Apertus is a public large language model, developed by the Swiss AI Initiative (a collaboration between EPFL, ETH Zurich, and the Swiss National Supercomputing Centre). It was released on September 2, 2025, under the free and open-source Apache 2.0 license. Designed initially for business and research use cases around the world, Apertus was trained on over 1800 languages, and comes in 8 billion or 70 billion parameter versions and is available on Hugging Face for download. The model was developed aiming to adhere to European copyright law, and is one of the first examples of AI as a public good in the vein of AI Sovereignty. It is also the first large model to comply with the European Union's Artificial Intelligence Act. At its launch, the model creators emphasized multilinguality, transparency, and auditability as priorities in contrast to commercial frontier model. While international reception was largely positive, the first iteration was significantly behind the capabilities of frontier models and needs adaptation for many use cases with chatbots being a secondary but not a primary use case. As of late 2025, it was considered the largest and most capable fully open model. The capability of future models will depend in part on how much more funding can be secured.
Contextual image classification
Contextual image classification, a topic of pattern recognition in computer vision, is an approach of classification based on contextual information in images. "Contextual" means this approach is focusing on the relationship of the nearby pixels, which is also called neighbourhood. The goal of this approach is to classify the images by using the contextual information. == Introduction == Similar as processing language, a single word may have multiple meanings unless the context is provided, and the patterns within the sentences are the only informative segments we care about. For images, the principle is same. Find out the patterns and associate proper meanings to them. As the image illustrated below, if only a small portion of the image is shown, it is very difficult to tell what the image is about. Even try another portion of the image, it is still difficult to classify the image. However, if we increase the contextual of the image, then it makes more sense to recognize. As the full images shows below, almost everyone can classify it easily. During the procedure of segmentation, the methods which do not use the contextual information are sensitive to noise and variations, thus the result of segmentation will contain a great deal of misclassified regions, and often these regions are small (e.g., one pixel). Compared to other techniques, this approach is robust to noise and substantial variations for it takes the continuity of the segments into account. Several methods of this approach will be described below. == Applications == === Functioning as a post-processing filter to a labelled image === This approach is very effective against small regions caused by noise. And these small regions are usually formed by few pixels or one pixel. The most probable label is assigned to these regions. However, there is a drawback of this method. The small regions also can be formed by correct regions rather than noise, and in this case the method is actually making the classification worse. This approach is widely used in remote sensing applications. === Improving the post-processing classification === This is a two-stage classification process: For each pixel, label the pixel and form a new feature vector for it. Use the new feature vector and combine the contextual information to assign the final label to the === Merging the pixels in earlier stages === Instead of using single pixels, the neighbour pixels can be merged into homogeneous regions benefiting from contextual information. And provide these regions to classifier. === Acquiring pixel feature from neighbourhood === The original spectral data can be enriched by adding the contextual information carried by the neighbour pixels, or even replaced in some occasions. This kind of pre-processing methods are widely used in textured image recognition. The typical approaches include mean values, variances, texture description, etc. === Combining spectral and spatial information === The classifier uses the grey level and pixel neighbourhood (contextual information) to assign labels to pixels. In such case the information is a combination of spectral and spatial information. === Powered by the Bayes minimum error classifier === Contextual classification of image data is based on the Bayes minimum error classifier (also known as a naive Bayes classifier). Get the image classification result. == Algorithms == === Template matching === The template matching is a "brute force" implementation of this approach. The concept is first create a set of templates, and then look for small parts in the image match with a template. This method is computationally high and inefficient. It keeps an entire templates list during the whole process and the number of combinations is extremely high. For a m × n {\displaystyle m\times n} pixel image, there could be a maximum of 2 m × n {\displaystyle 2^{m\times n}} combinations, which leads to high computation. This method is a top down method and often called table look-up or dictionary look-up. === Lower-order Markov chain === The Markov chain also can be applied in pattern recognition. The pixels in an image can be recognised as a set of random variables, then use the lower order Markov chain to find the relationship among the pixels. The image is treated as a virtual line, and the method uses conditional probability. === Hilbert space-filling curves === The Hilbert curve runs in a unique pattern through the whole image, it traverses every pixel without visiting any of them twice and keeps a continuous curve. It is fast and efficient. === Markov meshes === The lower-order Markov chain and Hilbert space-filling curves mentioned above are treating the image as a line structure. The Markov meshes however will take the two dimensional information into account. === Dependency tree === The dependency tree is a method using tree dependency to approximate probability distributions.
