    Li Sheng (computer scientist)

    Li Sheng (Chinese: 李生; born 1943), is a professor at the School of Computer Science and Engineering, Harbin Institute of Technology (HIT), China. He began his research on Chinese-English machine translation in 1985, making himself one of the earliest Chinese scholars in this field. After that, he pursued in vast topics of natural language processing, including machine translation, information retrieval, question answering and applied artificial intelligence. He was the final review committee member for computer area in NSF China. Born and raised in Heilongjiang province, he graduated in 1965 from the computer specialty of HIT, which is one of the earliest computer specialties in Chinese universities. Then he started to work as a staff in the Computer specialty of HIT, which was finally granted as a department in 1985. Also from 1985, he was appointed to undertake a series administrative positions in HIT, e.g. Dean of Computer Department(1987–1988), Director of R&D Division (1988–1990), Chief R&D Officer and several other key leading positions in HIT. Resigned all his administrative positions in 2004, Li devoted himself as the director of MOE-Microsoft Join Key Lab of NLP& Speech (HIT), making it a leading NLP research group with more than 100 staffs and students working on various aspects of NLP. So far, the lab has already been granted for dozens of technology awards by the ministries of central government and local provincial government of China. Its research progresses are reported annually in top tier conferences including ACL, IJCAI, SIGIR etc. As one of the pioneers in NLP research in China, he contributes NLP in China not only in technology innovations but also in talents education. So far, his research group has graduated more than 60 Ph.D. and almost 200 M.E with NLP major. Most of them are now working as the chief researcher in various NLP groups of universities and companies in China, including several world-known NLP scholars, such as Wang Haifeng of Baidu, Zhou Ming of Microsoft Research, Zhang Min (张民) of Soochow University (China), and Zhao Tiejun (赵铁军) and Liu Ting (刘挺) of HIT. Owing to his contributions in Chinese language processing, Li was elected as the President of Chinese Information Processing Society of China (CIPSC) in 2011. He scaled this top level academic organization in China up to more than 3000 registered members, and promoted NLP into several national projects for research or industry development. In addition, the CIPSC is now enhancing its co-operations with world NLP organizations including ACL. == Machine Intelligence & Translation Laboratory (MI&TLAB) == Originates from Machine Translation Research Group of Computer Science Department, Harbin Institute of Technology, which was started Li in 1985. It is one of the earliest institutions engaged in MT research in China, featured by its investigations into Chinese-English machine translation. It is now running under the Research Center on Language Technology, School of Computer Science and Technology, HIT. Details for staffs and publications can be found at https://mitlab.hit.edu.cn. == MOE-MS Joint Key Lab of Natural Language Processing and Speech (HIT) == In June, 2000, the Joint HIT-Microsoft Machine Translation Lab was founded by MI&T Lab and Microsoft Research (China). It was the third joint lab established by Microsoft Research (China) with Chinese universities, and the only one focusing on Machine Translation. Based on this jointly lab, the cooperation between HIT and Microsoft gradually extended to the areas of machine translation, information retrieval, speech recognition and processing, natural language understanding. In Oct, 2004, the joint key lab was granted as one of the 10 joint key labs supported by the Microsoft Research of Asia and Ministry of Education in China. In July 2006, the Shenzhen extension of the lab was launched. More than 200 staff and students have undertaken research projects, including some sponsored by the National Natural Science Foundation of China and the National 863 program of China. Since 2005, the lab has also been organizing a summer camp in Harbin Institute of Technology, and approximately 150 faculty members and students from universities in China have participated. This summer workshop was organized annually until 2014, when it was organized formally as the summer school series by Chinese Information Processing Society, China. Through the lab, a Microsoft Research of Asia-HIT joint PhD program was implemented in 2012. == CEMT-I MT System == In May 1989, CEMT-I passed the formal project appraisal in Harbin, China. Capable of translating technical paper titles from Chinese to English, it is not only the first MT system completed by Li and his group, but also the first Chinese-English Translation system that passed the technical appraisal by Chinese government according to the public reports. It was then awarded the Second Prize of Ministry Level Technology Innovation by the former National Aerospace Industry Corporation in 1990. == Daya Translation Workstation == Owing to the technical achievements by Li's group in Chinese-English machine translation, the former National Aerospace Industry Corporation of China sponsored a commercial system development of "Daya Translation Station (MT)" in 1993. Designed as a comprehensive English composition aid for Chinese users, this system was finished and put into the market in 1995. And in 1997, this system was awarded the Second Prize of Ministry Level Technology Innovation by the former National Aerospace Industry Corporation. == BT863 MT System == From 1994, the researches in Li's lab were supported by National 863 Hi-tech Research and Development Program. During this period, the BT863 system was explored to employ one engine for both Chinese-English and English-Chinese translation. This system was proved to be the best performance among Chinese-English MT systems in the formal technical evaluation of National 863 program, yielding the Third Prize of Ministry Level Technology Innovation by the former National Aerospace Industry Corporation in 1997. == Next Generation IR == This is a key project granted by NSF China (with a joint sponsorship from MSRA) started form 2008. In contrast to his previous NSF grants for different NLP issues, Li explored in his last PI project on key technologies in personalized IR, together with researchers from Tsinghua University and Institute of Software, Chinese Academy of Science.     Diia

