WhatsApp

WhatsApp Messenger, commonly known simply as WhatsApp, is an American social media, instant messaging (IM), and Voice over IP (VoIP) service accessible via desktop and mobile app. Owned by Meta Platforms, the service allows users to send text messages, voice messages, and video messages, make voice and video calls, and share images, documents, user locations, and other content. The service requires a cellular mobile telephone number to register. WhatsApp was launched in May 2009. In January 2018, WhatsApp released a standalone business app called WhatsApp Business which can communicate with the standard WhatsApp client. As of May 2025, the service had 3 billion monthly active users, making it the most used messenger app. The name of the app is meant to sound like "what's up". The service was created by WhatsApp Inc. of Mountain View, California, which was acquired by Facebook in February 2014 for approximately US$19.3 billion. It became the world's most popular messaging application in 2015, with 900 million users, and had more than 2 billion active users worldwide in February 2020. WhatsApp Business had approximately 200 million monthly users in 2023. By 2016, it had become the primary means of Internet communication in regions including the Americas, the Indian subcontinent, and large parts of Europe and Africa. == History == === 2009–2014 === WhatsApp was founded by Brian Acton and Jan Koum, former employees of Yahoo. Koum incorporated WhatsApp Inc. in California on February 24, 2009. A month earlier, Koum had purchased an iPhone, and he and Acton decided to create an app for the App Store. The idea started off as an app that would display statuses in a phone's Contacts menu, showing if a person was at work or on a call. Their discussions often took place at the home of Koum's Russian friend Alex Fishman in West San Jose. They realized that to take the idea further, they would need an iPhone developer. Fishman visited RentACoder.com, found Russian developer Igor Solomennikov, and introduced him to Koum. Koum named the app WhatsApp to sound like "what's up" and it was published on the Apple App Store and BlackBerry App World in May and June 2009 respectively. However, when early versions of WhatsApp kept crashing, Koum considered giving up and looking for a new job. Acton encouraged him to wait for a "few more months". In June 2009, when the app had been downloaded by only a handful of Fishman's Russian-speaking friends, Apple launched push technology, allowing users to be pinged even when not using the app. Koum updated WhatsApp so that everyone in the user's network would be notified when a user's status changed. This new facility, to Koum's surprise, was used by users to ping "each other with jokey custom statuses like, 'I woke up late' or 'I'm on my way.'" Fishman said, "At some point it sort of became instant messaging". WhatsApp 2.0, released for iPhone in August 2009, featured a purpose-designed messaging component; the number of active users suddenly increased to 250,000. Although Acton was working on another startup idea, he decided to join the company. In October 2009, Acton persuaded five former friends at Yahoo! to invest $250,000 in seed funding, and Acton became a co-founder and was given a stake. He officially joined WhatsApp on November 1. Koum then hired a friend in Los Angeles, Chris Peiffer, to develop a BlackBerry version, which arrived two months later. Subsequently, WhatsApp for Symbian OS was added in May 2010, and for Android OS in August 2010. In 2010 Google made multiple acquisition offers for WhatsApp, which were all declined. To cover the cost of sending verification texts to users, WhatsApp was changed from a free service to a paid one. In December 2009, the ability to send photos was added to the iOS version. By early 2011, WhatsApp was one of the top 20 apps in the U.S. Apple App Store. In April 2011, Sequoia Capital invested about $8 million for more than 15% of the company, after months of negotiation by Sequoia partner Jim Goetz. By February 2013, WhatsApp had about 200 million active users and 50 staff members. Sequoia invested another $50 million at a $1.5 billion valuation. Some time in 2013 WhatsApp acquired Santa Clara–based startup SkyMobius, the developers of Vtok, a video and voice calling app. As of December 2013, the service had 400 million monthly active users. That year, the company had $148 million in expenses and a net loss of $138 million. === 2014–2015 === On February 19, 2014, one year after the venture capital financing round at a $1.5 billion