Digital data
Digital data or digital information, in information theory and information systems, is data or information represented as a string of discrete symbols, each of which can take on one of only a finite number of values from some alphabet, such as letters or digits. An example is a text document, which consists of a string of alphanumeric characters. The most common form of digital data in modern information systems is binary data, which is represented by a string of binary digits (bits) each of which can have one of two values, either 0 or 1. Digital data can be contrasted with analog data, which is represented by a value from a continuous range of real numbers. Analog data is transmitted by an analog signal, which not only takes on continuous values but can vary continuously with time, a continuous real-valued function of time. An example is the air pressure variation in a sound wave. Data requires interpretation to become information. In modern (post-1960) computer systems, all data is digital. The word digital comes from the same source as the words digit and digitus (the Latin word for finger), as fingers are often used for counting. Mathematician George Stibitz of Bell Telephone Laboratories used the word digital in reference to the fast electric pulses emitted by a device designed to aim and fire anti-aircraft guns in 1942. The term is most commonly used in computing and electronics, especially where real-world information is converted to binary numeric form as in digital audio and digital photography. == Symbol to digital conversion == Since symbols (for example, alphanumeric characters) are not continuous, representing symbols digitally is rather simpler than conversion of continuous or analog information to digital. Instead of sampling and quantization as in analog-to-digital conversion, such techniques as polling and encoding are used. A symbol input device usually consists of a group of switches that are polled at regular intervals to see which switches are switched. Data will be lost if, within a single polling interval, two switches are pressed, or a switch is pressed, released, and pressed again. This polling can be done by a specialized processor in the device to prevent burdening the main CPU. When a new symbol has been entered, the device typically sends an interrupt, in a specialized format, so that the CPU can read it. For devices with only a few switches (such as the buttons on a joystick), the status of each can be encoded as bits (usually 0 for released and 1 for pressed) in a single word. This is useful when combinations of key presses are meaningful, and is sometimes used for passing the status of modifier keys on a keyboard (such as shift and control). But it does not scale to support more keys than the number of bits in a single byte or word. Devices with many switches (such as a computer keyboard) usually arrange these switches in a scan matrix, with the individual switches on the intersections of x and y lines. When a switch is pressed, it connects the corresponding x and y lines together. Polling (often called scanning in this case) is done by activating each x line in sequence and detecting which y lines then have a signal, thus which keys are pressed. When the keyboard processor detects that a key has changed state, it sends a signal to the CPU indicating the scan code of the key and its new state. The symbol is then encoded or converted into a number based on the status of modifier keys and the desired character encoding. A custom encoding can be used for a specific application with no loss of data. However, using a standard encoding such as ASCII is problematic if a symbol such as 'ß' needs to be converted but is not in the standard. It is estimated that in the year 1986, less than 1% of the world's technological capacity to store information was digital and in 2007 it was already 94%. The year 2002 is assumed to be the year when humankind was able to store more information in digital than in analog format (the "beginning of the digital age"). == States == Digital data come in these three states: data at rest, data in transit, and data in use. The confidentiality, integrity, and availability have to be managed during the entire lifecycle from 'birth' to the destruction of the data. === Data at rest === Data at rest in information technology means data that is housed physically on computer data storage in any digital form (e.g. cloud storage, file hosting services, databases, data warehouses, spreadsheets, archives, tapes, off-site or cloud backups, mobile devices etc.). Data at rest includes both structured and unstructured data. This type of data is subject to threats from hackers and other malicious threats to gain access to the data digitally or physical theft of the data storage media. To prevent this data from being accessed, modified or stolen, organizations will often employ security protection measures such as password protection, data encryption, or a combination of both. The security options used for this type of data are broadly referred to as data-at-rest protection (DARP). Definitions include: "...all data in computer storage while excluding data that is traversing a network or temporarily residing in computer memory to be read or updated." "...all data in storage but excludes any data that frequently traverses the network or that which resides in temporary memory. Data at rest includes but is not limited to archived data, data which is not accessed or changed frequently, files stored on hard drives, USB thumb drives, files stored on backup tape and disks, and also files stored off-site or on a storage area network (SAN)." While it is generally accepted that archive data (i.e. which never changes), regardless of its storage medium, is data at rest and active data subject to constant or frequent change is data in use. “Inactive