    Diia (Ukrainian: Дія [ˈd⁽ʲ⁾ijɐ] , lit. 'Action'; also an acronym for Держава і Я, Derzhava i Ya, IPA: [derˈʒɑwɐ i ˈjɑ], lit. 'State and Me') is a mobile app, a web portal and a brand of e-governance in Ukraine. Launched in 2020, the Diia app allows Ukrainian citizens to use digital documents on their smartphones instead of physical ones for identification and sharing purposes. The Diia portal allows access to over 130 government services. Eventually, the government plans to make all kinds of state-person interactions available through Diia. Diia was built in partnership with the United States and is poised to be shared with other countries. On the sidelines of the 2023 World Economic Forum in Davos, USAID Administrator Samantha Power said the US hopes to replicate the success of Diia in other countries. == History == Diia was first presented on September 27, 2019, by the Ministry of Digital Transformation of Ukraine as a brand of the State in a Smartphone project. Vice Prime Minister and Minister of Digital Transformation Mykhailo Fedorov announced the creation of a mobile app and a web portal that would unite in a single place all the services provided by the state to citizens and businesses. On February 6, 2020, the mobile app Diia was officially launched. During the presentation, Ukrainian President Volodymyr Zelensky said that 9 million Ukrainians now have access to their driver's license and car registration documents on their phones, while Prime Minister Oleksiy Honcharuk called the implementation of the State in a Smartphone project a priority for the government. In April 2020, the Ukrainian government approved a resolution for experimental usage of digital ID-cards and passports which would be issued to all Ukrainians via the Diia. On October 5, 2020, during the Diia Summit, the government presented a first major update of the app and web portal branded "Diia 2.0". More types of documents were added to the app as well as the ability to share documents with others via a single tap on a push-message. The web portal in turn expanded the number of available services to 27, including the ability to register a private limited company in half an hour. President Zelensky who opened the summit, announced that in 2021 Ukraine will enter the "paper less" mode by prohibiting civil servants from demanding paper documents. By the end of 2020, the app had more than six million users, while the portal had 50 available services. In March 2021, the Ukrainian parliament adopted a bill equating digital identity documents with their physical analogues. Starting on August 23, Ukrainian citizens can use digital ID-cards and passports for all purposes while in Ukraine. According to Minister of Digital Transformation Mykhailo Fedorov, Ukraine will become the first country in the world where digital identity documents are considered legally equivalent to ordinary ones. In September 2024, Diia launched an online marriage registration service, which can be beneficial especially for military personnel who spend much time on the frontline separated from their partners. In October 2024, Diia's online marriage service appeared in Time's Inventions of the 2024 list. In the first month of its operations over 1.1 million Ukrainians tried to make proposals using the technology, and 435 couples got married. == Benefits and challenges == The first and most obvious benefit is the convenience of such a platform. Citizens can have many documents on their smartphones at once, without concern about losing or damaging them. Whenever needed, they can just open an app on their smartphones and show/check the document they need. The idea is that Diia will help cut the bureaucracy associated with public services, which in turn will help fight corruption and increase government savings. Fewer people are needed to be employed in the public sector and fewer human to human interactions are supposed to happen. With the start of the program, already 10% of government employees were reduced, which contributes to hundreds of millions of dollars in savings, but besides this, the initiative also improves the speed, efficiency, and transparency of government services. In addition, the digitalization of the government sector helps to develop the whole IT industry in the country, people become more digitally aware and educated, this affects other sectors as well, increasing the spread of digital infrastructure and expediting the speed of overall digitalization. The UN E-government Development Index, which assesses the capabilities of governments to integrate its functions electronically, such as the use of internet and mobile devices, ranked Ukraine 69th in 193 countries surveyed in 2020. Despite its low ranking in the e-government development index, Ukraine made a big jump on the e-participation index, which they ranked 43rd out of 193 countries from 0.66 in 2018 to 0.81 in 2020 (un.org, 2020), suggesting that the government and its citizens are adapting the IT-based government functions. The main goal of e-government according to Perez-Morote et.al. (2020) is to have accountability and transparency among the countries involved. But to do so, there are several challenges that a country should assess first prior to implementing e-government. In the research written by Heeks (2001), the author identified 2 main challenges that countries face in the development of e-government, first is the strategic challenge which involves the preparedness (e-readiness) of the entire government system for electronic transformation, and second challenge is the tactical challenge where the government must design (e-governance design) a system where it can be understood by every user, it's important that the information that needs to be communicated to the consumers is received clearly. For the first challenge (e-readiness), Ukraine had an internet penetration rate of 76% in 2020 and is expected to grow to 82%, it is important that consumers have the internet access for it to enable the consumers to utilize the service. Another factor is the readiness of its institutional infrastructure, which means that the government has its own organization