valuation, Facebook, Inc. (now Meta Platforms) agreed to acquire the company for US$19 billion, its largest acquisition to date. At the time, it was the largest acquisition of a venture-capital-backed company in history. Sequoia Capital received an approximate 5,000% return on its initial investment. Facebook paid $4 billion in cash, $12 billion in Facebook shares, and an additional $3 billion in restricted stock units granted to WhatsApp's founders Koum and Acton. Employee stock was scheduled to vest over four years subsequent to closing. Days after the announcement, WhatsApp users experienced a loss of service, leading to anger across social media. The acquisition was influenced by the data provided by Onavo, Facebook's research app for monitoring competitors and trending usage of social activities on mobile phones, as well as startups that were performing "unusually well". The acquisition caused many users to try, or move to, other message services. Telegram claimed that it acquired 8 million new users, and Line, 2 million. At a keynote presentation at the Mobile World Congress in Barcelona in February 2014, Facebook CEO Mark Zuckerberg said that Facebook's acquisition of WhatsApp was closely related to the Internet.org vision. A TechCrunch article said about Zuckerberg's vision:The idea, he said, is to develop a group of basic internet services that would be free of charge to use – "a 911 for the internet". These could be a social networking service like Facebook, a messaging service, maybe search and other things like weather. Providing a bundle of these free of charge to users will work like a gateway drug of sorts – users who may be able to afford data services and phones these days just don't see the point of why they would pay for those data services. This would give them some context for why they are important, and that will lead them to pay for more services like this – or so the hope goes. Three days after announcing the Facebook purchase, Koum said they were working to introduce voice calls. He also said that new mobile phones would be sold in Germany with the WhatsApp brand, and that their ultimate goal was to be on all smartphones. In August 2014, WhatsApp was the most popular messaging app in the world, with more than 600 million users. By early January 2015, WhatsApp had 700 million monthly users and over 30 billion messages every day. In April 2015, Forbes predicted that between 2012 and 2018, the telecommunications industry would lose $386 billion because of "over-the-top" services like WhatsApp and Skype. That month, WhatsApp had over 800 million users. By September 2015, it had grown to 900 million; and by February 2016, one billion. On November 30, 2015, the Android WhatsApp client made links to Telegram unclickable and not copyable. Multiple sources confirmed that it was intentional, not a bug, and that it had been implemented when the Android source code that recognized Telegram URLs had been identified. (The word "telegram" appeared in WhatsApp's code.) Some considered it an anti-competitive measure; WhatsApp offered no explanation. === 2016–2019 === On January 18, 2016, WhatsApp's co-founder Jan Koum announced that it would no longer charge users a $1 annual subscription fee, in an effort to remove a barrier faced by users without payment cards. He also said that the app would not display any third-party ads, and that it would have new features such as the ability to communicate with businesses. On May 18, 2017, the European Commission announced that it was fining Facebook €110 million for "providing misleading information about WhatsApp takeover" in 2014. The Commission said that in 2014 when Facebook acquired the messaging app, it "falsely claimed it was technically impossible to automatically combine user information from Facebook and WhatsApp." However, in the summer of 2016, WhatsApp had begun sharing user information with its parent company, allowing information such as phone numbers to be used for targeted Facebook advertisements. Facebook acknowledged the breach, but said the errors in their 2014 filings were "not intentional". In September 2017, WhatsApp's co-founder Brian Acton left the company to start a nonprofit group, later revealed as the Signal Foundation, which developed the WhatsApp competitor Signal. It is a simplified version of Fractal Design Painter, and included multimedia tutorials and a fullscreen interface. Dabbler was released as "Art Dabbler" after the MetaCreations merger, and rights were eventually transferred to Corel. Dabbler operating systems are Mac OS and Microsoft Windows.