data” could be taken to mean data which may change, but infrequently. The imprecise nature of terms such as “constant” and “frequent” means that some stored data cannot be comprehensively defined as either data at rest or in use. These definitions could be taken to assume that Data at Rest is a superset of data in use; however, data in use, subject to frequent change, has distinct processing requirements from data at rest, whether completely static or subject to occasional change. ==== Security ==== Because of its nature data at rest is of increasing concern to businesses, government agencies and other institutions. Mobile devices are often subject to specific security protocols to protect data at rest from unauthorized access when lost or stolen and there is an increasing recognition that database management systems and file servers should also be considered as at risk; the longer data is left unused in storage, the more likely it might be retrieved by unauthorized individuals outside the network. Data encryption, which prevents data visibility in the event of its unauthorized access or theft, is commonly used to protect data in motion and increasingly promoted for protecting data at rest. The encryption of data at rest should only include strong encryption methods such as AES or RSA. Encrypted data should remain encrypted when access controls such as usernames and password fail. Increasing encryption on multiple levels is recommended. Cryptography can be implemented on the database housing the data and on the physical storage where the databases are stored. Data encryption keys should be updated on a regular basis. Encryption keys should be stored separately from the data. Encryption also enables crypto-shredding at the end of the data or hardware lifecycle. Periodic auditing of sensitive data should be part of policy and should occur on scheduled occurrences. Finally, only store the minimum possible amount of sensitive data. Tokenization is a non-mathematical approach to protecting data at rest that replaces sensitive data with non-sensitive substitutes, referred to as tokens, which have no extrinsic or exploitable meaning or value. This process does not alter the type or length of data, which means it can be processed by legacy systems such as databases that may be sensitive to data length and type. Tokens require significantly less computational resources to process and less storage space in databases than traditionally encrypted data. This is achieved by keeping specific data fully or partially visible for processing and analytics while sensitive information is kept hidden. Lower processing and storage requirements makes tokenization an ideal method of securing data at rest in systems that manage large volumes of data. A further method of preventing unwanted access to data at rest is the use of data federation especially when data is distributed globally (e.g. in off-shore archives). Digital backlot
A digital backlot or virtual backlot is a motion-picture set that is neither a genuine location nor a constructed studio; the shooting takes place entirely on a stage with a blank background (often a greenscreen) that will later on project an artificial environment put in during post-production. Digital backlots are mainly used for genres such as science fiction, where building a real set would be too expensive or outright impossible. == Notable films == Among the first films to introduce the technique was Mini Moni the Movie by Shinji Higuchi in 2002, predated by Rest In Peace by Stolpskott Film (2000). Futel
Futel is a public arts organization in Portland, Oregon dedicated to preserving and maintaining public telephone hardware and offering free phone and basic information services. Futel was founded by Karl Anderson, a former software engineer, and Elijah St. Clair. == Technology == Karl Anderson stated that one motivation for the project was to explore the idea of urban furniture. Other reasons were to preserve an important part of hacker history, and to salvage and re-use manufactured items at the end of their lifecycle. The original Futel phones were set up in Portland, Oregon. The organization cleans and repurposes old public payphones which are often salvaged from Craigslist or scrappers. Using interface boxes, they are converted into VoIP phones which are made available publicly, with no cost for phone calls. Anderson has said the service runs on "Asterisk and OpenVPN and a lot of scripts." The payphones operate using publicly-available internet connections. The phones have automated phone trees and users can make a call to local social services, to a weather forecast line, or access local transit information. Volunteers act as telephone operators, offering information about the Futel service, or are available for conversation. Users using Futel's phones may also access voicemail boxes. The system has a "wildcard line" where people can listen to samples of audio left on the main voicemail line along with commentary from Anderson and others. == Network == In February 2021, there were 10 Futel phones in Portland and 3 in other cities. Phones were set up in Detroit and Ypsilanti, Michigan, and Long Beach, Washington. The organization has provided free phone service for a Portland-area homeless encampment after receiving funding from the Awesome Foundation. In 2019 the organization reported their phones being used to make 12,000 phone calls. Futel also said their usage went up and not down during the first year of the COVID-19 pandemic when they outfitted their phone kiosks with handwashing stations and used volunteers to keep the phones clean. The project is funded is primarily through grants and is staffed with volunteers. The project has inspired others such as the PhilTel project in Philadelphia and the RandTel project in Randolph, Vermont. Futel publishes a zine called Party Line.
