library Association (ALA) Presidential Committee on Information Literacy formally defined information literacy (IL) as attributes of an individual, stating that "to be information literate, a person must be able to recognize when information is needed and have the ability to locate, evaluate and use effectively the needed information". In 1990, academic Lori Arp published a paper asking, "Are information literacy instruction and bibliographic instruction the same?" Arp argued that neither term was particularly well defined by theoreticians or practitioners in the field. Further studies were needed to lessen the confusion and continue to articulate the parameters of the question. The Alexandria Proclamation of 2005 defined the term as a human rights issue: "Information literacy empowers people in all walks of life to seek, evaluate, use and create information effectively to achieve their personal, social, occupational and educational goals. It is a basic human right in a digital world and promotes social inclusion in all nations." The United States National Forum on Information Literacy defined information literacy as "the ability to know when there is a need for information, to be able to identify, locate, evaluate, and effectively use that information for the issue or problem at hand." Meanwhile, in the UK, the library professional body CILIP, define information literacy as "the ability to think critically and make balanced judgements about any information we find and use. It empowers us as citizens to develop informed views and to engage fully with society." A number of other efforts have been made to better define the concept and its relationship to other skills and forms of literacy. Other pedagogical outcomes related to information literacy include traditional literacy, computer literacy, research skills and critical thinking skills. Information literacy as a sub-discipline is an emerging topic of interest and counter measure among educators and librarians with the prevalence of misinformation, fake news, and disinformation. Scholars have argued that in order to maximize people's contributions to a democratic and pluralistic society, educators should be challenging governments and the business sector to support and fund educational initiatives in information literacy. == History == The phrase "information literacy" first appeared in print in a 1974 report written on behalf of the National Commission on Libraries and Information Science by Paul G. Zurkowski, who was at the time president of the Information Industry Association (now the Software and Information Industry Association). Zurkowski used the phrase to describe the "techniques and skills" learned by the information literate "for utilizing the wide range of information tools as well as primary sources in molding information solutions to their problems" and drew a relatively firm line between the "literates" and "information illiterates." The concept of information literacy appeared again in a 1976 paper by Lee Burchina presented at the Texas A&M University library's symposium. Burchina identified a set of skills needed to locate and use information for problem solving and decision making. In another 1976 article in Library Journal, M.R. Owens applied the concept to political information literacy and civic responsibility, stating, "All [people] are created equal but voters with information resources are in a position to make more intelligent decisions than citizens who are information illiterates. The application of information resources to the process of decision-making to fulfill civic responsibilities is a vital necessity." In a literature review published in an academic journal in 2020, Oral Roberts University professor Angela Sample cites several conceptual waves of information literacy definitions as defining information as a way of thinking, a set of skills, and a social practice. The introduction of these concepts led to the adoption of a mechanism called metaliteracy and the creation of threshold concepts and knowledge dispositions, which led to the creation of the ALA's Information Literacy Framework. The American Library Association's Presidential Committee on Information Literacy released a report on January 10, 1989. Titled as the Presidential Committee on Information Literacy: Final Report, the article outlines the importance of information literacy, opportunities to develop it, and the idea of an Information Age School. The recommendations of the Committee led to establishment of the National Forum on Information Literacy, a coalition of more than 90 national and international organizations. In 1998, the American Association of School Librarians and the Association for Educational Communications and Technology published Information Power: Building Partnerships for Learning, which further established specific goals for information literacy education, defining some nine standards in the categories of "information literacy," "independent learning," and "social responsibility." Also in 1998, the Presidential Committee on Information Literacy updated its final report. The report outlined six recommendations from the original report, and examined areas of challenge and progress. In 1999, the Society of College, National and University Libraries (SCONUL) in the UK published The Seven Pillars of Information Literacy to model the relationship between information skills and IT skills, and the idea of the progression of information literacy into the curriculum of higher education. In 2003, the National Forum on Information Literacy, along with UNESCO and the National Commission on Libraries and Information Science, sponsored an international conference in Prague. Representatives from twenty-three countries gathered to discuss the importance of information literacy in a global context. The resulting Prague Declaration described information literacy as a "key to social, cultural, and economic development of nations and communities, institutions and individuals in the 21st century" and declared its acquisition as "part of the basic human right of lifelong learning". In the United States specifically, information literacy was prioritized in 2009 during President Barack Obama's first term. In effort to stress the value information literacy has on everyday communication, he designated October as National Information Literacy Awareness Month in his released proclamation.