Gnowit

Gnowit (pronounced "know it") is a Canadian software company that provides automated, near-real-time monitoring of legislative, regulatory, and political activity across Canada. Its platform aggregates and analyzes information from government publications, parliamentary debates, committee, and proceedings to provide searchable alerts and reports for organizations monitoring public policy and regulatory developments. The system uses natural-language processing and machine learning techniques to organize and filter large volumes of public information.; the company reports that new publication documents are captured and millions of items are added to its repository daily. == History, Founders and Leadership == Gnowit was co-founded in Ottawa in 2010 by Shahzad Khan and Mohammad Al-Azzouni; Khan serves as chief executive officer. Khan holds a PhD in Computer Science from the University of Cambridge, has more than two decades of experience in AI/ML and computational linguistics, and has authored or co-authored 37 peer-reviewed publications and five patents. Traditionally, companies performed this analysis manually; Gnowit has delivered efficiencies achieved through AI innovations. The company has participated in several Canadian startup and accelerator programs, including Carleton University's Lead To Win initiative, the University of Ottawa's Startup Garage, the Invest Ottawa incubator, and the League of Innovators' BOOST program. === Kubernetes validation (2019–2020) === As part of a Canada's Centre of Excellence in Next Generation Networks (CENGN) project, Gnowit validated a containerized version of its web-intelligence software on Kubernetes. Between 2019 and 2020, Gnowit participated in a project with Canada’s Centre of Excellence in Next Generation Networks (CENGN) to test and scale its platform using containerized infrastructure based on Kubernetes. The initiative focused on improving scalability and supporting the company’s transition from a monolithic software architecture to a cloud-native deployment model. == Products and services == Gnowit markets several modules for public-affairs, compliance, and market-intelligence teams. Legislative & Regulatory Monitoring (vAnalyst). vAnalyst is a monitoring platform that tracks legislative and regulatory activity across Canadian federal, provincial, and territorial jurisdictions. DVD

DVD (digital video disc or digital versatile disc) is a digital optical disc data storage format. It was invented and developed in 1995 and first released on November 1, 1996, in Japan. The medium can store any kind of digital data and has been widely used to store video programs (watched using DVD players), software and other computer files. DVDs offer significantly higher storage capacity than compact discs (CD) while having the same dimensions. A standard single-layer DVD can store up to 4.7 GB of data, a dual-layer DVD up to 8.5 GB. Dual-layer, double-sided DVDs can store up to a maximum of 17.08 GB. Prerecorded DVDs are mass-produced using molding machines that physically stamp data onto the DVD. Such discs are a form of DVD-ROM because data can only be read and not written or erased. Blank recordable DVD discs (DVD-R and DVD+R) can be recorded once using a DVD recorder and then function as a DVD-ROM. Rewritable DVDs (DVD-RW, DVD+RW, and DVD-RAM) can be recorded and erased many times. DVDs are used in DVD-Video consumer digital video format and less commonly in DVD-Audio consumer digital audio format, as well as for authoring DVD discs written in a special AVCHD format to hold high definition material (often in conjunction with AVCHD format camcorders). DVDs containing other types of information may be referred to as DVD data discs. == Etymology == The Oxford English Dictionary comments that, "In 1995, rival manufacturers of the product initially named digital video disc agreed that, in order to emphasize the flexibility of the format for multimedia applications, the preferred abbreviation DVD would be understood to denote digital versatile disc." The OED also states that in 1995, "The companies said the official name of the format will simply be DVD. Toshiba had been using the name 'digital video disc', but that was switched to 'digital versatile disc' after computer companies complained that it left out their applications." "Digital versatile disc" is the explanation provided in a DVD Forum Primer from 2000 and in the DVD Forum's mission statement, which the purpose is to promote broad acceptance of DVD products on technology, across entertainment, and other industries. Because DVDs became highly popular for the distribution of movies in the 2000s, the term DVD became popularly used in English as a noun to describe specifically a full-length movie released on the format; for example the phrase "to watch a DVD" describes watching a movie on DVD. == History == === Development and launch === Released in 1987, CD Video used analog video encoding on optical discs matching the established standard 120 mm (4.7 in) size of audio CDs. Video CD (VCD) became one of the first formats for distributing digitally encoded films in this format, in 1993. In the same year, two new optical disc storage formats were being developed. One was the Multimedia Compact Disc (MMCD), backed by Philips and Sony (developers of the CD and CD-i), and the other was the Super Density (SD) disc, supported by Toshiba, Time Warner, Matsushita Electric, Hitachi, Mitsubishi Electric, Pioneer, Thomson, and JVC. By the time of the press launches for both formats in January 1995, the MMCD nomenclature had been