which is solely focused on implementing the e-government project. In the case of Ukraine, the e-governance team is led by Oleksandr Ryzhenko, and the country's e-governance initiative is even further strengthened by ensuring that the data and legal infrastructure are already prepared. Ukraine has done this by modernizing their legislation that is more appropriate in the digital service, and the data exchange solution used by Ukraine is called Trembita. The human infrastructure is also being updated, as competent individuals must be the one doing the task, hence, EGOV4UKRAINE was launched, this aims to get IT developers for developing a system for administrative services. These efforts by the Ukrainian government did not go unnoticed, and they received an award from the e-Governance Academy as "partner of the year 2017". For the second challenge, which deals with the system design, the success of Ukraine can be seen on the latest data of UNDP, where it shows a high increase in the E-participation index. In 2018, Ukraine ranked 75th it ranked 46th in 2020 (un.org, 2020). Despite visible success, the implementation of the e-government was accompanied by problems. Data leakage became the main one. In May 2020, the data of 26 million driver's licenses appeared in the public domain on the Internet. The Ukrainian government said the Diia app was not linked to a data breach, but it is impossible to say for certain. Any storage of official documents in electronic format is associated with the risk of their leakage. In addition, the Diia application still has data protection issues, as the required protection system has not been implemented. This is also compounded by the country's weak data protection legal regime. In addition, since 2023, Ukrainians are able to register their cars with this app. Issued license plates are not using regional codes, but they are using special codes starting with DI or PD. == Diia City == In May 2020, the government presented Diia City headed by Oleksandr Borniakov, a large-scale project which would establish a virtual model of a free economic zone for representatives of the creative economy. It would provide for special digital residency with a particular taxation regime, intellectual property protection and simplified regulations. Diia City concurrently imposes certain constraints on contracts involving individual entrepreneurs (FOPs). It also offers the benefit of tax rebates. Diia City garners endorsement from the Ukrainian government, believing it will support the country's position in the IT market. As of July 30, 2023, the program had more than 600 residents, including companies like iGama, Avenga, SBRobotiks, and Intellectsoft.

    Xuedong David Huang (born October 20, 1962) is a Chinese-American computer scientist and technology executive who has made contributions to spoken language processing and artificial intelligence, including Azure AI Services. He is Zoom's chief technology officer after serving as Microsoft's Technical Fellow and Azure AI Chief Technology Officer for 30 years. Huang is a strong advocate of AI for Accessibility, and AI for Cultural Heritage. == Education == Huang received his PhD from the University of Edinburgh in 1989 (sponsored by the British ORS and Edinburgh University Scholarship), his MS from Tsinghua University in 1984, and BS from Hunan University in 1982. == Career == After receiving his PhD in 1989, Huang joined Carnegie Mellon University and worked with Raj Reddy and Kai-Fu Lee on speech recognition. At CMU, he directed the Sphinx-II speech system research which achieved the best performance in every category of DARPA's 1992 benchmarking. Microsoft Research recruited him to found and lead Microsoft's spoken language initiatives in 1993. His co-authored book Spoken Language Processing and his Historical speech recognition review succinctly summarize several generations of spoken language research. As Microsoft's Mr. Speech for three decades, Huang has been instrumental in creating Microsoft's Speech Application Programming Interface (SAPI), shipping Microsoft Speech Server, and modernizing spoken language and integrative AI services via Azure AI, which not only enables millions of 3rd party customers but also powers up Microsoft's Windows, Office, Teams, and Azure OpenAI Services. Huang helped Microsoft and Azure Cognitive Services achieve multiple industry's first human parity milestones on the following open research tasks: transcribing conversational speech, machine translation, conversational QnA, and computer vision image captioning. Huang has made significant contributions to the software and AI industry through his executive leadership and his scientific publications, owning more than 170 US patents and impacting billions through Azure AI enabled products and services. In 2016, Wired magazine named him one of 25 Geniuses. In 2021, Azure AI was named the winner of InfoWorld's Technology of the Year Award. Huang was awarded the Allen Newell research excellence medal in 1992, and IEEE Speech Processing Best Paper in 1993. He was recognized as an IEEE Fellow by Institute of Electrical and Electronics Engineers in 2000, named ACM Fellow by Association for Computing Machinery in 2017, and a member of Washington State Academy of Sciences. Huang received 2022 Asian American Corporate Leadership Award, and IEEE Amar Bose Industrial Leader Award.     Localization Industry Standards Association or LISA was a Swiss-based trade body concerning the translation of computer software (and associated materials) into multiple natural languages, which existed from 1990 to February 2011. It counted among its members most of the large information technology companies of the period, including Adobe, Cisco, Hewlett-Packard, IBM, McAfee, Nokia, Novell and Xerox. LISA played a significant role in representing its partners at the International Organization for Standardization (ISO), and the TermBase eXchange (TBX) standard developed by LISA was submitted to ISO in 2007 and became ISO 30042:2008. LISA also had a presence at the W3C. A number of the LISA standards are used by the OASIS Open Architecture for XML Authoring and Localization framework. In the wake of the closure of LISA, the European Telecommunications Standards Institute started an Industry Specification Group (ISG) for localization.