FloodAlerts
FloodAlerts is a software application, developed by software specialists Shoothill, which takes real-time flooding information, and displays the data on an interactive Bing map, updating and warning its users when they, their premises or the routes they need to travel could be at risk of flooding. == History == FloodAlerts was launched in 2012, originally as the world's first Facebook flood warning app. == Operation == FloodAlerts is made available free of charge to individuals. Users are able to set up their own monitored locations and receive alerts via the application or their Facebook wall if the locations they are monitoring are at imminent risk of flooding. Hosted in the Cloud, using the Microsoft Windows Azure platform, the FloodAlerts application processes the data received from the Environment Agency, automatically creates the required map tiles, pins and alerts and displays them on an interactive Bing map, updating the content every 15 minutes. Users are able to see the latest information on the map without having to refresh their browser. LTE (telecommunication)
In telecommunications, Long Term Evolution (LTE) is a standard for wireless broadband communication for cellular mobile devices and data terminals. It is considered to be a "transitional" 4G technology, and is therefore also referred to as 3.95G as a step above 3G. LTE is based on the 2G GSM/EDGE and 3G UMTS/HSPA standards. It improves on those standards' capacity and speed by using a different radio interface and core network improvements. LTE is the upgrade path for carriers with both GSM/UMTS networks and CDMA2000 networks. LTE has been succeeded by LTE Advanced, which is officially defined as a "true" 4G technology and also named "LTE+". == Terminology == The standard is developed by the 3GPP (3rd Generation Partnership Project) and is specified in its Release 8 document series, with minor enhancements described in Release 9. LTE is also called 3.95G and has been marketed as 4G LTE and Advanced 4G; but the original version did not meet the technical criteria of a 4G wireless service, as specified in the 3GPP Release 8 and 9 document series for LTE Advanced. The requirements were set forth by the ITU-R organisation in the IMT Advanced specification; but, because of market pressure and the significant advances that WiMAX, Evolved High Speed Packet Access, and LTE bring to the original 3G technologies, ITU-R later decided that LTE and the aforementioned technologies can be called 4G technologies. The LTE Advanced standard formally satisfies the ITU-R requirements for being considered IMT-Advanced. To differentiate LTE Advanced and WiMAX-Advanced from current 4G technologies, ITU has defined the latter as "True 4G". == Overview == LTE stands for Long Term Evolution and is a registered trademark owned by ETSI (European Telecommunications Standards Institute) for the wireless data communications technology and development of the GSM/UMTS standards. However, other nations and companies do play an active role in the LTE project. The goal of LTE was to increase the capacity and speed of wireless data networks using new DSP (digital signal processing) techniques and modulations that were developed around the turn of the millennium. A further goal was the redesign and simplification of the network architecture to an IP-based system with significantly reduced transfer latency compared with the 3G architecture. The LTE wireless interface is incompatible with 2G and 3G networks, so it must be operated on a separate radio spectrum. The idea of LTE was first proposed in 1998, with the use of the COFDM radio access technique to replace the CDMA and studying its Terrestrial use in the L band at 1428 MHz (TE) In 2004 by Japan's NTT Docomo, with studies on the standard officially commenced in 2005. In May 2007, the LTE/SAE Trial Initiative (LSTI) alliance was founded as a global collaboration between vendors and operators with the goal of verifying and promoting the new standard to ensure the global introduction of the technology as quickly as possible. The LTE standard was finalized in December 2008, and the first publicly available LTE service was launched by TeliaSonera in Oslo and Stockholm on December 14, 2009, as a data connection with a USB modem. The LTE services were launched by major North American carriers as well, with the Samsung SCH-r900 being the world's first LTE Mobile phone starting on September 21, 2010, and Samsung Galaxy Indulge being the world's first LTE smartphone starting on February 10, 2011, both offered by MetroPCS, and the HTC ThunderBolt offered by Verizon starting on March 17 being the second LTE smartphone to be sold commercially. In Canada, Rogers Wireless was the first to launch LTE network on July 7, 2011, offering the Sierra Wireless AirCard 313U USB mobile broadband modem, known as the "LTE Rocket stick" then followed closely by mobile devices from both HTC and Samsung. Initially, CDMA operators planned to upgrade to rival standards called UMB and WiMAX, but major CDMA operators (such as Verizon, Sprint and MetroPCS in the United States, Bell and Telus in Canada, au by KDDI in Japan, SK Telecom in South Korea and China Telecom/China Unicom in China) have announced instead they intend to migrate to LTE. The next version of LTE is LTE Advanced, which was standardized in March 2011. Services commenced in 2013. Additional evolution known as LTE Advanced Pro was approved in 2015. The LTE specification provides downlink peak rates of 300 Mbit/s, uplink peak rates of 75 Mbit/s, and QoS provisions permitting a transfer latency of less than 5 ms in the radio access network. LTE has the ability to manage fast-moving mobiles and supports multicast and broadcast streams. LTE supports scalable carrier bandwidths, from 1.4 MHz to 20 MHz and supports both frequency division duplexing (FDD) and time-division duplexing (TDD). The IP-based network architecture, called the Evolved Packet Core (EPC) designed to replace the GPRS Core Network, supports seamless handovers for both voice and data to cell towers with older network technology such as GSM, UMTS and CDMA2000. The simpler architecture results in lower operating costs (for example, each E-UTRA cell will support up to four times the data and voice capacity supported by HSPA). Because LTE frequencies and bands differ from country to country, only multi-band phones can use LTE in all countries where it is supported. == History == === 3GPP standard development timeline === In 2004, NTT Docomo of Japan proposes LTE as the international standard. In September 2006, Siemens Networks (today Nokia Networks) showed in collaboration with Nomor Research the first live emulation of an LTE network to the media and investors. As live applications, two users streaming an HDTV video in the downlink and playing an interactive game in the uplink have been demonstrated.