dropped, and Philips and Sony were referring to their format as Digital Video Disc (DVD). On May 3, 1995, an ad hoc industry technical group formed from five computer companies (IBM, Apple, Compaq, Hewlett-Packard, and Microsoft) issued a press release stating that they would only accept a single format. The group voted to boycott both formats unless the two camps agreed on a single, converged standard. They recruited Lou Gerstner, president of IBM, to pressure the executives of the warring factions. In one significant compromise, the MMCD and SD groups agreed to adopt proposal SD 9, which specified that both layers of the dual-layered disc be read from the same side—instead of proposal SD 10, which would have created a two-sided disc that users would have to turn over. Philips/Sony strongly insisted on the source code, EFMPlus, that Kees Schouhamer Immink had designed for the MMCD, because it makes it possible to apply the existing CD servo technology. Its drawback was a loss from 5 to 4.7 Gigabytes of capacity. As a result, the DVD specification provided a storage capacity of 4.7 GB (4.38 GiB) for a single-layered, single-sided disc and 8.5 GB (7.92 GiB) for a dual-layered, single-sided disc. The DVD specification ended up similar to Toshiba and Matsushita's Super Density Disc, except for the dual-layer option. MMCD was single-sided and optionally dual-layer, whereas SD was two half-thickness, single-layer discs which were pressed separately and then glued together to form a double-sided disc. Philips and Sony decided that it was in their best interests to end the format war, and on September 15, 1995 agreed to unify with companies backing the Super Density Disc to release a single format, with technologies from both. After other compromises between MMCD and SD, the group of computer companies won the day, and a single format was agreed upon. The computer companies also collaborated with the Optical Storage Technology Association (OSTA) on the use of their implementation of the ISO-13346 file system (known as Universal Disk Format) for use on the new DVDs. The format's details were finalized on December 8, 1995. In November 1995, Samsung announced it would start mass-producing DVDs by September 1996. The format launched on November 1, 1996, in Japan, mostly with music video releases. The first major releases from Warner Home Video arrived on December 20, 1996, with four titles being available. The format's release in the U.S. was delayed multiple times, from August 1996, to October 1996, November 1996, before finally settling on early 1997. Players began to be produced domestically that winter, with March 24, 1997, as the U.S. launch date of the format proper in seven test markets. Approximately 32 titles were available on launch day, mainly from the Warner Bros., MGM, and New Line libraries, with the notable inclusion of the 1996 film Twister. However, the launch was planned for the following day (March 25), leading to a distribution change with retailers and studios to prevent similar violations of breaking the street date. The nationwide rollout for the format happened on August 22, 1997. DTS announced in late 1997 that they would be coming onto the format. The sound system company revealed details in a November 1997 online interview, and clarified it would release discs in early 1998. However, this date would be pushed back several times before finally releasing their first titles at the 1999 Consumer Electronics Show. In 2001, blank DVD recordable discs cost the equivalent of $27.34 US dollars in 2022. === Adoption === Movie and home entertainment distributors adopted the DVD format to replace the ubiquitous VHS tape as the primary consumer video distribution format. Immediately following the formal adoption of a unified standard for DVD, two of the four leading video game console companies (Sega and The 3DO Company) said they already had plans to design a gaming console with DVDs as the source medium. Sony stated at the time that they had no plans to use DVD in their gaming systems, despite being one of the developers of the DVD format and eventually the first company to actually release a DVD-based console. Game consoles such as the PlayStation 2, Xbox, and Xbox 360 use DVDs as their source medium for games and other software. Contemporary games for Windows were also distributed on DVD. Early DVDs were mastered using DLT tape, but using DVD-R DL or +R DL eventually became common. TV DVD combos, combining a standard definition CRT TV or an HD flat panel TV with a DVD mechanism under the CRT or on the back of the flat panel, and VCR/DVD combos were also available for purchase. For consumers, DVD soon overtook VHS as the favored choice for home movie releases. In 2001, DVD players outsold VCRs for the first time in the United States. At that time, one in four American households owned a DVD player. By 2007, about 80% of Americans owned a DVD player, a figure that had surpassed VCRs; it was also higher than personal computers or cable television. == Specifications == The DVD specifications created and updated by the DVD Forum are published as so-called DVD Books (e.g. DVD-ROM Book, DVD-Audio Book, DVD-Video Book, DVD-R Book, DVD-RW Book, DVD-RAM Book, DVD-AR (Audio Recording) Book, DVD-VR (Video Recording) Book, etc.). DVD discs are made up of two discs; normally one is blank, and the other contains data. Each disc is 0.6 mm thick, and they are glued together to form a DVD disc. The gluing process must be done carefully to make the disc as flat as possible to avoid both birefringence and "disc tilt", which is when the disc is not perfectly flat, preventing it from being read. Electronic submission

Electronic submission refers to the submission of a document by electronic means: that is, via e-mail or a web form on the Internet, or on an electronic medium such as a compact disc, a hard disk or a USB flash drive. Traditionally, the term "manuscript" referred to anything that was explicitly "written by hand". However, in popular usage and especially in the context of computers and the internet, the term "manuscript" may even refer to documents (text or otherwise) typed out or prepared on typewriters and computers and can be extended to digital photographs and videos, and online surveys too. In other words, any manuscript prepared and submitted online can be considered to be an electronic submission. == History and early usage == There is no concrete data indicating when and by whom were electronic submissions used for the first time. However, research based universities in several countries have been encouraging the collection of course assignments and projects in the form of electronic submissions for almost a decade now. Several governments and organizations are also switching to electronic submissions for the collection of research papers, grant applications and government application forms. == Types of electronic submissions == Since modern computers can store and process information and data in virtually any format and with the Internet allowing easy transfer of this data, the number of scenarios in which submissions can be collected electronically has increased exponentially in the last few years. Some of these scenarios are described below. In most of these scenarios, submissions were collected on hard paper until the Information Technology revolution occurred. === Academic Submissions === Teachers, professors and teaching assistants often collect course assignments and projects electronically. Electronic submissions are usually collected using a web-based system which more often than not also helps in the management of submissions collected and stored on it. (Explained By Henny L, University of Lethbridge, AB, Canada) === Research Papers === In call-for-paper or academic conferences, prospective presenters are usually asked to submit a short abstract or a full paper on their presentation or research work electronically, which is reviewed before being accepted for the conference. === Proposals for Grants === Several grant-giving organizations like the NSA, W3C, NIA, NIH etc. require grant seekers to submit a proposal which if accepted result in the desired grants. A majority of these proposals are now submitted electronically on systems that also help in the managing and tracking the proposals submitted. === Articles for Publication === Magazines, newspapers and other publishing houses have begun accepting electronic submissions for articles from various sources - both internal (by journalists and writers hired by them) as well as external (by users and popular readers). The submitted articles are stored on a server hosted by the publication house or by a third-party Archived 2019-10-13 at the Wayback Machine vendor and are usually evaluated before being given a green signal. === Contests and Competition Entries === Almost every kind of contest or competition requires participants to submit an entry in a format described by the organizers of the contest. If the contest is an Internet-based one, then the entries or nominations for the contest are collected electronically using e-mail or other electronic means depending on feasibility and the choice of the organizers. === Government Applications === The governments of several countries are turning to electronic submission of applications and forms for various government procedures. Electronic submissions allow easier management of the applications and forms submitted. === Legal documents === Many legal documents may be submitted to the courts electronically. In England and Wales, the Civil Procedure Rules include a suitable "document exchange" as an acceptable "method of service". Case law in employment law cases has established that where a claim is submitted electronically, a prudent legal adviser should "check that it has been received and there must be systems in place for doing that". === Resumés and CVs === It has become commonplace for job-seekers to submit soft copies (electronic versions) of their resumés and CVs to recruiting agencies and online job portals. This is usually done over the Internet using e-mail or a pre-hosted web-based system. == Submission management systems == The art and science of collecting and managing electronic submissions is called Submission Management. Certain software vendors have begun developing submission management systems to assist in the collection, tracking and management of complex submission processes realized electronically. Most of these systems are web based and accessible from any device with a browser and an Internet connection. However, a majority of these systems are application specific and cannot be applied to all submission management scenarios. == Resistance to electronic submissions == Despite the easier management and tracking of electronic submissions compared to their paper-based counterparts, widespread adoption and use of electronic submissions and systems for managing them has been hampered by several facts, which include but are not limited to: Inconvenience while drawing figures, diagrams and equations on a computer Resistance to change and adoption of new technologies Lack of or limited access to the Internet.

Records are commonly sealed in a number of situations: Sealed birth records (typically after adoption or determination of paternity) Juvenile criminal records may be sealed Other types of cases involving juveniles may be sealed, anonymized, or pseudonymized ("impounded"); e.g., child sex offense or custody cases Cases using witness protection information may be partly sealed Cases involving trade secrets Cases involving state secrets == Filing under seal in US court == Normally, records should not be filed under seal without a court permission. However, FRCP 5.2 requires that sensitive text – like Social Security number, Taxpayer Identification Number, birthday, bank accounts, and children’s names – should be redacted off the filings made with the court and accompanying exhibits. A person making a redacted filing can file an unredacted copy under seal, or the Court can choose to order later that an additional filing be made under seal without redaction. Alternately, the filing party may ask the court’s permission to file some exhibits completely under seal. When the document is filed "under seal", it should have a clear indication for the court clerk to file it separately – most often by stamping words "Filed Under Seal" on the bottom of each page. Person making filing should also provide instructions to the court clerk that the document needs to be filed "under seal". Courts often have specific requirements to these filings in their Local Rules. == Difference from expungement == Expungement, which is a physical destruction, namely a complete erasure of one's criminal records, and therefore usually carries a higher standard, differs from record sealing, which is only to restrict the public's access to records, so that only certain law enforcement agencies or courts, under special circumstances, will have access to them. A record seal will greatly improve the chance of employment, as employers will not have access to damning records. There are occasions, like expungement, where one can truthfully state under oath that they have never been convicted before. Most of the time, a record seal has more relaxed requirements than an expungement. If an expungement is not allowed with a case, then sealing a record may be the best bet. Different states have different terms for what constitutes sealing of a record. == Cybersecurity incidents involving sealed records == Several cybersecurity incidents have demonstrated that sealed court documents are not always secure in practice, with vulnerabilities and data breaches exposing sensitive information. In January 2021, following the SolarWinds cyber attack, the U.S. Bankruptcy Court United States District Court for the District of Nevada announced that its Case Management/Electronic Case Files CM/ECF system had been potentially compromised. The judiciary stated that additional safeguards were being implemented to protect filings, and that the review of the incident and its impact was ongoing. Reports noted that the breach raised concerns about exposure of highly sensitive and sealed documents submitted through the CM/ECF system. In 2023, security researcher Jason Parker, following a tip from an activist, identified flaws in online court systems that exposed sealed records including confidential testimony and medical records through publicly accessible portals. In 2024, a cyber intrusion targeting attorneys in a civil case involving Representative Matt Gaetz led to the unauthorized access and leak of sealed depositions and related records. The breach exposed confidential testimony and financial records, some of which were later reported by news outlets, raising concerns about the security of electronically stored legal materials and the handling of sealed filings. In 2025, multiple reports confirmed that the federal judiciary's CM/ECF and PACER (law) filing system was compromised, exposing sealed indictments, confidential informant information, and other sensitive filings. Some courts temporarily reverted to paper-based filing to mitigate the risks of further disclosure. The FBI later confirmed that the breach had exposed sealed records, and investigators suspected foreign state actors were involved. == GAO publications referencing sealed records == Closed Criminal Plea and Sentencing Proceedings (1983) – Reviewed Department of Justice policies on closing plea and sentencing hearings. GAO noted that sealed transcripts should be unsealed once the reasons for closure no longer applied. Information on Plea Agreements and Settlements in Defense Procurement Fraud Cases (1992) – Examined outcomes of procurement fraud prosecutions. User-generated content

User-generated content (UGC), alternatively known as user-created content (UCC), is content generated by users of the Internet such as images, videos, audio, text, testimonials, software, and user interactions. Online content aggregation platforms such as social media, discussion forums and wikis by their interactive and social nature, no longer produce multimedia content but provide tools to produce, collaborate, and share a variety of content, which can affect the attitudes and behaviors of the audience in various aspects. This transforms the role of consumers from passive spectators to active participants. User-generated content is used for a wide range of applications, including problem processing, news, entertainment, customer engagement, advertising, gossip, research and more. It is an example of the democratization of content production and the flattening of traditional media hierarchies. The BBC adopted a user-generated content platform for its websites in 2005, and Time magazine named "You" as the Person of the Year in 2006, referring to the rise in the production of UGC on Web 2.0 platforms. CNN also developed a similar user-generated content platform, known as iReport. There are other examples of news channels implementing similar protocols, especially in the immediate aftermath of a catastrophe or terrorist attack. Social media users can provide key eyewitness content and information that may otherwise have been inaccessible. Since 2020, there has been an increasing number of businesses who are utilizing User Generated Content (UGC) to promote their products and services. Several factors significantly influence how UGC is received, including the quality of the content, the credibility of the creator, and viewer engagement. These elements can impact users' perceptions and trust towards the brand, as well as influence the buying intentions of potential customers. UGC has proven to be an effective method for brands to connect with consumers, drawing their attention through the sharing of experiences and information on social media platforms. Due to new media and technology affordances, such as low cost and low barriers to entry, the Internet is an easy platform to create and dispense user-generated content, allowing the dissemination of information at a rapid pace in the wake of an event. == Definition == The advent of user-generated content marked a shift among media organizations from creating online content to providing facilities for amateurs to publish their own content. User-generated content has also been characterized as citizen media as opposed to the "packaged goods media" of the past century. Citizen Media is audience-generated feedback and news coverage. People give their reviews and share stories in the form of user-generated and user-uploaded audio and user-generated video. The former is a two-way process in contrast to the one-way distribution of the latter. Conversational or two-way media is a key characteristic of so-called Web 2.0, which encourages the publishing of one's own content and commenting on other people's content. The role of the passive audience, therefore, has shifted since the birth of new media, and an ever-growing number of participatory users are taking advantage of these interactive opportunities, especially on the Internet, to create independent content. Grassroots experimentation then generated an innovation in sounds, artists, techniques, and associations with audiences, which then are being used in mainstream media. The active, participatory, and creative audience is prevailing today with relatively accessible media, tools, and applications, and its culture is in turn affecting mass media corporations and global audiences. The Organisation for Economic Co-operation and Development (OECD) has defined three core variables for UGC: Accessible Content: User-generated content (UGC) is publicly produced through platforms located on the Internet and is available to any individual browsing such a publicly accessible website or a public social media account. There are other contexts where users must remain in a community or closed group to access and publish on such platforms (for example, wikis). This is a way of differentiating that although the content is accessible to the audience, there are certain restrictions for the users who generates the content. Creative effort: Creative effort was put into creating the work or adapting existing works to construct a new one; i.e. users must add their own value to the work. UGC often also has a collaborative element to it, as is the case with websites that users can edit collaboratively. For example, merely copying a portion of a television show and posting it to an online video website (an activity frequently seen on the UGC sites) would not be considered UGC. However, uploading photographs, expressing one's thoughts in a blog post or creating a new music video could be considered UGC. Yet the minimum amount of creative effort is hard to define and depends on the context. Creation outside of professional routines and practices: User-generated content is generally created outside of professional routines and practices. It often does not have an institutional or a commercial market context. In extreme cases, UGC may be produced by non-professionals without the expectation of profit or remuneration. Motivating factors include connecting with peers, achieving a certain level of fame, notoriety, or prestige, and the desire to express oneself. == Media pluralism == According to Cisco, in 2016 an average of 96,000 petabytes was transferred monthly over the Internet, more than twice as many as in 2012. In 2016, the number of active websites surpassed 1 billion, up from approximately 700 million in 2012. Reaching 1.66 billion daily active users in Q4 2019, Facebook has emerged as the most popular social media platform globally. Other social media platforms are also dominant at the regional level such as: Twitter in Japan, Naver in the Republic of Korea, Instagram (owned by Facebook) and LinkedIn (owned by Microsoft) in Africa, VKontakte (VK) and Odnoklassniki (eng. Classmates) in Russia and other countries in Central and Eastern Europe, WeChat and QQ in China. However, a concentration phenomenon is occurring globally giving dominance to a few online platforms that become popular for some unique features they provide, most commonly for the added privacy they offer users through disappearing messages or end-to-end encryption (e.g. Jami, Signal, Snapchat, Telegram, Viber, and WhatsApp), but they have tended to occupy niches and to facilitate the exchanges of information that remain rather invisible to larger audiences. Production of freely accessible information has been increasing since 2012. In January 2017, Wikipedia had more than 43 million articles, almost twice as many as in January 2012. This corresponded to a progressive diversification of content and an increase in contributions in languages other than English. In 2017, less than 12 percent of Wikipedia content was in English, down from 18 percent in 2012. Graham, Straumann, and Hogan say that the increase in the availability and diversity of content has not radically changed the structures and processes for the production of knowledge. For example, while content on Africa has dramatically increased, a significant portion of this content has continued to be produced by contributors operating from North America and Europe, rather than from Africa itself. == History == The massive, multi-volume Oxford English Dictionary was exclusively composed of user-generated content. In 1857, Richard Chenevix Trench of the London Philological Society sought public contributions throughout the English-speaking world for the creation of the first edition of the OED. As Simon Winchester recounts: So what we're going to do, if I have your agreement that we're going to produce such a dictionary, is that we're going to send out invitations, were going to send these invitations to every library, every school, every university, every book shop that we can identify throughout the English-speaking world... everywhere where English is spoken or read with any degree of enthusiasm, people will be invited to contribute words.
